Septemer, 1999 in the !a,ette of #ndia, -art ##, Section +, Su.section (ii) of the
same date in"iting o/ections and suggestions from the persons li0el$ to e affected
there$, efore the e1pir$ of the period of si1t$ da$s from the date on which the
copies of the !a,ette containing the said notification are made a"ailale to the

6ow, therefore, in e1ercise of the powers conferred $ section +, 7 and 24 of the
%n"ironment (-rotection) 3ct, 19*7 (29 of 19*7), the 5entral !o"ernment here$
ma0es the following rules to regulate the management and handling of the municipal
solid wastes, namel$ 8.
&. Short title and commencement ' %%
1' 9hese rules ma$ e called the Municipal Solid Wastes (Management and
Handling) Rules, 2000'
2' Sa"e as otherwise pro"ided in these rules, the$ shall come into force on the
date of their pulication in the (fficial !a,ette'
2. (pplication .%% 9hese rules shall appl$ to e"er$ municipal authorit$ responsile for
collection, segregation, storage, transportation,, processing and
disposal of municipal solid wastes '
). Definitions.%% #n these rules, unless the conte1t otherwise re:uires ,..
i' *anaerobic digestion; means a controlled process in"ol"ing microial
decomposition of organic matter in the asence of o1$gen2
ii' *a+thori,ation* means the consent gi"en $ the <oard or 5ommittee to the
;operator of a facilit$; 2
iii' *biode-radable s+bstance; means a sustance that can e degraded $
micro.organisms2
i"' *biomethanation* means a process which entails en,$matic decomposition
of the organic matter $ microial action to produce methane rich iogas2

"' *collection* means lifting and remo"al of solid wastes from collection points
or an$ other location2
"i' *compostin-* means a controlled process in"ol"ing microial decomposition
of organic matter2
"ii' *demolition and constr+ction waste* means wastes from uilding materials
deris and rule resulting from construction, re.modelling, repair and
demolition operation2
"iii' *disposal* means final disposal of municipal solid wastes in terms of the
specified measures to pre"ent contamination of ground.water, surface water
and amient air :ualit$2
i1' *Form* means a &orm appended to these rules2
1' *-enerator of wastes* means persons or estalishments generating
municipal solid wastes2
1i' *land fillin-* means disposal of residual solid wastes on land in a facilit$
designed with protecti"e measures against pollution of ground water, surface
water and air fugiti"e dust, wind.lown litter, ad odour, fire ha,ard, ird
menace, pests or rodents, greenhouse gas emissions, slope instailit$ and
erosion2
1ii' *leachate* means li:uid that seeps through solid wastes or other medium
and has e1tracts of dissol"ed or suspended material from it2
1iii' *lysimeter* is a de"ice used to measure rate of mo"ement of water through
or from a soil la$er or is used to collect percolated water for :ualit$ anal$sis2
1i"' *m+nicipal a+thority* means Municipal 5orporation, Municipalit$, 6agar
-ali0a, 6agar 6igam, 6agar -ancha$at, Municipal 5ouncil including notified
area committee (635) or an$ other local od$ constituted under the rele"ant
statutes and, where the management and handling of municipal solid waste is
entrusted to such agenc$2
1"' *m+nicipal solid waste* includes commercial and residential wastes
generated in a municipal or notified areas in either solid or semi.solid form
e1cluding industrial ha,ardous wastes ut including treated io.medical
wastes2
1"i' *operator of a facility* means a person who owns or operates a facilit$ for
collection, segregation, storage, transportation, processing and disposal of
municipal solid wastes and also includes an$ other agenc$ appointed as such
$ the municipal authorit$ for the management and handling of municipal solid
wastes in the respecti"e areas2
1"ii' *pelletisation* means a process where$ pellets are prepared which are
small cues or c$lindrical pieces made out of solid wastes and includes fuel
pellets which are also referred as refuse deri"ed fuel2
1"iii' *processin-* means the process $ which solid wastes are transformed into
new or rec$cled products2
1i1' *recyclin-* means the process of transforming segregated solid wastes into
raw materials for producing new products, which ma$ or ma$ not e similar to
the original products2
11' *sched+le* means a Schedule appended to these rules2
11i' *se-re-ation* means to separate the municipal solid wastes into the groups
of organic, inorganic, rec$clales and ha,ardous wastes2
11ii' *State .oard or the /ommittee* means the State -ollution 5ontrol <oard of
a State, or as the case ma$ e, the -ollution 5ontrol 5ommittee of a =nion
territor$2

