Karlstad - The sale
of the former Karlstad
Group Home located on
Main Street drew no
public comments at a
public hearing held for
the purpose of the sale.
The city of Karlstad,
through the Economic
D e v e l o p m e n t
Association, a citizen
committee that pro-
motes economic develop-
ment as an arm of the
city, had entered into a
lease-purchase agree-
ment with Polaris about
one month ago. The doc-
uments signed following
the hearing made that
agreement a done deal.
Polaris will pay
$10,000 per month with
an option to buy the
building for $182,000
next year.
Kara Heggedal, rep-
resenting Polaris,
explained that with the
permission of the
Karlstad City Council,
Polaris has already
begun transforming the
building to accommo-
date its needs. She told
the council it will house
about 21 people when
completed.
Heggedal said
Polaris will bring in
employees from other
plant locations, includ-
ing those in Poland and
Mexico, for training at
the plants headquarters
in Roseau. She added
the company expects the
occupancy to remain
fairly consistant. -

training on a controlled
burn Saturday, July 26.
The training consist-
ed of starting an old,
abandoned home on fire
and sending a group of
firefighters inside to
extinguish the flames.
Multiple times, fire-
fighters went inside the
home until they decided
it was no longer safe to
continue training, then
moved onto an external
attack on the house. -

There is a mix of joy and
suffering that come from
making a long-distance,
multi-day bike trip. For Rob
Kopp, pastor of the Thief
River Falls United
Methodist Church, a long
bike ride is a chance to get
closer to God.
Kopp, 50, recently com-
pleted a 400-plus-mile solo
bike ride that began in
Walker and concluded in
Hayward, Wis. He complet-
ed the ride as part of his
renewal leave.
Renewal leave is similar
to a sab-
batical. It
is a time
for prayer
and reflec-
tion, and a
time for
pastors to
r e n e w
their sense
of call.
For
me, it was
a time of
deeper connecting with
God, Kopp said. Its not
like you dont do these
things in everyday parish
life, but a lot of time is spent
tending to the needs of your
congregation.
United Methodist pastors
are eligible to take renewal
leave once every six years
and they typically happen in
the summer. The typical
length of a renewal leave is
one to three months. This
was Kopps first renewal
leave in his 10 years of pas-
toral ministry.
Renewal leave may sound
like an extended vacation,
but that is not its intended
purpose. It also isnt intend-
ed to be a form of continuing
education. Other examples
of renewal leave given by
Kopp include one pastor tak-
ing an intensive pottery
class. Another traveled to
the Holy Land.
For Kopp, the
bicycle trip was
an easy decision
because it
brought him clos-
er to God.
Bicycling for
me is kind of a
form of prayer,
Kopp said.
Mind, body and
spirit are all con-
nected.
Kopp is an
avid bicyclist with experi-
ence on long solo trips. In
1985, at the age of 22, Kopp
completed a two-and-a-half-
month solo bike trip across
Ireland. Kopp called the trip
across Minnesota into
Wisconsin a chance to recon-
nect with the experience 29
years prior.
The start of Kopps trip
was delayed by a week when
his mother-in-law, Nancy
Miller, was hospitalized. He
originally planned to leave
from the parsonage in
Crookston that he shares
with his wife, Pastor
Michelle Miller, because he
likes the way the land
changes as he goes east from
Crookston. Instead, Kopp
began his trip on July 6,
departing from Walker.
Kopp pulled a 40-pound
trailer that contained his
tent, sleeping
pad, rain gear,
cooking equip-
ment, clothing
and some food.
He routinely
camped at state
park or national
forest camp-
grounds, but he
did spend the
occasional night
in a motel for
recovery or when
it didnt line up logistically
to camp.
Because the tour was
unsupported, Kopp had to
plan ahead for meals. He ate
at restaurants or bought
food at grocery stores when
the opportunities presented
themselves. Sometimes
Kopp had to settle for a pro-
tein bar for supper because
the next grocery store or
restaurant would mean
another 20-mile bike ride.

As a high school student
in Glen Ullin, N.D., Randy
Schantz wasnt sure what he
wanted to do when he grew
up. A year after he graduat-
ed from high school, he had
an epiphany.
At the time, Schantz was
working at a grocery store
where he had worked
throughout high school.
Soon, he realized that he
wanted to go to college.
Schantz enjoyed teaching
kids in Vacation Bible School
and enjoyed coaching kids.
He decided that he wanted
to become a teacher. Now, he
is the principal at St.
Bernards Catholic School in
Thief River Falls.
Schantz began his new
job in June. Hes not new to
St. Bernards. Last school
year, he served as the
schools physical education
teacher and technology coor-
dinator.
Previous employers had
encouraged Schantz to
become a principal. When
the oppor-
t u n i t y
arose at St.
Bernards,
he realized
its an
opportuni-
ty that
d o e s n t
h a p p e n
often at a
school at
w h i c h
someone is
a l r e a d y
t eachi ng.
He recalled he suffered some
anxiety about the prospect
and weighed the pros and
cons. With support from his

Falls, has

selected as
the 2014
Minnesota
winner of
t h e
Agriscience
Teacher of
the Year
award. The
Na t i o na l
Association
of Agricultural Educators
presented the award.
Shaw said it was an honor
to receive an award from her
peers. She attributed her
nomination to her encour-
agement of students partici-
pation in the national com-
petition and their success
there. Shaw received $250
as part of her award.
Shaw is thankful to be
able to work with her stu-
dents. She is also thankful
that so many kids are inter-
ested in agriscience. She
noted that everyone depends
on agriculture even though
they may not work in the
field of agriculture.

