REQUEST FOR STATEMENT OF QUALIFICATION FOR
INSTRUCTORS AND ENTERTAINERS ON THE

CONTINENTAL AVENUE BRIDGE AND WEST DALLAS GATEWAY

The City of Dallas Trinity Watershed Management Department is soliciting Statements of
Qualification (SOQ) from interested firms for Professional Services for the following project:

Instructors/Entertainers for Continental Avenue Bridge & West Dallas Gateway within the
City of Dallas in accordance with The Margaret Hill Hunt Bridge project

Submittals are due no later than 2:00 p.m., Wednesday, October 8, 2014. One (1) original
and five (5) identical copies of the SOQ together with an exact electronic copy (CD or
flash drive) shall be submitted in a sealed box or envelope.

It is not necessary to respond if your firm is not interested in participating in this project. For any
questions concerning this Request for Qualifications (RFQ), please contact the buyer, Sheila
Smallwood in writing via email at sheila.smallwood@dallascityhall.com.

Any qualifications submittals received after 2:00 p.m. on the due date will be considered late
and non-responsive and returned to the applicant unopened.

If the proposer does not ask questions or clarify any assumptions, the City will assume
proposer(s) understand(s) the Citys requirements and that the proposers offering will meet
those needs at the price stated.

There will be a non-mandatory pre-qualification meeting, which will be held at Dallas City Hall,
1500 Marilla Purchasing Large Conference Room 3FS, Dallas Texas 75201 for the following
date:

Monday, September 15, 2014 at 9:30 A.M. - 10:30 A.M.


Participants are encouraged to attend the pre-proposal meeting to discuss any questions with
the user departments representative(s). This will be the only contact with the department during
the RFQ/SOQ process. All correspondence shall go through the buyer. Contact outside of these
guidelines may disqualify participants from further consideration of this RFQ/SOQ.

Requests for explanations or clarifications may be emailed to the listed buyer. The email must
clearly identify the solicitation number. Any material information given concerning the RFQ/SOQ
will be furnished by an Addendum to all participants. It is the vendors responsibility to
view/check the Citys Procurement web-site (https://bids.dallascityhall.com/webapp/VSSPROD/
AltSelfService) to ensure the vendor has obtained the latest information related to this RFQ/SOQ.


Public information: All information, documentation, and other materials submitted in response
to this solicitation are considered non-confidential and/or non-proprietary and are subject to
public disclosure under the Texas Public Information Act after the solicitation is completed and
contract executed with the selected Instructors/Entertainers. Any Financial information can be
submitted by vendors in a separate envelope within the sealed RFQ/SOQ packet marked
Financial/Confidential and Proprietary

REQUEST FOR QUALIFICATIONS / STATEMENT OF QUALIFICATIONS
FOR PROFESSIONAL SERVICES

SECTION 1 GENERAL INFORMATION

The City of Dallas represented by Trinity Watershed Management (TWM) is requesting
qualifications (RFQ) for potential service providers that can perform various activities in a public
setting on the Continental Avenue Bridge and West Dallas Gateway. TWM anticipates
contracting with multiple instructors and entertainers as a result of this RFQ. Candidates shall
include, but not be limited to, qualified and experienced teachers, instructors and performers for
such activities as:

Chess
Art (paint on canvas, needle craft, etc.)
Fitness (i.e. dance, yoga, Zumba, meditation, boot camp, and bocce ball)
Performers (i.e. clown, puppetry, mime, face painting, balloon artistry, dance, story-
telling and reading)
Other activity or education deemed suitable by TWM that is not specifically listed in
these specifications.

TWM is anticipating that providers shall solicit participants and provide supplies to perform such
services. All providers will be subject to audit by City staff. It is the Citys intent to secure thirty-
six (36) month service agreements such that services provided on the Continental Bridge and
West Dallas Gateway will be rotated seasonally as well as based on demand. Schedules for the
instructors/entertainers will be set by TWM based on need, seasonal activities, level of public
participation and any other criteria deem applicable by TWM. TWM does not guarantee a set
schedule by day, week or month for any particular instructor(s)/entertainer(s).

The qualified candidate shall have a minimum of one (1) year experience in the service for
which they intend to provide. A minimum of three (3) verifiable references evidencing
experience shall be provided with this submission.