11iii' *stora-e* means the temporar$ containment of municipal solid wastes in a
manner so as to pre"ent littering, attraction to "ectors, stra$ animals and
e1cessi"e foul odour2
11i"' *transportation * means con"e$ance of municipal solid wastes from place to
place h$gienicall$ through speciall$ designed transport s$stem so as to
pre"ent foul odour, littering, unsightl$ conditions and accessiilit$ to "ectors2
11"' ;vadose water* water which occurs etween the ground, surface and the
water tale that is the unsaturated ,one2
11"i' ;vermicompostin-* is a process of using earthworms for con"ersion of io.

1' %"er$ municipal authorit$ shall, within the territorial area of the municipalit$,
e responsile for the implementation of the pro"isions of these rules, and for
an$ infrastructure de"elopment for collection, storage, segregation,
transportation, processing and disposal of municipal solid wastes'
2' 9he municipal authorit$ or an operator of a facilit$ shall ma0e an application in
Form%3, for grant of authori,ation for setting up waste processing and disposal
facilit$ including landfills from the State <oard or the 5ommittee in order to
compl$ with the implementation programme laid down in Sched+le 3'
+' 9he municipal authorit$ shall compl$ with these rules as per the
implementation schedule laid down in Sched+le 3.
>' 9he municipal authorit$ shall furnish its annual report in Form%33, .
a' to the Secretar$.incharge of the ?epartment of =ran ?e"elopment
of the concerned State or as the case ma$ e of the =nion territor$,
in case of a metropolitan cit$2 or
b. to the ?istrict Magistrate or the ?eput$ 5ommissioner concerned in
case of all other towns and cities, with a cop$ to the State <oard or
the 5ommittee on or efore the +0

(1) 9he Secretar$.incharge of the ?epartment of =ran ?e"elopment of the
concerned State or the =nion territor$, as the case ma$ e, shall ha"e the
o"erall responsiilit$ for the enforcement of the pro"isions of these rules in the
metropolitan cities'
(2) 9he ?istrict Magistrate or the ?eput$ 5ommissioner of the concerned district
shall ha"e the o"erall responsiilit$ for the enforcement of the pro"isions of
these rules within the territorial limits of their /urisdiction'

1' 9he State <oard or the 5ommittee shall monitor the compliance of the
standards regarding ground water, amient air, leachate :ualit$ and the
compost :ualit$ including incineration standards as specified under
Sched+les 33, 333 and 3:'
2' 9he State <oard or the 5ommittee, after the receipt of application from the
municipal authorit$ or the operator of a facilit$ in Form 3, for grant of
authori,ation for setting up waste processing and disposal facilit$ including
landfills, shall e1amine the proposal ta0ing into consideration the "iews of
other agencies li0e the State =ran ?e"elopment ?epartment, the 9own and
5ountr$ -lanning ?epartment, 3ir -ort or 3ir <ase 3uthorit$, the !round
Water <oard or an$ such other agenc$ prior to issuing the authori,ation'
+' 9he State <oard or the 5ommittee shall issue the authori,ation in Form%333 to
the municipal authorit$ or an operator of a facilit$ within fort$.fi"e da$s
stipulating compliance criteria and standards as specified in Sched+les 33, 333
and 3: including such other conditions, as ma$ e necessar$'
>' 9he authori,ation shall e "alid for a gi"en period and after the "alidit$ is o"er,
a fresh authori,ation shall e re:uired'
4' 9he 5entral -ollution 5ontrol <oard shall co.ordinate with the State <oards
and the 5ommittees with particular reference to implementation and re"iew of
standards and guidelines and compilation of monitoring data'

