Executive Summary
When asked during several community visioning sessions, what do you want your community to look like in 5-10 years, Port Towns children and youth always say, I want to live in a community where I feel safe to play outdoors, ride my bike, walk with my friends to school, stores, and to the movies.
The Town of Bladensburgs Mayor, Council and Town Administrator share the same vision as our kids. In December 2013, these policy makers made history by adopting a Pedestrian Safety Policy, created collaboratively with the Port Towns Youth Council (PTYC) Wellness Ambassadors, which promotes walkable and bikable pedestrian friendly surfaces around the Town of Bladensburgs Green Street initiative. Green Street, the peoples gathering place, will impact the health of Port Towns and Prince Georges County (PGC) communities. Pedestrian safety was the top concern of these youth as they engaged in ranking their recommendations that resulted from the Wellness Ambassadors community asset mapping audit of the Town of Bladensburgs Route 450/Annapolis Road during their 2012 Health Policy Advocacy Summer Camp. During their survey of Route 450, they noted several pedestrian barriers that prevent safe access to food and physical activity.
Empowered by the Town of Bladensburg, Prince Georges County Council (District 5), Maryland State 47 th Legislative District, and PG County Healthcare Action Coalitions Pedestrian Safety Workgroup, fifteen (15) PTYC Wellness Ambassadors Outreach Team members embarked on a very challenging mission during their 2014 Wellness Ambassadors Health Policy Summer Camp. Their mission was to provide Maryland National Capital Park and Planning Commission (MNCPPC) summer playground children and teenagers with Healthy Eating Active Living (HEAL) and Pedestrian Safety education through their Wellness Ambassadors FIT 2 be Well FITNESS Program.
The FIT 2 be Well Program is an innovative peer education FITNESS program that teaches youth and others how to make healthy lifestyle choices by incorporating at least 30 minutes of physical exercise and eating healthy foods daily. The Wellness Ambassadors, through the support of the Port Towns Community Health Partnership (PTCHP), are attacking a huge problem in PGC obesity50% of children & teenagers and 70% of adults are obese or overweight in PGC.
This report provides local Physical Fitness baseline data for children and youth (5 18) who participated in four 2014 MNCPPC Northern Area Summer Playground Sites.

Conclusions Youth from the four MNCPPC sites are healthier than PGC youth in general. Children and youth who attend summer recreation programs are generally more physically active than children and youth who do not attend these programs. Neighborhoods in the Northern Area of MNCPPC may be healthier than other MNCPPC areas. Recommendations Connect more with children and youth who are less physically active by integrating HEAL and Pedestrian Safety into school environments and academic curricula. Establish additional Wellness Ambassadors Outreach Teams to canvass environments where children and teenagers frequent to educate children and youth about HEAL and Pedestrian Safety. Next Steps Share report with everyone through organizational and social media. Present results of the report to key HEAL stakeholders, specifically MNCPPC, PGC Health Department, PTCHP, PGC Council, PGC Public Schools. Acquire funding and staff to further this education and research work. Benefits to MNCPPC & County Report provides youth fitness data for PGC that was non-existent. Data can be used to facilitate further program development. Data can be used to leverage resources.

Wellness Ambassadors FIT 2 be Well About Wellness Ambassadors FIT 2 Be Well Program The Wellness Ambassadors FIT 2 be Well program is a train-the-trainer program that teaches others to how to practice Healthy Eating Active Living (HEAL) FITNESS behaviors daily to prevent and reduce obesity. The program empowers youth and others to become Wellness Ambassadors by teaching students and adults to make daily HEAL choices. Wellness Ambassadors play a major leadership role in reducing and preventing obesity and related health conditions as Port Towns Community Health Partnership (PTCHP) stakeholders in the Port Towns and other Prince Georges County communities. This summer, ETHMs Wellness Ambassadors educated community members about HEAL and Pedestrian Safety by leading other children and youth at four (4) Maryland-National Capital Park & Planning Commission (MNCPPC) playground camps at Colmar Manor Community Center, Greenbelt Elementary School, Bladensburg Community Center (H.A.V.E.N.) and William Wirt Middle School. FIT 2 Be Well Goals During the FIT 2 be Well workshops, PTYC Wellness Ambassadors educated and engaged MNCPPC playground participants in: Understanding obesity and why obesity is bad for your health. Learning how to assess body fat by determining ones body mass index (BMI) that is an indicator of the presence of risky health related factors. Learning how to assess peoples fitness according to national standards. Understanding the impact of sugar on ones health. Learning how to travel safely by applying the four Pedestrian Safety Tips to facilitate healthy lifestyles. Background The FIT 2 be Well program focuses on the Active Living component of Kaiser Permanentes and the PTCHP HEAL initiative for youth. As cited in the Prince Georges County Health Improvement Plan 2011 to 2014, 70%
of adults and 48% of children in Prince Georges County Wellness Ambassadors are stakeholders in the Port Towns Community Health Partnership and inform others about making Healthy Eating, Active Living choices Pg. 02

