for the preparation of career and technical education
teachers.
Be it enacted by the Senate and House of Representa- 1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the Creating Quality Tech- 4
nical Educators Act of 2014. 5

SEC. 2. PARTNERSHIP GRANTS FOR THE PREPARATION OF 1
CAREER AND TECHNICAL EDUCATION 2
TEACHERS. 3
Section 202 of the Higher Education Act of 1965 (20 4
U.S.C. 1022a) is amended 5
(1) by redesignating subsections (f) through (k) 6
as subsections (g) through (l), respectively; 7
(2) in subsection (b) 8
(A) in paragraph (1), by inserting and ca- 9
reer and technical education teachersafter 10
early childhood educators; and 11
(B) in paragraph (6)(C), by striking sub- 12
section (f) or (g) and inserting subsection (g) 13
or (h); 14
(3) in subsection (c) 15
(A) in paragraph (1), by inserting a pro- 16
gram for the preparation of career and tech- 17
nical education teachers under subsection (f), 18
after subsection (e),; and 19
(B) in paragraph (2), by striking sub- 20
section (f) and inserting subsection (g); and 21
(4) by inserting after subsection (e) the fol- 22
lowing: 23
(f) PARTNERSHIP GRANTS FOR THE PREPARATION 24
OF CAREER AND TECHNICAL EDUCATION TEACHERS. 25

(1) IN GENERAL.An eligible partnership that 1
receives a grant under this section to carry out a 2
program for the preparation of career and technical 3
education teachers shall establish an effective sec- 4
ondary school career and technical education teacher 5
preparation program that shall be 6
(A) available to mid-career professionals 7
or recent graduates of an institution of higher 8
education, who have expertise in a program 9
area in which a skilled career and technical 10
education teacher shortage has been identified 11
through a needs assessment described in para- 12
graph (2); 13
(B) an opportunity for program partici- 14
pants to obtain initial licensure based on State 15
requirements and the basic skills required for 16
entry into the education profession, and the op- 17
tion of earning a bachelors degree or a mas- 18
ters degree; and 19
(C) an opportunity for program partici- 20
pants who are current educators and who do 21
not have subject matter expertise in a career 22
and technical education field identified through 23
the needs assessment under paragraph (2) to 24
receive technical skills training to be able to ef- 25

fectively teach in a classroom setting the career 1
and technical skills identified in such assess- 2
ment based on industry standards. 3
(2) NEEDS ASSESSMENT.Each of the part- 4
ners in an eligible partnership that receives a grant 5
under this section to carry out a program for the 6
preparation of career and technical education teach- 7
ers shall conduct a needs assessment 8
(A) with respect to the preparation, ongo- 9
ing training, professional development, and re- 10
tention of career and technical education teach- 11
ers in program areas linked to the education 12
and skill needs of the local or regional economy; 13
and 14
(B) that takes into account the current 15
needs of a State, local, or regional market, as 16
well as trends identified in section 102(b)(1)(B) 17
of the Workforce Innovation and Opportunity 18
Act. 19
(3) PARTICIPANT ELIGIBILITY, APPLICATION, 20
AND SELECTION. 21
(A) PARTICIPANT ELIGIBILITY.In order 22
to be eligible to participate in a career and 23
technical education teacher preparation pro- 24
gram under this subsection, an individual 25

(i) shall 1
(I) have at least a bachelors de- 2
gree; 3
(II) have an active industry-rec- 4
ognized credential in a technical pro- 5
fession if the eligible partnership de- 6
termines that the program leading to 7
the credential is of high quality, and 8
meets the States minimum require- 9
ments for career and technical edu- 10
cation teachers in the field, based ei- 11
ther on years of related work experi- 12
ence or a number of specified hours in 13
the field; or 14
(III) be a former member of the 15
Armed Forces with a Department of 16
Defense recognized active technical 17
credential; and 18
(ii) may be a licensed teacher with a 19
need for technical skills training. 20
(B) APPLICATION AND SELECTION. 21
(i) APPLICATION.Each eligible in- 22
dividual described in subparagraph (A) 23
who desires to participate in the career 24
and technical education teacher prepara- 25

tion program under this subsection shall 1
submit an application to the eligible part- 2
nership. 3
(ii) SELECTION. 4
(I) IN GENERAL.Each eligible 5
partnership shall select applicants for 6
participation in the career and tech- 7
nical education teacher preparation 8
program based on the career and 9
technical education program needs of 10
any high-need local educational agen- 11
cies in the partnership. 12
(II) REQUIREMENT FOR VA- 13
CANT POSITIONS.Any vacant career 14
and technical educator positions or 15
positions with a demonstrated connec- 16
tion to the needs assessment described 17
in paragraph (2) within the high-need 18
local educational agency in an eligible 19
partnership that receives a grant 20
under this section to carry out a pro- 21
gram for the preparation of career 22
and technical education teachers shall 23
be filled with career and technical 24

