1. SCOPE

1.1. This document specifies and supplements API Specification 5L, 43
rd
edition March,
2004, Product Level PSL 2, for Grade X70 and smaller, and establishes general
requirements for the manufacturing of seamless pipes (SMLS) and with longitudinal
seam, welded by electrical resistance (ERW), submerged arc (SAW) or any other method
approved by TGS.-

1.2. Any deviation or modification to the requirements of this Specification, whether previous
or subsequent to the beginning of manufacturing, shall not be accepted without written
consent of TGS.-

1.3. Any deviation or modification to the requirements of this Specification, accepted in
previous Projects or Purchase Orders, shall not be applicable without written consent of
TGS.-

2. REFERENCE CODES AND STANDARDS

2.1. API Specification 5L, including its Supplementary Requirements present in Appendixes
A to M.-

2.2. All the ones included in Section 2 of API 5L.-

2.3. NAG-100 (Standard of National Gas Regulatory Body).-

2.4. PSMA-567 Procedure Loading, Unloading, Transportation, and Storage of Pipes.-

3. MANUFACTURING PROCESS AND MATERIALS

3.1. Before starting the production, the Manufacturer shall provide detailed information about
manufacturing process, materials, source of provision of materials and test and inspection
methods. Possible modifications during production shall only be applied if approved in
written form by TGS.-

3.2. The steel used for pipe manufacturing shall be killed and produced with practices that
shall ensure the obtaining of fine grain.-

3.3. Pipe may be cold expanded, as it is admitted by API Specification 5L. However, that
expansion shall be limited to a maximum of 1.5% of the outside diameter pipe.-

The cold expansion method shall not be applicable for the manufacturing of pipes by
electrical resistance welding (ERW).-

3.4. All the plate to be used in the pipe manufacturing shall be inspected through ultrasonic
procedures, in order to verify the possible existence of laminations. These verifications
shall be carried out according to ASTM Standard A 578, Level II of acceptability.-

This requirement shall not be applicable to coils used in continuous manufacturing
processes.-

3.5. No thermal treatment different from a normalized one shall be permitted without the
written approval of TGS.-

3.6. For pipes manufactured through ERW, the entire welding area shall be normalized at a
minimum temperature of 870C. The normalized temperature shall be continuously
recorded and the corresponding graphs shall be available at the request of TGS
Inspection.-

3.7. Welding procedure specifications of manufacturing and repair of submerged arc (SAW),
gas protected (GMAW) or manual with covered electrodes (SMAW), shall apply to the
requirements of Section IX of ASME Code, Division 1, last edition, for each welding
process and each consumable combination used.-

ERW welding procedures shall be qualified according to API 5L last edition.-

3.8. Procedure qualification tests of welded joints shall include the Charpy V impact test of
welding and heat affected zone. These tests shall be carried out according to API 5L,
Appendix F, Sections SR5; SR5A and SR5B.-

Unless stated otherwise, the test temperature shall be 0C or lower, and the minimum
absorption of energy for normal test pieces (10 x 10 mm), shall be determined according
to Appendix F, Section SR19 of API 5L.-

3.9. These tests shall be supplemented by the determination, along the longitudinal seam and
in transversal sections, of Vickers or Rockwell hardness in the welding, heat affected
zone and base metal (5 points at 1 mm of both surfaces and 5 at the central area of each
test piece obtained). The maximum hardness shall be 248 HV-10 or 22 HRC.-

3.10. Before starting the production, the welding procedure specifications (WPS) and their
corresponding qualifications and protocols (PQR) shall be submitted to TGS for their
approval.-

4. CHEMICAL PROPERTIES ANS TESTS

4.1. The chemical composition of product analysis shall not exceed the limits established in
Table 2B of the Specification API 5L (Level PSL 2), with the following modifications:



0,15 % The entire pipe, except seamless, Grade B and X-42 for sweet
gas.-

Carbon 0,20 % Seamless, Grade B and X-42 for sweet gas.-
0,10 % The entire pipe when specified for acid gas service.-
Manganese 1,80 % Applicable only to Grade X70.-
Phosphorus 0,025 % Coincident with the maximum allowed by API 5 L Table 2B.-
Sulphur 0,015 % 0,006 % when specified for acid gas service.-
Silicon 0,40 %

If there are pipes exceeding the specified percentage of 0.15% of Carbon, TGS will
analyze the specific case, having exclusive decision of their acceptance or refusal.-

