Roscoe the Rooster
Roscoe the Rooster made Takoma Park his home for 10 years, staking
his territory on the lawn in front of and behind the apartment houses
near Marks Kitchen on Carroll Avenue. Roscoe roamed the city and had
many neighbors protecting him. Unfortunately, Roscoe died in a hit and
run in February 1999. A life-sized statue of Roscoe the Rooster, crafted
by local artist Normon Greene, stands on a pedestal in front of the clock
tower in the center of downtown Takoma Park.
Roscoe will make special appearances throughout the Guide.

The Auditorium is LEED-CI Silver
Certifed and has 154 fxed seats
with two aisles and room for six
wheel chairs. The foating wood
stage is approximately 18 inches off
the foor, 30 feet wide and 19 feet
deep at the center.
This environmentally friendly space
has a state of the art lighting
system with colored LED washes,
sound system with two wireless
microphones and connections for
up to 10 wired microphones. The
presentation system has a 6' x 11'
projection screen in the center of
the stage and two small screens on
either side of stage.

City Council
All legislative powers of the City are vested in a body designated as the Council of the
City of Takoma Park, consisting of seven members. Six of these members are elected
by ward and are called Councilmembers, and one is elected at large and is called the
Mayor. The regular term of the Councilmembers and the Mayor is two years or until their
successors have been elected and duly sworn. Newly elected Councilmembers and the
Mayor take offce on the second Monday following their election. Regular elections are
held in November of odd-numbered years.

Day-to-day management of the Takoma Park
government is overseen by the City Manager. The
City Manager is appointed by the City Council,
implements the policies passed by the City Council,
and proposes an annual budget to the City Council.

City Council Meetings
The Takoma Park City Council meets
in the Community Center located at
7500 Maple Avenue. Meetings are held
every Monday unless the City Council
is on recess or a Monday falls on a
holiday; meetings then move to the next
available calendar day.
The Takoma Park City Council
generally takes a recess in August
and December. City Council meetings
are open to the public unless noted
otherwise.
City Council meetings are available to
watch on City TV Cable and are also
available to view on-line.
Open Meetings
All meetings of the City Council and
Council-appointed boards, committees,
commissions, and task forces are open
to the public unless noted otherwise.
All are subject to the Maryland Open
Meetings Act.

Opportunities to Serve
Takoma Park residents have many
opportunities to be involved in their
government. Serving on a city board,
commission, committee or task force
is one way to be involved and provide a
service to the community. These groups
are advisory to the City Council and
members are appointed by the Council.
Some have specifc roles related to
conducting hearings or carrying out
certain activities.
Most of the boards, commissions and
committees require the members be
residents of the city. Check the city
website for each to see membership
requirements and to fnd out the
specifcs of each groups mandate.
Feel free to sit in on a meeting or two
before applying to see if it is a good ft
for your interests and skills. Meetings
are open to the public unless noted
otherwise. See online for the calendar
of scheduled meetings.

Finance
The Finance Offce oversees the Citys fnancial resources, processes payroll, pays bills,
collects certain fees, and safeguards and invests City funds. The Offce prepares an
annual report and facilitates the annual audit of the Citys fnancial management.

Payments associated with a City-issued invoices may be made online by Visa,
Mastercard and Discover. A convenience fee of 2.9% or $1.50, whichever is greater, will
be charged. E-check transaction users will have a $1.00 convenience fee charged.

Renovating Property in
the Historic District
Established in 1992, the Takoma
Park Historic District is the largest
historic district in Montgomery County
and includes several residential and
commercial neighborhoods including
Takoma Old Town and Takoma
Junction.
A Historic Area Work Permit (HAWP)
is required prior to undertaking any
proposed changes to the exterior of
a structure or to the environmental
setting of the site in the historic
district. This includes moving,
demolishing or altering the exterior
of a house, building or other
structure. Applications are reviewed
by the Montgomery County Historic
Preservation Commission and must
be approved before a permit for the
work may be issued.
Changes to the exterior of any
commercial property in the Takoma
Park Historic District requires the
approval by the Citys Facade Advisory
Board (FAB) prior to review by the
Historic Preservation Commission.