education teacher preparation pro- 1
gram participants. 2
(iii) RECRUITMENT.An eligible 3
partnership may develop and implement a 4
teacher recruitment program to invite eligi- 5
ble individuals to participate in the career 6
and technical education program. 7
(4) REQUIRED CLINICAL EXPERIENCE COMPO- 8
NENTS.Each career and technical education teach- 9
er preparation program carried out under this sub- 10
section shall include the following program compo- 11
nents: 12
(A) Training in pedagogy, including class- 13
room management, lesson planning, student 14
learning methods, and academic and career and 15
technical education content integration. 16
(B) Training in using empirically-based 17
practice and scientifically-valid research in 18
classroom instruction. 19
(C) Necessary preparation to obtain a 20
teaching license based on State licensing re- 21
quirements in the State in which the partner- 22
ship operates, prior to entering the classroom. 23
(D) Literacy training for incorporating 24
technical texts into the classroom. 25

(E) At least 1 year of clinical experience 1
concurrent with the pre-classroom training pro- 2
gram. 3
(F) Training to effectively teach technical 4
skills to industry standards in a classroom set- 5
ting. 6
(G) For licensed teachers, technical skills 7
and pedagogical training related to the career 8
and technical education program they are in- 9
tending to teach. 10
(5) REQUIRED PRE-SERVICE COMPONENTS. 11
Each career and technical education teacher prepa- 12
ration program carried out under this subsection 13
shall require 14
(A) program participants, after com- 15
pleting pre-classroom training and who have at 16
least State recognized provisional licensure to 17
teach, to be paired with a mentor teacher with 18
expertise in teaching the same or similar con- 19
tent for a period of not less than 2 years within 20
the same school or school district, if available, 21
and, if not available, the program shall specify 22
how the program participant will be mentored; 23
and 24

(B) continuing professional development 1
coursework for such program participants over 2
the course of 3 years to ensure that such teach- 3
ers 4
(i) are able to understand and imple- 5
ment research-based teaching practices in 6
classroom instruction; 7
(ii) have knowledge of student learn- 8
ing methods; 9
(iii) are data-literate to continuously, 10
effectively, and ethically access, interpret, 11
act on, and communicate multiple types of 12
data from State, local, classroom, and 13
other sources to improve outcomes for stu- 14
dents in a manner appropriate to edu- 15
cators professional roles and responsibil- 16
ities; 17
(iv) possess skills to analyze student 18
academic and technical achievement data 19
and other measures of student learning, 20
and use such data and measures to im- 21
prove classroom instruction; 22
(v) possess the skills to develop, im- 23
plement, and utilize interim and formative 24

assessments to improve classroom instruc- 1
tion; 2
(vi) possess teaching skills and an 3
understanding of effective instructional 4
strategies across the technical and all ap- 5
plicable academic content areas that enable 6
such teachers to 7
(I) meet the specific learning 8
needs of all students, including stu- 9
dents with disabilities, students who 10
are limited English proficient, stu- 11
dents who are gifted and talented, and 12
students with low literacy levels; and 13
(II) differentiate instruction for 14
such students; 15
(vii) possess strategies for incor- 16
porating content from non-career and tech- 17
nical education courses and standards for 18
college and career into career and technical 19
education courses; 20
(viii) are able to effectively partici- 21
pate as a member of an individualized edu- 22
cation program team, as defined in section 23
614(d)(1)(B) of the Individuals with Dis- 24
abilities Education Act; and 25

(ix) are able to successfully employ 1
effective strategies for literacy instruction 2
in technical coursework. 3
(6) AGREEMENT TO SERVE. 4
(A) IN GENERAL.Except as provided in 5
subparagraph (B), each career and technical 6
education teacher preparation program carried 7
out under this subsection shall require program 8
participants to serve as a full-time career and 9
technical education teacher in a high-need local 10
educational agency that is a part of the eligible 11
partnership for a total of not less than 3 aca- 12
demic years immediately after successfully com- 13
pleting the pre-classroom training program 14
component. 15
(B) SERVING LOCAL EDUCATIONAL AGEN- 16
CIES OUTSIDE OF THE PARTNERSHIP.If there 17
are no full-time career and technical education 18
teacher positions in a high-need local edu- 19
cational agency that is a part of the eligible 20
partnership, a program participant may fulfill 21
the service requirement under subparagraph 22
(A) through serving as a full-time career and 23
technical education teacher in a high-need local 24