1' 3n$ municipal solid waste generated in a cit$ or a town, shall e managed
and handled in accordance with the compliance criteria and the procedure laid
down in Sched+le%33.
2' 9he waste processing and disposal facilities to e set up $ the municipal
authorit$ on their own or through an operator of a facilit$ shall meet the
specifications and standards as specified in Sched+les 333 and 3:'

1' 9he State <oards and the 5ommittees shall prepare and sumit to the 5entral
-ollution 5ontrol <oard an annual report with regard to the implementation of
these rules $ the 14

2' 9he 5entral -ollution 5ontrol <oard shall prepare the consolidated annual
re"iew report on management of municipal solid wastes and forward it to the
5entral !o"ernment along with its recommendations efore the 14
th

!. (//3DEN5 1E2153N9. %% When an accident occurs at an$ municipal solid
wastes collection, segregation, storage, processing, treatment and disposal
facilit$ or landfill site or during the transportation of such wastes, the municipal
authorit$ shall forthwith report the accident in Form%: to the Secretar$ in.charge

of the =ran ?e"elopment ?epartment in metropolitan cities, and to ?istrict
5ollector or ?eput$ 5ommissioner in all other cases'

wastes shall follow the rules separatel$ specified for
the purpose2

areas shall e transferred to communit$ in $ hand.

"i' Horticlutural and construction or demolition
wastes or deris shall e separatel$ collected and
disposed off following proper norms' Similarl$, wastes
generated at dairies shall e regulated in accordance
with the State laws2

#n order to encourage the citi,ens, municipal authorit$ shall
organise awareness programmes for segregation of wastes
and shall promote rec$cling or reuse of segregated materials'
9he municipal authorit$ shall underta0e phased programme
to ensure communit$ participation in waste segregation' &or
this purpose, the municipal authorities shall arrange regular
meetings at :uarterl$ inter"als with representati"es of local
resident welfare associations and non.go"ernmental
organi,ations'

Municipal authorities shall estalish and maintain storage
facilities in such a manner as the$ do not create unh$gienic
and in sanitar$ conditions around it' &ollowing criteria shall e
ta0en into account while estalishing and maintaining storage
facilities, namel$8 .
i' Storage facilities shall e created and
estalished $ ta0ing into account :uantities of waste
generation in a gi"en area and the population
densities' 3 storage facilit$ shall e so placed that it is
accessile to users2
ii' Storage facilities to e set up $ municipal
authorities or an$ other agenc$ shall e so designed
that wastes stored are not e1posed to open
atmosphere and shall e aestheticall$ acceptale and
user.friendl$2
iii' Storage facilities or BinsC shall ha"e Beas$ to

that multiple handling of wastes, prior to final disposal,

5. 2rocessin- of
m+nicipal
solid wastes
Municipal authorities shall adopt suitale technolog$ or
comination of such technologies to ma0e use of wastes so
as to minimi,e urden on landfill' &ollowing criteria shall e
adopted, namel$8.
(i) 9he iodegradale wastes shall e
processed $ composting, "ermicomposting, anaeroic
digestion or an$ other appropriate iological processing
for staili,ation of wastes' #t shall e ensured that
compost or an$ other end product shall compl$ with
standards as specified in Schedule.#D2
(ii) Mi1ed waste containing reco"erale
resources shall follow the route of rec$cling' #ncineration
with or without energ$ reco"er$ including pelletisation can
also e used for processing wastes in specific cases'
Municipal authorit$ or the operator of a facilit$ wishing to
use other state.of.the.art technologies shall approach the
5entral -ollution 5ontrol <oard to get the standards laid
down efore appl$ing for grant of authorisation'
;. Disposal of
m+nicipal
solid wastes
Aand filling shall e restricted to non.iodegradale, inert
waste and other waste that are not suitale either for
rec$cling or for iological processing' Aand filling shall also
e carried out for residues of waste processing facilities as
well as pre.processing re/ects from waste processing
facilities' Aand filling of mi1ed waste shall e a"oided unless
the same is found unsuitale for waste processing' =nder
una"oidale circumstances or till installation of alternate
facilities, land.filling shall e done following proper norms'
Aandfill sites shall meet the specifications as gi"en in