Falls with her husband,
Pastor Rob Kopp recently completed a 400-mile solo bike

Polk County to hold flood map open house


The Polk County prelimi-
nary flood hazard maps have
been released. A public infor-
mation meeting for Polk
County residents to view
and discuss changes in the
flood hazard maps will be
held Wednesday, Aug. 27,
from 4 to 6:30 p.m. The
meeting will be held in the
Crookston City Council
Chambers at the Crookston
City Hall.
Representatives from the
Minnesota Department of
Natural Resources and the
Federal Emergency
Management Agency will be
on hand to answer questions
about the new maps.
For the most part, the
floodplain areas within the
county arent expanding or
increasing in elevation. With
new elevation data, the
maps will be more accurate.
If a property owner were
currently within or near the
100-year floodplain, the
property owner is encour-
aged to review the prelimi-
nary maps to see how the
property may be affected.

requires building/land use
permits for all construction
projects throughout the
county. Those planning
building/land use projects or
those who are rebuilding
after the latest summer
storms should contact
Planning and Zoning prior
to construction to see what
setbacks and ordinance
requirements may apply.

MDA to offer free waste pesticide
collections in northwest Minnesota counties
The Minnesota
Department of Agriculture
will host a series of waste
pesticide collections in six
northwestern Minnesota
counties from Tuesday, Aug.
12, through Thursday, Aug.
14. Through these free col-
lection events, Minnesota
homeowners and farmers
can safely dispose of
unwanted and unusable pes-
ticides.
MDA has collected over
5.25 million pounds around
the state since the program
started in 1990. The pro-
gram accepts unwanted,
unusable agricultural and
consumer type pesticides
including insecticides, fungi-
cides, herbicides and roden-
ticides. However, crop oils,
adjuvants, pesticide rinsate,
fertilizer, treated seed, con-
taminated soil and empty
pesticide containers will not
be accepted. The collections
are open to farmers, home-
owners, commercial pesti-
cide applicators, golf cours-
es, lawn care companies,
structural pest control oper-
ators and other pesticide
users. No pre-registration is
required.
Collection sites will
accept up to 300 pounds of
eligible product at no cost.
MDA requests that citizens
call 651-201-6562 to provide
advance notification if they
wish to drop off more than
300 pounds of product.

Deadline extended for emergency assistance

that the enrollment deadline
for the 2012 and 2013
Emergency Assistance for
Livestock, Honeybees and
Farm-Raised Fish Program
has been extended to Friday,
Aug. 15. Originally, program
sign-up was scheduled to
end Friday, Aug. 1.
The new deadline gives
livestock, honeybee and
farm-raised fish producers
who experienced losses
because of disease, adverse
weather, wildfires or colony
collapse disorder between
Oct. 1, 2011 and Sept. 30,
2013, an additional two
weeks to enroll in ELAP.
Because ELAP is an
important safety net for key
sectors of American agricul-
ture, weve provided this two
week extension so that pro-
ducers can submit required
documentation and apply for
program benefits, said
Garcia.
Producers are encouraged
to contact their local FSA
service center or visit FSAs
website at www.fsa.usda.gov
for additional information
regarding ELAP.

Kris Compton, chairper-

announced that Dr. Eric
Lunn, Altrus chief medical
executive, will assume the
position of president, effec-
tive Jan. 1. Altrus current
president, Dr. Casey Ryan,
announced in May that he
would step down from the
position at the end of 2014.
A combination of factors
makes Dr. Lunn the right
person for the job, including
his work in pediatrics, his
longevity with the organiza-
tion and his leadership in
roles with Altru and within
our community, said
Compton. He provides a
diverse perspective because
of his experiences, and we
are confident he is well suit-
ed and prepared to lead
Altru Health System.
Lunn said, Im very
humbled by the decision of
our Board of Directors to
allow me to serve as presi-
dent of Altru Health System.
The Board is made up of
great community leaders, as
well as my colleagues, and I
thank them for this honor.
Ive been here 27 years and
three days. Its a great place
to work. We have a wonder-
ful staff, and day in and day
out, all 4,200 of us work to
provide excellent health care
for northeast North Dakota
and northwest Minnesota.
Lunn continued, Health
care is in a state of turmoil,
and I think its an exciting
time to be in leadership. We
have to become more inno-
vative. Altru Health System
is a very stable organization,
and yet, we need to continue
to change and evolve in the
way we care for patients. We
have to do more with less.
We must continue to
improve the quality of our
patient experience in our
quest to deliver world-class
care.
As president, Lunn is
responsible for providing the
overall leadership to Altru
Health System. He will con-
tinue his role as a practicing
physician in pediatrics.
A graduate of North
Dakota State University, the
University of North Dakota
School of Medicine and
Health Sciences and the
University of South
Carolina School of Medicine,
Lunn completed his pedi-
atric residency at the
University of Texas Medical
Branch. He began his med-
ical career at United
Hospital in 1987, serving in
many positions, including
chairperson of pediatrics
and chief of staff. Lunn con-
tinued practicing in pedi-
atrics as United Hospital
became Altru Health System
in 1997.
Lunn has been published
on a variety of topics, includ-
ing child behavior, immu-
nizations and the implemen-
tation of a mandatory flu
shot program within a
health care system. He has
testified before the North
Dakota State Legislature,
championing bills dealing
with childhood immuniza-
tions and care for mothers
and children.
In addition to practicing
medicine, Lunn is an associ-
ate professor of pediatrics at
the University of North
Dakota School of Medicine
and Health Sciences. He has
been active in the Greater
Grand Forks community,
volunteering time in a vari-
ety of organizations.

