A TASKING
FEASIBILITY STUDY & PRELIMINARY PROGRAMMING (PHASE-1):
Architect shall at a minimum perform following tasks,
a. Preliminary Code analysis of existing building and site and other code requirements as applicable that may impact on future building and site design.
b. Site visit to perform preliminary assessment of existing building and site conditions in conjunction with impact on proposed project.
c. Identify site and building constraints that may impact future building and site design.
d. Identify conditions of all existing infrastructures and Building systems (all trades) and impact on the future design/renovation of building and site.
e. Identify any hazardous conditions that may impact future building and site design.
f. Identify/verify any other information on field as required to fully execute above said task.
g. Identify minimum three different preliminary/outlined design concepts and cost options.
h. Recommend the best viable preliminary design concept and cost option to meet allowable construction budget and program requirements.
i. Presentation of preliminary design concepts options to users for review and final approval.
j. Review and develop preliminary Pre-design program on the basis of approved feasibility option. Coordinate with DCWM, Loudoun County team as required.
k. Submit preliminary Pre-design program to DCWM, Loudoun County team for further review and comments. Coordinate further as required with Loudoun County as required.
l. Arrange/conduct meetings with DCWM, Loudoun County team as required to fully execute above said task.
Note: Architect to comply with all terms and conditions in reference with Loudoun County contract/agreement QQ-01577.
Deliverable: - Project schedule - Feasibility study Report (Number of hard copies 2) -Drawings/sketches, photographs, meeting minutes and other supported documents (Number of hard copies 2) -Presentation board (number of copies 2) -Preliminary Pre-design Program (Number of hard copies 2) - 2 CDs with electronic files of all of the above in approved format.
B. CORRESPONDENCE:
Address all correspondence to the County Project Manager:

C. PROFESSIONAL SERVICES:
a. STANDARD OF CARE: The Design and plans of the project shall incorporate the requirements of the Virginia Uniform Statewide Building Code as well as the requirements of all other applicable codes and regulations pertaining to the design and construction of the project. The Architectural and engineering services performed under this contract shall conform to that degree of care and skill ordinarily exercised by reputable members of its profession in the Northern Virginia area.
b. DOCUMENTATION: Document all meetings, conferences, and information obtained by telephone and personal visits. Accurate notes and minutes shall be typed, reproduced, and mailed to the County Project Manager within 5 working days.
c. REIMBURSABLE EXPENSES: A/E is fully responsible for any and/or all reimbursable expenses for phase-1 scope of services. All miscellaneous expenses and services including but not limited to travel, gas, Mileage, food, Stay over, printing, presentation material, Courier services etc is a part of basic lump sum fees.
d. CONTRACT DRAWINGS: As applicable per task requirements, provide drawings in electronic CAD file format, including all addenda, specifically AutoCAD 2005 .dwg files. Include all support files, i.e., fonts, xrefs, etc. necessary to load files not included in the stock AutoCAD application. Drawing files should conform to the current National CAD standards as published by The National Institute of Building Sciences of Washington, DC. Include with the submission of drawing files a Statement of Substantial Conformance as published in the National CAD Standards. Describe any variations from proscribed CAD Standard format with the Statement of Substantial Conformance. Deliver drawing files either electronically and coordinate with County Project Manager for delivery methods and/or requirements. The County Project Manager may also request contract drawings in TIF, PDF or other electronic formats.
e. A/E PAYMENT: Feasibility study and/or Design phase: Invoices for each milestone activity/task shall be submitted to county for payment only after each task is fully completed and accepted to meet all scope services, tasks requirements and/or design criteria/guidelines, county requirements and parameters of contract agreement as a complete task at each feasibility study and/or all design phases.
f. MEETINGS: A/E shall organize/conduct/schedule project coordination/project progress meetings and /or site visits, with Loudoun County, town and other agencies as required throughout the Feasibility study and/or all design phases of the project. Include all such meetings in to project design schedule.
g. COORDINATION: A/E shall be responsible to coordinate with owner and owners hired contractor as required without additional fee.
D. SUBMITTAL FORMAT REQUIREMENTS
a. WRITTEN DOCUMENTS including correspondence and reports shall include the submittal title, project name, contract number, and date. Include an opening summary or overview.
b. QUANTITY: See specific quantities listed for each deliverable.
c. DELIVERY: Deliver submittals by overnight mail or in person to the County Project Manager.
d. REJECTION: If a task submittal fails to meet the requirements specified, it will be rejected by the Project Manager and the reasons therefore explained. The Architect shall revise and resubmit rejected submittals, at no additional cost to the County and with no additional time added to the feasibility study and/or design schedule.
