Bangladesh Awaits Sri Lanka Confirmation over
Rice Export Price

Bangladesh, which has agreed to export 50,000 tons of coarse boiled rice to Sri Lanka, is awaiting Sri Lanka's
confirmation over price of the already agreed-upon government-to-government (G2G) rice export deal,
according to local sources.According to local sources, while Bangladesh offered to sell rice to Sri Lanka at
about $493 per ton (on CIF basis), Sri Lanka requested for a reduction in the price to about $450 per ton (CIF).
Bangladesh Foreign Ministry sent a letter to Sri Lanka stating its interest to reduce the export price to $450 per
ton.
However, official sources told local media that Sri
Lankan government has so far not responded to the
Bangladesh's acceptance to its request. They noted that
Bangladesh government would start shipping rice to
Sri Lanka once it receives confirmation on the
price.Bangladesh government, which extended a ban
on its non-aromatic rice exports to FY 2014-15 (July -
June) to ensure food security in the country, had
agreed to export 50,000 tons of rice to Sri Lanka as its
rice production this year is likely to be impacted by a
severe drought.The government has assured that the
current rice stocks are adequate to meet the country's
consumption needs. According to the Ministry of
Food, the country has around 1.14 million tons of rice stocks as on October 15, 2014, up about 48% from stocks
of about 766,810 tons during same pariod last year. The government also decided to import around 200,000 tons
of rice in FY 2014-15 to replenish falling stocks in the country, according to the Directorate of Food.
Bangladesh produced around 34.36 million tons of rice in 2013-14, up about 2% from around 33.76 million tons
last year, according to data from Bangladesh Bureau of Statistics (BBS).USDA estimates Bangladesh MY
2014-15 (July - June) milled rice production at around 34.6 million tons, up slightly from around 33.82 million
tons produced in MY 2013-14. It estimates Bangladesh to import around 678,000 tons of rice in 2014.

In the second of this three-part series, Dr B.Sreedevi, Principal Scientist (Agronomy) at Directorate of Rice
Research, Rajendernagar, Hyderabad, talks about traditional versus transplanted system of rice production.
Oryza: To what extent does traditional rice production lead to climate change?
Dr B.Sreedevi: Irrigated rice has a very low water-use efficiency as it
consumes 30005000 liters of water to produce 1kg of rice. The
traditional rice production system not only leads to wastage but also
causes environmental degradation and reduces fertilizer use efficiency.
Along with high water requirement, the traditional system of transplanted
rice production in puddled soil on long run leads to destruction of soil
aggregates reduction in macro pore volumes, and to a large increase in
micro pore space which subsequently reduce the yields of post rice crops,
ex. wheat.
Added to this, irrigated rice fields will cut off the oxygen supply from the atmosphere resulting in the anaerobic
fermentation of soil organic matter. Methane, a major end product of anaerobic fermentation is released from
the submerged soil to the atmosphere through roots and stems of rice plants. But one molecule of methane traps
approximately 30 times as much heat as does a molecule of carbon dioxide. The heating effect of the
atmospheric methane increase is approximately half that of the carbon dioxide increase. Continued increase in
atmospheric methane concentrations at the current rate of approximately 1 per cent per year is likely to
contribute more to future climatic change than any other gas except carbon dioxide.
Oryza: What advantages does Aerobic rice cultivation have over traditional farming practice?
Dr B.Sreedevi: Aerobic rice cultivation cuts methane production and saves water without affecting the
productivity. It is the time to save water from the irrigated system of rice cultivation by adopting the aerobic
rice cultivation.
What are the other social reasons for this shift?
In India, recently, because of implementation of National Rural Employment Guarantee Act (NREGA which
offers employment to the youth) and on account of competitive demand for water for good crop establishment,


many farmers have been switching from paddy transplanting to direct seeding. Direct-seeded rice has
undoubtedly been a good potential in medium-to heavy-textured soils, provided weeds are controlled manually
or through cultural practices and chemical methods. In addition, methods of sowing and seed rate are crucial
yield determinants in aerobic rice.

