At a joint meeting of the Canal Committee of the Senate and Assembly, to take into
consideration the increased and constantly increasing tonnage on our canals, held in the
Senate Chamber, March 25th, 1863, and adjourned from time to time, for consultation upon
the subject, they have agreed upon the following resolution, which, if adopted and carried
out, will inaugurate a policy that will continue to this State its share of western trade and
tonnage ; therefore
Resolved (if the Assembly concur), That the State Engineer and Surveyor, under the
advice and direction of the Canal Board, cause a survey and estimate to be made of the cost
of constructing one tier of the locks on the Erie Canal, form the Hudson River to Lake Erie,
and one tier of locks on the Oswego Canal, from Syracuse to Lake Ontario, and one tier of
locks on the Champlain Canal, from Troy to Whitehall, and one tier of locks on the Cayuga
and Seneca Canals, from Montezuma to Cayuga Lake ; the said locks to be constructed in a
permanent manner of stone, or of wood, or of wood and stone combined, and to be not less
than twenty-six feet wide in the camber, and not less than two hundred and twenty-ve feet in
length between the gates ; the cost of each kind of lock to be estimated separately ; to be
located along side of, or near to the present locks, and calculated for seven feet depth of
water in the canal.
Also, to cause a survey and estimate of the quantity of excavation and other work connected
therewith, necessary to maintain fty-two feet width of bottom, and seven feet depth of water
in the canals above named.

The Industrial Revolution brought about a greater volume and variety of factory-produced
goods and raised the standard of living for many people, particularly for the middle and
upper classes. However, life for the poor and working classes continued to be lled with
challenges. Wages for those who labored in factories were low and working conditions could
be dangerous and monotonous. Unskilled workers had little job security and were easily
replaceable. Children were part of the labor force and often worked long hours and were
used for such highly hazardous tasks as cleaning the machinery. In the early 1860s, an
estimated one-fth of the workers in Britains textile industry were younger than 15.
Industrialization also meant that some craftspeople were replaced by machines. Additionally,
urban, industrialized areas were unable to keep pace with the ow of arriving workers from
the countryside, resulting in inadequate, overcrowded housing and polluted, unsanitary living
conditions in which disease was rampant. Conditions for Britains working-class began to
gradually improve by the later part of the 19th century, as the government instituted various
labor reforms and workers gained the right to form trade unions. -Jess' stuff

Railroad Strike
Today many immigrants, working for Marshall Railroad Company, went on strike. Workers
complained of poor working and living conditions. This company has been known to require
employees to rent living quarters, and as one man reported, living in the streets would have
been cleaner and far less expensive. Not only were the living conditions poor, but also the
rent has been reported to be over half of workers pay. Working conditions were not said to
have much higher standards. Workers, especially immigrants, are often expected to put in
manual labor for up to sixteen hours per day. Such work does not come with nancial benets
either. The strike went on for eight hours, and participants did not intend to leave until
demands were met. With majority of its workers on strike, ring them was not an option.
Management and workers eventually agreed upon terms pleasing to both parties.
