Paintings, Pots And Performance
Te Slocan Lake Gallery Society presents a group art ex-
hibition Inspired by Nature: Te Slocan Valley at the Hid-
den Garden Gallery in New Denver from September 10 to
21. Opening night is Friday, September 12 from 7 to 9:30
pm, and will be a literary and musical evening with poet-
ry and prose readings, music and a powerful dance and
drum performance. Refreshments will be served.
With over 25 of our fnest local artists and crafs people
collaborating to make this an energy-flled, exciting exhib-
ition, Slocan Valley (and a couple of Kaslo) visual artists
will be showing new works in several mediums: paintings
in oil, watercolor, acrylic, mixed media; sculpture in clay,
carved rock, mosaic, mixed media. Also jewellery, cedar
weaving, fbre arts including some incredible weaving and
fabric submissions, masks, illustration, and photography.
Most works will be for sale, including larger, more expen-
sive works and some very afordable such as art cards and
smaller paintings. Our natural environment is sacred to
many artists, who are inspired by its wonders. Te art and
performances refect this reverence.
Gallery hours are 10 am to 12 noon and 2 to 4 pm every
day from September 10 to 21. Hidden Garden Gallery is
located at 803 Kildare Street in downtown New Denver.

aerodrome) in favour of the property described as Lot
1, District Lot 819, Kootenay District Plan 7607 PID 006-
634-346, currently owned by Alpine Logging Ltd., for a
consideration of $5,000.

Redfsh Running...Open House
If you really want to see redd, the Meadow Creek Spawn-
ing Channel open house is the place to be on September
13 between 10 am and 2 pm. Youll see plenty of redds
the gravels nests of the kokanee as well as the colour red,
with tens of thousands of kokanee, either on the spawning
beds, or jostling to get into the spawning channel.
Te channel is managed by the Ministry of Forests,
Lands and Natural Resource Operations (FLNRO), and
primarily funded by the Fish and Wildlife Compensa-
tion Program (FWCP). It can accommodate hundreds of
thousands of spawning kokanee (last year the count was
166,000) and millions of eggs. It plays a vital role for ko-
kanee; accounting for about 75 per cent of total kokanee
fry production in Kootenay Lake.
Te open house is a free family event that provides a
great opportunity to talk to FLNRO biologists and feld
technicians, and view the fsh at (or near) the peak of their
run. Additional displays or information at the event will
be provided by Bear Smart, and about the Nutrient Res-
toration Program in Kootenay Lake.

Beginning Tuesday, 30 September 2014 until the close of general voting for the election on Saturday,

An elector may request that their address or other information about them may be omitted from or obscured
on the list in accordance with section 63 of the Local Government Act.

Public Notice is hereby given to the electors of the
Regional District of Central Kootenay that
nominations for the offices of:

REGIONAL DISTRICT DIRECTOR
ELECTORAL AREAS A to K
(One Director for each Electoral Area)

for a term beginning in December 2014 and ending
after the general local election in 2018, will be
received by the Chief Election Officer or a
designated person, as follows:

from 9:00 am, Tuesday, September 30, 2014 to
4:00 pm, Friday, October 10, 2014 excluding

4:30 pm.

QUALIFICATIONS FOR OFFICE:
A person is qualified to be nominated, elected, and
to hold office as a member of local government if
they meet the following criteria:
Canadian citizen;
18 years of age or older;
resident of British Columbia for at least 6
months immediately before the day nomination
papers are filed;
not disqualified by the Local Government Act or
any other enactment from voting in an election
in British Columbia or from being nominated
for, being elected to, or holding office.

Anna Grace McLean
Passed away August 29, 2014
Born on July 14, 1936.
As a child, Anna lived in the Pend DOreille Valley;
she moved to Fruitvale in her teens. She passed
away peacefully with her family by her side af-
ter suffering a stroke and a battle with cancer.
Anna was a very strong and hardworking
woman who cared for her family very much.
She was always loading up the grandkids
into the motorhome and taking the kids to
Fort Steele or Rock Creek Fair or somewhere
else. Anna enjoyed curling, horseback riding,
slo-pitch and mostly her children and grandchil-
dren. She looked after the family business, NDB
Trucking, until her health declined.
Anna is survived by her husband Neil; sons Ron
of Fruitvale, Len (Donna) of Fruitvale; daughter Shelly (Sid) of Salmo; sis-
ters Irene (Don) Hill of Robson, Kathy (Jack) Seville of Robson; brothers Gary
(Diane) Buckley of Camrose AB, Hugh (Shirley) Buckley of Pend DOreille
Valley; Fred (Janice) Buckley of Pend DOreille Valley; 8 grandchildren,
7 great-grandchildren and many nieces and nephews.
There will be no service at her request. A family gathering will be
set at a later date. She will be missed by all who knew her.
In lieu of owers, donations can be made to the
Canadian Cancer Society.

