IMPLEMENTING RULES AND REGULATIONS (IRR)
AND GENERAL GUIDELINES OF Ordinance 233
DATED August 12, 2012
(REVISED ON March 14, 2014)
I. RATIONALE
The Cebu City Government, Department of Education, Cebu City Division and
accredited
(in the parlance of city government) Technological Vocational
Institutions, colleges and universities in the City of Cebu are united on their
intention to address the problem on low percentage high school graduates who
pursue college or vocational courses due to poverty, thus decided to come up
with an intervention -The Cebu City College Scholarship Program
II. WHO MAY AVAIL OF THE SCHOLARSHIP PROGRAM?
a) A graduate from any public secondary school within Cebu City starting March
2010 onwards;
b) A graduate from a public secondary school near Cebu City boundary due to
inaccessibility of a Cebu City Secondary School in their location but their parents
are registered voter of Cebu City.
c) A graduate from a private secondary school due to a scholarship grant, but
studied and graduated from any public elementary school within Cebu City;
d) A graduate from Alternative Learning System;
e) A passer of PEPT (Phil Educational Placement Test);and
f) Other qualified beneficiaries to be deliberated and approved by the Local
Scholarship Committee
III. REQUIREMENTS IN AVAILING THE SCHOLARSHIP GRANT
a) Parent/s must be residents and registered voter/s of Cebu City since 2007; and
shall submit the following documents:
a.1 Proof of residency such as water bill, electric bill, telephone bill, SSS ID,
GSIS ID or any government issued I.D. or barangay certification as to
residency; and
a.1 A Voters Certification that they have voted in the 2010 election and
onward based on the official Commission on Elections database or records
and validated by the Scholarship Office.
b) In case both parents of the prospective scholar are deceased and if the scholar is
living with a guardian.

b.1 The guardian may be


1. a relative to the prospective scholar within the 3rd civil degree of
consanguinity or affinity;
2. center head for scholars living in centers; and
3. employer in case of kasambahays
b.2 The guardian must be a registered voter of Cebu City since 2007 and had
voted in the 2010 elections and onwards. He/she must submit the
following:
b.2.1.) Affidavit of guardianship starting the number of years the
prospective scholar is living with him/her;
b.2.2.) Joint affidavit of two (2) disinterested persons stating that
the prospective scholar is in actual custody of the guardian;
b.2.3.) A Voters Certification issued by the Commission on
Election of the guardian that he/she has voted in 2010 election and
onwards;
b.2.4.) Barangay Certification signifying the relationship and the
reason of guardianship of the prospective scholar; and
b.2.5.) Proof of residency of the guardian such as water bill, electric
bill, telephone bill, SSS ID, GSIS ID or any government issued ID
showing the address of the guardian.
b.3 In case of guardians of kasambahay, he/she must submit the following:
b.3.1 A certification that he/she is the employer of the
kasambahay;
b.3.2 Proof that the kasambahay is graduate of a Cebu City public
high school
b.4 In case of guardians of prospective scholars living in centers, he/she must
submit the following:
b.4.1 Proof that the Center is located within Cebu City and
certified by the barangay
b.4.2 Proof that the prospective scholar is a graduate of a Cebu
City public high school
IV. PROCESSING OF REQUIREMENTS TO QUALIFY FOR SCHOLARSHIP
GRANTS
Graduating High School students shall submit their applications to their
respective school. The Principal, through the guidance counselor, is responsible
in screening all applications following the guidelines. The documents and list of
qualified applicants will be submitted to the Scholarship Office, for further
screening and final listing for the Career Pathing Examination.
The result of the examination will determine what course the applicant is fitted
to enroll.