Mulch
Leaf mulch, made by grinding the annual
collection of leaves, is available for pickup
and delivery. The mulch pile is accessible
for self-loading every day of the week.
Loading of trucks and mulch delivery is
done for a fee. To schedule a delivery, call
(301) 891-7633. Charges are $45 for a 3
yard load and $65 for a 7 or 10 yard load
for City residents.
Electronics and Computer
Recycling Drop-Off
Bring your old or unwanted electronic
equipment to be refurbished or recycled to
the Public Works facility.

Trash Carts and Recycling
Containers
Trash carts are available for sale. Purchase
a 96 gallon trash cart for $62.54 and 64
gallon for $55.12. Carts have lids, wheels,
and handles. Recycling containers are free
and available at the Public Works Yard for
pick up.
Large Item Pick Up
Heavy items, like appliances, mattresses
and furniture, are picked up by
appointment only. There is a $10 charge
for the collection of up to three items.Call
to schedule a pickup.

Upcoming Events
Bulk Tree Sale: August 11, 2014 to October 17, 2014. Receive a $100 subsidy
towards the cost of the frst tree purchased. Contact the City Arborist at (301) 891-
7612 for program details.
Fall Leaf Collection: November 17, 2014 through December 19, 2014. The Public
Works department will notify residents in advance about the collection. Details can
be found at: www.takomaparkmd.gov/publicworks/fall-leaf-collection-program.
Safe Grow Law Implementation: In July, 2013, the City Council passed the Safe
Grow Act restricting the use of certain pesticides for cosmetic lawn care. The law
went into effect for commercial applicators as of March 1, 2013. The law goes into
effect for all property owners and residents as of January 1, 2015. Information about
the law, the list of restricted pesticides and information about less toxic alternatives

New Hampshire Avenue Bridge
at Sligo Creek
The renovation of the New Hampshire
Avenue bridge over Sligo Creek will
continue through 2014. Four through lanes
of traffc will be maintained, while access
into and out of Sligo Creek Parkway at
New Hampshire Avenue is restricted. SHA

Flower Avenue Green Street
The Flower Avenue Green Street project
will incorporate pedestrian safety, traffc
calming and innovative stormwater
management, as well as improvements
to bus stops and lighting. Design work
is expected to be completed by the end
of 2014 and construction is expected

ADA Sidewalk Compliance Project
Since 2010, the City has embarked
on a program to replace and repair all
existing sidewalks to comply with federal
accessibility regulations. To date, over
15 miles of sidewalk on City streets have
been repaired at a cost of 2 million dollars.
The effort is expected to be completed
by 2019. The FY15 effort is concentrated
south of Elm Avenue.

Construction
Development of new sidewalks is
underway for the following streets: 400
block of Boyd Avenue; Allegheny Avenue
between Highland Avenue and 4th Avenue;
1000 block of Elm Avenue; Kansas
Avenue between Allegheny Avenue and
Cockerille Avenue; 4th Avenue between
Allegheny Avenue and Orchard Avenue;

Traffc Calming Installations
Design of an alternative intersection
confguration for Flower Avenue and Sligo
Creek Parkway is under development.
Proposals need approval by the Maryland
National Park and Planning Commission,
as they own the roadway in that area.
The goal of the project is to slow traffc
entering the neighborhood and treat
stormwater run-off from the pavement.
Traffc calming installations are scheduled
to be completed for the 7700 block of
Garland Avenue and the 300 block of
Boyd Avenue.