1. Alternate Director Watson
For the last three years Aimee
Watson has served as my Alternate,
attending events and meetings on
my behalf when I was unable to be
there. She has also served on the
West Kootenay Boundary Regional
Hospital Board, while I have chaired
the Village of Kaslo, Kaslo and Area
D Health Care Select Committee. So
we have been like a tag team and I
have invited her to share with you
some of the things she has been
working on in this issue of Directors
Corner:

2. Te West Kootenay Boundary
Regional Hospital District Board:
Te WKBRHD mandate is
to approve up to 40% of capital
expenses according to Interior
Healths proposed priorities. We
do not have input on operational
issues. Tis past year we received a
report commissioned by the Health
Authorities to review the facilities
index (FCI) for all buildings within
a hospital district. Kaslos Victorian
Community Health Centre (VCHC)
came out with a very marginal to
poor rating of 0.49. Tis rating refers
to the replacement cost of building
infrastructure, but not equipment
and furnishings. To bring all
buildings within the WKBRHD to
the recommended rating would cost
$120 million. Not a doable number,
given current provincial funding
levels. Another report commissioned
by the City of Castlegar, entitled
Initiation of a Strategic Plan for the
West Kootenay Boundary Regional
Hospital District, recommends that
a long term strategic plan be created
to ensure that:
a) All capital funding goes towards
improving the FCI ratings, and
b) Te Regional Hospital District
has a clear mandate to help prioritize
which capital projects are funded;
based on the best long term plan for
improving our FCI.
Te Hospital Board will discuss
how to move forward in early 2015.

3. Economic Development:
Kaslo and Area D have had a
Sustainable Economic Development
Committee for three years. As we are
a sub-committee of Village Council,
our actions must be focused on
what is within the purview of the
local government; mostly land use
planning such as zoning, taxation
(where it works and where it is
inhibiting) and understanding
how we may enhance or incubate
businesses that are sustainable and
supportive of our communities
vision as outlined by the Ofcial
Community Plans.
Most recently, we have supported a
joint initiative of Project Comeback,
the Rural Development Institute
(Selkirk College) and North
Kootenay Lake Community Services
to conduct a Business Retention
and Expansion Survey. Tis will
provide essential baseline data for
our committee and the rest of the
community about what, where and
how we can be strategic in actions for
sustainable economic development.
Also of interest, it came to our
attention that Kaslo and Area D
have a joint economic development
service that has been dormant for
about 15 years (meaning we do not
collect taxes through it although we
could start taxing at any time). Both
Director Shadrack and I agree that
the bylaw is too vague, and taxing
for economic development without
clear guidelines is not in the best
interest of our constituents. Taxation
should not re-commence without
constituent approval, and a clear
knowledge of what it would be used
for. In June the new RDCK sub-
regional services committee agreed
that a small committee composed of
myself, Councillor Lang and CAO
Neil Smith would meet to discuss
the service and potential parameters
to either review, amend or withdraw
from it.
4. Paving Hwy 31 North of Lost
Ledge to Marblehead:
Tis spring the Kaslo & District
Community Forest Society hosted
a small one day forestry conference
at the Kaslo Golf Club to review and
assess our current forestry sector.
One of the key concerns is the state of
Highway 31 north of Kaslo. Industry
representatives reported serious
safety concerns with rough, unlevel
and sloughing conditions that
increase the possibility of a logging
truck throwing a load. I noted the
seriousness of the issue and ofered
to inquire how we may encourage
the Ministry of Transportation
(MOTI) to make paving this section
a priority. Local managers for MOTI
agree that this highway is in dire
need of repair and would like to also
see the paving get in the provincial
queue for priority. Tey requested
an up to date assessment of trafc

