INVITATION TO BID

Design and Construction of the University of the Philippines Open University
International Convention Center


1.0 The University of the Philippines Open University (UPOU) was established as the
fifth constituent university of the UP System in 1995 to be the center of excellence
and leader in the development of open and distance e-learning in the country. In
keeping with this mandate the proposed UPOU International Convention Center
(UPOU ICC) is envisioned to serve as the primary venue for international and
national conferences for open and distance e-learning using state of the art
telecommunications and multimedia facilities. The UPOU ICC is also intended to
provide exhibition hall facilities and, with its plaza, additional spaces for outdoor
events such as mini concerts, outdoor exhibits, and other social events.

UPOU, through its Bids and Awards Committee (BAC), intends to apply the sum of
One Hundred Thirty-Five Million Eight Hundred Thousand Pesos
(Php135,800,000.00) only, this being the Approved Budget for the Contract (ABC), for
the project Design and Construction of the University of the Philippines Open
University International Convention Center through the Design and Build Scheme.
Bids received in excess of the ABC shall be automatically rejected at bid opening.

2.0 UPOU now invites bids for Design and Construction of the University of the
Philippines Open University International Convention Center. The project should
be completed within Four Hundred Fifty (450) calendar days, the starting date being
seven (7) calendar days from the issuance of the Notice to Proceed. Bidders should
have successfully undertaken and completed the design and construction of
projects or contracts of similar building type costing at least 50% of the ABC
within the past five (5) years.

For this purpose, design and construction projects/contracts shall refer to Detailed
Architecture and Engineering Designs (DAED) of a public assembly building,
particularly convention centers.

The Design Phase has the following scope of work:
1. Geodetic Survey
2. Soil Foundation Investigation (refer to Annex 6: Soil Investigation of the
Bidding Documents)
3. Architectural & Engineering Design Development Plans, Elevations and
Sections



4. Detailed Architectural Designs and Plans
5. Detailed Architectural Interior Designs and Plans
6. Detailed Landscape Architectural Designs and Plans
7. Detailed Site and Building Engineering Designs and Plans:
(a) Structural
(b) Sanitary/Plumbing
(c) Electrical
(d) Electrical Auxiliaries, Security
(e) Mechanical, Fire Protection and Security
8. Detailed Estimates, Bill of Quantities
9. Scope of Works and Technical Specifications
10. Proposed Design and Construction Schedule
11. Health and Safety Program for the Construction Phase

The Construction Phase has the following scope of work:
1. General Requirements:
(a) Permit to Construct
(b) Permits (Building Permit, Electrical Permit, ECE, Sanitary Permit,
Mechanical Permit, Zoning Permit, Fire Safety Permit, etc.)
(c) Project Billboard
2. Temporary Facilities and Facilities for the Engineer
3. Earth Works
4. Structural Works
5. Architectural Works
6. Site and Landscape Architectural Works
7. Sanitary/Plumbing/Mechanical Works, Fire Protection
8. Electrical Works
9. Electrical Auxiliaries Works& Security
10. Mechanical Works Escalators/VAC
11. Architectural Interior Design Works

The description of eligible bidders is contained in the Bidding Documents, particularly
Section II. INSTRUCTION TO BIDDERS (ITB).

3.0 Bidding will be open and competitive using the criteria specified in the Implementing
Rules and Regulations (IRR) of Republic Act 9184 (RA 9184), otherwise known as the
Government Procurement Reform Act.

Bidding is open to all interested bidders, subject to the conditions for eligibility
provided in the Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184,
otherwise known as the Government Procurement Reform Act.

Interested bidders may obtain further information from the BAC Secretariat and inspect
the Bidding Documents at the Supply and Property Management Office (SPMO),
UPOU Headquarters, Los Baos, Laguna from 8:00AM to 5:00PM.

A complete set of Bidding Documents may be purchased by interested Bidders from the
address below and upon payment of a non-refundable fee in the amount of Fifty
Thousand Pesos (PhP 50,000.00) starting 30 September 2014.



4.0 UPOU will hold a Pre-Bid Conference on 7 October 2014 (Tuesday), 1:00 PM, at the
Audio Visual Room, 2
nd
Floor, UPOU Headquarters, Los Baos, Laguna.

The Pre-Bid Conference shall be open only to interested parties who have purchased the
Bidding Documents.

5.0 Bids must be submitted to the BAC Secretariat on or before 19 November 2014
(Wednesday), 1:00 PM, at the address stated in item 4.0 above.

All bids must be accompanied by a bid security in any of the acceptable forms and in
the amount stated in ITB Clause 18.

Opening of Bids will start exactly at 1:00 PM. Late bids shall not be accepted. Bids will
be opened in the presence of the bidders representatives who choose to attend the
public bidding.

6.0 The UPOU BAC reserves the right to accept or reject any bid, to annul the bidding
process, and to reject all bids at any time prior to contract award, without thereby
incurring any liability to the affected bidder or bidders.
