ENGINEERING
Descons engineering know-how is vested in various business areas across the
company. All engineering facilities are equipped with the current software packages in IT-based
environments and specialize in niches relevant to the core activity of a Business Area. At the
forefront is JGC Descon Limited (JDL), the joint venture company which acts as our main
engineering wing with capabilities in basic and detailed engineering for plant design. For JGC
Corporation, it is a key offshore Satellite Engineering Center for engineering of major
hydrocarbon energy projects in the region
To enable value-addition in the field of equipment supply, the Manufacturing
Business Area in Pakistan has its own design group for engineering process plant equipment and
coded items mainly in accordance with ASME codes.
Equipment-oriented engineering capability is also present at a greater scale in
Olayan Descon, the joint venture company in Saudi Arabia. This operation also has extensive
capabilities for electrical design to support its mechanical and electrical shops.
The EPC Business Area is also evolving into an autonomous entity which has its own
engineering expertise for undertaking projects on a turnkey basis. These range from Brownfield
solutions for existing plants to Greenfield facilities pertaining to process, utilities and offsite
areas.
The Infrastructure projects Business Area has developed its own in-house design group for
projects related to water reservoirs and irrigation channels. The Descon is the only Pakistani
company, which has the complete design and construct capability for large infrastructure
projects.
PROCUREMENT
The Procurement function is driven by the objective of procuring materials and equipment from
the best possible sources according to the specifications and requirements. We strive to buy cost
effectively and ensure deliveries to meet project schedules without compromising on quality.
The basic elements include:
A team of trained procurement experts who are constantly seeking best sources
A comprehensive data bank of suppliers and vendors updated and made available online
by all concerned units.
A central IT based expert system (SMART) which integrates various stores, procurement
and finance.
Pre-qualification of vendors and review evaluations on regular basis.
All import/export and customs clearance activities and guidance to customers for specific
shipments.
Documentation for opening LCs and remittances.
CONSTRUCTION
Descon can undertake the entire construction scope of a project (civil/structural, mechanical,
electrical & instrumentation). Descon has effective IT based project management systems
wrapped around requisite human and equipment capital to deliver projects as per contract
regiments.
CIVIL CONSTRUCTION
DEL C is a dept at handling heavy civil works for industrial and infrastructure projects. This
expertise extends from earthworks to high quality finishes. The civil team has a proven track
record in completing fast track projects consisting of industrial plants and infrastructure
development.

combining our knowledge and experience in specialized fields. Our organization
structure especially lends itself to offering highly competitive EPC solutions for
medium sized projects in the energy and infrastructure sectors.
Engineering
JGC-Descon Engineering Limited, a state-of- art design facility equipped with world-class
engineering applications, including PDS, performs basic and detailed engineering. An
extensive communication network is in place for data transmittal, document control, and
project management to ensure smooth interaction between all stakeholders.
Procurement
An experienced group of specialists provides procurement and expediting services for plant
equipment and bulk materials. Our multiple operating bases in the Gulf region allow us to
facilitate fast-track procurement through an established network of suppliers.
Construction
Complete general contracting services integrating civil, mechanical, electrical and
instrumentation disciplines, are core strength. Over the years, we have invested in acquiring a
large asset base of construction equipment.
MANUFACTURING
Descons manufacturing heritage dates back to the early 1980s when a medium sized
fabrication facility was set up in Pakistan to cater to the growing industrial base. Today,
Descon has established itself as a leading supplier of process equipment to operating
companies, global EPC contractors and original equipment manufacturers (OEMs)
worldwide.
Descon Manufacturing facilities located near Lahore, is geared for the production of heavy
engineering goods. Spread over 140,000 Sqm. of land, including 28,000 Sqm of hard standing
fabrication area supported by cranes & gantries; it is equipped with machinery and manned by
a skilled workforce.
The product line consists of equipment and machinery to cater to the needs of power, cement,
fertilizer, chemical process, petrochemicals and oil & gas Industries. The Manufacturing
Business Area is fully supported by the overall engineering and management resource
available in the company. The financial and multidiscipline technical resources enable us to
manufacture and deliver quality goods within schedule.
HR FUNCTIONS

Descons Human Resource Department performs all these functions at the corporate level but at
the BA level following functions are performed but on the same way as the corporate does.