5% Broken Rice
Thailand 5% rice is quoted at around $420 - $430 per ton, about $10 per ton discount to Vietnam 5% rice shown
at around $430 - $440 per ton. India 5% rice is quoted at around $415 - $425 per ton, about $20 per ton
premium on Pakistan 5% rice quoted at around $395 - $405 per ton.
25% Broken Rice
Thailand 25% rice was last quoted at around $350 - $360 per ton, about $45 per ton discount to Vietnam 25%
rice shown at around $395 - $405 per ton.
India 25% rice is quoted at around $370 - $380 per ton, about $25 per ton premium on Pakistan 25% rice quoted
at around $345 - $355 per ton.
Parboiled Rice
Thailand parboiled rice is quoted at around $420 - $430 per ton. India parboiled rice is quoted at around $405 -
$415 per ton, about $20 per ton discount to Pakistan parboiled rice quoted at around $425 - $435 per ton.
100% Broken Rice
Thailand broken rice, A1 Super, was last quoted at around $340 - $350 per ton, about $10 per ton premium on
Vietnam broken rice shown at around $330 - $340 per ton. India broken sortexed rice is quoted at around $320 -
$330 per ton, on par with Pakistan broken sortexed rice quoted at around $320 - $330 per ton.

Fiji to Get FAO Support to Boost Rice Production

The UN's Food and Agriculture Organization (FAO) has offered to lend
support to Fiji to increase its rice production and cut down dependence
on imports, according to local sources. The FAO's Regional Coordinator
for the Pacific was quoted as saying that the FAO would train farmers
beginning from land preparation, harvesting and storage. "Rice can be a
challenge to grow and it is important farmers have access to good
advice," he said. He also added that the country would benefit by
increasing rice production locally.The Fijian government has also been
trying to enhance domestic rice production by adopting newer rice
varieties including hybrid rice. According to the "Fiji 2020 Agriculture
Sector Policy Agenda," the government is keen on increasing the yield to
about 6 tons per hectare from the current 2 tons per hectare. The
government says the yield has been low due to poor cultivation methods. It also noted that there are ample rice
growing areas in the country and a thorough revamp of cultivation processes can significantly increase rice
output in the country.
In this backdrop, the support provided by the FAO would be of immense use to the country's rice sector. In July
this year, some officials from teh Fiji's Agriculture Ministry attended a seminar by the Chinese government on
hybrid rice seeds planting.
Fiji is a net importer of rice and imports about 70% of its rice consumption needs of around 44,000 tons
annually. Annually Fiji spends around $40 million on rice imports, according to data from the Ministry of
Agriculture. Fiji imports rice majorly from Thailand and India.

FAO Estimates South Korea to Import 450,000 Tons
of Rice in 2014

The UN's Food and Agricultural Organization (FAO) has estimated South Korea's 2014 rice imports at around
450,000 tons. It estimates South Korea's total cereal imports to remain stable at last year's level of around 14.6
million tons.
The FAO estimates South Korea 2014 paddy rice production at around 5.5 million tons (around 4.125 million
tons, milled basis), down about 2% from around 5.632 million tons (around 4.224 million tons, milled basis) in
2013 due to decline of about 2% in paddy rice acreage. Rice farmers have been shifting to other profitable crops
in the recent years. Rice planting area in the country has declined by about 23% between 2002 and 2014,
according to the FAO.
Harvesting of the 2014 rice crop (May - October) is almost complete.
USDA estimates South Korea's milled rice production at around 5.632 million tons of paddy rice (around 4.23
million tons, basis milled) in MY 2013-14 (November - October), up about 6% from around 5.405 million tons
(around 4 million tons, basis milled) in MY 2012-13. It estimates paddy production to decline to around 5.400
million tons (around 4.05 million tons, basis milled) in MY 2014-15. It estimates South Korea to import around
410,000 tons of rice in MY 2013-14 and MY 2014-15, down about 20% from 510,000 tons imported in MY
2012-13.