The use of alloy elements different from Titanium (Ti), Niobium (Nb) and Vanadium (V)
shall not be allowed. The combination of these elements shall not exceed 0.15%. Rare
earth shall not be used without the written consent of TGS.-

4.2. The carbon equivalent, based on product analysis, shall be calculated according to section
6.1.3 of API 5L and shall not exceed the maximum levels there indicated.-

4.3. In pipes with ERW seams, test pieces belonging to the same heat shall be collected from
pipes manufactured with different coils. If they have to be collected from pipes
manufactured with the same coil, a test piece shall be taken from the middle of the coil
and another from the end.-

5. MECHANICAL PROPERTIES ANS TESTS

5.1. Conditions included in clause 6.2.1 of API Specification 5L shall be applied for PSL 2
product level, except from the ratio between minimum yield stress and minimum
ultimate tensile strength, which value shall not exceed 0.90 for Grades X56 and lower,
and 0.93 Grades X60 and higher.-

5.2. All the physical, metallographic, destructive and non-destructive tests included in API 5L
shall be performed according to this Specification.-

5.3. In tensile tests performed on test pieces collected from the pipe body, the elongation shall
be determined by an extensometer. The ring expansion method shall not be allowed.-

5.4. For each Grade, diameter and wall thickness of pipe with ERW or SAW seams, samples
containing welding transversal sections of 2 pipes per 100 or fraction shall be collected
and conveniently prepared for testing. This exam shall provide clear evidence of having
achieved an appropriate fusion, both for ERW and SAW pipes.-

In pipes manufactured through ERW welding, it shall also be clear that an appropriate
normalized process has been achieved through the welding thickness.-

Additionally, these test pieces shall be subjected to a Vickers or Rockwell hardness test in
the welding, heat affected zone, and base metal. The maximum hardness shall be 248
HV-10 or 22 HRC.-

When it is specified that pipes will be used in acid gas service, hardness shall not exceed
192 HV or 90 HRB.-

5.5. Pipes with ERW seams shall be subjected to a flattening test according to API
Specification 5L, except for the flattening percent, which shall reach 50% of the external
diameter without having cracks in the welded joint.-

If there is a failure, flattening tests shall be performed in all the pipes manufactured with
the same coil, according to API 5L and this Specification.-

In those tests, the welding orientation shall be the same as the one used in the test where
the failure was detected.-

5.6. In pipes of n 254 mm (10") or higher and Grades X42 or higher, Charpy V impact tests
shall be performed according to API 5L, Appendix F, Sections SR5, SR5A and SR5B.-

Unless stated otherwise, the impact tests shall be performed at a temperature of 0C or
lower, and the minimum absorption of energy for normal test samples (10 x 10 mm), shall
be determined according to Appendix F, Section SR19 of API 5L.-

Tests and acceptance limits (SR5B and SR19) shall be applied separately on the amount
of pipes of each diameter, wall thickness, and specified grade. Even though the
acceptability criteria shall be absorbed energy, the Supplier shall indicate as a
complementary information, the percentage of ductile or cutting area in the quality
certificates issued, according to SR5A.-

Additionally, applying the same API 5L Sections and the same criteria mentioned in the
previous paragraphs, a Charpy V impact test shall be performed taking out a sample at
least, transversally to the welded joint from a pipe per 100 manufactured with the same
heat.-


6. DIMENSIONS

6.1. The nominal length of pipes shall be 12 m (40 ft). Unless stated otherwise in the
Purchase Order, no pipe shall be longer than 12.80 (42 ft) or shorter than 9 m (30 ft). The
average length of every item included in the Purchase Order shall not be smaller than
11.60 m (38 ft).-

At its own discretion, TGS will accept pipes of a smaller length than the indicated
previously, up to a minimum of 7 meters (23ft) and up to an amount not higher than 3%
of whole item.-

Girth welds shall not be permitted.-

6.2. For seam welded pipes, the minimum thickness in 70% of the pipes, not including areas
with imperfections, shall be equal or higher than the specified wall thickness.-

The wall thickness in any section of the pipe, including areas with imperfections, shall be
at least 95% of the specified thickness, except for Grade B or lower, whose thickness
shall not be lower than 90%. The maximum wall thicknesses shall be determined
considering the allowances established in Table 9 of API 5L.-

For seamless pipes, the maximum and minimum wall thicknesses shall be determinated
according to the allowances established in the Table above mentioned.-

