OFFICE MEMORANDUM
Subject: "Comprehensive Guiding Principles-2013" for regulating
the transfer of State Government employees-prescription
of new provision thereof.
The Comprehensive Guiding Principles-2013 for regulating the
transfer of State Government employees have been circulated vide this
Department Officer Memorandum No. as above dated 10
th
July, 2013. Para
8 of the above Guiding Principles contain the provisions for transfer during
the ban period but no provision exists for the transfer of employees on
complaints!suggestions of MPs! Ex-MPs! MLAs! Ex-MLAs, Members of
Urban Local Self Government Institutions! Members of Panchayati Raj
Institutions and Stake holders. The matter has been examined and it has
considered imperative to prescribe such circumstances in the above said
Guiding Principles in view of administrative exigencies and public interest.
Accordingly, it has been decided to insert the following new provisiQns in
Para -8 after clause (v) of a.M. dated 10

July, 2013:-
(vi) On the suggestions! complaints of MPs! Ex-MPs! MLAs! Ex-
MLAs, Member of Urban Local Self Government Institutions!
Members of Panchayati Raj Institutions and Stake holders.
(vii) On medical and humanitarian grounds.
This decision of the Government may please be brought to the
notice of the all concerned.