use - mostly industry use - to make
the case for higher trafc volumes
and increased safety concerns. Once
we have accumulated our numbers,
we will approach the Village of Kaslo
and RDCK board for support, then
forward our data and local support to
the Ministry of Transportation.
5. Federation of Canadian
Municipalities (FCM) Annual
Conference:
FCM is a national organization
of local governments who come
together to develop unifed policies
with which to approach and infuence
the federal government. Tis was
my third year attending the annual
conference, held in Niagara Falls in
early June. Tis year, I focused on:
a) Rural fre insurance (as in the
past two years) where underwriters
are setting standards which are
increasingly only appropriate for large
municipalities with large budgets and
larger service needs. Such standards
are out of touch with the needs of
rural, spread apart communities.
Several rural local governments are
lobbying FCM to work on these
concerns.
b) Integrated Sustainability Plans
(ICSP) are required for local gov-
ernments to access gas tax funding;
however the funds have not been
increased to research, nor write and
implement, the plans. I reported to
FCM that this is onerous for, once
again, rural communities with limit-
ed administration, and hypocritical
given that the federal government it-
self does not have an ICSP.
c) Tere is a new Building Canada
Fund that is aimed at infrastructure
improvement across the country.
Much of the discussion was focused
on how inaccessible this fund has been
and how difcult it is to apply due to
a very convoluted process. I was able
to ask if distribution systems that are
more conducive to a local economy
vs. a global one would be supported,
however the response to my question
was not clear. Te fund representatives
took note of my question as a point
from a rural perspective, with my
added comment that we pay large
amounts for shipping simply because
we are at the end of the road, and even
more for local goods as distribution is
designed for large city ports.
6. Meat Status in Area D:
Since 2007 the regulations
governing the processing of
commercial meat have required all
producers selling commercial meat to
use federally inspected facilities. Te
closest facility for our farmers is about
six hours away, making it too costly
to continue their operations. Afer
public backlash, two designations for
on-farm use were approved, but our
region does not have access to the
one designation that would be most
conducive to economical viability for
local farmers.
With my Food Security hat on, I
appealed our status to the Ministry
of Health. Tey responded with a
long letter that never addressed our
request, but instead re-iterated the
current regulations which lef us
confused. We have again appealed
our right to use D licences afer
operation of the regulations was
moved back to the Ministry of
Agriculture.
At Septembers UBCM AGM
Director Shadrack will be meeting
with the Ministry of Agriculture staf
to discuss the issue, with a brief I
prepared to state the case and request
for our status to change. If the licence
is granted, Area D farmers will once
again be able to slaughter and sell on-
farm in numbers that will help them
become more economically viable.
7. Advisory Planning Commission
(APC)
Each electoral area has an APC
designated to provide an opportunity
for local input on land use within the
area they reside. When applications
come through for Crown Land use,
the RDCK generally forwards the
information to our APC and the
commission reviews the application
and provides community based input.
Te Commission has been fairly
quiet and is in need of new voices.

8. Running for Electoral Area
Director:
As alternate director for the past
three years, and working within
our community for the past ten
years, I have chosen to put my name
forward as a candidate for Regional
District Director. I have been active
in community development-related
felds for 13 years, mostly in the
area of food, but always rooted in
collaboration and networking, and I
have an excellent grasp of policy (how
our governments work).
I am never shy to speak up for what
needs to change. Tis combined with
an earnest ear for hearing all sides of
the story makes me an odd duck for the
political route, but a refreshing choice
to best represent the interests of this
community. I do not actually consider
myself a politician more of an
ambassador for the people of this area.

ing Channel is open to the public every day between 10
am and 2 pm for the duration of the spawning season that
typically runs into late September or early October. With
the congregating kokanee, the channel attracts both black
and grizzly bears, and FLNRO may order a temporary
total closure to the public if there are high bear densities
during the regular open hours.
Te 3.3 km looping spawning channel was the largest
of its kind in the world when it was built in 1967 with BC
Hydro funds, compensating for upstream spawning habi-
tat lost due to the construction of Duncan Dam.

