Summary

The average energy consumption for the period 2008 - 2010 of Elderly House (Social Care
Establishment) is approximately 63,859 kWh/year for heating of rooms and 52,987 kWh/year for
electricity, totally 156.42 kWh/myear.
Based on the information gathered during inspection of this building, the existing condition is very
different from the standard values based on the Albanian Energy Building Code and other design
values. The actual room temperature was much lower than what is required by the above norms.
The reason is that since there was not sufficient quantity of oil, the boiler has been working only for
14 hours a day and not for 24 hours a day as is required for a comfort heating. Consequently, the
average indoor temperature during the day has been about 17 C. This situation needs to be
improved, and as basis for evaluating possible energy efficiency measures, the Baseline is
calculated using room temperature as required by the Albanian Building Standard (see Chapter 4).
The Energy Auditing has identified a considerable energy efficiency improvement potential for this
building.
The energy savings potential for identified energy efficiency and renovation measures is
summarised in the following table, with ranking of measures according to their profitability (NPVQ):

By introducing operation and maintenance and energy monitoring, we will avoid increase of the
energy consumption after implementation of the energy saving measures, keep the operation
costs, incl. energy, as low as possible on a permanent basis, and prevent large and expensive
repairs. The investment costs for Operation & Maintenance and Energy Monitorting system will be
1,700 Euro.

The reduction of CO2 emissions achived by implementation of all measures is 175.68 tons/year.
It is recommended to introduce tailored operation and maintenace system and routines to ensure
suitable operational conditions in the building and to keep the operation costs, including energy, as
low as possible on a permanent basis. This should include energy monitoring routines based on
ET-curve and manual, and training of O&M personnel.
The project organisation can start in January 2012. The project implementation can start in June
2012 and will be completed within August 2012.
Dr. Eng. Besim ISLAMI and Dr. Edmond HIDO / the Albania-EU Energy Efficiency Centre (EEC),
as the EE consultants, can offer a turnkey contract for the whole project.

Introduction

2.1 Background
Dr. Eng. Besim ISLAMI and Dr. Eng. Edmond HIDO (the Albania-EU Energy Efficiency Centre EEC), as the EE consultants, have conducted this Pilot Energy Audits according to the Albanian
standard methodology. In addition to this, they have used also the calculation methods and tools
provided by the Energy Saving International AS (ENSI) of Norway.
The ENSI EAB Software was used for the energy calculations (EAB = Energy Auditing of
Buildings). The ENSI EAB Software is a well-know method and tool and is widely recognized
within the EU Member States. In addition, this tool is used to provide the calculations required by
the EU Directive on Energy Performance in Buildings (2010/31/EU).
The ENSI EAB Software allows to calculate:

Energy consumption for the existing situation of the building;

Baseline energy consumption;

Energy savings from energy efficiency and renovation measures.


Three terms are used to describe the parameters of the building:

Actual is used to describe the existing situation in the selected building,

Baseline is a mix of actual/existing situation and key design values (for instance room
temperature),

Measures is describing the parameter value after implementation of energy efficiency


and renovation measures.
The results of the Pilot Energy Audit are given in this report.

Short presentation of the Municipality of Korca


Municipality of Korca is one of the coldest regions of Albania. The heating degree-days for this
region are more than 2400, which is one of the highest values in Albania. This means that this
municipality needs more energy than other parts of Albania for the buildings space heating and
other services. According to preliminary calculations this municipality consumes 8.5-10 % of total
primary energy sources of Albania. This is the main reason why it was decided to work in Korca at
local level.
District of Korca has a total area of 1,752 km2 and the population is about 144,000. District of
Korca ranks 6th in the list of districts with the higher number of population and has about 5 % of the
total population of Albania. The share of population for District of Korca is 40 % in the cities and 60
% in the villages. The households/public buildings energy sector is one of the important energy
consuming sub sectors in Municipality of Korca. Its importance is highlighted by the fact that it
consumes large quantities of electricity and fuel-wood.

