SCOPE

The Guayaquils City Hall, with the aim of improving the quality of the rainwater drainage service, has proposed to make the improvement,
rehabilitation, and in some cases replacement of rainwater pipes in many sectors of Guayaquils city. For this reason the installation of
rainwater collector has been approved, about 110 meters long in the Parroquia Febres Cordero, Calle 33 A SO (Maracaibo) between the
32th and 31th,. The project affects a two-block area bounded (20 families) during the construction process, however during its lifetime it will
benefit the rainwater transfer of 110 hectares around.

OBJECTIVES

General Objective

Perform an Environmental Impact Evaluation (EIE) and the respective Environmental Management Plan (EMP) for the Project "Installation of
rainwater collector 48 inches with two inspections cameras type II", with a time limit 45 days, located in Guayaquil in the Parroquia Febres
Cordero, Calle 33 A SO (Maracaibo) between the 32th and 31th with a referential budget of $ 105,579.49

Specific Objectives
Establish environmental baseline data in the affectations area influence belong this project, and determine the environmental
conditions of the same, before and after the collocation of rainwater pipe.
Formulate Environmental Management Plan that allows a correct performance of the activities contemplated for carrying out the
work, as well as those produced during its lifetime.
Identify potential environmental disasters that could take place as a result of the execution of the activities and establish
preventive or corrective measures through a Contingency Plan, it will mitigate the impacts that could be generated .

METHODOLOGY
The information collect in situ, was made through the visit of a group of technical specialists to the project area, together with a review of
bibliographic information for the installation of rainwater pipe 48 inches with two cameras type II inspection in the Parroquia Febres Cordero,
Calle 33 A SO ( Maracaibo ) and 32th between 31th.


Field Activities
The following activities were implemented:
Observation techniques to detect specific characteristics of the sector.
Interviews with residents of the sector, for knowing specifics socio-economic activities performed (land use, leading activities, etc.), type of
vegetation and existing species.
Photographic record of various project sites.

Bioenvironmental Information
Field information is verify, use as reference the current information sources, in order to set the micro-regional localization of influence area,
such as:
INEC, Censo de poblacin y vivienda , 2010.
Municipalidad de Guayaquil.

Biotic Environment - Flora - Fauna
The data collection was mainly based on the visual determination of the components of the environment.

Socioeconomic Information
The information collected for the socio-economic environment, it was written through information acquired in the INEC Instituto Nacional de
Estadsticas y Censos, Censo de Poblacin y Vivienda, 2010, more than the information obtained by interviewing the residents of the sector .

Environmental Management Law
Official Record No. 245 of 07.10.1999 , The Environmental Management Act is the standard macro environmental policy regarding the
Ecuadorian State and all subjects that perform actions related to the environment in general.
This Law, Title I, of the scope and principles of the law, determined in Art.1 determines the duties, responsibilities, levels of participation in
the public and private sectors in environmental management and indicates the permissible limits, controls and sanctions in this area.

Art.20.- At the beginning of every activity involving environmental, each of these activities should be accredited with an environmental
license, issued by the Environmental Minister.

Art.21.- The Environmental Management Systems will include studies of the Base Line, Environmental Impact Evaluation, Hazards reliability
analysis, Management Plans, Hazards Management Plans, Monitoring Plans, Mitigation Plans; Environmental Audits and Abandoning Plans.
The law of environmental management (LEM) stablishes the principles and directions for the national environmental politics, determines the
obligations, responsibilities, public and private level of participation within the Environmental Management and shows the maximum limits.

Art. 41.- With the aim of protecting the environmental rights of every citizen, public performance is allowed to the natural people, or
institutions to recall for justice when the environments standards are violated, without any kind of damages against them.
The application of the Environmental Management Law is helped by the release of the Texto Unificado de Legislacin Secundaria del
Ministerio del Ambiente (TULSMA),by means of the official Issue 3399, in Official Registration Number. 725 on December 16th 2002. The
objective of this Law is to stablish the updated standards within each concerned subject. The Text is structured in this way:

created into 4 categories, as the result of a process of analysis, scanning and screening focusing on the
hazards and impacts over the environment generated:
Neglecting Hazards ;

ACT. 39.- From the category II (environmental license type II).- Inside this category, belong projects
and activities with low environmental hazards.
Description of the activities: Repairing and improvement of the Rainwater Drainage Services
CATEGORY: II
According to the legal reference stablished by Texto Unificado de Legislacin Secundaria en su libro VI,
Ttulo I Sistema nico de Manejo Ambiental every Project that goes with Repairing and improvement of
the Rainwater Drainage Services should be described as an activity inside the II CATEGORY, this is
following the stablishments of the NATIONAL CATEGORY FOR ENVIRONMENTAL ISSUES. This category
can be found on the ACT. 23.4.2.2.