Te Youth Room is Ready!
In the fall of 2013, Shannon Isaac, Kaslo & Area D Youth
Coordinator of North Kootenay Lake Community Servi-
ces Society (NKLCSS), was granted funds from the Youth
Grants Program by Columbia Basin Trust (CBT) and Com-
munity Recreation Project by RDCK Area D to revolu-
tionize the youth room at the Lardeau Valley Community
Centre (LVCC). Tis project involved many community
volunteers, Marc and Cari Lamoureux, Andy Pritchard,
Sandra and Ray Rempel, Eliscia and Caileigh Somers,
Janice Neil, Deb Ogilvie, Jenny Schroeder, Jordan Hill, Den-
nis Sahs and Rob Leiper, three youth participants and two
mentors to design and paint a mural, install laminate foors,
and purchase a brand new sectional for the youth room.
Many months and volunteer hours later we are delighted
to announce the youth room makeover is done! Its time to
celebrate all our hard work and the youth living at the north
end of Kootenay Lake; and to welcome Yvonne Boyd, the
new Youth Programmer at the North End of Kootenay Lake.
North Kootenay Lake Community Services Society
(NKLCSS) recently hired Yvonne Boyd to develop and
deliver youth activities, programs and events throughout
the fall at the north end of Kootenay Lake. We have lots to
look forward to this fall.
Keep your eyes peeled for posters with the details of our
upcoming grand opening of the youth room on Saturday
September 13. Tis will be a day of games, bowling, and
yummy food for everyone and its totally free! Tis would
be a great time to let Yvonne know what you want to see
happening for fall activities and programs at the north
end of Kootenay Lake.

Help to Support Hospice
in Our Area
The Hospice Society of North
Kootenay Lake (HSNKL) assists our
local medical services in providing care
for people nearing their end-of-life.
Support is provided for patients and their
families during palliative care and griev-
ing. Hospice care encourages living to
the end of life with dignity and comfort,
surrounded by a caring circle of support.
HSNKL trains volunteers who then offer
hospital and home visits, respite time
for caregivers, companionship and con-
versation, and emotional and spiritual
support. Recently HSNKL also provided a
six-week Grief Support Group for people
living with the loss of a loved one.
All this takes money. Our local hospice
operates with the support of contribu-
tions from community members, Interior
Health and grants from local organiza-
tions. We also do our own fundraising.
One upcoming event is the Hike for
Hospice. You are heartily welcomed to
support the continuation of our local
hospice services by pledging a donation
through one of our walkers or hikers, or
by participating in the activity yourself.
The afternoon of Sunday,
September 28 is the date to
remember! Note it on your calendar
then watch for more information in the
Pennywise over the next three weeks so
you will know how to donate or register.
We will all die someday. Most of us
hope for support and comfort during this
very important time in our lives. Please

No Butts About It!
Smoke free outdoor bylaws
protect communities
Enjoying a summer picnic at a local
park recently, I was surprised to see
someone toss their cigarette butt into
the long grass at the edge of the road
as they left. Grumbling, a fellow picnicker
collected the butt from the grass and
doused it. I dont know why smoking is
allowed in this park, she said, pointing
up to the tinder-dry forest stretching up
the mountainside. On a hot day like this,
the whole place could go up in ames.
Its true - smoke free public places
protect more than our health; they also
reduce the risk of wildre. Cigarettes
cause res every year in BC, many start-
ing in the interface between communities
and surrounding areas. Residents of the
BC Interior became attuned to the risk
of interface res during the 2003 re
season. That year, res destroyed 334
homes and businesses and forced the
evacuation of 45,000 people. Although
lightning was the major cause of the
wildres that year, smokers materials
were also a signicant contributor. In
fact, a discarded cigarette ignited the
McClure re near Barriere, destroying 72
homes and nine businesses including the
major employer in the area. Cigarettes
continue to be a top cause of re in the
province, but we can change that.
One important way to reduce the risk of
re between communities and forested
areas is to prohibit smoking in local
parks and trails. Community trail systems
are often located on the perimeter of
the community, close to dry forests and
grassland. Parks are also vulnerable to
re in hot summer weather. Park and
trail users who smoke may not be aware
of the damage their discarded cigarette
can cause. Local governments can reduce
re risk with a smoke free outdoor bylaw
that protects these vulnerable areas and
the community.
There is lots of support out there for
smoke free outdoor bylaws. Eighty six per
cent of British Columbians do not smoke
so these bylaws align with our commu-
nity norms. In one study, 93 per cent of
non-smokers and71 per cent of smokers
agreed with restrictions on smoking
in outdoor spaces and after the bylaw
was implemented, support continued to
increase.
More than 40 local governments in BC
have adopted bylaws that restrict smok-
ing in outdoor public places such as parks,
playgrounds and trail systems. For more