TWM will provide the venue; the successful vendor should provide students/participants,
equipment, music (through a battery powered device), and/or any other materials required for a
successful instruction or presentation. Instruction and performances shall include both
individuals and groups and shall be available for all age groups. The successful vendor(s) shall
be responsible for the cost of any licenses, permits or any other requirement of federal, state
and/or local regulation and shall adhere to all federal, state and local regulations. Students will
not receive credit for classes under this program.

The awarded Instructors/Entertainers shall not be engaged in any illegal activities including but
not limited to the consumption of illegal substances. Instructors/Entertainers shall be
abstemious during the time of instruction/performance/presentation and have not consumed any
alcoholic beverages within 24 hours of scheduled engagement. Instructors/Entertainers shall
have a smoke free environment while instructing/performing/presenting. No activity shall be
undertaken which violate any applicable city, state or federal laws or regulations. The successful

vendor(s) shall not become involved in or tolerate sexual harassment or discrimination on the
basis of race, color, religion, sex, national origin, age, disability or any protected status. The
successful vendor shall be committed to providing an atmosphere free of discrimination and
harassment.

All successful vendor(s) shall market their sessions through various forms of media at no cost to
the City. The standard time for each session for instruction/performance/presentation will be for
1 hour. If additional time is need the instructors/entertainers shall obtain approval by authorized
TWM city staff. Please note: The City reserves the right to request additional
instruction/performance/ presentation time as needed.

The successful vendor(s) shall not accept gratuities while engaging in stated instruction or
presentation.

Successful Instructor(s), and all staff associated with the delivery of such service, shall be
subject to a background check by the City. An unsatisfactory background check may deem the
vendor non-responsive.

SECTION 2 - SELECTION PROCESS

This RFQ/SOQ is a two-step process for selecting entertainment services for the Continental
Avenue Bridge and West Dallas Gateway.

The submittal of RFQ/SOQ statements that will be evaluated and ranked based on the criteria
listed later in this RFQ/SOQ by the City. Based on this ranking, the City will select the top
ranked Instructors/Entertainers to respond to a separate Request for Competitively Sealed
Proposals (RFCSP) in the second step of the process. By submitting their Statement of
Qualifications in response to this RFQ, vendors accept the evaluation terms and process as
outlined in Section 3

In the second step of the RFCSP process, respondents will be asked to submit additional
information, including project specific items for clarification and amplification of their Statement
of Qualifications. The City may interview the respondents and will rank the firms.

SECTION 3 EVALUATIONS

The RFQ/SOQ provides information necessary to prepare and submit qualifications for
consideration and ranking by the CITY. Based on the evaluation criteria established for the
project, each properly submitted qualification will be reviewed, evaluated and ranked by the
CITY. Based on this ranking, the CITY may select the top ranked Instructors/Entertainers to
participate in interviews. The CITYs selection committee may then interview the
Instructors/Entertainers and will rank the individuals. The highest ranked Instructors/Entertainers
will be asked to submit a proposal with pricing sheet to begin contract negotiations.

Evaluation of RFQ/SOQ will be based on the following criteria:

Staff's Qualifications: (35 points)
Verification of one (1) year in area of expertise for which the submission was provided
Verification of submitter's ranking in a nationally recognized organization

Consultant's Staffing Capabilities: (15 points)
Provide an organization chart showing the submitter's team
Identify principal(s) responsible for the contract
Provide rsums of principal(s) overseeing the contract

Experience: (50 points)
Provide the number of years the submitter has provided this service
Provide a minimum of three (3) verifiable references evidencing experience within the last three
(3) years that will illustrate the area of expertise for which the submission was provided. Include
the following for each example:
Project name
Client name, contact person, and phone number
Date(s) instruction was/were provided
Note: letters of reference are preferable to written statements.

SECTION 4 - TECHNICAL SPECIFICATIONS

Technical Specifications for Instructors:

These positions shall be designed to promote health and social interaction within the venue
provided. Instruction shall include demonstrating and explaining rules and game-play to
participants of all ages and skill levels as well as engaging participants through exercises and
game-play in a public venue. There shall be no expectations placed upon the participants; the
atmosphere should be very relaxed. Successful Instructor(s) shall be self-motivated, able to
communicate well with others and shall present the instruction in a fun, exhilarating and
entertaining way.

