PAULDING Northwest Ohio


may not have seen the end of new
wind farms in the area. DHI Media
has learned that the Northwest Ohio
Wind Project in Blue Creek and Latty
townships of Paulding County has
changed hands.
Starwood Energy Group Global,
LLC, a leading private investment
firm focused on energy infrastructure, has announced that an affiliate
has completed agreements to acquire
the 250 megawatt (MW) project. The
move was confirmed by Pat Tucker
of The Abernathy MacGregor Group.
Financial terms were not disclosed.

This project has already been


approved by the Ohio Power Siting
Board (OPSB) as 100 MW in power
including up to 59 wind turbines.
It was formerly owned by Trische
Resources, Inc. According to an
OPSB spokesman, the project was
approved on Dec. 16, 2013, with
construction activities beginning the
next day. It was approved and categorized as being under construction
before the new rules for construction
took affect in June. This means the
project can be set up using the same
rules for the distance a turbine must
be set back from other buildings that
were used during the construction of
the two completed wind farms in the
area: Timber Road Wind Farm and
Blue Creek Wind Farm. The same

would apply to noise regulations.


The OPSB representative stated
that he believed a couple of access
roads associated with the project
were built.
According to a release from
Starwood Energy Group, the first
phase, consisting of 100 MW, is
expected to achieve commercial operations by late 2015.

said Himanshu Saxena, Managing
Director of Starwood Energy Group.

Northwest Wind formerly had an


office open in Grover Hill to coordinate land leases for the project.
The project was designed to use an
existing 138-kilovolt AEP transmission line which runs through the
southern portion of the project area
with the point of connection at the
Haviland substation, just south of
Haviland. A local public hearing on
the project was held at Wayne Trace
High School on Oct. 22, 2013.
The OPSB opinion states, Within
the project area, 37.9 acres of agricultural district land would be temporarily
disturbed, with 1.6 acres of agricultural
district land experiencing permanent
impacts primarily due to placement
of turbines, electric collection lines,
access roads, and/or crane route.

NEW YORK An emergency room doctor who recently


returned to the city after treating Ebola patients in West Africa
has tested positive for the virus, Mayor Bill de Blasio said. Its
the first case in the city and the fourth in the nation.
The mayor said Thursday theres no reason for residents to
be alarmed by the doctors Ebola diagnosis. He said all city
officials followed clear and strong protocols in their handling
and treatment of Craig Spencer, a member of Doctors Without
Borders.
We want to state at the outset that New Yorkers have no
reason to be alarmed, de Blasio said. New Yorkers who have
not been exposed are not at all at risk.
Spencer, 33, had been working in Guinea. He returned more
than a week ago and reported Thursday coming down with
a 103-degree fever and diarrhea. He was being treated in an
isolation ward at Manhattans Bellevue Hospital, a designated
Ebola center.
The Centers for Disease Control and Prevention, which will
do a further test to confirm the initial results, has dispatched
an Ebola response team to New York, and the citys disease
detectives have been tracing the doctors contacts to identify
anyone who may be at risk. The citys health commissioner,
Mary Bassett, said Spencers fiancee and two friends had been
quarantined.
City officials say Spencer acknowledged riding the subway
and taking a cab to a Brooklyn bowling alley in the past week
before he started showing symptoms.
His Harlem apartment was cordoned off, and his fiancee,
who was not showing symptoms, was being watched in a quarantine ward at Bellevue. The Department of Health was on site
across the street from the apartment building Thursday night,
giving out information to area residents.
Health officials say the chances of the average New Yorker
contracting Ebola, which is spread through direct contact with
the bodily fluids of an infected person, are slim. Someone cant
be infected just by being near someone whos sick with Ebola.
Someone isnt contagious unless he is sick. Symptoms are
similar to malaria and cholera.
The Ebola epidemic in West Africa has killed about 4,800
people. In the United States, the first person diagnosed with the
disease was a Liberian man, who fell ill days after arriving in
Dallas and later died, becoming the only fatality. Two nurses
who treated him were infected and are hospitalized.