educational agency that is not a part of the eli- 1
gible partnership. 2
(C) CERTIFICATION OF EMPLOYMENT. 3
A program participant under this subsection 4
shall provide the eligible partnership with cer- 5
tification of the employment that is required 6
under this paragraph. 7
(7) STIPENDS OR SALARIES; APPLICATIONS; 8
REPAYMENTS. 9
(A) STIPENDS OR SALARIES.A career 10
and technical education teacher preparation 11
program under this subsection shall provide a 12
one-year living stipend or salary to program 13
participants during the pre-classroom training 14
program component. 15
(B) APPLICATIONS FOR STIPENDS OR 16
SALARIES.Each career and technical edu- 17
cation teacher preparation program participant 18
desiring a stipend or salary during the pre- 19
classroom training program component shall 20
submit an application to the eligible partnership 21
at such time, and containing such information 22
and assurances, as the eligible partnership may 23
require. 24
(C) REPAYMENTS. 25

(i) IN GENERAL.A grantee car- 1
rying out a career and technical education 2
teacher preparation program under this 3
subsection shall require a recipient of a sti- 4
pend or salary under subparagraph (A) 5
who does not complete, or who notifies the 6
partnership that the recipient intends not 7
to complete, the service obligation required 8
by paragraph (6) to repay such stipend or 9
salary to the eligible partnership, together 10
with interest, at a rate specified by the 11
partnership in the agreement, and in ac- 12
cordance with such other terms and condi- 13
tions specified by the eligible partnership, 14
as necessary. 15
(ii) OTHER TERMS AND CONDI- 16
TIONS.Any other terms and conditions 17
specified by the eligible partnership may 18
include reasonable provisions for pro-rata 19
repayment of the stipend or salary de- 20
scribed in subparagraph (A) or for deferral 21
of a program participants service obliga- 22
tion required by paragraph (6), on grounds 23
of health, incapacitation, inability to secure 24
employment as a full-time career and tech- 25

nical education teacher, being called to ac- 1
tive duty in the Armed Forces of the 2
United States, or other extraordinary cir- 3
cumstances. 4
(iii) USE OF REPAYMENTS.An eli- 5
gible partnership shall use any repayment 6
received under this subparagraph to carry 7
out additional activities that are consistent 8
with the purposes of this subsection. 9
(8) REPORTS; PARENTS RIGHT-TO-KNOW; DE- 10
VELOPMENT OF PERFORMANCE MEASURES. 11
(A) ANNUAL REPORT.An eligible part- 12
nership that receives a grant under this section 13
to carry out a program for the preparation of 14
career and technical education teachers shall 15
submit to the Secretary and make publicly 16
available, at such time and in such manner as 17
the Secretary may require, an annual report 18
that includes 19
(i) data on the eligible partnerships 20
progress on the performance measures de- 21
scribed in section 204(a); and 22
(ii) a description of the challenges 23
the eligible partnership has faced in imple- 24
menting the grant and how the eligible 25

partnership has addressed or plans to ad- 1
dress such challenges. 2
(B) PUBLICLY AVAILABLE.Each eligible 3
partnership that receives a grant under this 4
section to carry out a program for the prepara- 5
tion of career and technical education teachers 6
shall complete and make publicly available, not 7
later than 90 days after the grant period for 8
such eligible partnership ends, an evaluation 9
based on the evaluation plan described in sec- 10
tion 204(a). 11
(C) PARENTS RIGHT-TO-KNOW.At the 12
beginning of each school year, a high-need local 13
educational agency that receives funds under 14
this subsection shall 15
(i) notify the parents of each student 16
attending any school receiving funds under 17
this subsection that the parents may re- 18
quest, and the agency will provide the par- 19
ents on request (and in a timely manner), 20
the information described in section 21
1111(h)(6)(A) of the Elementary and Sec- 22
ondary Education Act of 1965; and 23

(ii) provide to each such parent the 1
information and notice described in section 2
1111(h)(6)(B) of such Act. 3
(D) DEVELOPMENT OF PERFORMANCE 4
MEASURES.The Secretary shall develop per- 5
formance measures prior to awarding grants 6
under this section, with input and consultation 7
of schools of education, school administrators, 8
teachers, professional non profit technical and 9
career organizations, and the opportunity for a 10
60 day public comment period. The Secretary 11
shall ensure that such measures are made avail- 12
able to potential applicants prior to seeking ap- 13
plications for such grants.. 14