Emphasizing safety
Two years ago, much of the farm
land I saw while traveling across South
Dakota looked like it had been
scorched with a blow torch and the
precious topsoil, like sand about to be
blown away. What a difference a couple
of years can make. When I drove
through South Dakota recently, there
was no sign of a drought. In fact, water
stood in places Ive rarely seen water
before. The grass everywhere was
green and tall, and farmers were busy
trying to keep up with mowing along
the many county highways - some of
them with alarmingly steep banks. It
reminded me that there are some risks
associated with mowing ditches. And
as we approach, and begin the harvest
season, farmers have a lot of priorities,
but safety may not be one of them.
According to the National Institute
for Occupational Safety and Health,
approximately 250 people per year are
killed as a result of agricultural tractor
rollovers, runovers, entanglements and
highway collisions. Rollovers account
for more than half of these fatalities.
About 85 percent of all tractor rollovers
are side rollovers. Driving too close to
an incline or embankment, driving too
fast when negotiating a curve, driving
the tractor with a loaded front-end
loader in the raised position, uneven
braking while traveling at high speeds
and losing control of the tractor due to
excessive load on the drawbar are the
major causes of side rollovers.
Now, there isnt a farmer out there
who doesnt know and understand why
rollovers happen, but they may not all
believe it could happen to them or that
simple device, such as a rollbar, could
save their lives. I wonder what their
spouses think of that.
In several other states, a new pro-
gram called Rebates for Rollbars is
being offered. The program offers
rebates to farmers who refit or install
crush-proof roll bars - and seat belts -
on older tractors.
According to a 2010 USA Today story
by Joel Banner and Adam Silverman,
The Rebates for Rollbars program
pays farmers 70 percent of the cost of
safety equipment - up to $765 - and
offers a toll-free help line where they
can order gear. Money to run the pro-
gram comes through grants from the
Centers for Disease Control and
Prevention, and the rebates are funded
with contributions from interested par-
ties, such as insurance companies.
I checked with state officials as to
whether the Rebates for Rollbars pro-
gram was available in Minnesota, but
no one seemed to know. As this is a pro-
gram that has the potential to save
lives, perhaps its time the program
became available in Minnesota.

EMS places defibrillators

awarded 50 Automatic
External Defibrillators to be
placed throughout north-
western Minnesota.
To ensure proper use of
the equipment, Greater
Northwest EMS is working
with regional Emergency
Medical Services community
partners to coordinate train-
ing and support for AED
recipient sites.
The AEDs are funded
through a grant awarded by
the U.S. Department of
Health and Human Services
through its Health
Resources Services
Administration, in hopes of
improving the outcome for
victims of sudden cardiac
arrest in rural areas.
The grant authorizes
LifeCare to purchase AEDs
over the next three years
and distribute them
throughout 12 neighboring
counties through a competi-
tive grant process. The coun-
ties included in the grant
are Kittson, Roseau,
Pennington, Lake of the
Woods, Marshall, Norman,
Mahnomen, Clearwater,
Polk, Beltrami, Red Lake
and Hubbard. The next
grant application deadline is
Monday, Sept. 1.

Border State Bank holds school supply drive
As school nears, many
families are planning for
their childrens supply
needs. Being prepared for
school with a backpack and
school supplies may come
easy for some, but not for
others.
To help area children in
need, Border State Bank is
hosting its annual
Operation: School Supplies
to give children the tools
they need to excel in school
this year.
In the first year of the
program, the bank collected
more than $3,000 in sup-
plies, which were donated to
area schools. All donations
received locally will support
and be donated to the school
where the Border State
Bank is located (Badger,
Baudette, Greenbush/
Middle River, Roseau and
Thief River Falls). All dona-
tions will be distributed by
the local schools.
Specific supplies are
needed, such as pencils, glue
sticks; boxes of eight, 16,
and 64 Crayola crayons;
pencil boxes; washable
markers (boxes of eight),
Fiskar for Kids scissors;
wide-lined notebooks; fold-
ers; erasers; highlighters;
blue and black pens; colored
pencils; pencil sharpeners;
rulers; and backpacks.
Donors need not be
Border State Bank cus-
tomers. Donations are wel-
come until Friday, Aug. 22 at
any Border State Bank. At
that time, employees will
deliver all of the supplies to
the schools.