Kinner enjoys the cultural diversities in United States

Exchange student Nicole Kinner
stepped off the plane in Detroit, after
a nine-hour flight from Frankfort,
Germany, she was amazed at the differences in some of the simple things
in life we take for granted; large
bathrooms and motion-sensor sinks,
soap dispensers, and hand dryers.
Everything is automated,
Kinner said. In Germany, everything is small and not as wide open.
There are more cities that are closer
together.
Kinner, who is 15 years old,
lives with host family Phil and Lynn
Odenweller and is a sophomore at
St. Johns High School. She said
she likes her classes here, including Chemistry and Speech - her
two favorites - and Biology, World
Studies, Religion and English. She
said there are some differences
between the two school systems.
In Germany, we dont have uniforms and there is no school spirit
wear to buy, she said. In Germany,
I had 14 classes and they were on
different days with varying hours.
Here, we have the same class sched-

ule everyday and I feel I learn more


this way.
She said another difference in
the cultures is that people are pretty
unhealthy here.
I eat a lot of fruits, vegetables
and grains, she said. Here people
eat fast food more often and in larger
quantities.
She said she likes how people
in this community connect to each
other here, without expecting something in return.
Germans are more strict, keep
to themselves and are not so open,
Kinner stated.
Since arriving in the states,
Kinner has had some time for travel.
She visited Chicago and got to tour
Willis Tower - the worlds tallest
tower.
I had Chicago-style pizza which
was so thick, cheesy and very filling, she said with a huge grin. I
love the skyscrapers.
Kinner is involved in extracurricular activities at school, including
soccer at St. Johns and track and
field at her school back in Germany.
Her hobbies include reading, drawing, painting, cooking, photography

INFORMATION SUBMITTED
On Saturday, Delphos Police officers came into contact with a male creating a disturbance behind businesses
located in the 200 block of North
Main Street. The male was identified as 36-year-old Ritchie Royster
of Delphos. Royster was given an
opportunity
to get a ride
home
but
continued to
be belligerent with officers. He was
taken
into
custody and
transported
to the Allen
County Jail.
He is facing a
Royster
charge of persistent disorderly conduct by intoxication.
On Saturday, officers, along with
Delphos EMS, were sent to the 1300
block of South Bredeick Street for an
unresponsive male. The male, who
was believed to have overdosed, was
treated on scene by Delphos EMS
and transported to the hospital.
Saturday,
an
officer
on
patrol
observed a
vehicle with
a registration violation traveling on North
Pierce Street.
The officer
conducted a
traffic stop
Slygh
and
made
contact with the driver of the vehicle, 35-year-old Jennifer Slygh of
Delphos. During the stop, it was
discovered that Slyghs driving status
was suspended. She was issued a
citation for the non-compliance FRA
suspension as well as the registration
violation. She will appear in Lima
Municipal Court to face the charge.

First case of Chronic Wasting Disease L ay- Away !

Department of Natural
Resources Thursday confirmed the first positive case
of Chronic Wasting Disease
(CWD) in the state in a captive deer operation in Holmes
County. The state
continues to take
quarantine action
to control the further spread of the
disease. There is
no evidence that
CWD has affected the wild deer
population in the
state.
The positive sample was
taken from a single buck
on a hunting preserve in
Millersburg and tested as
part of Ohios CWD monitoring program for captive
white-tailed deer operations.
The preserve had been under
quarantine since April 24
and was subject to intensive
monitoring and sampling protocols because of a known
connection to a captive deer
operation in Pennsylvania
that tested positive for CWD
earlier this year. The quarantine will remain enforced
until the state is satisfied that
disease transference can no
longer occur.

Ohios captive whitetail deer licensing program


was enacted two years ago
for the purpose of continuously monitoring the heath
of the captive deer populations in the state to manage
the spread of and exposure
to diseases such as CWD.
We have worked closely with
the Pennsylvania Department
of Agriculture
to identify and
trace back positive cases, said
State Veterinarian
Dr. Tony Forshey.
We will continue
to take aggressive
steps to ensure
that CWD does
not pose a threat
to the states wild
deer population.
The state has quarantined
43 captive deer operations
in Ohio since April 15 for
receiving
approximately
125 deer from operations in
Pennsylvania that later tested
positive for CWD. Twentytwo of those quarantines were
lifted after negative CWD test
results were confirmed in 53
of the suspect animals from
Pennsylvania. ODA will continue to enforce quarantine
restrictions on 21 operations,
including five hunting preserves, until the department is
satisfied that the threat of disease transference has passed.

