The PhD Program in Public Administration and Management at the University of North Texas
offers a concentration in emergency management for graduate students interested in this
important, interdisciplinary and complex research area.
The mission of the Ph.D. program in Public Administration and Management is to prepare
scholars ho are dedicated to creating and disseminating ne !noledge and to advancing the
study and practice of public administration. The program is designed primarily for those
interested in scholarly careers as researchers and teachers. The Ph.D. program emphasi"es
research and theory in the field to enable its graduates to become effective teachers and
contribute to the development and dissemination of public administration and emergency

%tudents interested in disasters and emergency management may choose from a ide range of
electives in the emergency management trac! hich might include &mergency Management
Theory and Practice, Disaster Preparedness and Management, &nvironmental Planning and
'a"ards, Technological 'a"ards, (hallenges of Disaster )esponse, and 'omeland %ecurity
*aculty members teaching in the PhD program have expertise in public administration and in
emergency management disaster preparedness, international disasters, organi"ational resilience,
environmental issues in disasters, response coordination, vulnerability reduction, terrorism, and
land use planning.
+n addition to the PhD program, the Department of Public Administration houses the MPA