NJCAA Student-Athlete
Award previously recog-

Academic Achievement
Award for student-athletes
who have completed three
full-time semesters with a

3.80 and 3.99.
She was a member of the
Pioneers volleyball and soft-
ball teams last season and
will be continuing her edu-
cation at Northland in the
nursing program.
All three of Northlands
womens intercollegiate ath-
letic programs were among
the teams recognized with a
GPA over 3.00 recognized by
the NJCAA. The Pioneers
volleyball team had a 3.14
figure, womens basketball
3.12 and softball 3.03.
The 2013-2014 season
marked the 31st year the
NJCAA has recognized the
success of its student-ath-
letes in the classroom. With

Minnesota DNR announces 2014 hunting dates...
Duck, goose seasons set
Minnesotas waterfowl
season will open a half-hour
before sunrise on Saturday,
Sept. 27, under a similar
season structure to last year,
with similar bag limits and
with season dates that vary
for north, central and south-
ern zones, according to the
Department of Natural
Resources.
Waterfowl seasons are
based on a federal frame-
work that applies to all
states in the Mississippi
Flyway.
While the season struc-
ture is similar to recent
years, there is an adjust-
ment in the duck season
dates in the south duck
zone, said Steve Cordts,
DNR waterfowl specialist.
In the south duck zone,
hunting opens for three days
from Saturday, Sept. 27,
through Monday, Sept. 29,
and then closes. The season
then reopens from Saturday,
Oct. 11, through Saturday,
Dec. 6.
In all zones, the daily bag
limit remains at six ducks
per day. Mallard bag limit
remains at four per day,
including two hen mallards.
The wood duck bag limit
remains at three per day.
The only bag limit change
from the 2013 waterfowl
season is the canvasback
limit, which decreases from
two to one per day.
Minnesota and three
other states in the
Mississippi Flyway had the
option of including two addi-
tional blue-winged teal in
the daily bag limit (bonus
blue-winged teal).
We thought the risk that
green-winged teal might be
taken by mistake was too
great, said Paul Telander,
DNR wildlife section chief.
Mallard abundance from
a continental spring survey
that includes Minnesota is
used to set overall duck sea-
son length. This years esti-
mate was 11 million mal-
lards similar to last years
estimate of 10.8 million mal-
lards and well above the
long-term average.
In another measure of
Minnesota duck numbers, a
population index of resident
breeding mallards was down
slightly from last year, but
13 percent above the long-
term average.
Continental breeding
duck numbers were good
this year, and following
heavy rains in the spring,
wetland conditions in the
major waterfowl breeding
areas were favorable,
Cordts said.

duck, goose, sandhill crane,
and other migratory bird
hunting seasons will be
available in the Minnesota
waterfowl hunting regula-
tions, available in mid-
August in booklet form and
online at www.mndnr.gov/
hunting/waterfowl.
Duck Seasons
In the north duck zone
(north of Highway 210), the
duck season will run from
Saturday, Sept. 27, through
Tuesday, Nov. 25.
In the central duck zone,
the duck season will run
from Saturday, Sept. 27,
through Sunday, Oct. 5, and
Saturday, Oct. 11, through
Sunday, Nov. 30.
In the south duck zone
(south of Highway 212), the
duck season will run from
Saturday, Sept. 27, through
Monday, Sept. 29, and
Saturday, Oct. 11, through
Saturday, Dec. 6.
Youth Waterfowl Day
Youth Waterfowl Day will
be Saturday, Sept. 13.
Hunters ages 15 and under
may take regular season bag
limits when accompanied by
an adult age 18 or older. The
accompanying adult cant
hunt that day and does not
need a license. Canada
geese, mergansers, coots and
moorhens may be taken
from a half-hour before sun-
rise to 4 p.m. Motorized
decoy restrictions are in
effect. Five geese may be
taken statewide.
Canada Goose Hunting
Canada goose hunting is
open in the three duck
zones, and also in an inten-
sive harvest zone. For a map
of the intensive zone and
other information, see

terfowl.
August Canada goose
management harvest will
open Saturday, Aug. 9, and
run through Sunday, Aug.
24, in the intensive harvest
zone only. Bag limit is 10 per
day. A $4 permit is required.
This is the second year
Canada goose harvest has
been allowed during August
due to high populations of
geese and crop depredation.
Early September Canada
goose season will open
statewide Saturday, Sept. 6,
and run through Monday,
Sept. 22. Bag limits for
Canada geese are 10 per day
in the intensive harvest zone
and five per day in the
remainder of the state. A $4
permit is required to hunt
Canada geese during
September season.
Restriction prohibiting
hunting within 100 yards of
surface water remains in
effect in the northwest goose
zone, Carlos Avery Wildlife
Management Area, Ocheda
Lake Game Refuge and an
area surrounding Swan
Lake in Nicollet County.
Hunters should consult the
waterfowl supplement for
zone maps and details.
Minnesotas regular goose
season will open in conjunc-
tion with the duck season
statewide on Sept. 27, with a
bag limit of three Canada
geese per day the entire sea-
son. Goose season will be
closed in the central and
south duck zones when duck
season is closed. In the north
duck zone, goose season will
run from Saturday, Sept. 27,
through Thursday, Dec. 25.
In the central duck zone,
goose season will run from
Saturday, Sept. 27, through
Sunday, Oct. 5, and
Saturday, Oct. 11, through
Tuesday, Dec. 30. In the
south duck zone, goose sea-
son will run from Saturday,
Sept. 27, through Monday,
Sept. 29, and Saturday, Oct.