elk and moose, but there is no

human disease has been associated with CWD, the CDC

Two voices on opposite sides of ultimate cancer questions

As millions of people now know, Brittany


Maynards husband, Dan Diaz, will celebrate
his birthday on Oct. 26. They will gather with
friends and family and then, days later, the
29-year-old Maynard plans to take the prescription drugs that will end her life.
The couple cleared legal, professional and
financial hurdles to move from California to
Oregon, where she is eligible for physicianassisted suicide. The clock was ticking -due to a malignant brain tumor -- toward a
nightmare she did not want her loved ones
to have to endure with her.
As a spokesperson for Compassion
and Choices, which evolved out of the old
Hemlock Society, she shared the details of
her diagnosis and choice at TheBrittanyFund.
org and then through major media.
Now that Ive had the prescription filled
and its in my possession, I have experienced
a tremendous sense of relief. ... It has given
me a sense of peace during a tumultuous time
that otherwise would be dominated by fear,
uncertainty and pain, she wrote in a CNN.

Now, Im able to move forward in my
remaining days or weeks I have on this beautiful Earth, to seek joy and love and to spend
time traveling to outdoor wonders of nature.

With its accompanying video, her message went viral online and in national news.
As planned, it inspired renewed public and
private debates about the ethics of physicianassisted suicide. Oregon is one of five U.S.
states in which this practice is legal.
The Maynard case -- involving such a
young patient -- is statistically rare. The
CNN package quoted official statistics noting that since 1997, and the landmark passage of Oregons Death with Dignity Act,
only 1 percent of those who have died with
the aid of a physician have been her age or
younger.
Activists on both sides of the physicianassisted suicide issue are used to political
debates, which have raged for decades. But
in the age of social media, some of the most

poignant responses to this particular media


campaign came from other women who were
facing cancer and all-but-certain death.
Maynard poured out her heart online,
and other hurting hearts replied. One letter
posted by author Kara Tippetts, a 38-year-old
mother of four, sounded many now-familiar
themes about medical ethics, but also noted
that the ultimate debates were, as Maynard
stated, about the meaning of life and then
whatevers next.
It has been two years since Tippetts
was diagnosed with breast cancer, which
has since metastasized throughout her body.
Early in her online essay -- entitled Dear
Brittany: Why We Dont Have to be so
Afraid of Dying and Suffering that We
Choose Suicide -- she bluntly noted, I too
am dying.
Tippetts stressed that it was important
for Maynard and others to share the details
of their decisions, in Oregon and wherever
physician-assisted suicide is debated.
It matters, and it is unbelievably important. Thank you. Dear heart, we simply
disagree, wrote Tippetts, author of the book
The Hardest Peace about her battle with
cancer. Suffering is not the absence of
goodness, it is not the absence of beauty, but
perhaps it can be the place where true beauty
can be known. ...

That last kiss, that last warm touch, that


last breath, matters -- but it was never intended for us to decide when that last breath is
breathed.
From the perspective of faith, Tippetts
stressed that her final comfort was the fact
that she was not in control. Thus, she said
that she will trust in knowing Jesus, knowing that He understands my hard goodbye,
He walks with me in my dying.
For Maynard, however, the final comfort
was in knowing that she would remain in
control, as much as was humanly possible
under the circumstances.
I am not suicidal. If I were, I would
have consumed that medication long ago,
she wrote. I do not want to die. But I am
dying. And I want to die on my own terms.
... Who has the right to tell me that I dont
deserve this choice? That I deserve to suffer
for weeks or months in tremendous amounts
of physical and emotional pain?

Hackenberg, captains
regroup Penn St. amid losses

STATE COLLEGE, Pa. Penn States captains called the
team together during an off week to address its two consecutive losses. Quarterback Christian Hackenberg says it helped
steer the Nittany Lions in the right direction as it prepares to
face Nov. 13 Ohio State.
The sophomore, in a job with equal parts
responsibility and adversity, is facing the pressure of rejuvenating an offense that has scored
only two touchdowns in three Big Ten games.
Despite
engineering
early-season,
game-winning drives against Central Florida and Rutgers,
Hackenberg has faced intense pressure, including 20 sacks and
plenty of knockdowns.
Penn State (4-2, 1-2 Big Ten) has dropped consecutive
games to Northwestern and Michigan after four straight victories. Next up on Saturday is a home game against No. 13 Ohio
State (5-1, 2-0), a team that has won 18 straight conference
games and defeated the Nittany Lions 63-14 last season in
Columbus.
Hackenberg said he and the other captains called the meeting to clear the air.
A lot of us had to get some things off our chest and we
did, Hackenberg said. I think that was good. I think it was
establishing the expectations again and making sure that were
doing everything we can and making sure that we get the job
done.