RECRUITMENT & SELECTION
Recruitment & selection are two different activities but always consider as one. In the
recruitment phase, the organization identifies the vacant positions in each department, conduct
job analysis to find out the required competencies for that job and then advertise the post through
different mediums. But before advertising the post, the organization looks internally the suitable
person to fill that vacant position and if the company could not find the required person then they
go for the external recruitment. After advertising, the organization gathers the pool of applicants
and then selection process starts. The short listed candidates are then interviewed and then
allocated to the job.
RECRUI TMENT & SELECTI ON I N DESCON
Recruitment & selection process in Descon starts from Human Resource Requirement. Human
resource requirements are received by HRD from various divisions / departments outlining the
job specifications of a position e.g. qualification, experience, skills etc. the HR requirement may
be received through email or on specified form called HRD/FRM-03. This form includes the
information about the job title, job location, number of vacancies, persons specifications like
qualification required, experience required, field of experience, computer literacy, working
conditions etc. This HR requirement form is filled by the department / division manager and then
it will send to the Head HRD. Then the Head HRD review the requirements written in the form,
and then decide whether to hire the person internally or go for external recruitment.
MANPOWER DATABANK
Here it is important to mention the function of MPDB. It is a data bank where all the applications
received against the advertisement or through some other way are screened and the identification
number is allocated to all these applications who are considered suitable. Relevant information
about the short listed candidates is stored in the data bank with identification of applicants core
competencies.
In case the stated requirement could not be met out of the existing manpower in the company
HRD search out from the man power data bank suitable candidates matching the requirements
specified in the HR requirement form-03. And if no suitable candidate is found from databank
advertisement may be released through appropriate media as agreed by head HRD and the
concern division / department head.
TRAINING & DEVELOPMENT
To enhance the skills and job related knowledge, organizations provide trainings to their
employees. Trainings are provided by two different sources i-e. in house trainings and out door
training sessions. In order to save the cost and time, most of the organizations prefer to provide
in house trainings rather than out door trainings. Before training, organizations conduct a training
need analysis, in which the individuals are assessed on their skills and knowledge and after the
TNA process they are sent to the required training session.
TRAI NI NG & DEVELOPMENT I N DESCON
Training process in Descon starts from training need analysis. In the annual appraisal form, there
is a section Employee Career Aspiration in which the employees are asked about what level in
the organization they aspire and which type of training they feel would be require to reach there.
By this way, it could be analyzed that what sort of training the person should have, to increase
his knowledge and skills. Similarly there is another section Career Development in the form, in
which the supervisor selects an area for which the person should get experience. And finally
there is Training Need Assessment, in which the supervisor recommends the training
considered necessary for the career development.
After assessing the training needs, Descon T&D department conduct the training sessions,
mostly the in-house training sessions. They make the list of trainings going to conduct in the
particular year and then intimate the concern person or the head of the department 2 to 3 weeks
prior to the training session.

Performance Appraisal Process
Performance appraisal period starts in the month of October each year till December. In October,
all the appraisal forms are sent to the relevant departments and to the site managers at the sites.
Once the appraisal forms get filled, all the information is stored and assessed. The immediate
supervisor propose the increment and promotion and then sent to the Head BA/BSD and head
BA/BSD review the form and give his own recommendations and then finally sent to the Head
HRD. Head review the form and proposed increment and then finally approve the increment and
promotion, if any.


HUMAN RESOURCE INFORMATION SYSTEM

HRIS is a software developed by the software engineering wing of Descon. The objective to
design the system is to map the mobility and career progression aspects of management cadre
staff (permanent & contract) in Descon. The purpose to develop the HRIS is to have a detailed
record of an individuals profile. To achieve this, HRIS is divided into following modules:
1. Personal
2. Appraisal
3. Job History
4. Credentials
5. Area of Activities (Core Competencies)
6. Training
PERSONAL
In this section, personal record of an employee can be viewed like date of birth, discipline, status,
date of joining, date of leaving etc.
APPRAISAL
This section holds the record of employee appraisal like appraisal rating, appraisal type,
appraisal status, salary, increments and list of benefits given to employee.
JOB HISTORY
This section holds the record about person designation, position, location, grade, section,
department and major responsibilities.


CREDENTIALS
This tab holds the data about employees educational background like qualification, institute,
year of passing, subjects, GPA etc.
AREA OF ACTIVITY
This holds the data about persons area of activity during his job in a particular department.
TRAINING
In this section, there exists employees training record like course title, course location, date,
conducted by, certificate etc.
