1.
INTRODUCTION
1.1.
SCOPE
The specification defines the minimum requirements for the design, planning,
materials for roads and paving works for the FEED for Berths and Common
Infrastructure for Ras Laffan Port Expansion Project.
It is intended that this specification is read as a supplement to QPs Standard
Specification for Civil Works, Volume 1 and Qatar Construction Specification
(QCS).
1.2.
DEFINITIONS
The term QP shall mean Qatar Petroleum, or their designated representative.
The term CONTRACTOR shall mean the approved EPIC Contractor, or their
approved designated representative.
The term WORK shall mean the operations required to be completed by the
CONTRACTOR on behalf of QP.

ROADS
2.1.
DEFINITIONS
2.1.1.
Subgrade
The prepared existing ground in cut or fill to receive the capping layer or sub-base.
2.1.2.
Formation
The completed earthwork levels shaped in readiness to receive sub-base.
2.1.3.
Sub-base
The layer of granular material laid on the subgrade. This could be the primary or
secondary layer dependant on the condition of the subgrade and the depth of subbase chosen.
2.1.4.
Road Base
The main load spreading layer of either granular, bituminous or cement stabilised
material laid on the sub-base.
2.1.5.
Base Course
A rolled layer of bituminous material laid upon the road base.
2.1.6.
2.1.7.
Prime Coat
A single coat of low viscosity liquid bituminous material applied to absorbent granular
surfaces.
2.1.8.
Tack Coat
A single coat of low viscosity liquid bituminous material applied to existing bituminous
surfaces.
2.1.9.
Hard Shoulder
Delineated strip, on each side of the road used for emergency run off/parking of
vehicles, surfaced with a rolled layer of bituminous material.
2.2.
The material passing the 0.075mm sieve shall be less than 35%.
The material passing the 0.425mm sieve when tested in accordance with BS
1377 shall have liquid limit less than 30% and plasticity index not more than
10%.
The soaked value of the California Bearing Ratio (CBR) shall be greater than
25%. The soaked value of CBR shall be determined in accordance with
Clause 3.10.3, Section 6 of QCS.
All fill
Preparation of the formation shall be carried out after all duct and pipe installation in
the subgrade has been completed.
Once prepared, the formation shall be maintained in the finished condition until the
first succeeding course of sub-base, base or asphalt pavement has been placed.
The Contractor shall take all necessary precautions to protect the formation from
damages. Hauling over finished subgrade shall be limited to that, which is essential
for construction purpose.
All cuts, ruts and breaks in the surface of subgrade shall be repaired by Contractor
before placing any subsequent layer.
2.3.
2.3.1. General
The Sub-base and Road base shall be in accordance with Section 6, Part 4 of
QCS. Material qualification test frequency for sub-base aggregate shall be 1 test per
3000m3.
Unless noted otherwise in drawings the minimum compacted thickness of Subbase and Road Base shall be 200mm and 150mm respectively.
The sub-base course shall consist of fine aggregate meeting the requirements vide
clause 2.3.2.1 below.
The road base shall consist of fine and coarse aggregate and the combined
gradation shall comply with item 6 of clauses 4.4, part 4, Section 6 of QCS.
The sub-base or road base shall be compacted and tested for acceptance in
accordance with CML 12-97 and BS 1377, Part 2, to attain a minimum density of
100% of maximum dry density of the material. Two tests shall be carried out for
every 500m2 of area.
The contractor shall protect the sub-base and road base course so that it is
maintained sound,
The coarse aggregate shall be hard and durable and free from organic matter, clay
and other extraneous or detrimental materials.
Coarse aggregate shall be subject to the sodium sulphate soundness loss test in
accordance with AASHTO T-104.
2.4.
ASPHALT WORKS
2.4.1. General
Material, equipment and construction of bituminous paving works, including Prime
Coating and Tack Coating, shall comply with Section 6, Part 5 of QCS. Material
qualification test frequency for asphalt aggregate shall be 1 test per 3000m 3.
2.4.2. Materials
Fine aggregates (passing the 2.35mm BS sieve) shall comply with clauses 5.2.1,
Section 6 of QCS. The parent rock of the crushed mineral aggregate shall be Gabbro
in accordance with Group 4 of BS812 or similar.
Coarse aggregate (retained on the 2.36mm BS sieve) shall comply with clauses
5.2.2, Section 6 of QCS. The parent rock of the crushed mineral aggregate shall be
Gabbro in accordance with Group 4 of BS812 or similar.
Mineral filler shall comply with clause 5.2.3, Section 6 of QCS.
Bitumen shall be 60-70 penetration grade in accordance with BS EN 12591 and shall
comply with Clauses 5.2.4, Section 6 of QCS.
The application
temperature shall be between 13C and 60C and shall not be applied during rain,
fog, dust storms or other unsuitable weather.
Tack coat shall meet the requirement of clause 5.13, Section 6 of QCS.
2.5.
ROAD DESIGN
The design of roads shall take into account the characteristics of traffic, subgrade,
water table, Sub-base, base course and wearing course characteristics, construction
traffic, the QCS. and Qatar Highway Design Manual (QHDM) published by the Civil
Engineering Department of Ministry of Public Works (now recognised as the Ministry
of Municipal Affairs & Agriculture). However, the following shall be considered as the
minimum requirement:
The design axle load for roads shall be 11 tonnes with two circular contact areas of
300mm diameter, 2400mm centre to centre.
Horizontal and vertical alignment shall be determined by the specified speed
parameter together with the appropriate safe stopping sight distance and safe
overtaking distance.
2.6.
ROAD DIMENSIONS
2.6.1. Width
The minimum width of access way and roads shall be as follows:

2.7.1. Roads
For cross section details of roads refer to Contract Drawings. The road shall consist
of the following layers:
a) Compacted subgrade
b) A sub-base layer of minimum thickness 200mm
c) A road base layer of minimum thickness varies
d) Prime coat with Medium curing cutback liquid asphalt MC-70
e) A Marshall Design Mix type MD1, thickness varies (Base course)
f) Tack coat with Emulsified asphalt
g) A Marshall Design Mix type MD4, thickness 40mm (Wearing course)
2.7.2. Shoulders
The road shall consist of the following layers:
a) Compacted subgrade
b) A sub-base layer of minimum compacted thickness 200mm
c) A road base layer of minimum compacted thickness 150mm
d) Prime coat with Medium curing cutback liquid asphalt MC-70
e) A Marshall Design Mix type MD1, thickness varies (Base course)
The top of shoulders shall have transverse slope of 2 percent.
2.8.
DRAINAGE OF ROADS
The geometry of the road shall be such that the longfall and crossfall is in
accordance with the standards and allows correct drainage of the surface of the
pavement. Drainage of roads shall be done by cross slope.

Raised kerbs (see Contract drawings) shall comply with clause 8.2, Section 6 of
QCS.