Specifications for 4andfill Sites
Site Selection
1' #n areas falling under the /urisdiction of B?e"elopment 3uthoritiesC it shall e
the responsiilit$ of such ?e"elopment 3uthorities to identif$ the landfill sites
and hand o"er the sites to the concerned municipal authorit$ for de"elopment,
operation and maintenance' %lsewhere, this responsiilit$ shall lie with the
concerned municipal authorit$'
2' Selection of landfill sites shall e ased on e1amination of en"ironmental
issues' 9he ?epartment of =ran ?e"elopment of the State or the =nion
territor$ shall co.ordinate with the concerned organisations for otaining the
necessar$ appro"als and clearances'
+' 9he landfill site shall e planned and designed with proper documentation of a
phased construction plan as well as a closure plan'
>' he landfill sites shall e selected to ma0e use of near$ wastes processing
facilit$' (therwise, wastes processing facilit$ shall e planned as an integral
part of the landfill site'
4' 9he e1isting landfill sites, which continue to e used for more than fi"e $ears,
shall e impro"ed in accordance of the specifications gi"en in this Schedule'
7' <iomedical wastes shall e disposed off in accordance with the <io.medical
Wastes (Management and Handling) Rules, 199* and ha,ardous wastes shall
e managed in accordance with the Ha,ardous Wastes (Management and
Handling) Rules, 19*9, as amended from time to time'
)' 9he landfill site shall e large enough to last for 20.24 $ears'
*' 9he landfill site shall e awa$ from haitation clusters, forest areas, water
odies monuments, 6ational -ar0s, Wetlands and places of important
cultural, historical or religious interest'
9' 3 uffer ,one of no.de"elopment shall e maintained around landfill site and
shall e incorporated in the 9own -lanning ?epartmentCs land.use plans'
10' Aandfill site shall e awa$ from airport including airase' 6ecessar$ appro"al
of airport or airase authorities prior to the setting up of the landfill site shall
e otained in cases where the site is to e located within 20 0m of an airport
or airase'

1*' Wastes su/ected to land filling shall e compacted in thin la$ers using landfill
compactors to achie"e high densit$ of the wastes' #n high rainfall areas where
hea"$ compactors cannot e used alternati"e measures shall e adopted'
19' Wastes shall e co"ered immediatel$ or at the end of each wor0ing da$ with
minimum 10 cm of soil, inert deris or construction material till such time
waste processing facilities for composting or rec$cling or energ$ reco"er$ are
set up as per Schedule #'
20' -rior to the commencement of monsoon season, an intermediate co"er of >0.
74 cm thic0ness of soil shall e placed on the landfill with proper compaction
and grading to pre"ent infiltration during monsoon' -roper drainage erms

waste disposal area' &or landfill recei"ing residues of waste processing
facilities or mi1ed waste or waste ha"ing contamination of ha,ardous
materials (such as aerosols, leaches, polishes, atteries, waste oils,
paint products and pesticides) minimum liner specifications shall e a
composite arrier ha"ing 1'4 mm high densit$ pol$eth$lene (H?-%)

monitored to ensure that the ground water is not contaminated e$ond
acceptale limit as decided $ the !round Water <oard or the State <oard or the
5ommittee' Such monitoring shall e carried out to co"er different seasons in a
$ear that is, summer, monsoon and post.monsoon period'
2>' =sage of groundwater in and around landfill sites for an$ purpose (including
drin0ing and irrigation) is to e considered after ensuring its :ualit$' 9he following
specifications for drin0ing water :ualit$ shall appl$ for monitoring purpose,