7. HYDROSTATIC TESTS

7.1. For pipes with ERW or SAW welded seams, the position of the longitudinal seam during
the hydrostatic tests shall be such that shall ensure that small leaks in the welding area be
easily detected by the test operator or his helper.-

7.2. At the beginning of each shift and at least once during each of them, the hydrostatic
pressure recorder shall be checked and its calibration shall be verified. Pressure gauges
used during the hydrostatic testing shall have a range between 1.5 and 3 times the
maximum test pressure.-

7.3. Unless stated otherwise in the Purchase Order, the hydrostatic test pressure shall be in
accordance with 100% of the minimum yield stress of the material and shall be kept up,
in all the cases, for at least 10 seconds.-

7.4. In the case of distortions or deformations, the Manufacturer will be able to apply
Appendix K of API Specification 5L.-

8. NON DESTRUCTIVE TESTS

8.1. All the NDT operators shall have a qualification of at least Level 1 certification
established in one of the following Standards: IRAMISO 9712; ISO 9712; ASNT-
Recommended Practice SNTTC1A.-

Personnel interpreting results of any non-destructive method, shall be qualified in
accordance with level 2 or \ and 3 requirements of the standards above mentioned.-

X-ray operators shall have the proper authorization for X-ray handling issued by
Ministerio de Salud y Ambiente de la Nacin- Secretara de Salud Pblica (Argentina) or
its equivalent abroad.-

8.2. For the final approval, longitudinal seams shall be completely examined with ultrasonic
method only after the hydrostatic test.-

8.3. The bevel and one (1) inch of each pipe end shall be examined around the periphery by an
approved ultrasonic method to check for laminations. Pipe containing laminations greater
than 6.35 mm (1/4") circumferentially shall be rejected.-

8.4. Weld defects found during production that exceeded acceptance limits of API 5L
Specification, may investigated by precise manual ultrasound probing or radiography.-

8.5. All pipes shall be inspected in a non destructive manner according to Paragraph 9.8.3.
Particularly, pipes welded by ERW and Laser shall be inspected according to Appendix F,
Section SR17.-

8.6. All pipes having welding defects exceeding limits established in API 5L Paragraphs
9.8.4.6 or 9.8.5.4 shall be rejected, unless seam reparation is permitted by this
supplementary Specification.-

8.7. Reference Standard

8.7.1. The calibration standard for ERW seam inspection shall consist of 3 holes of 3.2 mm in
diameter (1/8") and 6 API N10 machined notches (3 on the interior surface and 3 on the
exterior), conveniently separated. Holes shall be separated by at least 250 mm (10"), with
one of them located on the longitudinal weld axis and the others displaced on both sides
of the axis, at a distance of 3.2 mm (1/8"). One of the three holes shall be located within
9.5 mm (3/8") of the end of the pipe.-

8.7.2. The ultrasonic reference standard for the inspection of SAW seam welded pipes shall
consist of the following:

Two API N5 notches on the external surface. These notches shall be located on each
side of the weld, next to its ends.-

Two API N5 notches on the internal surface. These notches shall be located on each
side of the weld, next to its ends.-

One notch on each surface, external and internal, transversally located to the
longitudinal weld.-

Three holes of 1.6 mm (1/16") in diameter, one located on the seam axis and the other
two on both sides, on the heat affected zone.-

The longitudinal seam shall be inspected ultrasonically after the hydrostatic test, in
order to verify the existence of longitudinal and transversal defects.-

8.7.3. Other calibration standards different from the ones indicated in the previous paragraphs
could be used. If so, these shall be subjected to TGS approval before starting the
production.-

8.8. When in the Purchase Order it is specified that the pipes will be applied to acid gas
service, the Manufacturer shall inspect the entire body of the pipe, or the plate with which
it will be manufactured, through ultrasonic techniques, with a view to detecting the
possible existence of laminations.-

If the Manufacturer could not provide this inspection service satisfactorily for TGS, this
Company shall have the option of hiring it, and the manufacturer shall provide the
location and the necessary equipment for the movement of pipes.-

8.9. A manual ultrasound equipment shall always be available for the Inspection, so this can
verify pipe thickness in areas having been connected to ground or other areas which could
generate doubts at the end of pipes.-

9. DEFECTS AND REPAIRS

9.1. Defects in base metal could be eliminated by grinding, as long as the remaining wall
thickness is not lower than the limits established by API Specification 5L, modified by
section 6.2., 2
nd
paragraph, of this supplementary Specification.-