How To Request A
Sidewalk
The Takoma Park City Council has
established a process for new sidewalk
requests. Residents request the initiation
of a sidewalk planning process via an
active and recognized neighborhood
association or residents in the affected
area request that the City perform a
survey of the households in the affected
area and at least 50% of the responders
provide a yes vote.
Once a request is received by any of
the methods listed above, the City will
schedule a community meeting. All
households in the affected area will be
mailed a notice notifying them of the
meeting. The purpose of the meeting
will be to provide factual information
about the requirements for the size,
location and construction impacts of a
sidewalk, and inform residents of the
Citys planning process for new sidewalk
requests.
After the meeting, the City will mail a
survey to the households in the affected
area. If at least 50% of the responses
received are positive, the project will
be assigned to an engineering frm for
development. The design development
process will be dependent on funding
and requests will be placed in a queue
based on the date the request was
received or survey was completed.

Circle Time: every Tuesday, 10 a.m. or 11 a.m. Our Circle Time is a beloved
local tradition, a 30-minute program of songs, fnger plays, rhymes, movement
exercises and a story all designed to teach early literacy concepts in a fun way.
The program is geared for infants through preschoolers and their grown-ups.
Spanish Circle Time: every Thursday, 10:30 a.m. Join Seora Geiza for a
30-minute program highlighting basic Spanish vocabulary through songs and
rhymes. (Note: Seora Geiza will be taking a hiatus for several weeks in the fall;
well post the specifc dates when we know them).
Scribblers Cabal: most Fridays at 4 p.m. Kids are invited to draw with Library
Assistant Dave Burbank, our library staff artist. To keep updated about the

MOOC Discussions: Sunday afternoons. MOOCs Massive Open Online Courses
offer a free way for older teens and adults to keep up lifelong learning. This fall,
we will be sponsoring weekly discussions centered on two MOOCs: Modern and
Contemporary American Poetry, beginning September 6, and Shakespeare on
the Page and in Performance, beginning October 1. For information on how to

PAT The Play Lady RUMBAUGH - TakomaPlays!
Takoma Park has been declared a playful city for six
consecutive years. All of this has been achieved under the
watchful eye and leadership of Pat Rumbaugh. TakomaPlays!
partners with the Takoma Park Recreation Department and
works to create a community where young and old safely
enjoy outdoor and indoor play as a regular part of their lives.
Pat believes there is a decline in free unorganized play for
youth and adults and she nds it alarming. Kids are not as
interested in going out to play and creating their own games
and fun without adult leadership. Since she has always
believed in the importance of play, she researched play and
promoted it in the community.

Whether she is leading a play day of making Mud Pies, organizing the rst Adult Play Day or preparing for Play
Day, Pat is always a leader in playing. Pat says, Everyone deserves to play daily and it is not being selsh by
taking time out of your day to play. It not only helps physically and mentally but it also helps society as a whole.

Applicants must be City residents.
Scholarships are for youth, teens, and
seniors. Please contact the Recreation

Based on a German model, Kindermusik
was developed in the United States over
30 years ago. It is taught worldwide and
incorporates the early childhood musical
foundations of Kodaly, Suzuki, Orff,
and more. Becky Linafelt received her
Kindermusik teaching license in 2003 and
is proud to be part of the Takoma Park
community as a mom and educator. She
is a member of the Early Childhood Music
and Movement Association (ECMMA), the
National Association for the Education
of Young Children (NAEYC), and the
Maryland Music Teachers Association
(MMTA). Busy and curious toddlers
also love Kindermusik classes that

Stepping is a form of dance in which you

Taekwondo
Taekwondo is composed of three parts
as shown in the English spelling, though
it is one word in Korean. "Tae" means
"foot," "leg," or "to step on"; "Kwon"
means "fst," or ''fght''; and "Do" means
the "way" or "discipline. It can mean the
way or discipline of foot and fst martial
arts is studied for combat skills, ftness,
self-defense, self-cultivation (meditation),
mental discipline, character development
and building self-confdence. There is a

Futsal League 2015
Futsal, a sport that is similar to soccer,
offers the perfect combination of learning
and fun. It is designed to improve
fundamental technique and skill during the
winter months. It's also a great opportunity
to meet new friends, stay in shape and
prepare for the upcoming season. For
the last two years, the program has been
flled to capacity with a wait list. Please
note that program registration is frst
come frst serve and space is limited to 60
participants. Parents are encouraged to
volunteer as coaches.

