Introduction
The One Stop Action Center (OSAC) was
created to facilitate the fast and efficient
processing of the necessary permits and
licenses for all existing and future
developers. Hand in hand with the OSAC
is the Office of Building and Civil Works
(OBCW).

Introduction
The OSAC shall be the unit responsible for
processing all applications for Registration
and Accreditation of enterprises, licensing
and issuance of permits to all JHSEZ
Enterprises and coordinating with all
government agencies whose services are
needed by locators / enterprises within
JHSEZ.

Collection of Fees
Rationale
JHMC may charge reasonable fees for
acceptance, processing, issuance and
renewal of all applications, certificates and
other similar documents that may be
required under JHSEZ Rules and
Regulations. Penalty fees may be charged
for violation or non-compliance of rules
and regulations.

Who Can Apply for Registration?
• Application for JHSEZ registration is open
to nationals and business enterprises of
any country in any area of economic
activity, except only as is specifically
limited by the Philippine Constitution.

The Registration Process
1. Applicants secure an application form and
checklist from JHMC and submit accomplished
form and requirements to JHMC. Applicants are
issued a JHSEZ Registration Form upon
payment of the processing fee. Payment is
non-refundable if application is declined.
2. The OSAC reviews and verifies all the
documents submitted by the prospective
locator.

The Registration Process
1. The Application is approved upon favorable
recommendation of JHMC and subsequent
approval of the JHMC Board.
2. The Certificate of Registration is issued upon
presentation to the JHMC of the Official
Receipt representing payment of Registration
Fee and Permit to Operate.

Enterprises
Conditions for Registration
• The enterprise should be a business entity
organized or located locally, or in any foreign
country.
• The enterprise must have a representative or
agent who is a legal resident of the JHSEZ.
• If affiliated with an existing enterprise in the
Philippines outside of the JHSEZ, the Enterprise
must establish a separate business organization
to conduct business exclusively within the JHSEZ
which shall be a separate taxable entity.

Issuance of Certificate of Registration
• By its mandate, the JHMC issues the
Certificate of Registration to all qualified
JHSEZ Enterprise.
• JHMC issues the said certificate within
sixty (60) days after receipt of the
completed application and all required
supporting documents.

Issuance of Certificate of Registration
• The certificate issued is valid for three (3)
years and for as long as the Enterprise is
qualified to continue its business
operations within the JHSEZ under the
terms and conditions for which the original
certificate was issued.

Withdrawal, Suspension, or Cessation
• Upon withdrawal, suspension, or cessation
of a JHSEZ Enterprise’s registered activity
or operations, a written notice must be
sent to JHMC one (1) month prior to the
implementation of the action.

Withdrawal, Suspension, or Cessation
• Subject to applicable laws, and rights of
mortgage creditors, the withdrawal or
cessation from business operations for a
continuous period of two (2) months, or
more upon approval by the JHMC, is
tantamount to the cancellation of the
Certificate of Registration without need of
Board action.

• The JHSEZ Enterprise shall cease to be
entitled to the incentives provided for in
RA 9400 among others.

Revocation, Suspension or Cancellation
The Certificates of Registration may be
revoked, suspended or cancelled on
any of the following grounds:
• Failure to maintain the qualifications for
registration or license
• Violation of any provision of Philippine Law, RA
9400 and/or JHSEZ Rules and Regulations;
• Violation of the corresponding implementing
memoranda or circulars or any general and
specific terms of registration or license agreement
between JHMC and the JHSEZ Enterprise. Page 14

Additional Undertaking for Applicants
1. Contribute to the development of JHSEZ
2. Support the promotion of JHSEZ as an
investment and tourist destination
3. Use local raw materials and supplies whenever
they are available at comparable quality and
price
4. Comply with all the rules and regulations on
importation/exportation

Additional Undertaking for Applicants
1. Submit periodic reports as may be required by
JHMC
2. Hire personnel from displaced Camp John Hay
employees and from BLIST areas, and abide by
existing labor policies, rules and regulations
pursuant to the Labor Code
3. Adhere to zoning regulations, building and
environmental standards
4. Comply with the terms and conditions of the
lease agreement with Camp John Hay

Accreditation of Enterprises
The Accreditation Process
1. Applicants secure an application form (Form
A2 Attachment B) and checklist from JHMC
and submit accomplished form and
requirements to JHMC. Applicants are
issued a JHSEZ Registration Form A2 upon
payment of the processing fee. Payment is
non-refundable if application is declined.
2. JHMC verifies if enterprise / locator has
complied with all requirements.

Requirements for Accreditation
1. Evidence of the intended or current physical
location of the enterprise within the JHSEZ and
the manner it was secured (JHMC, CJHDevCo,
from licensed facilities operator or other
property owner inside the JHSEZ)
2. If part of a larger business enterprise doing
business elsewhere in the Philippines, evidence
of corporate restructuring excluding it from the
JHSEZ Enterprises.
3. List or assets comprising the investment to be
made

each specific industry or line of business

Existing Locators
1. Latest monthly employment report must be
attached and must comply to the 85% total
manpower from the BLIST areas.
2. Latest Sanitary permit
3. Latest Fire and Safety permit

5. Latest SSS and PhilHealth remittances
6. Other documents which JHMC may impose.

Accreditation of Enterprises
Short-Term Operations
A Temporary Permit to Operate (TPTO) is issued
to businesses operating within JHSEZ for a
maximum of one (1) month such as trade fairs,
exhibits, and other similar activities.
Requirements
• Copy of their Contract with any Registered
/Accredited enterprise within the JHSEZ.
• Latest Business permit
• Latest Sanitary permit
• Schedule of activities (for monitoring purposes)
• Other documents which JHMC may impose.