9.2. No hammering of pipe or jacking out of dents shall be allowed.-

9.3. Repairs by welding in seamless pipes, ERW seam welded pipes, or on the body of SAW
seam welded pipes shall not be accepted.-

9.4. Defects in the welded joints of SAW pipes could be repaired, subject to the following:

9.4.1. Repair welds shall not be accepted after the expansion process.-

9.4.2. The repair of cracks or fissures, whether in original or in repaired welds, shall not be
permitted.-

9.4.3. Seam repairs whose defects are located within 152 mm (6") from the end of the pipe shall
not be performed.-

9.4.4. The multiple repair of a weld segment is not acceptable.-

9.4.5. If using arc air system for defects removal, at least 3 mm of additional metal shall be
removed by grinding, in order to completely eliminate the area carburized by the
electrode.-

9.4.6. Imperfections detected visually in the weld cap area, not accepted by API Specification
5L, shall be eliminated by grinding o repaired by welding.-

9.4.7. Internal repairs of welded joints shall be limited to an accumulative maximum length of 3
meters. The minimum distance between repairs shall be 600 mm, and the number of
repairs shall not exceed three (3) by welded joint, except in the case of porosities and
undercuttings, where the minimum separation between defects shall be 150 mm and the
number of repairs shall not exceed ten (10) by welded joint.-

9.4.8. All repaired welds shall be radiographically inspected according to Paragraph 9.8.4 of
API Specification 5L. The radiographic film shall cover the repaired area plus 100 mm
(4") at least, on each side.-

9.4.9. Pipes having longitudinal seams repaired shall be tested hydrostatically according to
Section 9.4 of API 5L and to section 7 of these supplementary Specifications.-

10. MARKING AND COATING

10.1. Pipes shall be delivered free of burrs and deformations, clean, free of foreign materials or
oily residues, and without any kind of coating, except some kind of anticorrosive coating
is specified in the Purchase Order.-

10.2 Each pipe shall be marked according to API 5L Section 10 and Appendixes F and I.
Magnitudes shall be indicated using the Decimal Metric System.-

10.3 The required marking shall be applied by stenciled on the interior surface of one end of
each pipe.-

10.4. In the case of coated pipes, marking shall also be performed on the coating surface. Two
(2) labels located 90 from each other shall be located at the end of each pipe, firmly
adhered.-

The labels shall have the following information: Purchase Order Number, Heat Number,
Pipe Manufacturing Number, Hydrostatic Test Pressure, Length, Thickness and
Registered Name of the company that carried out the inspection at the factory.-

10.5. In pipes with nominal diameters lower than 305 mm (12"), the required marking shall be
performed by a continuous stenciled.-

Information that cannot be included in the continuous stenciled, shall be added in the
labels adhered externally, as indicated in 10.4.-

10.6. In the case of pipes without coating, hand-written inscriptions, instead of labels, shall be
accepted, as long as they are clearly legible and made with permanent markers, especial
for metals. Die stamping on the surface of pipes, plate or skelp shall not be permitted.-

11. EQUIPMENT CALIBRATION

11.1. All equipment and measuring instruments, used in the manufacturing, measuring and
testing process, shall be periodically calibrated fulfilling the requirements of TGS
Inspection, who could require their testing if there are reasonable doubts regarding
precision.-

11.2. The Manufacturer shall have precision and calibration certificates of gauges, blocks,
micrometers, linear tapes and diameters tapes, etc, issued by national bodies accepted by
TGS Inspection.-

11.3. Pressure gauges and indicators, and pressure recorders shall be calibrated by a dead
weight tester or calibrated master instrument, which shall have the precision established
according to standards recognized and accepted by TGS Inspection.-

11.4. Tensile tests machines shall be maintained and calibrated according to ASTM Standard
E4.-

11.5. Potentiometers and thermocouples shall be maintained according to ASTM Standard
E220.-

11.6. Impact test machines shall be calibrated according to ASTM Standard E23.-

12. INSPECTION

12.1. Pipeline manufacturing and the corresponding tests shall be inspected by TGS or a third
party entrusted by TGS for that purpose.-

12.2. When due to reasons of geographic location, volume of purchase, or delivery speed, it is
deemed convenient to have permanent Inspection at the factory, the Manufacturer shall
provide an adequate location so it can be performed without interferences, equipped with
basic communication equipment (telephone landline, computer with Internet access,
etc.).-

12.3. Loading, dispatching or any movement of material shall be performed in such a way that
it allows the essential identification to be able to carry out controls established in API
Specification 5L, supplemented by this Specification.-