Short presentation of the Elderly House


The Elderly House is situated in the east part of the Kora city, on the lirimi i Kores street. This
institucion consists of a complexs with two buildings. The first and main building is a two floors
building that is facing to the west. In the first floor of this building there are the livingrooms, where
the elderly and the handicap people are doing different activities as well as there are the kitchen,

the dining room, the laundry, toilets and shower-baths, and two sleeping rooms. In the second
floor of this building there are the sleeping rooms, toilets and shower-baths as well as a medical
room. The second building is a two floors building. In the first floor there are two rooms used for
physical training/exercises and massage for handicap people. In the second floor, there are offices
of this institution and two livingrooms. Both buildings are connected through a corridor, which is
used also as rest or meeting area. The main building is built in the 1932. The walls of the first
floor are made of rocks, while the walls of the second floor are made of bricks. The building has a
pitchid roof, which has been refurbished in the 1999. At the beginning, the destination of the
building has been a vila, while during 1970 it has been adopted as a elderly house. The second
building is relatively new and its walls are made of bricks. This institution is surrounded by a high
fence and has a small garden with trees. This garden is used as a rest area from about 50
elderly/handicap people. The staff of this institution consists of 24 people. In the Figure 1 (page
13) it is shown a schematic layout of the premises and the garden of the Elderly House. In the
Figure 2 (page 14) it is shown a schematic layout of the first floor of the main building of the
Elderly House, the connecting corridor and the second building. In the Figure 3 (page 15) it is
shown a schematic layout of the second floor of the main building of the Elderly House.
The aim of the project is to reduce the energy costs, improve the indoor environment, ensure more
efficient operation and maintenance of the building and the technical installations, etc.

2.2 The Project Development Process


Project development includes evaluation and implementation profitable energy efficiency (EE)
measures in the building. Each building is unique and each project must be treated separately to
find individual energy savings possibilities. The building owners might have various plans for
renovation and different requirements on the profit of EE measures.
Hence, the total Project Development Process is divided into six main activities as illustrated in the

For calculating the price of 0.0998 /kWh, we have used the average 2008 - 2010 quantities of
kWh for each of the energy source (electricity and oil) consumed for space heating multiplied by its
respective present tariff.
The electricity and fuel oil consumption are used in order to meet different services during the last
three years, and so it is possible to see the trends in energy consumption in total. In order to
describe the energy consumption, the Energy Auditing Team has visited the Helderly House and
has opened the recorded financial book in order to read the energy consumption for different
energy commodities as has been already described in the respective Chapter.

6.2 Calculated and Baseline Energy Consumption


The ENSI EAB Software was used for the energy calculations (EAB = Energy Auditing of
Buildings).
The ENSI EAB Software allows to calculate:

Energy consumption for the existing situation of the building;

Baseline energy consumption;

Energy savings from energy efficiency and renovation measures.


Three terms are used to describe the parameters of the building:

Actual is used to describe the existing situation in the selected building,

Baseline is a mix of actual/existing situation and key design values (for instance room
temperature),

Measures is describing the parameter value after implementation of energy efficiency


and renovation measures.
The calculation of energy consumption for heating is given in Table 1.
Based on the information gathered during inspection of the building, the existing condition of all
parameters has been defined and filled into the column "Actual".
In 1999 the building was refurbished without thinking about energy efficiency, therefore the existing
situation is very different from the standard values based on todays building codes and design
values. The actual room temperature was much lower than what is required.
The reason is that since there was not sufficient quantity of oil, the boiler has been working only for
14 hours a day and not for 24 hours a day as is required for a comfort heating. Consequently, the
average indoor temperature during the day, when the elderly and the handicap people have
different activities or during the night, when these people sleep has been about 17 C. This has
been used when doing energy calculations for the existing situation.
This needs to be improved, and as basis for evaluating possible energy efficiency measures, the
Baseline is calculated using room temperature as required by the Albanian Building Standard
(see Chapter 4). Input values for all other parameters are the actual values.
The calculated Baseline is used as basis for further calculation of savings and profit of
energy efficiency measures.
As can be seen from the print screen in Table 1, the calculated baseline energy use for heating
before implementation of energy efficiency measures is 162.7 kWh/m2 year.
Similar calculations have been made for all the budget items (Lighting, Various equipment, etc.).
The next step was to calculate savings from the various energy efficiency and renovation
measures. To assess the energy savings potential from these measures, new values have been
calculated and entered into the Measures column.
The column "Saving" is calculated by the EAB Software/program, and show energy savings for
each EE measure.
The results of all these calculations have been entered into the Energy Budget Table in Chapter
6.3.

According calculations of the actual building geometry, the total heating area is about 747 m.

The Actual and Measured Columns in the above table illustrates the situation when the energy
consumption, for the representative (average energy consumption for the period 2008 - 2010), is
measured only for the space heating (supplied by oil & electricity) as well as the lighting, domestic
hot water and various exploitable (supplied by electricity) and not for each budget item separately.
There is no ventilation and cooling in this building. During the whole period, the building was not
heated enough to keep proper room temperature.