Climate Change May Lead to Decline in Asian Rice
Yields, Says IPCC

The Fifth Assessment Report by the Intergovernmental Panel on Climate Change (IPCC) has hinted at a
possible decline in rice yields in major Asian producers and since rice is a key staple crop in Asia, it may further


lead to increase in food prices and cost of
living.The report titled "Climate Change 2014:
Impacts, Adaptation and Vulnerability" noted that
Western Japan, Eastern China, the Southern part of
the Indochina peninsula, and the Northern part of
South Asia are the most vulnerable regions for
climate change.The report noted that flood
mortality risk is high in Asia. It added that Asian
countries experienced highest number of weather and climate-related disasters such as floods and drought
during the period 2000-08 and consequently suffered huge economic losses.It said that Asia has more than 90%
of the world's population that is exposed to tropical cyclones. It also warned that people living in low-lying
coastal zones and flood plains are highly vulnerable to climate change impacts in Asia. Unfortunately half of
Asia's urban population lives in these areas, it adds.

FAO Estimates Cambodia 2013-14 Rice Exports at 1


Million Tons, Down 9% from Last Year

The UN's Food and Agriculture Organization (FAO) has estimated Cambodia's rice exports to decline to around
one million tons (including official and unofficial exports to Vietnam and Thailand through borders) in MY
2013-14 (January 2014 - December 2014), down about 9% from around 1.09 million tons exported in MY
2012-13 due to a likely reduced trade with Thailand and Vietnam.The FAO forecasts exports of all cereals,
including rice, to decline about 6% y/y to around 1.4 million tons in MY 2013-14.The UN agency estimates
Cambodia's total paddy rice production in 2014 at around 9.3 million tons (around 5.76 million tons, basis
milled) , down 1% from around 9.39 million tons (around 6 million tons, basis milled) produced in 2013.
Planting for the 2014 wet season crop (June - Feb), which accounts for 80% of Cambodia total paddy rice
production, is almost complete.
Dry weather conditions in north-western parts of the country between June and August, together with localized
floods in August in the Mekong River Basin has affected around 166,000 hectares of agricultural lands,
including paddy. Therefore FAO estimates a decline of about 2% in the output of main season crop. It however
estimates output from the 2014-15 dry season crop (November - April) to be normal.
Average wholesale prices have been stable at around 1.6 million Riel (around $400) per ton since April this
year. But are about 11% lower than their year ago levels.USDA estimates Cambodia MY 2013-14 (January
2013 - December 2014) paddy rice production at around 7.383 million tons (around 4.725 million tons, milled
basis), slightly up from around 7.297 million tons (around 4.67 million tons, milled basis) in MY 2012-13. It
estimates Cambodia to export 1 million tons of rice in 2014, down about 7% from around 1.075 million tons in
2013.

Futures Go Nowhere despite Fireworks in Outside

Chicago rough rice futures for Nov delivery settled 3.5 cents per cwt (about $1 per ton) higher at $12.545 per
cwt (about $277 per ton). Rough rice futures closed with a slight gain on the day but finished the week with a
slight, 1 cent per cwt (about $0.22 per ton) loss. The market continues to lack direction and remains trapped
within a sideways trading range. Next week will see the expiration of November options and then we will
approach the delivery period for November futures. It will be interesting to see how many receipts are registered
as we move through the harvest, and the impact this will have on prices. The other grains retraced most of
yesterdays gains today; Soybeans closed about 1.5% lower at $9.5175 per bushel; wheat finished about 0.2%
lower at $5.1600 per bushel, and corn finished the day about 1.2% lower at $3.4800 per bushel.
U.S. stocks rallied on Friday, softening weekly losses, as investors bet on further stimulus from central banks
and corporations including General Electric and Morgan Stanley reported profits that topped expectations. The
Commerce Department on Friday reported new-home construction climbed 6.3% in August, signaling
improvement in the U.S. residential real-estate market. The preliminary read for consumer sentiment in October
came in at 86.4 versus a 84.0 estimate. In prepared remarks delivered Friday, Fed Chair Janet Yellen voiced
concern about income inequality in the United States, saying by some accounts, it is near its highest level in the
past 100 years. Scaling back after a 310-point jump, the Dow Jones Industrial Average was lately up 257.623
points, or 1.6%, at 16,374.47. On track for a fourth weekly decline, which would be its longest weekly loss
streak since August 2011, the S&P 500 added 23.25 points, or 1.3%, to 1,886.01, with industrials the best
performing of its 10 major industry groups, all of which rose. The Nasdaq climbed 44.24 points, or 1.1%, to
4,261.63. Gold is trading about 0.2% lower, crude oil is seen trading about 0.2% higher, and the U.S. dollar is
seen trading about 0.2% higher at about 1:30pm Chicago time.
Thursday, there were a huge 4,532 contracts traded, up from 902 contracts traded on Wednesday. Open interest
the number of contracts outstanding on Thursday increased by 203 contracts to 11,422.

