Subject: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARMEL-BY-THE-SEA CONFIRMING THE APPOINTMENT OF
THE CITY TREASURER
RECOMMENDATION(S):
It is recommended that the City Council adopt the Resolution confirming the
appointment of the City Treasurer. (Attachment I).

EXECUTIVE SUMMARY:
California Government Code Sections 36501-36565 outline a general law city's
responsibility to engage a City Treasurer to be responsible for a variety of fiscal and
financial duties. The City's most recent City Treasurer resigned his position recently,
and a new City Treasurer needs to be appointed by City Council.

ANALYSIS/DISCUSSION: (including why Council is considering the item and
justification for recommendation)
The City's most recent City Treasurer resigned the position in J uly and with this
resignation the City Council needs to appoint a new City Treasurer. Carmel-by-the-
Sea's City Treasurer is a part-time appointed office whose focus has been primarily on
investment of City funds. Currently that portfolio stands at approximately $9-$12 million.

While it is not mandatory that the appointee have a financial background, a financial
background is highly recommended as the appointee will be responsible functions
articulated in the Carmel Municipal Code.

The City Council reviewed candidate(s) on September 8, 2014 and will announce the
appointment of the City Treasurer at the September 9, 2014 City Council Meeting.

FISCAL IMPACT:
Funding for the City Treasurer has been budgeted in the adopted FY 2014-2015
budget.

RESOLUTION 2014-

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARMEL-BY-THE-
SEA CONFIRMING THE APPOINTMENT OF THE CITY TREASURER

WHEREAS, the City Council approved the position of City Treasurer with the
adoption of the Citys Fiscal Year (FY) 2014-15 operating budget; and

WHEREAS, California Government Code Sections 36501-36565 outline the
responsibility of a general law city to engage a City Treasurer for a variety of financial
and fiscal duties; and

WHEREAS, the former City Treasurer resigned the position in approximately J uly
2014; and

WHEREAS, the City Council has reviewed qualifications and has found the most
suitable candidate to fulfill the City Treasurer responsibilities.

NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE
CITY OF CARMEL-BY-THE-SEA does hereby:

Confirm the Appointment of the City Treasurer __________________(insert name)