V. SCHOLARSHIP BENEFITS
a. A scholar is entitled to a financial assistance of Ten Thousand pesos
(P10,000.00) per semester / term or twenty thousand pesos ( P20,000.00 ) per year
to defray school expenses such as tuition fees and other school fees, broken
down as follows:
P10, 000.00 tuition and other school fees for 1st semester/ term and
P10, 000 .00 tuition fee and other school fees for the 2nd semester / term;
b. A scholar is entitled of a school supplies allowance of P 2,000.00 for one year
(P1000.00 per semester). A scholar who fails to enroll in the second semester will
only received P 1000. 00 school supplies allowance;
c. The financial aid is issued to the scholar in the form of a Scholarship
Certificate bearing the name of the scholar and is duly signed by the City Mayor;
d. The scholarship certificate shall be valid for five (5) years from the date of
graduation provided that it has not been used. If the scholarship certificate is
used even for one semester, it shall only be valid for two (2) years from the date
of availment.
The scholarship certificate is not convertible to cash and non-transferable.
Furthermore, the scholarship certificate cannot be used to purchase books,
uniforms, school supplies or tools.
e. The P 10,000.00 financial aid per semester/ term shall be used to defray actual
and miscellaneous fees that the student may need to pay while enrolled in the
school/college or university. Since the amount of the scholarship grant is only up
to P 10,000.00 per semester, any balance of the tuition fee and miscellaneous fee
after deducting the P 10,000.00 shall be borne by the scholars parents and
guardians. For schools offering courses with tuition fees less than P 10,000.00
they shall only bill the Cebu City Government the actual tuition fee and
miscellaneous fee of the scholars;
The scholars who choose to take up Technical -Vocational courses are entitled to
enroll to a maximum of four (4) courses. The City of Cebu Government shall pay
for the actual fee of the scholarship up to P10,000.00 per semester or course as the
case may be. Any balance of the tuition fees after deducting the grant shall be
shouldered by the scholars parents;
f. Required Summer classes in the curriculum will be paid by the Cebu City
Government.;
g. The scholar may enroll in either of the following:
g.1. Any 2 year to 5 year course
g.2. Diploma or certificate course

g.3. Technical or vocational course;


h. The transportation allowance of Php1,000.00 per month for scholars who
graduated from schools in the mountain barangays, shall be released by the City
Treasurers office based on the certified list of scholars enrolled to be submitted
by each participating school within one (1) month from the date of enrollment
every semester;
i. The school supplies allowance of P 2,000.00 per year ( P 1000.00/ semester shall
be released by the City Treasures Office based on the certified list of scholars
enrolled to be submitted by each participating school within one (1) month from
the date of enrollment every semester;
j. The scholar is encouraged to maintain good grades in all subjects. However, in
case of failure in any subject, he/ she still remain a grantee provided that the
remaining semesters of his chosen course (after 8th or 10th semester as the case
may be) shall be borne by the parent/ guardian of the scholar. For scholars with
failing grades payment for the back subjects shall be shouldered by the parents/
guardians;
k. All scholar is not allowed to change or shift courses except to allied major and
degree program like accountancy to business, education related program and the
like. Transferring to other school is prohibited to maintain a consistent record of
student for easy and speedy monitoring purposes;
l. Scholars who received failures of 3 subjects for 3 consecutive semesters will be
dealt with accordingly by the committee.

VI. ACCREDITED SCHOOLS/ RECOGNIZED SCHOOLS


Requirements for accreditation:
a. Realty and business Tax clearance issued by the City Treasurer. The sanctions
for failure to comply with this requirement shall be specified in the
Memorandum of Agreement.
b. Must be at least five years ( 5) in existence as school /university/college
c. For courses with board exams, the average passing percentage for the past 3
years must be higher than a national passing percentage ,
d. Must be three ( 3 ) years in existence for Technical- Vocational school
e. Certificate of recognition per course issued by CHED for college degree
course or Certificate of registration per course for Technical- Vocational
course issued by TESDA
f. Must be accredited by the Scholarship Committee according to the parlance
of Cebu City Government.
g. Other documents as maybe required by the Cebu City Government
Scholarship Committee.
VII. BILLING REQUIREMENTS

The accredited/recognized Technical-Vocational schools/colleges/universities


shall bill to the City of Cebu one (1) month from the date of enrollment and
submit the following documents:
a. Billing Statement
b. List of students / scholars enrolled certified by DepEd , supported with
corresponding study loads assessment slips,
c. Memorandum of Agreement duly signed by the parties concerned, and the
MOA is renewable every 4 years.
d. Certification of No Failing Grade of the scholars.
VIII. AMENDMENTS
The scholarship Committee of the Cebu City Government shall inform the
accredited/ recognized schools/colleges and universities and the DepED Cebu
City Division of any amendments or modification done on this Implementing
Rules and Regulations and General Guidelines.
IX. EFFECTIVITY
The IRR AND General Guidelines shall take effect upon the approval of the Cebu
City Council.
