TAMIL NADU ADI DRAVIDA HOUSING DEVELOPMENT CORPORATION

(TAHDCO), DINDIGUL

TAHDCO, is rendering services to uplift the livelihood of SC/ST people since 1974
continuously. The beneficiaries are under various schemes, Individual members, SHG
members, Educated unemployed youth both men and women, poor who have nobody to
depend on belonging to Adi Dravidar and SC groups in addition to families of scavengers
etc., The schemes implemented for them mentioned here under.

1) Land purchase scheme for SC / ST women.

2) Women SC / ST Self Help Groups - Revolving Fund Assistance.

3) Women SC / ST Self Help Groups Financial Assistance for Economic
activities.

4) Financial Assistance for Individuals.

5) Financial Assistance Scheme for SC/ST Educated Unemployed Youth (SEPY).

6) Free Skill Training Programme for SC / ST Youth.

7) Collectors Discretionary Fund Scheme.

8) National scheme for liberation and rehabilitation of scavengers and Dependents
Scheme (NSLRS).


1. Land Purchase Scheme for SC/ST Women (NSFDC, New Delhi National
Scheduled Caste Finance and Development Corporation / Banks)

TAHDCO has a scheme for the landless poor SC women to purchase land. This is
in operation since 2003-2004. Under the scheme a sum of Rs. 1.00 lac as maximum unit
cost is paid to the individual. 50 percent of it is treated as subsidy and the remaining 50
percent is loan. The cost of land apart for the reclamation of the land, leveling of the land
contour bounding, clearing of bushes creating water sources, maintenance of cattle etc., up
to a sum of Rs.1.00 Lac amount is provided as Financial Assistance. 50 % of it is subsidy.
The loan amounts are released through Banks and NSFDC, New Delhi.

2. Women SC / ST Self Help Groups Revolving Fund Assistance

Each SHG will consists of generally 12-20 members. The skills of the SHGs are to
be empowered after six months of its formation. For each group TAHDCO will grant a
subsidy of Rs.10,000- along with Rs.50,000- per group as bank loan and this total amount
of Rs. 60,000- is given under Revolving Fund Assistance.

3. Women SC / ST Self Help Groups Financial Assistance for Economic Activities

The SC / ST Self Help Groups, the members of which are totally living below
poverty line. In order to empower them economically such groups are encouraged to start
some work or activity to augment their economic income. For starting such activity of
their own Financial Assistance is given as loan of Rs.7.50 lacs. Out of this Rs. 2.5 lacs is
treated as subsidy and the balance 50% released through bank. The Beneficiaries share will
be 5%.

4. Financial assistance for individuals

This is for People in the Age group of 18-55. The aim of the scheme is that they
should start an Economic activity of their own and there by increase their income for their
own betterment. For such income generating activity from a sum of Rs.6000- to 7.50 lacs
is granted as loan. In this the beneficiary gets 30 % subsidy from TAHDCO or a maximum
of Rs.25,000-. The beneficiary should pay 5 % of the amount as his share. Bank loan will
be 65 %.
Under this scheme they can start activities like, lime kill industry, manufacturing of
Chapels, Coir Industry, Brick chambers, Vessels trade, provision stores, Textile shops,
stationary shops, Agriculture and Agriculture oriented activities like rearing of milk cows,
Goats etc.,

5. SC / ST Educated Unemployed Financial Assistance Scheme for Youth SEPY -
(Self Employment for Youth)

Appropriate income generating activities which can be done with local resources
available are identified and proper Advertisement, is given inviting applications from
SC/ST candidates at the age group of 18 35. The selected SC/ST Youths are given loan
with appropriate training. On the basis of the unit cost mentioned in the financial
Assistance for Individual loan scheme the loan and subsidy are given.

6. SC/ST Free Skill Training Programme for Youth.

The skill training are given with the well established industrial schools in the
district. This scheme is implemented in order to empower the skills to obtain jobs or to
start their own business. This training is given to educated unemployed SC/ST and
converted Adi Dravida Christians. TAHDCO sponsors the Institutional Fee and stipend of
Rs.400- per month for each Trainee. The training period is from 3 months to a maximum
of two years according to the nature of the training.

Presently under this training TAHDCO extends its help to Study Nursing
Assistance Course, Computer Training, Training in Catering, Diesel Mechanism,
A/C Mechanism, Radio and TV Mechanic, Plumber Training and several other areas of
Skill Training.


7. Collectors Discretionary Fund Scheme

This scheme is implemented since 2002-2003. The District Collector can identify
and select the most downtrodden Adi Dravida and scheduled Tribe Poor, who are not
covered under any other schemes, and the beneficiary will be given 100% grant for small
scale business directly.

Under the scheme the asset worth up to Rs.10,000- is given as 100% grant.

Priority will be given under the scheme for the People who suffered as bonded
labours, victims of communal riots, widows, physically handicapped and orphans etc.,



8. SRMS (Scheme for Rehabilitation of Manual Scavengers) Financial Assistance for
Individuals

I. Scheme

This scheme has been implemented from last year. Under the Scheme Financial
Assistance for the individuals belonging to the family members of manual scavengers
registered through TAHDCO can avail loan from Bank along with the subsidy from
TAHDCO. The unit cost ranges from a minimum of Rs. 25,000- to a maximum of
Rs. 5,00,000-. A subsidy of 50% for the unit cost of Rs.25,000- and a subsidy of 25% or
Rs.20,000- which ever is higher, will be given to the unit cost above Rs.25,000-.






II. Tamil Nadu Scavengers Welfare Board :

On 11.06.2007 Tamilnadu Government established a Welfare Board for the Solid
Betterment of Manuals Scavengers in Tamilnadu. The registered manual scavenger
members in TAHDCO are provided Identity Card by Scavengers Welfare Board to obtain
assistance in Different Welfare Schemes. the bank.