have withdrawn all management.
Fernandes, who runs airline AirAsia and English

Park Rangers, has effectively been informed he is
again in charge, four months
after seemingly ending his
involvement with Caterham.
Fernandes wrote on
Twitter: If you buy something you should pay for it.
Quite simple.
Caterham responded on
Thursday by saying Engavest
has fulfilled all the conditions precedent, including
paying the purchase price for
the shares. The shares have not

been transferred and therefore


Mr. Fernandes remains the
owner of Caterham F1 and
is fully responsible for all its
activities.
In another statement
released later Thursday,
Engavest said it had a total
contempt of Mr. Fernandes
and his group executives with
whom we entered a deal in
good faith. Also, it alleged
that a Caterham Group representative broke into a filing cabinet containing private
and confidential documents
owned by Engavest.
F1 boss Bernie Ecclestone
described the situation as a
little bit too complicated
to be certain of the status of
Caterhams leadership.

Ecclestone told the BBC.
It has been a chaotic few
months since the consortium
took control, with 30 staff
cut in a restructuring. Team

District tournament in any sport, usually, you are going to run into highquality competition.
Columbus Groves volleyball team
co-champions of the Northwest
Conference did just that as the Lady
Bulldogs took on Midwest Athletic
Conference champion Coldwater in
Thursday second match of the Kalida
Division III semifinals.
The Cavaliers had just too much
consistency and firepower in handing
the Lady Bulldogs a 25-11, 25-18,
25-14 season-ending loss.
They are a good team, no doubt.
They can come at you from a number of places on the court and they
are tough to handle, Grove coach
Susan Jones explained. At the same
time, I thought we played very good
defense. We knew what they were
going to do and our defense was
in the right spots; we didnt give
up many clean kills. We got a few
touches at the net as well, which
helped our defense.
It wasnt that the Lady Cavaliers
(23-2) had one outstanding player: they
just had a boatload. Take for example
the kills: Lauren Leugers (senior) and
Paige Hartings (sophomore; 3 stuffs)

Browns still not plugging holes in rushing defense

out the surprising statistics
about Clevelands defense.
He knows there are holes
too many of them.
The Browns have the
worst rushing defense in the
league, dead last among 32
teams.
This is the truth and the
truth hurts, Dansby said.
No excuses.
Clevelands defense is
allowing 155.5 rushing yards
per game and is on pace to
have its worst run defense
since 2000, when it gave up
156.6 per game. Back then,
the Browns had a built-in
excuse: they were in just the
second year of their expansion era. But this years
defense, expected to be the
teams backbone, is letting
runners of all shapes and
sizes run wild.
Shoddy tackling. Poor
technique. Ineffective game
plans. A new scheme. Young
players. Injuries.
The Browns have been
rattling off reasons for their
inability to stop the run since
the opener, when Pittsburghs
LeVeon Bell rushed for 109
yards and a touchdown.
Bell is one of the NFLs
best running backs. However,
last week, Jacksonville was
winless and had the leagues
worst rushing attack before
rolling up 185 rushing yards
on the Browns and getting
their first win. Adding insult
to injury, Jaguars running
back Denard Robinson, a
former Michigan quarterback
filling in for injured starter
Toby Gerhart, did most of the
damage, gashing the Browns
for 127 yards.

