Floor Space Index in 8 Major Cities

Floor space index (FSI) or floor area ratio (FAR) basically defines the ratio of the total covered area of construction
to the total plot size. For example, if the FSI/FAR is 1 and the total plot area is 2,000 sq. ft., then the maximum
buildable area of the building must not be more than 2,000 sq. ft. FAR does not have many restrictions on how
many floors a building must have, except for the height and other restrictions the municipal or development body
has in certain areas and zones. Hence, one can construct a building with only two floors spanning 1,000 sq. ft. or
four floors with 500 sq. ft. each. FSI however excludes public amenities such as common area, parking area,
interior open space, ducts and basement exclusively used for parking. These areas are left out while computing
FSI.
FSI is decided by the city municipal corporation or the development authority according to the development control
regulations (DCR) and varies across different cities as well as localities. Here is a list of the 8 most important cities
and their FSIs.
Mumbai
Developers are allowed an FSI of 1 in Mumbai suburbs and 1.33 in the island city. Redeveloped buildings have
additional FSI. FSI for redeveloped private cessed buildings is 3, while the FSI for redeveloped MHADA cessed
buildings is 2. However, the FSI for the MHADA buildings is expected to be increased to 3 by the state
government. FSI for redeveloped non-cessed buildings is 2.5. The FSI for cluster redevelopment is 4. There is a
plan to provide an FSI of 4 for constructions along the transit corridors.
Delhi
In Delhi, the term FAR (floor area ratio) is used more often than the term FSI. FAR in Delhi, is calculated as an
equivalent to percentage unlike standard ratios in other major cities. The general FAR for apartments is 200 and
for plotted houses it is 300. Near the metro rail corridor, the Delhi Development Authority (DDA) has decided the
FAR for apartments to be 300 and for residential houses to be 450. The DDA has proposed to increase the FAR for
bigger plots in the Delhi Master Plan 2021. Currently the allowed FAR for plots of size 750-1,000 sq. mt. is 150.

to

be

increased

to

200.

Bengaluru
The FSI in Bengaluru is calculated according to the size of the plot and road width. For plot size of up to 3,875 sq.
ft. with road width up to 40 ft., the realizable FSI is 1.75. For plot size of 3,875-10,760 sq. ft. with road width
between 40 ft. to 60 ft., the FSI is 2.25. The FSI for plot area of 10,760-21,520 sq. ft. and road width between 60 ft.
to 80 ft. is 2.5. The FSI for plot area of 21,520-43,050 sq. ft. and road width between 80 ft. to 100 ft. is 3. The FSI
for a higher area and road width beyond 100 ft. is 3.25.
Hyderabad

Currently, the Greater Hyderabad Municipal Corporations (GHMC) development plan does not have specific FSI
rules for buildings in Hyderabad. Specifically, high rises have a free FSI (no limit on FSI), in order to encourage
real estate growth in the city. However, as per the Andhra Pradesh building rules, the built up area in some cases
such as stepped type, podium and tower buildings was being done at higher FSI of up to 5.
Chennai
The FSI for ordinary and special buildings is 1.5. Premium FSI can be bought for all plots that abut on a road
having a minimum width of 30 ft. For plots that abut a road of width 30 ft., the premium FSI is 20 per cent. For plots
that abut a road of width 40-60 ft., the premium is 30 per cent and for plots that abut a road of width more than 60
ft., the premium is 40 per cent. There are also certain relaxations available for areas close to MRTS.
Pune
The current FSI in old city areas of Pune (including all peths) is 1.5 and 2.5 for MHADA schemes. The FSI
available for the slum rehabilitation schemes is up to 5.5. The Pune Municipal Corporation (PMC) is planning new
roads, tunnels and flyovers. According to the development plan, the FSI will be increased to 4 in the metro
corridors.
Ahmedabad
The FSI is 1.2 in R-2 zones (city outskirts) and 1.8 in R-1 zone. Developers are also allowed to buy additional 0.45
FSI for a premium. The development plan (DP) in 2013 proposed to increase the FSI in R-2 zones to 1.8, allowing
vertical growth in outskirts, and increasing FSI in R-1 zone to 2.5. The state government is planning to make the
FSI along the Metro Rail, BRTS corridors and the 132 ft, Ring Road transferable and to keep the transferable FSI
of 4. Ashram Road is allowed an FSI of 5.4 by AUDA (Ahmedabad Urban Development Authority).
Kolkata
In Kolkata, the FSI of a residential building is calculated depending on the width of the access road. For a plot near
a road of width between 8 ft. to 11.5 ft, the FSI is 1.25. The FSI for a plot near a road of width 11.5-23 ft is 1.75 and
the FSI for a plot near a road of width 23-30 ft is 2. The FSI for a plot near a road of width 30-50 ft is 2.25 and the
FSI for a plot near a road of width 50-66 ft is 2.5. The FSI for a plot near a road of width 66-80 ft is 2.75 while the
FSI for a plot near a road with width more than 80 ft is 3.
