POLICE REPORTS
INFORMATION SUBMITTED
On Saturday, Delphos Police officers came into contact with a male creating a disturbance behind businesses
located in the 200 block of North
Main Street. The male was identified as 36-year-old Ritchie Royster
of Delphos. Royster was given an
opportunity
to get a ride
home
but
continued to
be belligerent with officers. He was
taken
into
custody and
transported
to the Allen
County Jail.
He is facing a
Royster
charge of persistent disorderly conduct by intoxication.
On Saturday, officers, along with
Delphos EMS, were sent to the 1300
block of South Bredeick Street for an
unresponsive male. The male, who
was believed to have overdosed, was
treated on scene by Delphos EMS
and transported to the hospital.
Saturday,
an
officer
on
patrol
observed a
vehicle with
a registration violation traveling on North
Pierce Street.
The officer
conducted a
traffic stop
Slygh
and
made
contact with the driver of the vehicle, 35-year-old Jennifer Slygh of
Delphos. During the stop, it was
discovered that Slyghs driving status
was suspended. She was issued a
citation for the non-compliance FRA
suspension as well as the registration
violation. She will appear in Lima
Municipal Court to face the charge.

Starting Right Pre-Business
Planning Seminar designed to
help individuals start a new
business is being offered from
6-8 p.m. Thursday at the BEC
Office, 147 E. Main St. in Van
Wert. This two-hour workshop
is designed to encourage new
business development and job
creation.
Each participant receives a
Starting Right packet including legal, record-keeping, tax
and general business information. A business plan questionnaire and cash flow projection
worksheet is also included.
During the class, a business
counselor provides an overview of the information as well
as instruction on the basics of
business ownership.
Those attending the class
can use the information provided to participate in the annual Business Plan Challenge
where budding entrepreneurs
compete for business development funds, a Chamber membership, continued counseling
and business courses. A business counselor is available to
offer guidance through this
process and answer questions
as necessary. Personal business counseling services are
free and no limit is placed on
the number of appointments.
Business counselors assist
with business financing for
start-ups, business structure,
planning and cash flow.
This introductory workshop is open to individuals
interested in starting a business in Van Wert County.

Hackenberg, captains
regroup Penn St. amid losses

STATE COLLEGE, Pa. Penn States captains called the
team together during an off week to address its two consecutive losses. Quarterback Christian Hackenberg says it helped
steer the Nittany Lions in the right direction as it prepares to
face Nov. 13 Ohio State.
The sophomore, in a job with equal parts
responsibility and adversity, is facing the pressure of rejuvenating an offense that has scored
only two touchdowns in three Big Ten games.
Despite
engineering
early-season,
game-winning drives against Central Florida and Rutgers,
Hackenberg has faced intense pressure, including 20 sacks and
plenty of knockdowns.
Penn State (4-2, 1-2 Big Ten) has dropped consecutive
games to Northwestern and Michigan after four straight victories. Next up on Saturday is a home game against No. 13 Ohio
State (5-1, 2-0), a team that has won 18 straight conference
games and defeated the Nittany Lions 63-14 last season in
Columbus.
Hackenberg said he and the other captains called the meeting to clear the air.
A lot of us had to get some things off our chest and we
did, Hackenberg said. I think that was good. I think it was
establishing the expectations again and making sure that were
doing everything we can and making sure that we get the job
done.

The latest person to climb
over the White House fence
had the paranoid belief he
was being watched by cameras and had previously been
arrested at the executive mansion, his father said.
Dominic Adesanya, 23,
of Bel Air, Maryland, was
ordered held without bond
in an appearance Thursday
before a federal magistrate
judge. Wearing blue prison
garb, he resisted being taken
away and started talking as
two deputy marshals removed
him from the courtroom.

RALEIGH, N.C. An alarming lack of
institutional oversight at the University of
North Carolina allowed an academic fraud
scandal to run unchecked for nearly two
decades and has the school reeling from the
scandals fallout.
The latest investigation found that university leaders, faculty members and staff
missed or just ignored flags that couldve
stopped the problem years earlier. More
than 3,100 students about half of them
athletes benefited from sham classes
and artificially high grades in the formerly
named African and Afro-American Studies
department (AFAM) in Chapel Hill.
A report by former U.S. Justice
Department official Kenneth Wainstein
indicates that the bogus classes ended in
2011. The university has since overhauled
the department and implemented new policies, but it must wait to find out whether
the damaging new details lead to more
problems with the agency that accredits the
school. The NCAA, which has reopened
its investigation into academic misconduct,
could also have concerns of lack of institutional control.
Bad actions of a relatively few number
of people were definitely compounded by
inaction and the lack of really appropriate
checks and balances, Chancellor Carol
Folt said Thursday. And it was together
that really allowed this to persist for such a

length of time.
The issues outlined in the report were
jarring, including the clear involvement
of athletic counselors who steered athletes
into those bogus classes. From 1993 to
2011, those classes required no attendance
and required only a research paper that
received As and Bs without regard for
quality, a cursory review often performed
by an office secretary who also signed the
chairmans name to grade rolls.
Those two people retired administrator Deborah Crowder and former chairman
Julius Nyangoro were at the center of
the scheme. But Wainsteins report also
notes school officials failed to act on their
suspicions or specific concerns that came
to their attention. It all added up to a series
of missed chances to stop the fraud and
instead allowed it to escalate.
Accreditation questions are now facing
the university.
The Southern Association of Colleges
and Schools Commission on Colleges had
placed the campus on its watch list until
this summer and required the school to
allow students who took a bogus course
to take another for free. The commission
will send the school a letter in the next few
days asking administrators to demonstrate
they are still in compliance with standards
required for the seal of approval, commission president Belle Wheelan said.
What we would do is ask them is, this
is bigger than you thought it was, what are
you going to do now? Its a mess, Wheelan
said.

Thanksgiving a holiday they do not celebrate in Germany
and shes never eaten pumpkin pie, so the celebration will

Even though Kinner is having a great experience here in the
states, she said she misses her mom, brother Dominik who
was a Cultural Exchange student here two years ago and
her friends.

On Wednesday, officers met with a mother
and her juvenile sons in the 400 block of
South Canal Street. The juveniles reported
that they were assaulted by other juveniles
as they were walking home. This incident
remains under investigation.
Wednesday, officers responded to the 300
block of North Main Street where a female
advised officers that items of hers were
removed from her boyfriends truck as they
were inside an establishment.
On Thursday, a resident of South Canal
Street came to the Delphos Police Department
to report that someone had entered his detached
garage and removed property. The items were
located and officers have a suspect identified. The incident will be turned over to the
Detective Bureau for further investigation.