doing his best to defend his
teams porous defense.
Its frustrating, said Pettine,
a former defensive coordinator.
Its something we look at but
we dont want to panic about it.
When its a lot of little things,
sometimes it takes some time to
get that corrected.
This week,
the Browns will
be facing an
Oakland team
that comes to
town with the
leagues worst
rushing offense.
Stop me if youve heard
this one before.
Part of Clevelands problem has been a rash of injuries
to its defensive line. Starters
Phil Taylor (knee surgery),
Ahtyba Rubin (ankle) and
backup Billy Winn (quad)
have all been sidelined with
medical issues. The 6-2,
325-pound Rubin, one of
the teams best run stuffers,
could be back this week.
Rubin would help but the
Browns defensive problems
seem deeper than personnel.
Even six games into the
season, the defense is still
struggling to learn nuances of
Pettines 3-4 system, which
he brought over from Buffalo
and is having Jim ONeil run
for him. Clevelands defensive
coordinator meets with the
media once a week and every
week so far hes had to address
the alarming rushing stats.
I wish it was one thing
and we could just get that
one thing corrected, ONeil
said. Unfortunately, its not.
I am confident that we are
headed in the right direction. I
have a lot of confidence in the
coaching staff. I have a lot of
confidence in the players that

were going to get it fixed. Its


something were addressing.
ONeil has been talking to
his players about being one
step faster, which can mean
everything from defenders separating from offensive blockers more quickly
to alignment to recognition
before the ball gets snapped.
Dansby, an 11-year veteran,
said the main issue has
been a lack of discipline, leading to missed
tackles and holes at
the line that should be
closed.
Man, its all
about technique,
added Dansby, who signed as
a free agent in March. If you
dont play with great technique
youre going to miss tackles,
youre going to let guys squirt
out, youre going to have big
runs. Its evident when you
watch the film. Guys dont get
in their right gap, and boom,
youre going to have a big run.
The defense is predicated on
you doing your part.
And, according to Bryant,
listening.
If we execute what the
coaches ask us to do, then
well stop the run 100 percent
every play, he added.
If they dont, teams will
keep piling up yards on the
Browns.

Hackenberg has been openly frustrated at his units lack of
consistency and inability to establish a running game, but he
relishes his role as a leader.
Especially at a place like Penn State, there havent been
many other guys (sophomores) to do that, and its an incredible honor for me, he said. I just continue to do my job the
best I can and hold everyone to a higher standard and hold
myself to that standard as well. If youre not holding yourself
to that standard, theyre not really going to follow you.
Optimism remains high, Hackenberg said, even with a
potent Buckeye team looming.
Were almost there; its right there, he said. You cant
give up on it. When guys do that, you lose all progress that
youve made. And these guys wont do that.

DEAR ABBY: A former colleague recently


moved nearby and sent us an invitation to
dinner at her new residence. She lives in an area
thats populated by wild peacocks, which she
knew before she moved there.
A condition of her invitation is that we (my
spouse and I) agree to use a type of high-powered
water gun to shoot at the peacocks from her
balcony while we are visiting. I understand that
these birds can be messy (I assume from their
droppings). However, we find conditioning the
visit upon our willingness to shoot water at the
birds disconcerting.
Because we find this activity distasteful,
should we decline and state why, or accept but
make clear that we wont participate in the fowlwatering activity? How does one handle this
tactfully? -- NO FOWL PLAY IN FLORIDA
DEAR NO FOWL PLAY: Because your
former colleague invited you with the expressed
understanding her guests will be expected
to fowl-water, which would make you
uncomfortable, politely decline the invitation.
If you feel you must pass judgment on shooting
at the peacocks, all you need to say is you prefer
not to shoot at any creature that cant defend
itself.
DEAR ABBY: I have been married for 30
years and have no children. Now in my mid50s, I realize what a negative force my husband
has been in my life.
I was not allowed to have children, and over
the years I have lost all family and most friends
because he didnt like anyone. He constantly
badmouths the town we live in -- its my
hometown -- and any interests I have. He hasnt
worked in 10 years since closing his business.

The latest person to climb
over the White House fence
had the paranoid belief he
was being watched by cameras and had previously been
arrested at the executive mansion, his father said.
Dominic Adesanya, 23,
of Bel Air, Maryland, was
ordered held without bond
in an appearance Thursday
before a federal magistrate
judge. Wearing blue prison
garb, he resisted being taken
away and started talking as
two deputy marshals removed
him from the courtroom.

offenses: unlawfully entering the restricted grounds of
the White House and harming two law enforcement dogs
that were released to take him
down. A preliminary hearing
and detention hearing have