All successful instructors shall:

Provide instruction at no charge to vendor's students or venue patrons;
Obtain, and provide the City a copy of, CPR certification prior to commencing instruction
for classes involving constant physical activity;
Have accreditation through a nationally recognized organization for their specific classes
when a nationally recognized organization exists;
Teach through motivational, uplifting comments and positive affirmations;
Provide instruction at no charge to vendor's students or venue patrons in all age groups
(may have separate classes for different age groups);
Provide instructions in English and Spanish whenever possible;
Allow time for warm-up/stretching before and cool-down after each session when
applicable;
Allow for both personal attention and social interaction;
Provide both cardio and strength training when applicable;
Provide an alternative, lower-impact version of exercises when applicable;
Provide certificates of completion if requested by the City;
The awarded instructor must provide a certificate of insurance evidencing proof of
insurance coverage as stated in Attachment 1 prior to commencement of instruction.
This insurance must stay in force for the duration of the contract.

Technical Specifications for Entertainers:

In order to insure all performances and behavior are in good taste all instructors/ entertainers
must have City approval before presenting any material including but not limited to all stories,
and story books to the public. The successful entertainer(s) shall perform for all age groups from
pre-school to adults in a public venue. Materials shall be non-offensive and chosen for the
overall genre of the observer. The successful entertainer(s) may dress in costume/make-up
which reflects the nature of the subject matter.

All successful entertainers shall:

Provide entertainment at no charge to venue patrons;
Have accreditation through a nationally recognized organization for their specific classes
when a nationally recognized organization exists;
Not accept gratuities from patrons or passers-by;
Maintain the best standards of makeup, costuming and props while performing;
Conduct themselves as a ladies or gentlemen at all times when performing;
Apply make-up in a professional manner when applicable;
Remain anonymous while in makeup and/or costume;
Carry out the assigned appearance and assignment for the entertainment of others and
not for personal gain or personal publicity.

Entertainers not specifically listed may be considered if entertainer provides references
evidencing previous knowledge and experience in performing entertainment they intend to
provide

SECTION 5 - SELECTION PROCESS

Contact Information: Provide the following information:

Legal name of Instructors/Entertainers
Contact Person with phone number, fax number and email address
Alternate Contact Person with phone number, fax number and email address
Current address of business location
Identify business or individual that will be providing services
Legal Business Description (Individual, Partnership, Corporation, Joint Venture,
etc.), if applicable
If Instructors/Entertainers or business is not located in Dallas, describe means to
achieve a Dallas presence

SECTION 6 - INTERVIEWS
After the ranking: The interview format would be an informal question-and-answer session.
The interview panel would consist of Trinity Watershed Management personnel. Firms may be
asked to make presentations, but will not provide any additional documentation to the panel.
The SOQ would be used as reference material.
Questions regarding vendors approach would be related to activity listed in the RFQ/SOQ. The
Instructors/Entertainers may be asked general methods of engaging the audience and soliciting

the general publics participation. Also questions regarding experience, and capabilities of
individuals for the listed project.

SECTION 7 FORMAT FOR STATEMENT OF QUALIFICATIONS

SOQs shall be prepared simply and economically, providing a straightforward, concise
description of the Instructors/Entertainers ability to meet the requirements of this RFQ.
Emphasis shall be on quality, completeness, clarity of content, and responsiveness to the
requirements. SOQs, which do not comply with these requirements, will be deemed non-
responsive and the Instructors/Entertainers will not be considered for the project.

7.1 Submit one (1) original and five (5) identical copies of the complete SOQ
together with a complete exact electronic copy (flash drive or CD) with the name
of the firm listed outside.
7.2 Each SOQ shall be contained in one three-ring binder with a maximum size of 1
inch in diameter.

Must be on vertical 8 by 11 paper using a minimum font size of 10 point

The cover should indicate the name of the project, the SOQ due date, and the
name of the Prime Firm. Additional information may be provided on the cover if
desired.

Must have a table of contents.

Must separate and identify each criteria response in Section 4 and any
additional information sections of this document.

Must be limited to a maximum of 15 pages. All pages will be counted in
the 15 pages with the exception of the front cover, the back cover with a
qualified divider sheet. In order to be considered a qualified divider sheet, the
page may have a description (i.e. Cover letter, Experience, etc.) or a numeral on
the divider tab only. Divider pages which have photos, graphics, text, etc.
will be counted as pages. Resumes and/or brochures will be included in the
page count. Cover letters (if bound into the SOQ) will be included in the page
count.

7.3 Qualifications and any other information submitted in response to this RFQ shall
become the property of the City of Dallas.

Note: All attachments requiring information from the Proposer shall be filled out
and submitted as part of each SOQ package.