12.4. TGS material approval does not exempt the Manufacturer from the responsibilities
resulting from deficiencies or failures in the pipes delivered.-

12.5. While the Purchase Order is in progress, the Inspection shall have free access and shall be
able to visit all factory areas related to pipe manufacturing or control.-

13. SURPLUS

The Manufacturer shall deliver, when possible, the quantity of each item established in
the Purchase Order. Nevertheless, the surplus produced shall adjust to the information
included in the following chart, and shall be deemed as such for the purposes of
invoicing:

It is expressly specified that TGS shall not recognize surplus material exceeding
magnitudes indicated.-

14. STOCK MATERIAL

When the Manufacturer offers stock material and whether it has been established in the
corresponding Purchase Order, the finished pipes shall be inspected, ready for shipment,
according to the following procedure:


14.1.
The Manufacturer shall indicate the total number of pipes to be delivered, as well as if
they will be divided by lots. In that case, the Manufacturer shall establish the number of
units included in each lot, which shall consist of 100 pipes as a maximum.-


14.2.
The Inspection personal at the factory shall verify and certified the kind of stowage and
the packing shape (number of pipes per packing).-


14.3.
The equivalent of fifteen percent (15%) of the quantity of pipes included in the total
shipment shall be visual and dimensional inspectioned, taking out them at random from
an entire stowage. If more than one stowage is necessary to complete 15%, a different
one shall be selected following the same procedure.-

No defect shall be admitted on the percentage above mentioned, and the shipment shall be
rejected if defects are found.-

14.4. The number of samples established in 14.5 shall be taken out at random from the material
selected according to 14.3 for performing hydrostatic tests.-

Additionally, using this sample, the quantity of specimens corresponding to the total
shipment for performing physical-chemical tests shall be taking out according to the
requirements of API 5L and this supplementary Specification.-

14.5. Hydrostatic tests shall be carried out based on the following criterion: At least two (2)
pipes shall be collected from each lot, and no failure shall be admitted. If failures are
detected, the entire shipment shall be rejected.-

15. CERTIFICATION AND TRACEABILITY

The Supplier shall provide quality certificates and documentation, which shall allow an
easy traceability of manufactured pipes, according to API 5L Appendix F, Section SR15.-

For those purposes, the Supplier shall provide two (2) certified copies of the tests reports
performed at the factory for each heat. This documentation shall include chemical
analyses (heat and product) and the results of mechanical tests (tensile strength, fracture
toughness, etc).-

Reports shall include the following information: Purchase Order Number, Quantity
Produced, Heat Number, Pipe Manufacturing Number, Hydrostatic Test Pressure, Length,
Wall Thickness and Registered Name of the company that carried out the inspection and
other information required by section 10 of these supplementary Specifications.-

16. STORAGE AND SEA AND/OR RAILROAD TRANSPORTATION

16.1. In case it is necessary to store pipes in the Suppliers facilities before shipping them to
this Company, the stacking shall be performed according to PSMA-567 Procedure
Loading, Unloading, Transportation, and Storage of Pipes.-

16.2. If sea transportation of pipes is included in the corresponding Purchase Order, the
shipping shall be performed according to API RP 5LW Recommended Practice.-

16.3. If railroad transportation of pipes is included in the corresponding Purchase Order, the
shipping shall be performed according to API RP 5L1 Recommended Practice.-

17. WARRANTY

17.1. The Supplier shall have Quality Assurance ISO 9000 certification.-

17.2. Sections of welded pipes shall be tested in-line by the contractor, pneumatically with air
at 6.9 bar (7 Kg/cm
2
) before burying and covering them. When the pipeline is buried and
covered, it will be hydrostatically tested at a maximum pressure corresponding to 100%
of the specified minimum yield strength at the lowest elevation point, and not less than
90% at the highest elevation point.-

Material approval shall not exempt the Supplier from the responsibilities resulting from
deficiencies or failures (hidden defects) as a result of pipe manufacturing (including
material and manufacturing process), and shall be responsible for the expenses derived
from the search and repair of those pipes having defects, in any of the processes prior to
the commissioning of the pipeline.-

Therefore, if so requested, the Supplier will be able to be present during all laying
activities. All expenses and resulting responsibilities of these inspections shall be in
charge of the Supplier.-

17.3. The warranty validity shall end when hydro-tests, previous to the commissioning of the
pipeline, are performed satisfactorily, or TWO (2) years after the date of material
reception, whatever happens first.-