are obese or overweight. These statistics exceed the national rate for adults (68.8%) and children (31.8%). 1
The summer outreach component of FIT 2 be Well addresses this alarming health crisis by empowering youth to teach their peers and others how to make HEAL choices. The workshops at the MNCPPC Summer playground sites are a continuation of the FIT 2 be Well workshop that the PTYC Wellness Ambassadors presented in February 2014. Working with Cory Morgan, FIT 2 be Well Trainer/Coach and CEO of Nu-You Wellness & Fitness, PTYC Wellness Ambassadors learned how to properly conduct BMI Assessments and make other fitness assessment according to the Presidential Youth Fitness Program. On February 22, 2014 the PTYC Wellness Ambassadors hosted a workshop at Community of Hope African Methodist Episcopal (AME) Church, where the team instructed 19 students from 14 different Temple Hills/Oxon Hill/Hillcrest Heights schools about HEAL, and Pedestrian Safety. During this workshop, PTYC Wellness Ambassadors taught the class how to calculate Body Mass Index (BMI) and demonstrated why sugar is bad for your health. Additionally, the team conducted a series of fitness assessments according to national standards that reflects ones flexibility, endurance, strength, speed and agility. They also taught participants the four countywide Pedestrian Safety tips and performed their renowned Walkers Wear White at Night Pedestrian Safety step routine. The results of the BMI Assessments revealed that the youth (Southern Area) participants at Community of Hope AME Church had an obesity/overweight rate of 52.6% which was higher than the national average.

2014 FIT 2 Be Well Summer Camp Analysis Summary of Four MNCPPC Playground Sites From June 24 through July 18, 2014, 15 PTYC Wellness Ambassadors Outreach Team members trained 110 students at four (4) different MNCPPC Summer playground sites (Colmar Manor Community Center, Greenbelt Elementary School, Bladensburg Community Center H.A.V.E.N and William Wirt Middle School). These Wellness Ambassadors educated and empowered their trainees to make HEAL and Pedestrian Safety choices to improve participants overall health. The participants at these locations ranged in age from 5 to 18 years old. While the distribution of males and females varied between sites, the PTYC Wellness Ambassadors served 49 (45%) female and 61 (55%) male participants. During each 3- day workshop, PTYC Wellness Ambassadors conducted a variety of activities to assess, inform, and reinforce concepts about HEAL and Pedestrian Safety. These activities included Warm-Up Exercises, Pre/Post-tests, the Wellness Ambassadors Olympics, True or False Tug of War, and the Pedestrian Safety Step. When the PTYC Wellness Ambassadors trained students at each MNCPPC playground site they administered a 9- question HEAL pre-test to gauge students knowledge about HEAL and Pedestrian Safety. Most students scored a 3 on the pre-test, indicating that they had very little knowledge about the subject matter. However, on average, students knew more about the MyPlate Guide and that a minimum of 30 minutes of daily exercise is required to improve ones health. Students knew the least about obesity and pedestrian safety. Upon concluding the FIT 2 be Well sessions, students scores increased an average of 3.6 points. Most students scored a 7 (out of 9 questions) on the post-test, with the mean score being 6.39. By the end of the session, students acquired much knowledge about HEAL and Pedestrian Safety. Students knew the most about Obesity, Pedestrian Safety, and the health risks associated with having a high BMI. Based on the criteria established by the PTYC Wellness Ambassadors, 63 (57%) of the 110 (100%) participants met the requirements to be certified as Wellness Ambassadors. However, data showed that 83 (75%) of the 110 participants increased their HEAL and Pedestrian Safety knowledge. Therefore, students who ETHMs Youth Wellness Leadership Institute provides health and wellness policy advocacy and community engagement development.