Fun Day Programs on full days and
some holidays for an additional fee.

emergency closings).
Recreation Staff will escort children
who attend Takoma Park Elementary
School and Piney Branch Elementary
School to and from Takoma Park
Community Center on whole and

Participants who attend the After the
Bell Program must provide their own
transportation to and from the Takoma

Scholarship applications must be

Come enjoy new ways of combining
materials and media. Using a variety of
collage and paper altering processes,

Encaustic Collage Weekend
Workshop
Encaustic collage is a medium that uses
bees wax as an adhesive and allows for
layering of papers and lightweight found
materials as a base for over-painting with
oil and encaustic paint. This workshop
will cover collage layering processes
using translucent and opaque papers and
sculptural effects that can be created with
the wax with stencils, stamps and incising.
All materials will be provided for the $40
materials fee, including all substrates,
medium, brushes and paint. A letter of
optional collage materials to bring will be

Yoga Nidra: Meditation and
Relaxation
This meditative yoga practice helps reduce
stress, lessen fatigue, improve sleep and
increase overall peace and equanimity.
After practicing gentle yoga poses and

Living Well with Diabetes
Living Well with Diabetes is a free
community-based diabetes education
program developed by the Joslin Diabetes
Center and presented by Providence
Hospital. This program consists of three
classes, once per week, with a follow-up
visit, designed for persons with diabetes,

in learning more about the disease.
The program focuses on "knowing your
numbers" and healthy lifestyle and

Bone Builders Waitlist
The Bone Builders program, in partnership
with Montgomery County, consists of
three parts: balance exercises, weight
training, and discussion concerning diet,
safety and exercise. The program uses
trained RSVP volunteers to lead the
classes with supervision by a certifed
trainer. For best health benefts and
increase in bone density, participants are
encouraged to attend class twice a week.

Puppy Kindergarten
If you have puppy, you need Puppy
Kindergarten! Early puppy training and
socialization has been shown to help
prevent behavior problems later on. Each
class will include supervised, offleash
play, where you will learn about dog body
language and appropriate play. Most of
all, well have fun! No pinch, prong, choke,
or electronic collars in the classroom.

With Monster Bash right around the corner the Takoma
Park Recreation Department staff is preparing for a
host of activities that are designed for the entire family.
On Saturday, October 25, Monster Bash 2014 will kick
off at 1 p.m. with the Annual Costume Contest in the
public parking lot next to the TPSS Co-op, followed
by the Costume Parade down Carroll Ave and we will
end the festivities with the Costume Award Ceremony
and celebration in Old Town Takoma Park. Rain or

Wait list policy
In the event that a program has more
interest than available space, we will keep
a waiting list. Individuals on the waiting
list will be accommodated on a frst-come,
frst-served basis. In the event that another
class is created, individuals from the waiting
list will be contacted.
Registration policies
The Recreation Department reserves the
right to cancel any program/class due
to insuffcient enrollment or to substitute
teachers without participant notifcation.
Classes may be canceled on school
holidays, vacations, snow days or any
other dates noted in the guide. If schools
close midday due to a weather or other
emergency, childrens classes will also
be canceled. Every attempt will be made
to reschedule classes canceled due to
weather emergencies, but refunds cannot
be guaranteed.
A resident of Takoma Park is any person
who lives within the 2.8 square mile cor-
porate limits. A nonresident lives outside
the corporate limits. If you are not sure
of your residency status, please call us
and we will be happy to assist you. Or

We require, for most programs, that
participants are the required age as
the date of the frst class. All age
requirements are set to beneft the
participant and allow for more consistent
program instruction. In some instances,
the requirements have been set for the

of Takoma Park assumes no liability for injuries or damages from the results of participation. I acknowledge the fact that the Takoma Park Recreation Department
