Wall Lake, Iowa September 8, 2014

Wall Lake City Council met in regular session at 7:00 p.m. in council chambers, presided by Mayor Steven Druivenga.

Councilmen present: Gary Faber, Albert Schwanz, Rob Germann, Ron Lahr, and Francis Riedell

Visitors: Lynn Grosely, Rick Hoppe, Joe Rueschenberg, Dave Strum, Mary Linda Mack, Cathy Geake, Lois Johnson, Jody Fischer,
Myron Olerich

Riedell moved to approve the agenda as posted, seconded by Schwanz. Ayes: All, motion carried.

Lahr moved to approve the August 25 minutes as presented, seconded by Schwanz. Ayes: All, motion carried.

After some discussion, Faber moved to approve the bills to be paid along with the additions as stated for a total of
$100,734.31, seconded by Lahr. Ayes: All, motion carried.

Discuss/Approve City support for Library SCEF grant; the Library Board is planning to remodel the Librarys main floor. A Library
planner was hired to assess the main floor of the library, then bring a proposed plan to the Library Board to discuss and decide
upon. After some discussion Riedell moved to be the fiscal agent and approve the Librarys SCEF application, seconded by
Schwanz. Ayes: All, motion carried.
Discuss/Approve Godbersen-Smith change order #3; crediting the City for two items; The project is all but finished and this
change order credits Wall Lake for seeding and a sewer pipe stub for $8,000. After some discussion Riedell moved to approve
Change order #3, seconded by Schwanz. Ayes: All, motion carried.
Discuss/Approve Godbersen-Smith Pay Request #6 Sub-Final; this pay request is for the water lines installed and is a sub-final
request as only retainage is owed on the project. Hoppe and Rodman will do a final walk-through of the addition then sign off
on the project. Riedell moved to approve pay request #6, seconded by Schwanz. Ayes: All, motion carried.
CDBG-Project update-Joe Rueschenberg entered the meeting at this time to discuss the CDBG project. King thought the flow
meter and the well pad could get finished next week if the weather holds. The project is a little behind due to the weather.
Germann entered the meeting at this time (7:35pm)
Discuss/Approve Resolution 2014-14; a resolution stating the following officials shall be signatories to said account at Westside
State Bank in Wall Lake, and that each check requires two signatories; this resolution is removing Lacey Bruning as a signatory
for the Community Center account. Lahr moved to approve resolution 2014-14; seconded by Schwanz. Mayor Druivenga called
the roll and the vote was. Ayes: Germann, Faber, Riedell, Schwanz, Lahr; Nays: none. Motion carried.
Discuss/Approve Resolution 2014-15; a resolution stating the following officials and/or representatives shall be signatories to
said accounts at Bank Midwest in Wall Lake, and that each check requires two signatories and one of those signatories must be
an elected official; this resolution is removing Ed Reiter as a signatory for the 60+ account. Riedell moved to approve resolution
2014-15; seconded by Germann. Mayor Druivenga called the roll and the vote was. Ayes: Germann, Faber, Riedell, Schwanz,
Lahr; Nays: none. Motion carried.
Discuss/Approve Police Chief recommendation to paint curb yellow; After some discussion about the letter from Police Chief
and how much curb to paint Riedell moved to approve painting anywhere there is an arched curve at 7
th
and Highland Streets;
seconded by Germann. Then Lahr moved to paint the arched curves on both sides of the street at 7
th
and Highland seconded
by Schwanz. Mayor Druivenga called the roll and the vote was. Ayes: Germann, Faber, Riedell, Schwanz, Lahr. Nays: none,
motion carried.
Discuss DGR-Electric System Study; Council will hold a work-session Tuesday September 9 to discuss the DGR Electric System
study and where the rebuild of the electric distribution system should go from this point. Council discussed the question of
overhead vs underground and the equipment needed to accomplish the rebuild.
Discuss NMPP Electric Cost increase-NMPP is once again working to increase our electric cost. In quarter 2 NMPP budgeted a
net gain of $38,000 when actual was a net loss of $2.4M. NMPP Board voted to increase rates beginning November 1, 2014.
Discuss/Approve Family Fitness pass for elected officials; Council has requested the ability to use the Fitness Center as the City
employees. After some discussion Lahr moved to approve a family fitness pass for elected officials, seconded by Schwanz.
Ayes: All, motion carried.
Discuss Letter from Dave Jennett concerning Russ Kroeger; Attorney Bush asked Council to look at the letter and to discuss.
The Council will wait for a suggestion from Attorney Bush. Discussion centered around a fix for the issue but as discussed in
previous meetings a fix is not simple.
Discuss Letter from Joe Neppl; Joe has been asked to review the bank account reconciliation performed by City Clerk. Joe has
agreed to do this for a fee. Council believes this is something we need to do to follow the Auditors suggestions.
Public forum: Mayor Druivenga brought up the NWILC meeting in Templeton. Faber asked if anyone was hired for the
Community Center job. Germann informed the applications are being accepted until September 12. Germann thanked
everyone who helped tear out the dance floor and informed Council that the new floor should be installed this week.

Faber moved to adjourn, seconded by Lahr. Ayes: All, motion carried.