participated in these workshops are equipped to make HEAL choices and influence and teach others how to advocate for HEAL.
The PTYC Wellness Ambassadors conducted four health and physical fitness assessments at each of the MNCPPC playground sites. These assessments were the Body Mass Index, Sit-and- Reach, Timed Lap, and Push-Ups. These assessments measure students body fat, flexibility, speed, agility, physical endurance, and strength. From the data computed from conducting the Body Mass Index Assessments, it was determined that 4 (4%) participants were Underweight, 67 (64%) participants were Healthy Weight, 18 (17%) participants were Overweight, and 15 (14%) participants were Obese. 2 The majority, or 64% of participants at the four MNCPPC playground sites were at a healthy weight and 33 (31%) of participants were overweight or obese. The percentage of participants who were overweight or obese is about the same as the National average, but significantly less than the average for Prince Georges

While both genders are overall as healthy as the national population, female participants assessed during these workshops were more likely to be classified as Overweight or Obese, than their male peers. Once the Body Mass Index Assessment was completed, the PTYC Wellness Ambassadors administered three Fitness Assessments (Sit-and- reach, Timed-Lap, and Push-Up Assessment) as a way to establish baseline data for participants to understand their current physical fitness. These assessments, combined with educational instruction, allow parents and MNCPPC staff to support children and youth in setting personal goals for getting fit and healthy.
Colmar Manor Community Center The Wellness Ambassadors Outreach Team served 16 participants (11 female and 5 male) at Colmar Manor playground site on June 25
and June 26, 2014. 3 The ages of the participants ranged from 5 to 12 years old. PTYC Wellness Ambassadors engaged the children in the following activities: Introductions

When the PTYC Wellness Ambassadors arrived at Colmar Manor, the students only had a little bit of knowledge about HEAL and Pedestrian Safety. The average pre-test score for the participants was 3. When the PTYC Wellness Ambassadors completed the sessions, the students had more HEAL knowledge. The average score on the post-test for the participants was a 6 with 100% of students who were post-tested (15) improving their scores on the post-test. No students score decreased on the post-test. 16 students were certified as Wellness Ambassadors. Overall, the students knew more about HEAL once they completed the Wellness Ambassadors FIT 2 be Well workshop.
The PTYC Wellness Ambassadors completed the sit-and-reach, push-ups, timed-lap assessments, and calculated BMI with the students. Based on the BMI assessments, 1 (6.3%) student was Underweight, 11 (68.7%) students were Healthy weight, 2 (12.5%) students were Overweight, and 2 (12.5%) were Obese. Approximately, 69% of students at Colmar Manor Community Center were at a healthy weight and 25% were overweight or obese. The percentage of the participants who were overweight or obese was less than the national and county percentage of children and youth who are overweight or obese. The furthest distance that a participant reached on the sit-and-reach assessment was 17 inches. The shortest distance reached was 8 inches. The average distance reached was 12.4 inches. The highest number of push- ups correctly completed in 30 seconds was 35. The lowest number of push-ups correctly completed was 1. On average, 23 push-ups were correctly completed. The fastest timed-lap speed of a participant was 9 seconds. The slowest timed-lap speed was 13 seconds. Based on the PTYC Wellness Ambassadors data, participants at the Colmar Manor playground site demonstrated that they were able to retain much of the information they acquired. In conclusion: 81% of the students were eligible to become Wellness Ambassadors at the conclusion of the workshop. 87% of the participants showed increased knowledge, regardless of their age (5-12). Students created action plans and made their OWN HEAL choices to improve their health. Students stated that they wanted to reduce their daily intake of sodas and other sugary drinks. Wellness Ambassadors felt that teaching the students at the Colmar Manor playground site was a good learning experience because they were the most attentive group out of the four playground sites. Greenbelt Elementary School On July 1, July 2, and July 7, 2014, the PTYC Wellness Ambassadors Outreach Team served 34 students, aged 6 to 12, at the Greenbelt Elementary playground site. The gender composition was 17 male and 17 female participants. From analyzing the pre-test, the PTYC Wellness Ambassadors concluded that the students at the Greenbelt Elementary playground site had little knowledge of HEAL lifestyles. The average score from the pre-test was a 2.89 out of 9 questions. After completing the Wellness Ambassadors workshop the students showed increased knowledge of HEAL lifestyles. On the post-test, the students scores increased 4 points, with the average score increasing to 6.43. Eighteen (53%) of the 34 students increased their scores while only 2 decreased. Pg. 09

