1. The Reserve Bank of India (RBI) issued draft guidelines for
implementation of Bharat Bill Payment System (BPPS), an
'anytime anywhere' bill payment system:
The G. Padmanabhan Committee was formed by RBI to study
the Feasibility of Implementation of GIRObased Payment
Systems anticipated that around 30800 million bills amounting
to more than 600000 crore rupees are paid each year in 20
Indian cities.
Note: i. Bharat Bill Payment System is intended for the
implementation of a unified bill payment system across the
country.
This integrated bill payment system will comprise of two
entities:
i. Entity operating at Bharat Bill Payment System (BBPS) will
be setting up the standards related to payments, clearance and
settlement process
ii. Second entity would be Bharat Bill Payment Operating Units
(BBPOUs). It will be carrying out the operations in adherence
to the standards fixed by BBPS.
iii. Authorised entities such as agents, banks, service providers,
payment gateways would be the participants at the Bharat Bill
Payment System.
2. Reserve Bank of India (RBI) recently issued draft guidelines
for two new categories of bankssmall and payments and
states that these can improve financial inclusion.
Note: i. The idea of payments banks was first proposed by the
Nachiket Mor committee on financial inclusion.
ii. The minimum paidup capital requirement of both payments
banks and small banks is Rs. 100 crore. The payments bank
will have to invest in government securities with a maturity of
up to one year.
Important Points:
i. Small banks will offer both deposits as well as loan products.
ii. Payments banks will be used only for transaction purposes
and for deposits. Unlike small banks, payments banks cant
lend money to people.
iii. Payments Banks cannot set up subsidiaries to undertake
NBFC business.
iv. Hence, payments banks will offer only a limited range of
products such as acceptance of demand deposits and
remittance of funds.
v. Those eligible to set up a small bank include resident
individuals with 10 years of experience in banking and finance,
companies and societies, NBFCs, microfinance institutions and
local area banks.
v. Of the minimum capital, the guidelines said, the promoters'
initial minimum contribution will be at least 40 per cent, to be
locked in for a period of five years.
3. RBI tightened the Norms for asset reconstruction
companies (ARC) to improve discipline and bring about
transparency in the sale and purchase of bad loans.
Note: Now, asset reconstruction companies (ARCs) will have to
pay upfront 15 per cent of the bid value of nonperforming
loans, against five per cent earlier.
ii. RBI said ARCs would get up to six months to plan recoveries
from the nonperforming assets acquired. Currently, ARCs get
about a year for this.
4. GDP growth expected to go up to 5.5% this fiscal: RBI
5. RBI canceled the Licence of The Vasavi Cooperative
Urban Bank Ltd., Hyderabad
6. The Reserve Bank has cancelled the licenses of six
Delhibased non banking financial companies following which
they would not be able to conduct business.
1) GE Strategic Investments India,
2) Profound Exports,
3) Two Brothers Holding,
4) Swank Services Private Ltd,
5) Praxis Consulting and
6) Information Services and Credible Microfinance Ltd,"
RBI said in a notification.
7. The Reserve Bank of India has inked a memorandum of
understanding (MoU) with the Monetary Authority of Hong
Kong for exchange of supervisory information.
8. RBI has allowed NonBanking Financial Companies (NBFCs)
to accept eKYC service as a valid process to verify identity and
address proof of customers to reduce risk of fraud and forgery.
9. RBI permits NBFCs to work as Business Correspondents
of banks: With a view to achieve financial inclusion, the
Reserve Bank of India has allowed NonBanking Finance
Companies to operate as Business Correspondents (BCs) of
banks, permitting them to offer limited services. Banks will be
allowed to work with nondeposit taking NBFCs as BCs.
Note: The RBI took into account recommendations of Nachiket
Mor Committee while reviewing the existing guidelines on the
appointment of BCs.

imposed a penalty of 13 crore rupees on Reliance Industries
Limited for alleged irregularities in issuance of warrants by the

3. ICICI Bank launches travel card for students : ICICI Bank, has
announced the launch of the ICICI Bank Student Travel
Card, which enables students going abroad for higher studies
to take care of their expenses.
Note: ICICI Bank Student Travel Card is available in the dollar,
pound, euro, Australian dollar and Canadian dollar. It is valid
for three years and can be applied for from any foreign
exchangeenabled ICICI Bank branch. Anyone, including
noncustomers, can apply for this card.
4. India Ratings & Research revised its FY15 gross domestic
product (GDP) growth forecast to 5.7 per cent from its April
2014 forecast of 5.6 per cent.
5. The Supreme Court (SC) ruled that a complaint about a
bounced cheque must only be filed at the place where the
bank dishonoured it, settling doubts raised by its own earlier
conflicting judgments on the jurisdiction of a magistrate.
6. Asian Development Bank (ADB) has upgraded India's
economic growth forecast to 6.3 per cent in 201516
7. The World Bank has committed 15 to 18 billion dollars to
India by 2017 to help the country return to a higher growth
path which is critical for boosting jobs and reducing poverty.
8. HDFC Bank Ltd has opened its branch in Dubai. After
Bahrain and Hong Kong, this is HDFC Banks third overseas
branch.
9. World Bank to give $153 mn loan for Odisha project:
India has inked a loan agreement with World Bank for
assistance of $153 million (about Rs 920 crore) for the Odisha
Disaster Recovery Project.
10. A panel headed by former Economic Advisor to Prime
Minister, C Rangarajan sets poverty line at Rupees 32 per day
in rural areas and Rupees 47 in Urban areas. He also said that
the number of poor in India was much higher in 201112 at
29.5 per cent of the population, which means that three out of
10 persons are poor.
The Rangarajan Committee was set up last year to review the
Tendulkar Committee methodology for estimating poverty and
clear the ambiguity over the number of poor in the country.