This summer, the
Minnesota Department of
Natural Resources is finding
too many boaters and other
water users taking unac-
ceptable and illegal risks by
transporting aquatic inva-
sive species (AIS).
So far this season, water-
craft inspectors have found
more than 1,300 boaters at
public water accesses with
aquatic plants, invasive ani-
mals or water in or on their
boats and equipment. If not
stopped, these boaters could
have infested other lakes.
In addition, DNR conser-
vation officers have issued
169 citations and 375 warn-
ing tickets to boaters for AIS
violations at enforcement
check stations and public
accesses. Fines range from
$100 to $500.
Far too many people are
still not following the law,
said Greg Salo, DNR central
region enforcement manag-
er. "Some of these laws have
been on the books for more
than 15 years and yet were
still seeing a 26 percent vio-
lation rate at enforcement
check stations. That's unac-
ceptable. Violators should
know better by now.
Minnesota currently has
175 water bodies infested
with zebra mussels.
Every new infestation is
extremely serious, said Ann
Pierce, DNR section manag-
er for Ecological and Water
Resources. This means that
its important for people to
take responsibility, follow
the laws, and protect the
remaining more than 10,000
Minnesota waters. Its still
well worth the effort to pro-
tect the uncontaminated
water bodies.
In Minnesota is it illegal
to:
n Transport watercraft
without the drain plug
removed.
n Arrive at lake access
with drain plug in place.
n Transport aquatic
plants, zebra mussels, or
other prohibited species,
whether dead or alive.
n Launch watercraft with
prohibited species attached.
n Transport water from
Minnesota lakes or rivers.
n Release live bait into
the water.
All DNR-trained water-
craft inspectors stationed
around the state are author-
ized to help ensure boats
and trailers are clean and
free of AIS before entering or
leaving a lake, river or other
body of water. Whether they
work for the DNR, or for a
county or other local unit of
government, inspectors are
there to help make sure
boaters are not in violation
of AIS laws and protect our
lakes and rivers.
The DNR has 23 deconta-
mination units at various
bodies of water in
Minnesota. The agency con-
centrates inspectors and
decontamination efforts at
high-use bodies of water
that are currently infested
with AIS.

was chosen from among
hundreds of applicants who
underwent a rigorous writ-
ten practical examination to
qualify for the academy, as

tional capacity exam), psy-
chological profile and back-
ground check.
The new officers spend
the 16 weeks field training
with experienced conserva-
tion officers to gain on-the-
job training for natural
resources management and
law enforcement-related
activities before receiving
their initial field station
assignments across the
state.

SHRIMP FRIED RICE

Tasty and simple, you
can make this dish in a
hurry on a hot day:
4 tablespoons butter, divid-
ed
4 eggs, slightly beaten
3 cups cold cooked rice
1 (16 ounce) package frozen
mixed vegetables
1 pound uncooked medium
shrimp, peeled and
deveined
1/2 teaspoon salt
1/4 teaspoon pepper
8 bacon strips, cooked and
crumbled (if desired)
In a large skillet, melt 1
tablespoon butter over
medium high heat. Pour
eggs into skillet. As eggs
set, lift edges, letting
uncooked portion flow
underneath. Remove eggs
and keep warm.
Melt remaining butter in
the skillet. Add rice, vegeta-
bles and shrimp. Cook and
stir for 5 minutes or until
shrimp turn pink. Return
eggs to the pan and sprin-
kle with salt and pepper.
Cook until heated through.
If you have bacon, sprinkle
it on now. Recipe serves 6.

Perfect as a summer
dessert, and such a tasty
way to end the meal:
2 packages (8 ounces each)
cream cheese, softened
3/4 cup sugar
1/2 cup sour cream
3 cups fresh strawberries,
mashed
1 cup whipped topping
BLUEBERRY SAUCE
1 (12 ounce) package frozen
unsweetened blueberries
1/3 cup sugar
1/4 cup water
Line bottom and sides of
a 9x5x3 inch loaf pan with a
double layer of heavy duty
foil. Set aside. In a mixing
bowl, beat cream cheese,
sugar and sour cream until
light. Fold in strawberries
and whipped topping. Pour
into prepared pan. Cover
and freeze for several hours
our overnight.
In saucepan, bring blue-
berries, sugar and water to
a boil. Cook and stir for 3
minutes. Cool slightly.
Transfer to a blender; cover
and puree until smooth.
Cover and refrigerate.
Remove strawberry
cream from the freezer for
15-20 minutes before serv-
ing. Use foil to lift out of
pan and then remove foil.
Cut into slices with serrat-
ed knife. Serve with blue-
berry sauce. Serves 10-12
people.

TOMATO DILL SOUP

You are getting healthy,
goodies from the garden
now. Use some of them to
make this quick, delicious,
nutritious soup for supper
this week.
1 medium onion, thinly
sliced
1 garlic clove, minced
2 tablespoons cooking oil
1 tablespoon butter or mar-
garine
1/2 teaspoon salt
Pinch of pepper
3 large tomatoes, sliced
1 can (6 ounces) tomato
paste
1/4 cup flour
2 cups water, divided
3/4 cup whipped cream
1 to 2 tablespoons finely
minced fresh dill or 1 to
2 teaspoons dill weed
In a large saucepan, over
low heat cook onion and
garlic in oil and butter until
tender. Add salt, pepper
and tomatoes. Cook over
medium high heat for 3
minutes. Remove from heat
and stir in tomato paste.
In small bowl, combine
flour and 1/2 cup water. Stir
until smooth. Stir into
saucepan. Gradually stir in
remaining water until
smooth. Bring to a boil over
medium heat, cook and stir
for 2 minutes.
Place mixture in a sieve
over a bowl. With back of
spoon, press vegetables
through the sieve to remove
seeds and skin. Return
puree to pan and add cream
and dill. Cook over low heat
just until heated through.
Do not boil. Makes 1 quart
of soup.