Based on the established criteria to become a Wellness Ambassadors, 16 (47%) participants were eligible to be certified Wellness Ambassadors.
The Fitness Assessments that the PTYC Wellness Ambassadors Outreach Team completed with the students were the sit-and-reach, push-ups and the timed-lap. Based on the BMI Assessments, none of the participants were Underweight. Eighteen (60.0%) of the participants were a Healthy Weight, 4 (13.3%) participants were Overweight and 8 (26.7%) participants were Obese. 4 Sixty (60%) percent of the participants were at a healthy weight while 40% of the participants were Overweight or Obese. The percentage of the participants that were overweight or obese was greater than the National Average (31.8%) by 8%. According to the Fitness Assessments, 19 inches was the farthest distance reached in the Sit- and-reach Assessment and 3 inches was the shortest distance reached. The overall average reached was 12.4 inches. The highest number of push-ups correctly completed by a

participant was 35 and lowest number of push-ups correctly completed by a participant was 0. The average amount of push-ups correctly completed was 23 in 30 seconds. The fastest speed on the Timed Lap Assessment was 8 seconds and the slowest speed was 16 seconds. The average speed was 9.8 seconds. Based on the PTYC Wellness Ambassadors data, the participants at the Greenbelt Elementary playground site were not all physically fit according to their weight category. Forty percent (40%) of the participants fell into either the overweight or obese categories. In conclusion: Students enjoyed and became fully engaged in the curriculum activities throughout the workshop. 50% percent of the participants were eligible to be certified as Wellness Ambassadors by the end of the camp. Bladensburg Community Center (H.A.V.E.N.) The PTYC Wellness Ambassadors served 24 participants between the ages of 9 to 15 years old at Bladensburg Community Center (H.A.V.E.N.) playground site on July 8, July 9, and July 10, 2014. There were 6 female and 18 male participants at the Bladensburg Community Center H.A.V.E.N. playground site. The Wellness Ambassadors engaged the participants in the following activities: The Name Game Q&A Game Pre & Post Test Warm-up Exercise History of Wellness Ambassadors Presentation BMI Assessments Telephone Fitness Assessments Nutrition for Your Health & Sugar Demonstration Vegetable, Vegetable, Fruit (Game) Matching Game Pedestrian Safety Step True and False Tug of War
The PTYC Wellness Ambassadors issued a short pre-test to students to see what they already knew, which was very little. The average score on the pre-test was 2. At the end of the 3- day session, the students performed well on their post- test. The average score for the post-test was 6.46. PTYC Wellness Ambassadors saw that all 24 of the participants scores increased from the pre-test. Sixteen (70%) of participants met the criteria to become Wellness Ambassadors. The Wellness Ambassadors conducted four health and fitness Assessments with the students. These Fitness Assessments tested participants flexibility, endurance, agility, and speed. Using the data from the BMI Assessment, PTYC Wellness Ambassadors determined that none of the participants were Underweight, 14 (60.9%) participants were a Healthy Weight, 6 (26.1%) participants were Overweight, and 3 (13.0%) participants were Obese. From the entire groups participation, 14 (61%) were a healthy weight and 9 (39%) were overweight or obese. Bladensburgs obesity rate is above the national obesity rate of 31.8% for children, Pg. 12

but less than the Prince Georges county rate of 50%. In the sit-and-reach test the shortest distance reached was 5 inches and the furthest distanced reached was 18 inches. The average distance reached in the sit-and-reach test was 10.5 inches. The highest number of push-ups correctly completed in a 30-second timeframe was 36 and the least completed was 10. On average, 26 push-ups were completed by the group. For the timed-lap test the fastest time was 7 seconds and the slowest time was 20 seconds. The average for the timed- lap test was 9.5 seconds. Students enjoyed their experience learning about HEAL and were engaged in the fun activities. The students participated in every activity that the Wellness Ambassadors instructed. At the end of the 3 day session, PTYC Wellness Ambassadors concluded that: 61% percent of the male students were a healthy weight and 50% of the female students were also a healthy weight. 67% of the students qualified to become Wellness Ambassadors. the beginning of the session, none of the students qualified to become a Wellness Ambassadors. The biggest learning opportunity for the PTYC Wellness Ambassadors was how to maintain control of teenaged groups.
William Wirt Middle School The Wellness Ambassadors Outreach Team served 36 participants, aged 12 to 16, at William Wirt Middle School (WWMS) on July 15, July 16, and July 17, 2014. There were 15 female and 21 male participants at WWMS. Students at WWMS had little knowledge of HEAL and Pedestrian Safety. The average pre-test score for the participants was 2.61. When the PTYC Wellness Ambassadors completed the sessions they found that the students had increased their knowledge about HEAL and Pedestrian Safety. The average post-test score was 6.10. Twenty-four (83%) students increased their scores on the post-test and 2 (7%) people decreased on the post-test. Eighteen (50%) students met the criteria for becoming Wellness Ambassadors. Overall, the students learned more about HEAL and Pedestrian Safety. The PTYC Wellness Ambassadors Outreach Team completed timed lap, sit-and-reach, push- ups and BMI assessments with the participants. From the BMI assessments, it was revealed that 3 (8.6%) participants were underweight, 24 (68.6%) participants were at a healthy weight, 6 (17.1%) participants were overweight, and 2 (5.7%) participants were obese. 5 Approximately, 69% of participants were at a healthy weight and 23% of participants were obese or overweight. The percentage of participants who are overweight or obese is less than the national average and less than the County average. The furthest distance reached by a participant on the sit-and-reach assessment was 21 inches. The shortest reached was 6 inches. The average reached on the sit-and-reach assessment was 12.1 inches. The highest number of push-ups correctly completed by a participant was 41. Three push-ups was the lowest number of push-ups correctly completed by a participant. The fastest speed

