National e-governance plan

Over the years, a large number of initiatives have been undertaken by various State Governments
and Central Ministries to usher in an era of e-Government. Sustained efforts have been made at
multiple levels to improve the delivery of public services and simplify the process of accessing
them.
E-Governance in India has steadily evolved from computerization of Government Departments
to initiatives that encapsulate the finer points of Governance, such as citizen centricity, service
orientation and transparency. Due cognizance has been taken of the notion that to speed up e-
Governance implementation across the various arms of Government at National, State, and Local
levels, a programme approach needs to be adopted, guided by common vision and strategy.The
National e-Governance Plan (NeGP), takes a holistic view of e-Governance initiatives
across the country, integrating them into a collective vision, a shared cause. Around this idea,
a massive countrywide infrastructure reaching down to the remotest of villages is evolving, and
large-scale digitization of records is taking place to enable easy, reliable access over the
internet. The ultimate objective is to bring public services closer home to citizens, as
articulated in the Vision Statement of NeGP. Government approved the National e-Governance
Plan (NeGP), comprising of 27 Mission Mode Projects (MMPs) and 8 components, on May 18,
2006.Make all Government services accessible to the common man in his locality, through
common service delivery outlets, and ensure efficiency, transparency, and reliability of such
services at affordable costs to realize the basic needs of the common man

About CSC Scheme

The CSC is a strategic cornerstone of the National e-Governance Plan (NeGP), approved by the
Government in May 2006, as part of its commitment in the National Common Minimum
Programme to introduce e-governance on a massive scale. Common Services Centers are
envisioned as the front-end delivery points for Government, private and social sector services to
rural citizens of India. The idea is to develop a platform that can enable Government, private and
social sector organizations to integrate their social and commercial goals for the benefit of rural
population in the remotest corners of the country through a combination of IT as well as non-IT
services. The aim of the Scheme is not merely to roll out IT infrastructure, but to build a network
of 100,000+ rural businesses across India. To that effect, the CSC Scheme has been designed to
create a value proposition for all stakeholders and an alignment of their economic interests. The
CSC Scheme is envisaged to be a model for delivery of content, services, information
and knowledge, that can allow like-minded public and private enterprises to integrate their goals
of profit as well as social objectives, into a sustainable business model for achieving rapid socio-
economic change in rural India. This will be done through a collaborative model.
The PPP model of the CSC scheme envisages a 3-tier structure consisting of the CSC operator
(called Village Level Entrepreneur or VLE); the Service Centre Agency (SCA), that will be
responsible for a division of 500-1000 CSCs; and a State Designated Agency (SDA) identified
by the State Government responsible for managing the implementation over the entire State.