HOMEMADE PIZZA
SAUCE

1 can (29 ounces) tomato
sauce
1 can (12 ounces) tomato
paste
1 tablespoon Italian sea-
soning
1 tablespoon dried oregano
1 to 2 teaspoons crushed
fennel seed
1 teaspoon onion powder
1/2 teaspoon salt
In saucepan over medi-
um heat, combine tomato
sauce and paste. Add
remaining ingredients; mix
well. Bring to a boil, stir-
ring constantly. Reduce
heat; cover and simmer
about 1 hour, stirring occa-
sionally. Cool.
When cool, pour into
freezer containers, leaving
1/2 inch headspace. Freeze
for up to 12 months. (Recipe
makes about 4 cups but you
may find you wish to double
it.)
Use the sauce with crust
and toppings of your choice
to make a pizza. 1 1/3 cups
of pizza sauce will cover a
15x10x1 inch crust. Yum,
yum!

Dash of salt
Vanilla ice cream
In skillet, combine
apples, water, syrup and
salt. Bring to a boil. Reduce
heat, cover and simmer for
5-7 minutes or until apples
are tender. Serve warm
over ice cream. Recipe
serves 6 (you may want to
double the recipe and then
cover any leftovers with
Saran Wrap and heat up for
a second delicious dish of it.
You can also double the
recipe. (Honey instead of
maple syrup is also good in
this topping.)

The comments published in this column are intended to

Full Circle
I believe we are changing
here on the farm. I am
boarding some of my brother
Steves cattle this year as
the price of steers was so
high this spring and
remains high. I suspect the
low corn prices will keep cat-
tle prices where they are for
the near future, but where
there is much to gain there
is also much to lose. The last
decade of agriculture has
gained a lot, and things
might be ripe for an unfortu-
nate change.
I have said for the last
few years that we were
prime for a farm crisis. We
are not there now, but I can
see it from where I sit. The
current conditions remind
me so much of the late
1970s. High commodity
prices, followed by skyrock-
eting land prices, followed
by falling commodity prices
were the course of the day
back then. As people ran out
of money, they needed oper-
ating loans, which by then
came with very high interest
rates. Many sources of cred-
it made people refinance
everything to receive an
operating loan, so farmers
ended up with all of their
debt at very high interest
rates.
The final blow came with
the USSRs 1979 attempt to
overtake Afghanistan, which
resulted in the United
States refusing to sell the
USSR food. Commodity
prices really took a tumble
which, coupled with highly-
leveraged farmers at high
interest, began the farm cri-
sis.
Today, farmers have more
collateral and enjoy much
lower interest rates, but
there is the whiff of higher
interest rates in the near
future and trouble in the
Ukraine.
This morning, I heard
that Russia has decided not
to import commodities from
the United States in reply to
the economic restraints
weve placed on them. I
heard one person say that
this will have little effect on
current prices although he
was the same person who
said land prices wouldnt fall
even if commodities took a
downturn. It seems like one
more piece of a scary agri-
cultural puzzle. On most of
the agriculture shows I
watch, the meteorologist has
become a cheerleader to con-
stantly remind people that
dry conditions could limit
harvest and raise prices.
Any cheer is soon replaced
by the eerie quiet of sobering
news from the guest com-
modity broker who talks
about tactical retreat more
than anything else.
I noticed tons of new
equipment over the last few
years. It is good to invest in
your business in the good
times and enjoy the tax ben-
efits of such investment. It is
a human problem that when
we have money we feel the
need to spend it. It is a
farmers problem that when
he spends money on equip-
ment he doesnt need, he
then follows this poor
investment of money by
poorly investing time to cre-
ate a reason for the equip-
ment instead of just admit-
ting the mistake and selling
the excess property. Good or
bad, its all overhead, which
is tough to carry when prices
go south.
I bet you came to read my
column for a little cheer this
morning. I probably disap-
pointed you. Of that, I am
sorry. The truth is a bitter
pill, but the sooner swal-
lowed the sooner it can be of
some help. If you doubt my
opinion, and that is all it is,
then go talk to a farmer who
in the prime of his life and
lived through the last farm
crisis. I am 48 and remem-
ber much of the crisis, but
such a person would have
lived it. They would want
nothing of it again. Also, if
your first thought is to say,
Well, everything is cycli-
cal, then I would be the first
to agree. The crisis isnt in
knowing agriculture is cycli-
cal, the crisis is found in
knowing when it has come
full circle.

Sanford Hospital Thief River
Falls hosted special tours
on Thursday, Aug. 7. The
tours were for members of
the Northwest Medical
Center Foundation, the
Auxiliary, members of the
board, donors, active volun-
teers and a few committee
members. Excitement over
the opening, which is
expected in late September
and early October, contin-
ues to grow.
Excitement about the opening of the new Sanford Thief River Falls Hospital and Clinic con-
tinues to build toward its opening in late September and early October. Special tours were
offered to a select group of individuals on Aug. 7. Tours for the general public are antici-
pated to take place in mid September. There are a lot of unique and state-of-the-art fea-
tures in the new facility. Watch for more pictures in the next edition of The Times.