RALEIGH, N.C. An alarming lack of
institutional oversight at the University of
North Carolina allowed an academic fraud
scandal to run unchecked for nearly two
decades and has the school reeling from the
scandals fallout.
The latest investigation found that university leaders, faculty members and staff
missed or just ignored flags that couldve
stopped the problem years earlier. More
than 3,100 students about half of them
athletes benefited from sham classes
and artificially high grades in the formerly
named African and Afro-American Studies
department (AFAM) in Chapel Hill.
A report by former U.S. Justice
Department official Kenneth Wainstein
indicates that the bogus classes ended in
2011. The university has since overhauled
the department and implemented new policies, but it must wait to find out whether
the damaging new details lead to more
problems with the agency that accredits the
school. The NCAA, which has reopened
its investigation into academic misconduct,
could also have concerns of lack of institutional control.

inaction and the lack of really appropriate
checks and balances, Chancellor Carol

The Division of Wildlife is recommending that hunters continue to take standard precautions such as shooting only animals that appear healthy, wearing rubber gloves when fielddressing their deer, and washing thoroughly when finished.
If hunters should observe a deer that appears unhealthy, they
are encouraged to contact their local wildlife office or officer.
Since 2002, the state has conducted surveillance throughout
Ohio for the disease. State and federal officials will continue
this regular sampling and testing throughout the hunting season
to continue to monitor the health of the states wild deer population. Tissue samples from 753 deer killed on Ohios roads were
collected from September 2013 through March 2014 and were
tested for CWD. An additional 88 hunter-harvested mature
white-tailed and nine deer displaying symptoms consistent with
CWD were tested as well and were all negative.

In response to this positive finding, the Division of Wildlife


will increase sampling efforts in the wild deer population
within six miles of the hunting preserve from which the CWDpositive deer came as well as near the other captive operations
that are under quarantine. Those samples will include highrisk animals such as those killed on roads or exhibiting neurological symptoms as well as hunter-harvested deer in the area.
CWD, first discovered in captive mule deer in Colorado
in 1967, attacks the brains of infected deer, elk and moose,
producing small lesions that eventually result in death. It is
transmitted by direct animal-to-animal contact through saliva,
feces and urine. Signs of the disease include weight loss,
excessive salivation, increased drinking and urination, and
abnormal behavior like stumbling, trembling and depression.
Infected deer and elk may also allow unusually close approach
by humans or natural predators. The disease is fatal in deer and
there is no known treatment or vaccine.

The spotlight is on Becky Strayer
this month. She is the Thrift Shops
executive director, as well as the Social
Services director. Tiny in stature, she
fills some very big shoes. Becky oversees, runs and supervises all of the daily
activities of the Thrift Shop and meets
daily with Volunteer Co-ordinator Barb
Haggard and Retail Co-ordinator Kelly
Williams to make sure any concerns or
problems they might have are solved. As
Social Services director, she also meets
with clients that are in need of assistance with their rent, food, or utilities.
Becky is responsible for researching and
applying for grants and for educational
programs that will benefit her clients.
Becky is also responsible for paying
the monthly bills and for reporting all

Directors here at the shop. She does it
all with a smile and great efficiency but
says she couldnt do it without all the
help from the great people she is surrounded by and is thankful for the great,
generous community we live in.
Becky feels that God works through
us. When we say we cant, were saying God cant and thats not where we
want to be. Dont work for God; rather,
let God work through us, and ask ourselves, how can I be useful to God?

be very special for her.

Even though Kinner is having a great experience here in the
states, she said she misses her mom, brother Dominik who
was a Cultural Exchange student here two years ago and
her friends.

Police in a Phoenix suburb
fatally shot a machete-wielding man Thursday after he
rammed a patrol car in a stolen truck, injuring an officer.
Avondale police said the
man was shot after he refused
to drop the machete and a
pocket knife.
Authorities
identified
the man as Jeremy Bustos,
43, and said he was rushed
to a hospital along with an
Avondale police officer who
was injured in the collision.
The officers name hasnt
been released, but Avondale
police Sgt. Brandon Busse
said the officer was in stable

advised officers that items of hers were
removed from her boyfriends truck as they
were inside an establishment.
On Thursday, a resident of South Canal
Street came to the Delphos Police Department
to report that someone had entered his detached
garage and removed property. The items were
located and officers have a suspect identified. The incident will be turned over to the
Detective Bureau for further investigation.