Chicago rough rice futures for Nov delivery are currently noted 2.5 cents per cwt (about $1 per ton) higher at
$12.535 per cwt (about $276 per ton) during early morning floor trading in Chicago. The other grains are seen


trading lower this morning: soybeans are currently seen about 0.9% lower, wheat is listed about 0.3% lower and
corn is noted about 1.3% lower. U.S. stocks surged on Friday as investors bet on further stimulus from central
banks and corporations including General Electric and Morgan Stanley reporting profits that topped
expectations. The Commerce Department on Friday reported new-home construction climbed 6.3% in August,
signaling improvement in the U.S. residential real-estate market.
The preliminary read for consumer sentiment in October came in at 86.4 versus a 84.0 estimate. On Thursday,
St. Louis Federal Reserve Bank President James Bullard said the central bank should think about postponing the
end of its bond purchases. At or near session highs, the Dow Jones Industrial Average was lately up 174 points,
or 1.1%, at 16,291.24. The S&P 500 added 20.02 points, or 1.1%, to 1,882.78, with energy the best performing
of its 10 major industry groups. The Nasdaq climbed 45.77 points, or 1.1%, to 4,263.16. Gold is currently

Disappointing Export Sales Numbers

As of today, offers could still be found around $12.50-$12.75 per cwt fob farm (about $276-$281 per ton) while
bids were unchanged near $12.40-$12.75 per cwt (about $273-$281 per ton) for October-November however
there were no trades to report.In the meantime, today the USDA reported that cumulative net export sales for
the week ending on October 9, totaled 14,900 tons which was 88% lower than last week and 77% lower than the
prior 4-week average.
Increases reported for the following destinations including: 7,500 tons to Guatemala including 7,000 tons
switched from unknown destinations, 6,000 tons to Honduras, 3,300 tons to Mexico, 1,500 tons to Canada, and
900 tons to Saudi Arabia.U.S. rice exporters shipped 30,600 tons which was 30% lower than last week and 21%
lower than the prior 4-week average. The primary destinations included: 11,000 tons to Haiti, 7,500 tons to
Guatemala, 3,600 tons to Mexico, 3,200 tons to South Korea, and 2,000 tons to Canada.

South Korea Seeks to Purchase 13,052 Tons of Non-
Glutinous Rice in Tenders

South Korea's state run Agro-Fisheries & Food Trade Corporation (KAFTC) has invited tenders to purchase
13,052 tons of non-glutinous rice of Thai and Chinese origins for delivery by January 31, 2015, according to
Reuters.The KAFTC is seeking to purchase 3,220 tons of milled long-grain Indica rice of Thai origin; 90 tons of
milled long-grain Hom Mail and Indica rice of Thai origin; and 9,742 tons of short-grain brown rice of Chinese
origin.The tenders would be open till 4 p.m. on October 28, 2104 and the electronic bidding will be held
between 10 a.m. to 11:30 a.m. on October 29, 2014.

The Oryza White Rice Index (WRI), a weighted average of global white rice export quotes, ended the week at
about $457 per ton, down about $2 per ton from a week ago, down about $14 per ton from a month ago and
unchanged from a year ago.
The USDA has forecasted global rice trade for 2014 will be around 41.2 million tons, an increase of about 5%
from 2013, but almost unchanged from last months forecast.
The USDA has forecasted global milled rice production to be about 475.5 million tons, down slightly from
2013-14s numbers and from last months estimates; the decline is due to lower average yields.
The Ebola outbreak rages on with reports saying that the World Health Organization (WHO) failed to react
swiftly due to poor communication and incompetent staff, problems that anyone can relate to and are all too
human.
Thailand
Thailand 5% broken rice is today quoted at about $425 per ton, up about $5 per ton from a week ago, down
about $10 per ton from a month ago and up about $15 per ton from a year ago.
The Thai government is considering measures to stabilize prices of fragrant Hom Mali rice at around 15,000-
16,000 baht (about $461-$492 per ton) in efforts to ensure definite income to farmers. The Thai Commerce
Ministry and Thai Rice Exporters Association are working together to ensure that prices do not fall during
harvest, according to Bloomberg.
Thailand is planning a rice auction for 200,000 tons of rice on October 22.
Thailand hopes to resume rice exports to Iran early next year after halting them in 2011, according to local
sources.
India
India 5% broken rice is today quoted at about $420 per ton, unchanged from a week ago, down about $20 per
ton from a month ago, and unchanged from a year ago.