Location of the Project an its intersection references within the National System of Protected Areas.
According to the stablishments of the Environmental Minister, every projecto should proof its
intersection or not within the National System of Protected Areas for obtaining the environmental
license.The project is within an urban location which has suffered previous impacts due to the city
expansion.

3. ENVIRONMENTAL BASELINE DATA

The area of influence of the work is commercial, this due to the existence of Santa Teresita Mercado Municipal, the inhabitants are engaged
in trading during the morning and early afternoon, being this time between 6 am to 2 pm.
The project will take place in a marginal urban area of the city of Guayaquil, Guayas Province, located in the coastal region, with warm
temperate climate with temperatures fluctuate from 20.5 to 32.5 C with an average of 26.5 C.

Biotic Environment
Flora
In situ identification was based on visual inspection. It was noted that the influence area of the project, is currently with the presence
exclusive of ornamentals plants, this kind of vegetation is not considered, so this parameter is considered out to our scope.

Fauna
The data collected during the field phase was obtained in a period of two hours; couldnt noticed the presence of endogenous wildlife, except
domestic type (dogs, cats, etc).

Next to the new collector, old one of similar characteristics is installed , the same that is in service, however interfere in the plans for future
work to be performed, the situation of the people is favorable because the antique collector in times rain had certain disagreements such as:

Insufficient surface drainage
Precarious state of sumps for AA.LL.

Activities to be undertaken during the construction phase
Construction of two manholes rainwater type II.
Installation of 110 meters rainwater collector 48''
Review manifold gaskets by television camera
Demolition of existing collector having a length of 115 meters,
Disabling manholes.
Relocation of 85 meters of pipe HDPE (High Density Polyethylene) 90 mm
Repairing and Replacing home guides water and water meters
Perform pressure and leak tests.
Making Water Quality Testing (Chlorine Concentration and presence of total solids).


Identification of Environmental Passives/Liabilities.

Here existing environmental liabilities are identified throughout the project, regarding the impacts on third parties that were generated by the
existence of the manifold and generated by third parties on it. The purpose of this assessment is correct such environmental liabilities as part
of the activities to be considered in the installation of the collector due to the risk they mean for infrastructure and users thereof.

Environmental liabilities were identified in an area of 20mm each side of the axis of the collector. The assessment of environmental liabilities
involves the identification, characterization and qualification of environmental liabilities of physical, biotic, social and economic, generated
during the operation by the previous collector.

In this case do not exist environmental because the project is being performed, in an area next to the service of the antique
collector, the inspection carried no cracks or leaks reason found why was not causing any problems to the inhabitants , or
environment.


IDENTIFICATION AND ASSESSMENT OF ENVIRONMENTAL IMPACT

Impact assessment is a set of procedures that attempt to measure and predict through the identification and quantification of variables, the
different effects that can occur on environmental components due to the implementation of activities of the installation of storm drain, which
implementation will improve the capability and level of service thereof.

These affectations may be short, medium and long term and implement mechanisms for prevention, mitigation and / or compensation, and
the impact caused by the project implementation, the components of the physical, biotic, socioeconomic and cultural environment is
established.

The environmental impact assessment will be based on the Leopold matrix recommended by the Inter-American Development Bank (IDB),
applying for constructive and life stage method, for which the activities that caused most effects are identified and assess, the following
environmental components:

Flora
Fauna
Air
Socioeconomic


In Book IV of the Single System of Ecuador Environmental Management required in Article 13, that in the process of evaluating
environmental impacts are identified, described and assessed the potential impacts of a proposed project or activity with respect to
environmental variables:
Physical (water, air, soil and climate);
Biotic (flora, fauna and habitats);
Socioeconomic and cultural (population, settlers, archeology, socio-economic organization among others).

