Organized in 1915, East Side Neighborhood Services, Inc. (ESNS) is a nonprofit human service agency that
provides social and other services to individuals, families and the communities of primarily Northeast & Southeast
Minneapolis. Our purpose is to assist people of all ages and backgrounds in realizing a higher quality of life.
Broad Scope and Function of Job: Assumes responsibility for strategic direction and effective operation of the
programs of the Employment & Training Department. The department employs eight staff and serves over 400 people
annually, through MFIP, Minneapolis Works, DEED, and training programs.
Major Job Duties and Responsibilities: Is responsible for, but not limited to, the following:

Program Development, Implementation & Leadership: Responsible for the effective and compliant
implementation of East Sides Adult Employment and Training contracts and programs. Oversees and
contributes to the collection of program data and outcomes, and the fulfillment of employment and training
contracts and grants. Develops and implements departmental strategies and goals, new program ideas,
evaluation procedures, and staffing structures. Provides Case Management, as needed, to meet performance
contracts and manage departmental workload.

Team Leadership & Supervision: Responsible for leading, supervising, and supporting East Sides Adult
Employment & Training staff team, including seven direct reports. Responsible for the recruitment, selection,
training and evaluation of departmental personnel, including regularly-scheduled individual and team
meetings; annual performance appraisals; and performance coaching and management. Ensures staff have
adequate resources to fulfill their job duties, including the recruitment of support staff through: AmeriCorps,
SCSEP, interns and volunteers. Plans, sets agenda and conducts department-wide staff meetings; staff
development, and in-service training; coordinate staff training institutes and workshops; and maintains regular
participation in professional conferences, staff committees and other forms of individual/team in-service
training.

Strategic Planning, Partnerships & Resources: Will actively establish and maintain effective and beneficial
partnerships that support and enhance services to clients, program infrastructure, and financial sustainability.
The Director will serve as the primary liaison to employment and training funders and contract managers for
the agency, and coordinate the involvement and oversight of the development team, executive staff, and
supervisor, as needed. Will set aspirational departmental goals with the employment staff team, and set an
action plan for improved performance, services, and financial sustainability.

Financial: Prepares department budget, monitors monthly financial reports and other financial statements.
Coordinates and controls departmental program budgets. In cooperation with the development department,
contributes to funding proposals, reviews contracts, seeks out new funding sources, and cultivates relationships
with funders. Oversees spending of client support funds, following appropriate accounting procedures and
regulations. Approves timecards, time off requests, and ordering of program supplies.

Administration: Administers agency policies, practices and procedures to Employment & Training
Department staff in conjunction with, or to the extent delegated by the Chief Operating Officer. Meets
regularly with the Leadership Team, consisting of other Department Directors and Executive Leadership, to
coordinate activities and to maintain and develop current and future Agency services and programs. Assists at

Agency Board of Directors meetings and committee groups when requested or appropriate. Works closely
with the Chief Operating Officer in planning and coordinating activities of the department, but generally has
wide latitude of discretion in the department's practices and procedures.
Job Requirements and Qualifications:
Education: Bachelor's Degree (or equivalent education & experience) in Human Services or related field. (State
certification as Career Development Facilitator strongly desired)
Experience: Five years of increasing experience in the Human Services field, especially in the area of employment
and related services. Fiscal management, supervisory experience, and case management experience required. Strongly
desire experience with MFIP, DEED, Case Management, and Workforce One.

Compensation: $41,320-$46,070, depending upon qualifications.
