FREEHOLD TOWNSHIP It seemed for a while there,
back in 2013, Noelle DeLuccio was leading a charmed
life.
Her boyfriend, Nicholas Dever, was by her side
when on Jan. 1, 2013, she delivered their baby daughter,
Mikayla Elizabeth Dever.
Mikayla was the first child born in Monmouth Coun-
ty in 2013.
The world was filled with options for the young fam-
ily: Go home to their respective families to save up for a
home of their own or move directly toward independ-
ence.
Whatever plans the young parents were working to-
ward ended Tuesday during a brutal three-vehicle
crash in Freehold Township that killed three people, in-
cluding Dever, 19, and DeLuccio, 20.
Joshua Correa, who lives across from where DeLuc-
cio lived with her daughter and her parents in Howell,
said she was a quiet girl who rarely said more than hel-
lo.

NEPTUNE CITY In a case that highlighted problems
with handicapped beach access, a municipal judge has
found an Ohio man guilty of disorderly conduct for en-
tering a beach-badge office in Bradley Beach last year
to get a key for a ramp to wheel his disabled daughter
onto the sand.
Bradley Beach Municipal Judge Richard Thompson
on Wednesday announced the disorderly conduct con-
viction of Charles Placa, 59, a consulting engineer from
Milford, Ohio, and fined him $106. But the judge acquit-
ted Placa of two additional charges criminal mis-
chief and defiant trespass related to the July 29, 2013,
incident in Bradley Beach.
Placas attorney, Kelly Anderson Smith, said she
plans to file an immediate appeal of the conviction in
Superior Court in Freehold. Placa said he is disappoint-
ed in the verdict, but somewhat expected it.

SOUTH TOMS RIVER Monica Miller says she has big
plans for Miller Yacht Sales and the Cedar Cove Mari-
na. But she wants to do it her way.
I am the only one who can make decisions here,
Miller said, sitting in the yacht sales office off Route
166, known as Atlantic City Boulevard in the borough.
Nobody can decide for me. This is my business.
Miller, whose late husband, Donald, died in 2012, said
she became upset when she read a recent Asbury Park
Press article about South Toms Rivers sweeping plans
to redevelop the Route 166 corridor between Beach-
wood and Toms River. The riverfront section of this
small borough was recently declared an area in need of
