INITIATIVE MEASURE TO BE SUBMITTED DIRECTLY TO THE VOTERS

The Attorney General of California has prepared the following title and summary of the chief purpose and
points of the proposed measure: PROHIBITION AGAINST DETENTION AND DEPORTATION OF
CALIFORNIA RESIDENTS. INITIATIVE CONSTITUTIONAL AMENDMENT. Prohibits use of state,
county, or city funds or resources to detain and deport any California resident. Summary of estimate by
Legislative Analyst and Director of Finance of fiscal impact on state and local government: Minor net fiscal
effect on state and local governments resulting from reduced participation in federal immigration enforcement
activities. (14-0010.)
To the Honorable Secretary of the State of California:
We, the undersigned, registered, qualified voters of California, residents of _____________________ County
hereby propose the following amendment to the Constitution of California relating to the detention and
deportation of California residents and petition the Secretary of State to submit the same to the voters of
California for their adoption or rejection at the next succeeding general election. The proposed constitutional
amendment adds Section 1 (b) to Article 1 of the California Constitution and reads:
No state, county, or city funds or resources may be used to detain and deport a resident of California.