The USDA has forecasted Indias 2014-15 rice production to decline by about 4% to 102 million tons due to
delayed and decreased rains during this monsoon season.
According to an India-based private research and consulting firm, Indias rice exports will be around 11 million
tons in marketing year 2014-15 (October-September), an increase of about 8.5% from MY 2013-14.
Indian basmati rice farmers are concerned about the declining prices of basmati rice; many farmers switched to
basmati production because they are higher-yielding and consumer less water, and the late start to the monsoon
season had farmers concerned.
Rice stocks in the central pool were around 18.24 million tons as of October 1, down about 21% from the same
time last year, according to the Food Corporation of India.
Myanmar and India are on the verge of finalizing an import deal which will see India importing 20,000 tons of
rice every month for the next five months in order to meet the targeted public distribution system needs in the
two Northeastern states of Mizoram and Manipur.
Vietnam
Vietnam 5% broken rice is today quoted at about $435 per ton, down about $5 per ton from a week ago, down
about $10 per ton from a month ago, and up about $35 per ton from a year ago.
The Vietnam Food Association (VFA) has predicted stiff competition for Vietnam rice exporters in 2015 due to
rice exports by Thailand, India, Myanmar, Pakistan, and Cambodia.
During January 1-October 9, Vietnam exported 4.843 million tons of rice, down about 16% from the same
period in 2013, according to the VFA. Average rice export price so far this year is around $432 per ton (FOB),
up about $2 per ton from same time last year.
In August, Vietnam exported 636,545 tons of rice, up about 4% from July and up about 3% from August 2013,
according to the USDA. Exports to Europe have increased while exports to the Americas and Australia
declined in August.
Pakistan
Pakistan 5% broken rice is today quoted at about $400 per ton, down about $10 per ton from a week ago, down
about $25 per ton from a month ago and up about $15 per ton from a year ago.


Central & South America
Brazil 5% broken rice today quoted at about $600 per ton, unchanged from a week ago, down about $10 per ton
from a month ago, and down about $40 per ton from a year ago.
During January-September 2014, Brazil has exported about 902,502 tons of rice, according to the Rice Institute
of Rio Grande do Sul (IRGA). Venezuela was the largest importer of Brazilian rice during this period,
accounting for about 16% of the countrys total exports.
Brazils 2014-15 paddy rice production is estimated at 11.99 million tons, down about 1.4% from last year,
according to Brazils National Grains Supply Company (Conab). Conab has estimated 2014-15 paddy rice
acreage to be about 2.393 million hectares, slightly up from 2013-14.
The Brazilian paddy rice index maintained by CEPEA reached around 36.72 real per 50 kilograms as of
October 13, 2014, down about 0.05% from around 36.75 real per 50 kilograms recorded on October 6, 2014. In
terms of USD per ton, the index reached around $307 per ton on October 13, 2014, up about 2.6% from around
$299 per ton recorded on October 6, 2014.
Five percent broken rice from Uruguay and Argentina is today shown at about $600 per ton, unchanged from a
week ago, down about $15 per ton from a month ago and down about $20 per ton from a year ago.
U.S.
U.S. 4% broken rice today quoted at about $520 per ton, down about $10 per ton from a week and a month ago,
and down about $80 per ton from a year ago.
The USDA has forecasted 2014-15 U.S. rice production to be about 10.01 million tons, up about 16% from
2013-14 and up about 1% from last months forecast, due to expected increases in rice yield in Arkansas,
Missouri, and Texas.
Chicago rough rice futures for November delivery moved up and down this week, opening at $12.555 per cwt
(about $277 per ton) on Monday and reaching a high of $12.720 per cwt (about $280 per ton) on Tuesday and
Wednesday both before dropping Thursday and Friday, when the low was $12.500 per cwt (about $276 per
ton). Futures closed at $12.545 per cwt (about $277 per ton) Friday.
The U.S. cash market was mostly uneventful this week. Offers started the week around $12.75-$13.00 per cwt
fob farm (about $281-$287 per ton) but quickly dropped to around $12.50-$12.75 per cwt fob farm (about