allowed him to stay in con-
tact with his wife.
Kopp didnt have a lot of
time to train for the trip, and
his body didnt recover the
way it did at age 22.
There is a mix of joy and
suffering that comes from
biking, Kopp said. Arent
there other ways to experi-
ence joy? With bicycle tour-
ing, pain is a part of it.
The longest leg of Kopps
trip was 75 miles. He added
that it doesnt sound like a
lot distance-wise, but the
weight of the trailer com-
bined with a gravel road sur-
face and steady incline took
a toll.
One of Kopps stops on the
way to Wisconsin was at St.
Croix State Park in Pine
County, on the Minnesota
side of the St. Croix River. It
had been a long time since
Kopp had visited the state
park and his perspective had
changed since then.
When I lived in the
Cities, going to St. Croix
State Park felt like going up
north, Kopp said. When I
got to St. Croix State Park
this time, I felt like I was too
far south. Everyone was in a
hurry.
While camping at St.
Croix State Park, Kopp met
a woman from Lengby who
turned out to be a high
school classmate and cur-
rent Facebook friend of his
wife, Michelle. Fifteen min-
utes later, Kopp met a man
whose grandfather was from
Thief River Falls.
The general rule is that
if you spend enough time
talking to someone, you will
find something in common,
Kopp noted.
Part of Kopps trip was
spent in Menomonie, Wis.,
where he got a chance to
visit with his 81-year-old
father, Wilbur, and study
genealogy.
From there, Kopp headed
north to Hayward, Wis.,
where he stayed at a KOA
campground. The Hayward
KOA was located next to a
single-track mountain bike
route. Kopps bike wasnt
suitable for the mountain
bike course, so he rented a
heavy-duty mountain bike to
complete the course.
Kopp originally planned
to make Bayfield, Wis., the
final leg of his trip, but
another trip to the hospital
for Nancy Miller led Kopp to
end his trip early.
For Kopp, the trip gave
him a chance to have conver-
sations of faith and life expe-
riences with people who did-
nt initially realize he was a
pastor.
Traveling alone, you
have different kinds of con-
versations than you would
while traveling with a
group, Kopp said.
Traveling alone, you meet
people and you dont neces-
sarily expect to meet that
person again in your life-
time. People in small com-
munities are much more
reluctant to share stories
that would bring them into
conflict.

this year is the acceptance of
mail-in ballots from River
Falls Township. This is a
first for Pennington County.
Pennington County Auditor
Ken Olson said training on
how to handle mail-in bal-
lots has been conducted.
Election officials were also
expected to participate in
training exercises the week
prior to the election.
Due to a lack of local
races in the primary and
based on the number of
absentee ballots he has
already received, Olson said
he anticipates a low turnout
for the election.

In his new position,
Schantz hopes to continue to
build the St. Bernards fami-
ly. He also hopes to shepherd
the school as it moves for-
ward in terms of technology.
Last year, the school pur-
chased iPads and new com-
puters. It also upgraded its
computer lab. Schantz plans
to encourage staff to
increase their use of technol-
ogy in their lesson plans.
Schantz worked in vari-
ous roles in education after
graduating from Dickinson
State University in 2007. He
holds a bachelors degree in
elementary education with
minors in physical education
and coaching. He obtained a
masters degree in special
education from the
University of North Dakota
in 2013.
After college, Schantz
taught in Dickinson for two
years. In 2010, he and his
wife, Danielle, moved here
after she obtained a job at
Challenger Elementary
School. She teaches fourth
grade. They now have an 11-
month-old son, Chay.
Since moving here,
Schantz has coached middle
school baseball and football.
Prior to working at St.
Bernards, he was employed
as a special education
teacher for three years in
the Thief River Falls School
District.
A major thing that drew
Schantz to St. Bernards was
that the students are able to
talk about God, Jesus and
the Bible. He also enjoys the
involvement that the stu-
dents have in the church
community.

Representatives Fabian and Kiel criticize
$90 million Senate office building
As state officials plan for
the upcoming construction of
a $90 million legislative
office building in St. Paul,
State Rep. Dan Fabian, R-
Roseau, says the nonessen-
tial project is wasteful gov-
ernment spending at its
worst.
It is disappointing that
Democrat lawmakers are
going ahead with this costly
misuse of taxpayer dollars,
even after the majority of
Minnesotans disagree with
it, said Fabian. I have
heard from many folks in
northwest Minnesota who
are, quite frankly, disgusted
about this wasteful spend-
ing.
The legislative office
building was passed by the
Democrat-led Legislature
and signed into law by Gov.
Mark Dayton as part of the
2013 Tax Bill. The provision
was sneaked into the final
bill in the dark of night,
without input from the pub-
lic or lawmakers. Fabian
voted against the bill.
The construction plan
includes offices for all 67
part-time state senators
even though taxpayers are
already paying nearly $300
million to preserve and
restore the State Capitol.
The Senate office build-
ing, passed by one-party con-
trol, has received a great
deal of criticism since it was
sneaked into the final Tax
Bill in 2013. It is expensive,
unneeded, and the process
lacked transparency and
public input, said Rep. Deb
Kiel. The hardworking folks
of northwest Minnesota
have common-sense values,
and they expect elected offi-
cials to invest in reasonable
needs, not wants.
Unfortunately, this is a case
of lawmakers prioritizing
themselves over the needs of
the people they serve.
From start to finish, the
process has been disrespect-
ful to hardworking taxpay-
ers, said Fabian. There is
plenty of space to comfort-
ably house all 201 legisla-
tors. I see no need to build a
palace for part-time senators
when roads and bridges
need critical repairs, among
other essential projects and
services. I will continue to
emphasize to folks that I
oppose this wasteful spend-
ing.
From what folks have
told me time and again, $90
million is money we could
have put toward essential
needs, like roads that are
used on a daily basis, as
opposed to a building that is
used at capacity for less
than half of the year, said
Kiel. Unfortunately, this is
a result of one-party control.
With no checks and balances
in place, nothing could be
done to stop it.
On Aug. 5, the
Department of Minnesota
Management and Budget
put up for sale $85.3 million
in bonds to fund the project.
Construction is anticipated
to begin by the end of the
month.

