Interests
Please list your interests, and what you do to pursue them
My first interest concerns the effects of Romanias integration in the EU on the youth, the peasants and the industrial
workers. In order to understand this process I undertook sociological research on the industrial platform of my home
town of Suceava and in some villages in the North East of Romania. Based on this research I developed some policy
recommendations. As a trainer in an NGO I explained to young students the political background in the European
Union.
My academic interest concerns the way interest groups interact with decision makers in the European Union. I wrote my
graduation paper on this topic and I intend to go to Brussels to acquire more knowledge on this topic.
Current Occupation
(e.g. studying/employment) - please give details
Studying for an MA in Public Policy and European Integration.
Working with the Center for Institutional Analysis and Development in Bucharest on a public policy proposal
concerning the forest laws in Romania.
Counseling the Pro Democracy NGO on a paper concerning the decision making process in the European Union.
Member in the youth NGO called Democratic Leadership Program Romania.
Associated member in the International Association of Political Science Students.
Ideal Job
What would your ideal job be, and why?
I strongly believe that the state is inefficient in anything it does. I do not know what the name of this job should be, but
what I would like to do is to give as much decision power as possible to the local communities.

Section B - Previous Work and References
Previous Voluntary or Charitable Work
Please describe any previous voluntary or charitable work you have been involved in, briefly explaining what tasks you
had to perform
During college I attended a project trying to preserve the Roma heritage in Romania. I lead a team that shut a
documentary on the daily life of the Roma community from Veresti village. This proved to be a very rewarding
intercultural experience. Another interesting intercultural encounter was with the religious protestant community in my
grandparents village, which I meet during a weekend I spent doing charitable work for the village hospital.
In 2005 I spent a month in Serbia and Montenegro helping the local community in Baratcka and studying
multiculturalism. Herr I was part of the team that build a small bridge and cleaned the area surrounding Baratcka.
As member of the Volunteers for Ideas and Projects Student Association I helped organizing several events, by leading
training sessions for the participants.

One Example
Taking one example, please explain your motivation for doing it, and what you learnt
When I was a kid I used to climb on an armchair and impersonate Ceausescu, the Romanian dictator. After he was gone
I realized that I dont have to impersonate anyone anymore, and that I should learn to trust myself and dont be afraid to
speak up my mind. Today, Id like to climb again on another armchair and help others to uncover the values of liberty,
justice and democracy. This was my motivation for going to Serbia after the fall of Milosevic and trying to understand
the cause of the wars in Yugoslavia. What I learnt there was that people who fear to take responsibilities will always be
vulnerable.
Section C - Questions (maximum of 100 words each answer)
Qualities Of A Good Leader
What qualities make a good leader?
I believe that a good leader should always know how to create the right environment so that each of his team members
can develop and act at the highest of their capabilities. A good leader is a good facilitator. In order to do this one needs
to have emotional intelligence, empathy, multicultural awareness and good communication skills.
Becoming A Good Leader
What do you personally need to learn about, or learn how to do, in order to become a better leader?
In my case I think I need more life experience and better communication skills in order to become a better leader. Being
a leader varies depending from the context and life experience is the only thing that prepares one for the unexpected.
What Attracted You?
What attracted you to apply for the Leadership Foundations Programme?
Most of the people I know think that leaders are born. I strongly disagree with this as I believe that anyone can be a
leader in the right context. From your website I learned that you also think that leaders can be made, that there are some
skills a leader should master. So the first reason for applying is the wish to meet people who share my views and values.
The second one is my desire to improve my leadership skills.
Section D - Project Proposal
Part of the Foundation Programme will involve us working with you to develop a project which you can implement
after you leave the course, so we would like you to suggest an idea which can be used as a starting point for this
process.
Please note that projects do not need to be fully developed at this stage, and you will not be bound to developing this
particular project on the course. We will not be judging you on the scale of your project - what we are interested in are
your ideas and motivation for making a difference. (If you would like to see examples of the range of projects, please
visit the Alumni Section on our website)
Also note that The Lucca Leadership Trust does not fund or sponsor post-programme projects.
Please outline a project proposal in no more than 1,000 words, using the following categories
Describe the need that your project will meet. Who will benefit and how?
Describe how your project will help to meet this need.
What resources will you need? How will you get them?
Please include people as well as other physical resources, and an estimated cost.
How will you judge the success of your project?
What are the main problems you think you will encounter, and how can you try to avoid them?
Project Proposal
Please begin your project proposal here

In my home town of Suceava, after the end of the communist regime, the labor, the favorite class of the socialist state,
was blamed for all the wrongdoings of the party. Thus the workers on the industrial platform did not really benefited
from any kind of retraining finding it very hard to adapt to the new context of market economy. This way, the former
workers either emigrated or choose to practice a semi-legal commerce, creating the biggest bazaar in Romania. The
problem is that after the EU integration these people wont be able to continue their black market practices and they will
lose their source of income. This could prove a source for poverty and social unrest . The fact is that the EU offers
grants for small businesses. My project intends to set an office to offer advice to these people to start their own
businesses and teach them how to get the grants they need. The counseling will be done mainly by political science
students as part of their mandatory summer internship so the only employees of this office will be 2 or 3 EU experts, 2
to 3 trainers and 1 secretary. A proper location should be rented for the project. An estimated cost could be 200.000 for
one year. These funds for the office will also be obtained from the EU. The efficiency of the project will be measured by
taking into consideration the percent of the workers in the former bazaar that attend the retraining courses and the
percent of projects that receive funding and manage to survive for more that 3 years. The main problem that could arise
is the reluctance of the people for becoming entrepreneurs. A good communication campaign could solve this problem.
The medium wage in Romania is 200. I receive a scholarship of 100. A trip to Australia is about 3000. There is no
way I could attend this program if do not receive some kind of financial help.
