Meter shall be microprocessor- based conforming t o IEC 60687/1EC-62052-11/1EC-62053-2211s
14697.
Meter shall have provision for downloading data through an optical port and/ or through Rs
2321485 port.
Meter shall carry out measurement of active energy (both import & export) and reactive energy
(both import & export) by 3-phase, 4 wire principal suitable for balanced/unbalanced 3 phase
load.
Meter shall have an accuracy of at least class 0.2 for active energy and at least class 0.5 for
reactive energy according t o IEC 60687, and shall be connected t o class 0.2 CT core & class 0.2
PT windings.
The active & reactive energy shall be directly computed in CT & PT primary ratings.
The reactive energy shall be recorded for each metering interval in four different registers as
MVARh (lag) when active export, MVARh (Lag) when active import, MVARh (lead) when active
export, MVARh (Lead) when active import.
Two separate register shall be provided to record MVARH when system voltage i s >103% and
when system voltage i s47%.
Meter shall compute the net MWh & MVARh during each successive 15 minute block metering
interval along with a plus /minus sign.
Meter shall have a displav unit with a seven digit display unit. i t shall display the net MWh &
MVARh with plus /minus sign and average frequency during the previous metering interval;
peak MWh demand since the last demand reset; accumulated the total (instantaneous) MWh &
MVARh with a plus minus sign, date &time; and instantaneous current &voltage in each phase.
All the register shall be stored in non- volatile memory, metering register for each metering
interval, as well as accumulated totals, shall be downloadable.
At least following data shall be stored before being over written for the following parameters:
PARAMETERS DETAILS MIN. NO. OF DAYS
1. Net MWH 15 minute block
2. Aver. Freq. 15 minute block

The voltage metering of all the three phase shall be provided an alarm contacts provided t o
signal failure t o the substation automation system, as well as alarm contacts t o indicate meter
healthy status. The meter shall be suitable t o operate with power drawn from the PT supplies.
The burden of meters shall be less than 2 VA.
The power supply t o the meter shall be healthy even with a single phase PT supply. An
automatic back up, in the event of non- availability of voltage in all the phases, shall be provided
by a long life battery
A dedicated metering master station (MMS), hardwired t o energy meter. MMS shall be
complete t o offer the following functionality:
I. To automatically download the meter data from each meter point at scheduled
daily intervals.
I I . To create calculated metering points by addition, subtraction and applying
multiplication factors t o meter points.
Ill. To present the demand of each meter point and calculated the meter points in
graphical format over specified intervals.
IV. To calculare the total energy exchanged on meter points or calculated meter
points for different time of use periods over specified intervals.
V. To export meter data t o excel format for external analysis.
VI. To calculate unscheduled interchanges (UI) and the corresponding commercial
parameters t o suit the ABT requirement, the exact requirement shall be worked
out during detail engineering stage, in coordination with site.
The meter shall have means t o test MWh & MVARh accuracy and calibration at site-in-situ and
test terminal blocks shall be provided for the same.
Each meter shall have a unique identification code provided by the employer and shall be
permanently marked on the front of the meter and stored in the non-volatile memory of the
meter.
The MMS shall be connected t o substation LAN so as t o facilitate display of energy data at other
location of the LAN. However, this may be treated as optional.
