On
Urban Transport in Kathmandu Valley:
Problems and Possible Mitigating
Measures
Presented by:
Hemant Tiwari
Features of Kathmandu Valley:
Rapid Population growth & Haphazard urbanization
Around 6 lakhs vehicle registered between 2001-2011
with almost 50% in Kathmandu
93% of vehicles registered are private, largely
motorbikes (73%) Public transport vehicles constitute
only 3% of total vehicles fleet
Mode share of total trip of Kathmandu
Transport Problems
of Kathmandu:
General problems:
Heavy demand on small urban road network.
Lack of mobility and accessibility
Disconnected transportation modes.
Impact on Land use
Environmental degradation.
Unreliable Public Transportation

Lack of multidisciplinary planning
approach

Other problems:
Isolated approach of road construction & widening
Lack of proper Road maintenance measures.
Less transportation equity
High fuel or energy consumption.
REMEDIAL
MEASURES:
Possible Policy measures:
Land use Policy
Congestion Pricing
Management Strategy
Infrastructure
Traffic Demand Management
Traffic Demand
Management
Demand
suppression
Road pricing
Restriction by plate number
Tele-working
Parking control/parking fee
Modal shift Use of public transport
Park & ride
Demand
dispersal
Traffic information system
Staggered office / school hour
Flex time
Efficient use of
car
HOV lane
Car sharing
Efficient cargo distribution
Management Strategies:
One way street, Turning restriction. Reversible lane
Truck ban
Decentralization and construction of outer Ring road.
Actuated signal timing design, Co-ordinated Signal. ITS
system
Proper erection of traffic sign, signal and marking.
Our present strategy - Dog chasing its own tail
Road space will never catch up with vehicle population.
Thus, the long term solution is
Public Transportation
Promote Boot, Bike & Bus Policy:
Promote Mass Transit (BRT, LRT, Metro)
Some other remedial measures:
On & off street management by suitable parking mechanism.
Ensure maximum connectivity by expanding road network
but in holistic approach.
Adequate provision of footpath, cycle lane and Pedestrian
only zone, also ensure disable friendly roads.
Include road safety measures at design & operation stage
and also conduct social awareness campaign.
Remedial measures (contd)
Ensure multimodal connection.
Mechanical and Emission testing of vehicles & Use of ZERO
EMMISION or EURO V or above standard vehicles.
Appointment of traffic engineer in Traffic Police for
management.
Co-ordination of multidisciplinary agencies.
LETS GO FOR DYNAMIC APPROACH OF TRAFFFIC
MANAGEMENT:
INTELLIGENT TRANSPORTATION SYSTEM
(ITS)