2. Union Cabinet approved the Juvenile Justice Bill, 2014 to
amend the Juvenile Justice Act, 2000
Note: Age of a Juvenile in the JJ Bill, 2014: The bill will treat
minors above the age of 16 as adults, who are accused of
heinous crimes like rape and murder. The JJ Act, 2000 treats
any person below the age of 18 as juvenile.
Note: The Provision for Children in conflict zones and
Corporal punishment in the JJ Bill, 2014: The Bill proposes
up to seven year rigorous imprisonment, 5 lakh rupees fine
or both for militant groups who recruit child soldiers or use
children for any purpose.
Note: If the Bill is passed in Parliament, India will join 40
other countries where corporal punishment is a penal offence.
3. Russian President Vladimir Putin signed a declaration that
bans imports of agricultural products from all countries that
have imposed sanctions on Russia over the crisis in Ukraine.
Major sanctions were made by the US and EU.

Bill to enhance the powers of market regulator SEBI to curb the
menace of Ponzi schemes and protect investors from
fraudulent diversion of monies raised from them was passed

5. Doordarshan signs pact with German channel: In an
effort to distribute its content to international markets, DD
India has signed an agreement with German public service
broadcaster Deutsche Welle (DW). This agreement will help
Indias public broadcaster get a global footprint with its
programmes becoming part of the FreetoAir basic pack on a
DTH platform.

1. India to give grant of $1 million for construction of cricket
stadium in Afghanistan. The stadium is set to come up in Aino
Mina, a northern suburb of Kandahar city on land donated to
the Afghanistan Cricket Board in 2012.
2. India and Nepal have agreed to build a pipeline for
supply of petroleum products to the Himalayan nation.
Note: The project for construction of the pipeline will start
from Raxual in Bihar to Amlekhganj in Nepal in the first
phase and extend it to Kathmandu in the next phase.
3. India and Nepal ink 3 pacts including one on the 5,600
MW Pancheshwar dam on the Mahakali river.
Note: The project falls under the integrated treaty on Mahakali
River, bordering both Nepal and India, which was signed in
1996.

Scheme & Plan Launched by Union & State Government
1. National rural scheme on PPP model launched: Rural
Development Minister Nitin Gadkari launched the Shyama
Prasad Mukherjee National Rural Mission on PPP model with
an allocation of 100 crore rupees.
Note: The scheme will be initially available in three districts of
the country on pilot basis. The districts are Warangal in
Andhra Pradesh and two districts in Maharashtra.
ii. The scheme is intended to stop migration from rural areas to
cities. The government wants to create infrastructure in
villages so that people can get employment there and do not
migrate to cities.
2. Padho Pardesh scheme for minority community:
Government has launched a scheme titled, Padho Pardesh, for
providing interest subsidy on educational loans for overseas
studies for students belonging to the notified minority
communities like Muslims, Christians, Sikhs, Buddhists, Jains
and Parsis.
Note: The objective of the scheme is to award interest subsidy
to meritorious students belonging to economically weaker
sections of the notified minority communities so as to provide
opportunities for higher education abroad and enhance their
employability.
3. Government has launched the Rashtriya Gokul Mission to
promote conservation and development of indigenous breeds
in a focused and scientific manner. The mission aims at
enhancing milk production, upgrading nondescript cattle
using elite indigenous breeds and distribute disease free high
genetic bulls.

2014 Commonwealth Games: The 2014 Commonwealth Games (officially the XX Commonwealth Games) were held in Glasgow,
Scotland, from 23 July to 3 August 2014. This is the 20th edition of the Commonwealth Games. Scotland has previously hosted the
event twice, in 1970 and 1986, both in Edinburgh.
Note: The first was hosted by Hamilton, Canada, in 1930 and known as the British Empire Games.
England finished top of the medal table for the first time since the 1986 Commonwealth Games, also held in Scotland.
Kiribati also won its first ever medal at a Commonwealth Games, a gold in the 105 kg men's weightlifting competition.
There are 71 participating nations at the 2014 Commonwealth Games with approximately 4,950 competing athletes, making it
one of the largest Commonwealth Games staged to date.
Mascot: Clyde, an anthropomorphic thistle named after the river which flows through the centre of Glasgow, was the official
mascot of the 2014 Commonwealth Games. The mascot was designed by Beth Gilmour, who won a competition run by Glasgow
2014 for children to design the Mascot.
