Technical Issues of Road Construction

Guideline
Dr. Ir. M. Eddie Sunaryo, M.Sc.
International Seminar of Peat
Bandung
June 5, 2014

Overview
On June 4, 2014, IRE has held Workshops of Technology to
Overcome Problematic Soil and Slope Instability Issues.
Theme of the Workshops is:
Appropriate Technology Innovation in Solving Issues of Slope
Instability and Problematic Soils (soft soils, expansive soils and
peats)

Workshop Speakers
Workshops invited experts, practitioners, and
academics in field of slopes and problematic
soils as speakers.

Workshop Participant

Ministry of Public Works

Professional associations (HATTI)
Experts and practitioners
University
Researchers

Technical Issues from Workshops

1.

Treatment/ countermeasure need technological innovations

that began with repairing all aspects that may end up on the
relocation of:
a) Natural slope/ manmade
b) Problematic soils: embankment and subgrade, and
c) Technological innovations that answer point a) and b) (e.g
water control)

2.

3.
4.

In providing guidance to stakeholders, reference is

indispensable as a rule of thumb of treatment (in form of
practical catalogues) for investigation and identification of
the causes of instability.
Functional countermeasure to keep the road safe and
convenient should prioritized before a permanent treatment.
Design or construction guidelines can be a practical rule of
thumb for the construction of embankment and slopes

Technical Issues from Workshops

5. Permanent treatment should consider the
following factors:
a) Existing issues and history of treatment
o The role of geologist is very important, to obtain
information of sliding history in study area

b) Geological conditions and problems related to

geology
c) For the problematic soil types in upland areas (soft
soil, expansive soil, peat and shale) and also
unsaturated soil ,need to look at the characteristics
of each type of soil.
o

Care should be taken to areas of shale deposits

Technical Issues from Workshops

6. For slope instability (sliding) cases, need to consider
soil homogeneity and distribution that occurs, and
needs investigation of:
a)
b)

c)
d)

Cracks (eg with georadar)

Water discharged from the Ground Water Coverage
(Cakupan Air Tanah, CAT)
Soil type and soil layers
Geoenvironment approach, especially water control
(e.g transversal and longitudinal subdrain). It is very
important and can not be ignored in dealing with the
collapse of the slope or in the slope design.

7. Currently, bored piles with water drainage (pematusan

air) are widely used to overcome slidings

Technical Issues from Workshops

8. In design, in addition to geotechnical engineer,
also need some highway experts, structure experts
and geohydrology experts.
9. To answer all of the above issues, IRE under
supervision of BALITBANG in collaboration with
the Indonesian Society of Geotechnical
Engineering (HATTI) tried to compose an
Indonesia Standard for Geotechnical
Design (Design Code) with the involvement of
experts and 9 important topics of study
undertaken during the period 2014-2016.