$276-$281 per ton) and stayed there the rest of the week. Bids were pretty steady, holding in the $12.50-$12.85
per cwt range (about $276-$283 per ton) and dropping a little late in the week.
Other Markets
Cambodia 5% broken rice is today quoted at about $470 per ton, unchanged from a week and a month ago, and
up about $15 per ton from a year ago.
Egypt will allow rice exports in MY 2014-15, but only with certain conditions, according to Reuters.
The South Korean government will buy about 180,000 tons of rice from the recently harvested crop to prevent
oversupply and stabilize supply in the domestic rice market.
South Koreas 2014 rice production is expected to decline by about 1.1% to 4.18 million tons in 2013 due to

During the first eight months of 2014, China has imported about 1.65 million tons of rice, an increase of about
4% from the same period last year, according to the China Customs General Administration.
Myanmar has exported about 640,071 tons of rice in the first six months (April-September) of FY 2014-15,
more than double the amount exported during the same period last year.
The Bangladesh government has made it mandatory for rice importers (in addition to rice millers and traders,
who had to begin in September 2013) to package rice and wheat in jute sacks instead of polypropylene bags
under the Mandatory Jute Packaging Act-2010.
USAID and other aid agencies are preparing for major food assistance for Ebola-stricken countries in 2015,
noting there may be up to 250,000 casualties by January 2015 in Guinea, Sierra Leone, and Liberia with 1.36
million people needing food assistance by February.
Local source in China report that the country has achieved another record in hybrid rice production, noting that
a team of rice farmers in central Chinas Hunan Province produced a yield of 1,026.7 kilograms per mu (15.4
tons per hectare) using hybrid rice varieties.
The Iraqi Grain Board has issued a new tender to buy at least 30,000 tons of rice from Uruguay, Argentina,
Brazil, Vietnam, Thailand, and the U.S., according to Reuters.


The UNs Food and Agricultural Organization (FAO) forecasts the Philippines 2014 rice imports to more than
double to 1.8 million tons from last year, as the government attempts to stabilize domestic rice prices and
replenish public stocks. The FAO forecasts 2015 rice imports to decline about 6% to 1.7 million tons.
Domestic rice prices in Ebola-affected countries such as Guinea, Liberia, and Sierra Leone have increased in
September despite ongoing 2014 harvests, says the UNs FAO in its Global Food Price Monitor.

India 2014 Main Rice Crop Planting May Increase
Over Last Year

Just with a week left over for the completion of the 2014 India kharif or main rice crop (June December), data
from the Indian Agriculture Ministry shows that this year's kharif planting may be more than last year's 37.473
million hectares.


As of October 17, 2014, planting for India 2014 kharif rice crop reached around 38.006 million hectares of rice
area, up about 1% from around 37.674 million hectares planted during the same time last year, according a
statement released by the Agriculture Ministry.
Kharif planting had improved tremendously, despite being delayed by late arrival of monsoons in many rice
growing states, due to revival of rainfall from July.
Despite a pickup in kharif rice planting, the Indian government has estimated 2014-15 (October 2014 -
September 2015) kharif rice production at around 88.02 million tons, down about 4% from around 91.69
million tons produced during the same time in 2013-14, according to a statement from the Agriculture Ministry.
However, the government is expected to revise its forecasts after the planting for kharif rice is completed by the
end of this month.
USDA estimates India's 2014-15 (October - September) production at around 103 million tons, down about 3%
from an estimated 106.29 million tons in 2013-14. However, few analysts say India 2014-15 production may be
about 10% lesser than last year's.