Validity
• The Certificate of Accreditation shall be
valid for a period of one (1) year from the
date of approval but may be revoked by
JHMC if the enterprise has violated any of
the JHMC Implementing Rules and
Regulations and other applicable laws for
the JHSEZ.

Cancellation of the Certificate of Accreditation and Permit
to Operate is imposed upon the enterprise that has been
given three (3) written notices of violation for:
1. Making any false declaration or statement
in the application
1. Failure to comply with and maintain standard
requirements or violation of any of these rules,
promulgated orders, decision and circulars issued by
JHMC
2. Failure to notify JHMC on any amendments in the
Articles of Incorporation and by-laws which will affect
its operations within JHSEZ
3. Any other act or omission that works against the
interest of JHMC and any violations of applicable laws
or rules to JHSEZ. Page 28

Accreditation of Enterprises
Renewal
The Accreditation and Permit To Operate (PTO)
should be renewed strictly one (1) month prior
to its expiration. In case of failure to do so, the
company should apply for a Temporary Permit
To Operate which is valid only for one month so
as not to interrupt the flow of operation. Failure
to do so would result to an imposition to cease
or desist its operation until renewal is made.

laws, if applicable;
2. List and information sheets of additional
personnel, if any, including any change in

return covering the preceding years of operation;
4. List of suppliers of services/products availed of for
the past year

Other Rules for Accreditation
• The Certificate of Accreditation should be
displayed in a conspicuous area of the
establishment or the site of operation.
• JHMC Accredited companies are subject
to the periodic monitoring of the JHMC
Office.
• The Accreditation is strictly non-
transferable

Environmental Compliance Process
• Renewal of Permit to Operate (PTO)
1. Concerned enterprise submits a request for
issuance of Certificate of Environmental
Compliance (CEC). JHMC processes issuance of
CEC after annual inspection and environmental
audit. Said activity is undertaken 30 days before
renewal of PTO.
2. CEC is issued to the enterprise, after having
complied with the requirements. If requirements
are not met, a Statement of Undertaking must
be submitted and the enterprise is given 30
days to comply

• Renewal of Permit to Operate (PTO)
1. JHMC monitors enterprise compliance during
the 30-day period. Otherwise, corresponding
penalty for violation is enforced.
2. For non-compliance, suspension of the TPTO or
PTO is enforced to the offending enterprise,
aside from other sanctions and penalties

• Permit for New Enterprises
1. Any enterprise who applies for PTO must comply
with all applicable environmental laws in the
Camp John Hay Reservation and the JHSEZ.
2. All enterprises interested to operate within JHSEZ
must secure an Environmental Clearance
Certificate through the OSAC.
3. An enterprise introducing a development project
in the JHSEZ should submit a Project Initial
Environmental Examination (PIEE)
4. The enterprise must comply with the conditions
stated in the Environmental Compliance
Certificate (ECC) issued by DENR. Page 39

Environmental Compliance Process
• Permit for New Enterprises
1. The approved ECC and a copy of PIEE is
submitted to JHMC for compliance and
monitoring.
2. Any enterprise developing any portion of CJH not
covered under the 1997 ECC issued to Camp
John Hay must secure an ECC.
3. All newly-registered enterprises must secure an
approved CEC from JHMC.
4. Monthly monitoring and inspection is conducted
by JHMC as basis for the renewal of accreditation
and PTO / TPTO.

• Tree-Cutting and Pruning Permits
1. An enterprise with a project requiring tree-
cutting / pruning must submit an approved tree
inventory as basis for the tree-cutting/pruning
permit. Processing of the said permits are
endorsed to DENR after payment of required fees
2. A Notice to Proceed (NTP) is issued by JHMC
after approval of the tree-cutting permit
3. Tree-Cutting permit / pruning debris must be
disposed of properly by the concerned enterprise
4. Cut tress will be endorsed to DENR through
JHMC.

• Gathering of Wildlife
1. Requesting party submits official request to
JHMC for evaluation and approval
2. Authority to Gather is issued by JHMC
• Transport of Forest Products from CJH
1. Requesting party submits official request and
accomplishes permit transport form
2. Request is evaluated and the items are inspected
by authorized JHMC personnel before they are
allowed to exit the CJH premises
3. A copy of the transport permit is given to the
guards for filing

• Exit Pass of Solid and Hazardous Waste
1. Requesting party submits application for exit
pass and transport permit to JHMC. The items to
be transported are inspected by JHMC.
2. The requesting party pays the required fees
before the approval of the pass / permit.
3. The application is issued and a copy of the
transport permit is given to the guards for filing