on the timed lap by a participant was 7 seconds. The slowest speed was 30 seconds. The average speed was 10.3 seconds. Overall, most of the participants at William Wirt Middle School playground site were in a healthy weight range, which was determined by their BMI. Based on the data and observations, the PTYC Wellness Ambassadors concluded that: Students enjoyed their experience with the PTYC Wellness Ambassadors Outreach team and learned a lot about HEAL. Fifty percent (50%) of participants qualified to be a Wellness Ambassadors. The Wellness Ambassadors learned that maintaining order with the participants and the environment was the most important factor in assisting participants to learn. This group was one of the Wellness Ambassadors favorite sites because the students were among the most engaged. Pg. 17

Conclusions and Recommendations Feedback The Wellness Ambassadors FIT 2 be Well workshops were incredible experiences for the PTYC Wellness Ambassadors, participants and staff of the MNCPPC summer playground camps, and End Time Harvest Ministries staff. Summer Camp participants described their experiences as informative and educational. Jamaal Peterman, camp counselor at the Greenbelt Elementary playground site, said that the FIT 2 be Well workshop was a nice experience and the kids had a great time and learned to communicate and work with each other. Nolundele McNeil, Camp Director at Bladensburg Community Center describes the FIT 2 be Well workshop as a great time! and that Wellness Ambassadors taught [participants and staff] great things about healthy living and BMI. Not only was the experience enjoyable, 75% of participants increased their overall knowledge about HEAL and 57% of the participants were certified as Wellness Ambassadors. This certification was determined by evaluating the participants responses on the 9 question post-test with additional emphasis placed on correctly answering 5 critical questions that correspond to the goals and outcomes of the FIT 2 be Well program. Results According to the participants weight status categories, the children and youth who participated in the FIT 2 be Well outreach workshops at the four MNCPPC playground sites are healthier than the majority of Prince Georges County children and youth. The rate of participants who are obese or overweight of the MNCPPC sample population significantly differs from the child and youth obesity/overweight rate determined by the Prince Georges County Health Department. A concluding highlight of the 2014 FIT 2 be Well Summer Camp program was MNCPPC filming the PTYC Wellness Ambassadors countywide Pedestrian Safety Presentation that includes Weve been honored to spend the last few days with the Wellness Ambassadorsits been a great program Nolwandle McNeill, Bladensburg Community Center Pg. 18

the Pedestrian Safety Tips and Step routine. On August 7, 2014, the video was released to the public and will be used as a Pedestrian Safety Education and Training Video for countywide distribution by the MNCPPC Xtreme Teens program and the Pedestrian Safety work group of the Prince Georges County Health Action Coalition. PTYC Assumptions based on report data The PTYC Wellness Ambassadors concluded that several conditions could be attributed to why the sample population at the four (4) MNCPPC playground sites were healthier than PGC youth in general: Children and youth who attend summer recreational programs are generally more physically active than children and youth who do not attend these programs; Neighborhoods in the MNCPPC Northern Area are healthier than other MNCPPC areas. Wellness Ambassadors arrived at this conclusion based on their experiences with these four (4) program sites. Also, they concluded that Northern Area communities seem healthier based on programs that develop youth to lead and empower their peers to live healthy lifestyles daily. Recommendations Based on these conclusions, the PTYC Wellness Ambassadors suggest that additional efforts be made to reach out to children and youth who are less active and may reside in less healthy communities. PTYC Wellness Ambassadors recommend connecting more with children and youth who are less healthy by integrating HEAL and Pedestrian Safety into school environments and academic curricula. Another recommendation is to establish additional Wellness Ambassadors Outreach Teams to canvass environments where children and teenagers frequent, which include schools and fast food restaurants to educate children and youth about HEAL and Pedestrian Safety.