The Roseau County
Historical Society is hosting
Minnesota Homefront,
World War II. The traveling
exhibit explores the accom-
plishments, sacrifices, dis-
appointments and chal-
lenges that have shaped the
enduring legacy of
Minnesotas Greatest
Generation through their
stories. The exhibit is on dis-
play at the Roseau County
Museum, which is located in
the Roseau City Center.
Through the exhibit, visi-
tors find out what it was like
to make do with rationing,
farm during a severe labor
shortage and Victory
Gardens, work on the Iron
Range, develop inventions
for the war, be trained as a
translator at Fort Snelling
and endure a starvation
experiment for science and
the war effort.
The exhibit features nine
graphic panels, audio inter-
views, songs of the period,
and a Letter Stories bin.
This exhibit is on tempo-
rary loan from the
Minnesota History Center in
St. Paul and will be travel-
ing to venues throughout
Minnesota
To coincide with the trav-
eling exhibit, the Roseau
County Museum is creating
exhibits that help tell the
stories of Roseau County
during this time. The muse-
um is still looking for arti-
facts, photographs and per-
sonal stories from that era.

State launches Safe Harbor for sexually exploited youth
Minnesota has launched
its new statewide system for
helping sexually exploited
youth that treats them as
abused individuals needing
help and support rather
than as criminals.
Minnesotas Safe Harbor
for Sexually Exploited Youth
Law went into full effect
Aug. 1. The law decriminal-
izes prostitution charges for
youth under 18, increases
the penalties for buyers
(Johns), and creates a
statewide system for helping
sexually exploited youth.
The law was implemented in
phases after it was passed
by the Legislature and
signed into law by Gov. Mark
Dayton in 2011.
We are giving safe har-
bor to young women and
men by not only removing
criminal charges but also by
providing them with the
counseling, support, and
housing services they may
need to fulfill their true
potential and reclaim their
lives, said Minnesota
Health Commissioner Dr. Ed
Ehlinger.
The Minnesota
Department of Health has
awarded grants supporting
eight Safe Harbor regional
navigators located across the
state. Now in place, these
navigators are a key part of
Minnesotas effort to help
girls and boys leave behind
abuse and exploitation relat-
ed to prostitution or sur-
vival sex, where youths
trade sex for food or shelter.
Navigators serve as regional
experts for connecting sexu-
ally exploited youth with
services. They are also cen-
tral points of contact for
communities, health sys-
tems, juvenile justice per-
sonnel, parents and any con-
cerned Minnesotans seeking
information or resources.
Locally, regional naviga-
tors are located at Support
within Reach, Bemidji,
which covers northwest
Minnesota; and Down on
Violence Everyday (with the
White Earth Nation as the
American Indian navigator,
partnering with the Leech
Lake Band of Ojibwe and
Red Lake Band of Chippewa
Indians).
The Minnesota
Department of Human
Services funds four organi-
zations to provide emer-
gency shelter, transitional
and supportive housing spe-
cific to addressing the needs
of sex-trafficked minors.
The law also directs the
commissioner of public safe-
ty to work with stakeholders
to create a victim-centered
response to sexually exploit-
ed youth. This law puts the
focus on the real criminals,
said Minnesota Public
Safety Commissioner Mona
Dohman. In the past, many
victims have been afraid to
work with investigators
because they feared retalia-
tion from pimps and because
they were treated as crimi-
nals. This approach increas-
es the likelihood that victims
will help law enforcement
and prosecutors.
The Ramsey County
Attorneys Office, in partner-
ship with the Minnesota
Coalition against Sexual
Assault, will develop
statewide protocols for pro-
fessionals working with sex-
ually exploited youth.
Additionally, the Ramsey
County Attorneys Office will
train law enforcement and
prosecutors on sexual
exploitation beginning this
fall.
Safe Harbor will also help
Minnesota get a better
understanding of how often
sexual exploitation occurs in
Minnesota. The 2006 Wilder
Foundation youth homeless-
ness study found that 12
percent of the homeless
youth (16 percent of the
females and 5 percent of the
males) had experienced sex-
ual exploitation at least
once, and 16 percent had
been approached by someone
who encouraged them to
enter into the sex industry.
In addition, a study by the
University of Minnesota
Urban Research and
Outreach Center found that
50 percent of the women in
the study had first been
exploited at an average age
of 12 to 14.

Grinding Day will be held
Sunday, Aug. 24, from 11
a.m. to 4 p.m., at Old Mill
State Park in rural Argyle.
See the historic Larson
flour mill in operation. Visit
the pioneer cabin and meet
historical characters. The
Viking Volcanoes 4-H Club
will serve food.
Hodnes and Friends will
perform from 2 to 3:30 p.m.
Bring a chair.
The Marshall County
Historical Society and
Friends of Old Mill State
Park sponsor this annual
event.
A vehicle permit is
required to enter the park. A
daily permit is $5, and an
annual permit is $25.
Old Mill State Park is
located 11 miles west of
Newfolden and 11 miles east
of Argyle.
