The main activity field of the Traffic and Economical Efficiency Team covers the range of actions related to the economic and financial substantiation of investment projects for transport infrastructure: roads, port and hydrotechnical works as well as airports. The two major activity fields of the TEE collective are: - The traffic studies contain traffic calculation and modeling procedures for existing and perspective situations, regarding the existing transportation network, using the available traffic data related to the road network in the studied area; these procedures are based on specific traffic engineering mathematical models. The construction of traffic models uses software packs that ensure the elaboration of solid and well substantiated analyses, in accordance with the specific objectives of each project. - The Cost-Benefit Analysis involves an analysis of the financial opportunity of a project's financing and implementation, a social and economical analysis appraising the economical feasibility of the project by quantifying the induced economic benefits, and a risk and sensitivity analysis measuring the degree of stability and reliability of the cost-benefit analysis. The cost-benefit analysis is completed by providing global appraisal indicators on projects' financial and economical profitableness, namely the Net Present Value (NPV), the Internal Rate of Return (IRR) and the Benefit/Cost ratio (B/Cr). We have elaborated support documentation for projects with irredeemable funding developed through various programmes as POS-T, POR 2007-2013, Cross-border Cooperation Programmes, the National Programme for Rural Development 2007-2013 etc., as well as specific technical documentation analyzing the opportunity of certain infrastructure concession investments. The elaboration of Natural Hazard Maps of the County territories is part of the effort to meet the provisions of Law 350/2001 on territory organization and urban planning at regional, county and local level, and of the Government Decision No. 447/2003 approving the detailed rules on the drafting and content of natural risk maps in the case of landslides and floods. The identification, localization and delimitation of zones exposed to natural hazards, earthquakes, landslides and floods have, as a final result, the elaboration of hazard maps for these zones, the definition of generating conditions of these phenomena in the counties, as well as of establishing the time schedule for the measures to be taken to prevent and diminish their effects. At the same time, the documentation of this type constitute interpretative studies for the County Land Management Plans (CLMP) and for the General Urban Plans (GUP) of the administrative territorial units in the county, with a view to establish the specific measures for mitigation and prevention of the natural hazards' effects, for execution of construction works and land use. By knowing these areas and the risk categories implied by the construction of social and economical objectives in the regions affected by natural risk phenomena, by the application of adequate measures, either structural or non-structural, as well as by the promotion of specific works on certain sectors, the damages produced would be limited and any future investments would be protected. The hazard and risk map is a basic modulus also integrated within the MOSYM project proposed by the Ministry of Environment and Sustainable Development and the National Agency Apele Romne on the decision- making regarding the flood prevention on the Romanian territory, as outlined below: The MOSYM Project was conceived as an information system consisting of two branches. The first branch starts with the automation of the measuring system of the flood characteristics, continuing with the procedures of primary processing and hydrological modeling of the data. The second branch of the system is represented by the hazard and risk maps aimed to help decision-makers to develop solutions for an optimal management of the flood protection hydrotechnical works and for flood risk preparedness and prevention in the zones pointed out on the risk maps. Both branches converged towards the achievement of a useful tool for decision support for flood management and damage mitigation with accepted European standards. This system is conceived to provide the decision-makers with complex data bases, thoroughly structured and systematized, so that they could make the best decisions regarding the flood management process and the recommendation of the future flood protection works to be achieved.