By introducing operation and maintenance and energy monitoring, we will avoid increase of the
energy consumption after implementation of the energy saving measures, keep the operation
costs, incl. energy, as low as possible on a permanent basis, and prevent large and expensive

After the implementation of the EE measures, for providing the space heating, the Elderly House
will consume less energy. The savings will be in:
1. Oil in the amount of 96,214 kWh,
2. Electricity in the amount of 12,115 kWh.
After the implementation of energy efficiency lighting, the Elderly House will consume less
electricity. The savings will be in the amount of 1,718 kWh.
Besides these, it is important to stress that the indoor environment (indoor temperature) of the
Elderly House will be considerably improved. This will contribute to a much better living conditions.
Thus, during the heating season, the average indoor temperature will be about 17.73 C (the
livingroom and office will have a temperature about 20 C). In the actual conditions, the average
indoor temperature of the Elderly House is about 17 C.

11 Operation and Maintenance


11.1 Introduction
Commissioning procedures to ensure correct and efficient functioning are very important when
starting the operation of the building. However, the conditions will not remain as planned for the
total lifetime, unless proper operation and maintenace system and routines are used.
There are three main aims of establishing routines for operation and maintenance:
1.

Provide suitable operational conditions in the building

2.

Keep the operation costs, incl. energy, as low as possible on a permanent basis

3.

Prevent large and expensive repairs

Operation: daily, weekly and monthly activities that are repetitive within a one-year period for
building and technical installation systems that shall satisfy given functional demands and
requirements.
Maintenance: all activities and efforts put forward in a period of more than one year.
Repair: repairing what has been broken or damaged back to its original standard or quality.
In order to operate and maintain the building properly, it is necessary to know:
How the installations are supposed to operate
Which installations require maintenance
How to operate and maintain the installations
When to operate and maintain the installations
Who is responsible for the work
This documentation should be presented in the Operation and Maintenance Manual.
The total costs for the proposed measure - implementing the operation and maintenance routines
and energy monitoring sum up to 1,700 Euro for this project.

11.2 O&M Manuals and Routines


Dr. Eng. Besim ISLAMi and Dr. Eng. Edmond HIDO, as the EE consultants, will prepare a tailored
Operation and Maintenance Manual before the commissioning of the implemented measures,

11.3 Energy Monitoring


Energy Monitoring is systematic routines for weekly registration and control of the energy
consumption and operational conditions in buildings. By comparing the measured consumption
with the calculated target each week, the personnel responsible for Operation and Maintenance
can ensure optimal operation of the building's technical installations.
The basic tool in an energy monitoring system is the Energy-Temperature (ET) Diagram. Every
building has its own, unique ET-Curve (the line in the diagram) which can be established by energy
calculations. The ENSI EAB software calculates the ET-Diagram as it is shown below for the
Elderly House in Korca. This diagram includes the ET-Curve and registrations of measured energy
consumption for the corresponding weekly mean outdoor temperature.

The ET-Curve shows what the energy consumption should be (the target value) at different
outdoor temperatures. If the weekly consumption is more than 10 % outside the target value,
actions should be taken to identify the cause and make corrections.

11.4 Energy Monitoring Manual and Routines


Dr. Eng. Besim ISLAMi and Dr. Eng. Edmond HIDO, as the EE consultants, will prepare an Energy
Monitoring Manual before the commissioning of the implemented measures. The manual will be
tailored to this project, and include:

The energy registrations will be done by the existing meters for water and electricity, as well as by
new meter for oil. The average outdoor temperature will be measured by a new temperature
logger that will be installed at the building site.

2. Register the outdoor mean temperature for the corresponding period;

By ploting the registered weekly energy (electricity and oil) consumption and weekly mean
temperature in the ET-Diagram, the ET-Curve will be prepared. Any deviations from the ET-Curve
indicate some malfunctioning equipment or any wrong operation settings. The O & M personnel
should identify the cause, and implement the required repair or adjustments.
Regular reporting to the Elderly House director.
Dr. Eng. Besim ISLAMi and Dr. Eng. Edmond HIDO, as the EE consultants, will provide training to
introduce the routines to the operation and maintenance personnel.
If the operation and maintenance personnel cannot find the cause for the deviation, the Dr. Eng.
Besim ISLAMi and Dr. Eng. Edmond HIDO, as the EE consultants, can assist on reimbursable
basis.
