What do you require in Item 12 on the

Solicitation/Contract/Order for Commercial Items form
(SF-1449)?
What is the budget for this project?

ANSWER
Item 12 (Discount Terms) is where you enter your payment terms (e.g., Net 30, etc.); if
youre offering a discount for paying within less than 30 days, youd enter it here as well.
Otherwise, Net 30 is the standard, which means that Peace Corps will pay within 30
days of receiving an accurate, complete invoice in accordance with the contract terms and
conditions.
The Peace Corps will not disclose its budget at this point in time.

This will be a firm-fixed price (FFP) contract, which means that the Contractor will
receive full payment upon the completion of the contract requirements. Once a contract is
signed between Peace Corps and the successful Offeror, the Peace Corps is legally

If all hotels are unwilling to provide free wireless

internet, are you open to the idea of free internet in a
general area such as the lobby or meeting rooms?

The minimum requirements stated on page 3 of the SF-1449 document indicate that
wireless connectivity must be available in hotel rooms for the duration of the stay at no
extra cost; they also state that wireless connectivity must be available in meeting rooms
for the duration of the workshop. Given that award will be made on an LPTA (lowestprice technically acceptable) basis, if an Offeror cannot meet all of the minimum
requirements, they will be considered technically unacceptable and removed from
consideration for award. In the case that all Offerors cannot meet a particular requirement
(e.g., free wireless Internet in hotel rooms), the Peace Corps will make an award to the
lowest-priced Offeror who can meet all other minimum requirements, as stated in the SF1449.

How soon will you pay the invoice in order to facilitate

payment for the hotel?

In accordance with FAR 52.212-4(i)(2), the Government will make payment in accordance
with the Prompt Payment Act (31 U.S.C. 3903) and prompt payment regulations at 5 CFR
Part 1315. Unless discount terms are offered (i.e., the Contractor offers a discount for
paying within a certain number of days), the standard is typically 30 days from receipt of a
proper invoice.

QUESTION

ANSWER
The contract will be subject to the terms and conditions contained in the Statement of
Work and in any supplemental hotel agreement signed by both parties, as permitted by
applicable federal laws. As stated on page 2 of the SF-1449, any supplemental hotel
agreement must be submitted as part of Volume I (Technical Proposal) of the Offeror's
quote.
Further, in accordance with FAR 52.212-4(u), when any supply or service acquired under
this contract is subject to a supplemental agreement that includes a clause requiring the
Government to indemnify the Contractor or any person or entity for damages, costs, fees,
or any other loss or liability that would create an Anti-Deficiency Act violation (31 U.S.C.
1341), the following shall govern:

Solicitation #PC-15-Q-004

The location requirement is not flexible; the venue must be within 0.5 miles of Peace
Corps HQ, as stated in the solicitation.
Unfortunately, the meeting dates are not flexible.

No, this is not a follow-on requirement; it's a new requirement.