Once identified Environmental Impacts, we proceed to describe and evaluate them and used for this parent: Intensity, Extension, Duration,
Sign, Magnitude, Reversibility, Risk, VIA and range matrices , to visualize more quickly and clearly the main environmental impacts.

INTENSITY MATRIX
The intensity matrix shows the degree of involvement of the environmental component caused by certain activities to take place in the
construction phase of the project.

RANGES: From 1 to 10, where 1 represents the lowest intensity and increases gradually ascending to 10 will be the largest.
For subtle effects will be represented with 0.

EXTENSION MATRIX
The matrix defines the affectation extent is received because of its respective location, in a spot area, locally or regionally.

DURATION MATRIX
The matrix represents the period lasting impact in terms of years.

Project Socialization

In meeting with the community sustained on September 11, 2013 at 9:30 am, its proceeded to question the participants about the needs of
the sector that would be affected, yielding the following responses:
Implement roadside curbs to improve the transfer of rainwater
Concreting of the sidewalks in front of homes adjacent to the project
Repair guides and water meters
Entrance ramps on curbs for disabled

To satisfy these needs we proceeded to derive the following activities at a project being done contiguously.

The foregoing is agreed with the community meeting held on October 1, 2013 at 10:45 am, the community unanimously approved for project
implementation installation of rainwater pipe 48 inches with two cameras type II inspection in the Parish Febres Cordero, Calle 33 a SO (
Maracaibo ) and 32th between 31th.





















ENVIRONMENTAL MANAGEMENT PLAN

The Environmental Management Plan should be used as a tool to allow the project developer to make decisions for proper environmental
management.

Objectives of the Environmental Management Plan

Comply with current applicable environmental regulations.
Integrate environmental considerations making decisions in related to work practices in all activities manifold installation.
Ensure a sustainable environmental management of the project area.
Strengthen positive population produced as a result of the installation of the manifold impacts.

Strategies for Implementation of Environmental Management Plan
Designing mechanisms for disclosure and appropriate communication to those involved, which consist primarily of induction talks to all
workers and contractors on the measures envisaged in the EMP.
Ensure that the monitoring and control in each of the activities or events, the results are recorded and corrective action is taken in the event
of any deficiencies in the Plan is made.

Item name: Health Batteries Rental , public service (PIA-001)

Description: This item considers the rent, transportation, and installation at the job site, of four chemical batteries for use of workers during
the construction time.

Working Procedures: Workers will use batteries to meet their hygiene needs, the inspector may penalize by fines on the person making
their needs outdoors. Similarly, the contractor is required to comply with the dates of cleaning the coils, which are at least twice a week.

Item name: Water for dust control (PIA-002)

Description: This work shall consist of application, according to the orders of the Inspector, a palliative for dust control to occur as a result of

In case of using water as a palliative for dust, it will be distributed uniformly by a person using a hose with spray nozzle. The Personal and
equipment used and the frequency of application should be approved by the Inspector.

Description: Industrial safety is the set of rules to prevent and control that the Contractor must implement in each of their foreheads and
facilities working to prevent risks and accidents occurrence.

Working Procedures: The contractor shall provide protective equipment to their workers, jackets , boots, earmuffs, and other implements
that may need to provide security for the workers.
The Contractor shall be required to take the measures necessary industrial safety in the work fronts , and maintain programs aimed at
achieving adequate physical and mental health of all its staff , according to the regulations that the Ecuadorian Institute of Security social
(IESS ) have.

Item name: Talks on Awareness (SP-003)

Description: Awareness talks will be conducted to identify factors of threat risk in each of the work sites and how to deal with, and the
provision of personal protective equipment such as:. Helmet, gloves, masks, reflective vests, steel toe boots and boot water, rubberized etc.

Use of machinery for excavation,
Entry and exit of vehicles in front of work,
Scope of work areas, removal of rubble poles, among others,

Working Procedures: The constructor will organize safety meetings at different levels and frequencies:
Meetings induction (refers to training prior to initial work) for new staff, these meetings will be held before the work week and aims to provide
the basic knowledge required to start the activity.

Safety meetings in each working group will be held daily (will be recorded and photographs will be obtained), its goal is to maintain a high
level of awareness on issues relating to safety and will include a session of about 10 minutes so that gang select and discuss topics of
interest, the contracted workers designated by the chair the session.
In order to limit the risk of accidents, the builder will maintain all risk insurance in force of the work in order to compensate persons or
property are affected.
