1.

INTRODUCTION

1.1.

SCOPE
The specification defines the minimum requirements for the design, planning,
materials for roads and paving works for the FEED for Berths and Common
Infrastructure for Ras Laffan Port Expansion Project.
It is intended that this specification is read as a supplement to QPs Standard
Specification for Civil Works, Volume 1 and Qatar Construction Specification
(QCS).

1.2.

DEFINITIONS
The term QP shall mean Qatar Petroleum, or their designated representative.
The term CONTRACTOR shall mean the approved EPIC Contractor, or their
approved designated representative.
The term WORK shall mean the operations required to be completed by the
CONTRACTOR on behalf of QP.

1.3.

APPLICABLE CODES, STANDARDS, AND SPECIFICATIONS


All works shall conform to the latest revision, at the time of award of contract, of the
listed National Standards and Local Regulations. In the event of a conflict between
various codes, standards and this specification, the order of precedence shall be:

2.

ROADS

2.1.

DEFINITIONS

2.1.1.

Subgrade
The prepared existing ground in cut or fill to receive the capping layer or sub-base.

2.1.2.

Formation
The completed earthwork levels shaped in readiness to receive sub-base.

2.1.3.

Sub-base
The layer of granular material laid on the subgrade. This could be the primary or
secondary layer dependant on the condition of the subgrade and the depth of subbase chosen.

2.1.4.

Road Base
The main load spreading layer of either granular, bituminous or cement stabilised
material laid on the sub-base.

2.1.5.

Base Course
A rolled layer of bituminous material laid upon the road base.

2.1.6.

Wearing Course (Surface Course)


A rolled layer of bituminous material surfacing laid on the base course.

2.1.7.

Prime Coat
A single coat of low viscosity liquid bituminous material applied to absorbent granular
surfaces.

2.1.8.

Tack Coat
A single coat of low viscosity liquid bituminous material applied to existing bituminous
surfaces.

2.1.9.

Hard Shoulder
Delineated strip, on each side of the road used for emergency run off/parking of
vehicles, surfaced with a rolled layer of bituminous material.

2.2.

SUBGRADE AND/OR FORMATION


Earthwork in Subgrade shall conform to section 6, Part 3 of Qatar Construction
Specification (QCS).
The Fill material, Unsuitable material, Rock fill and Selected Fill shall comply
with the requirements of clause 3.3 and 3.6, section 6 of QCS.
Filling low-level areas shall be to the level of subgrade as designated in drawings.
The existing ground shall be scarified in place to a minimum depth of 150mm for the
full width of embankment.

The scarified material shall be watered as required,

thoroughly mixed, shaped and compacted to 95% maximum dry density.


Where an existing embankment is being widened, the existing embankment slope
shall be trimmed into benches of minimum width 1m and depth 500mm before
placing and compacting each layer of new embankment material.
All fill material, for a depth of 750mm below the formation level, shall meet the
following requirements for selected fill:

The material passing the 0.075mm sieve shall be less than 35%.

The sand equivalent value shall be greater than 25.

The material passing the 0.425mm sieve when tested in accordance with BS
1377 shall have liquid limit less than 30% and plasticity index not more than
10%.

The soaked value of the California Bearing Ratio (CBR) shall be greater than
25%. The soaked value of CBR shall be determined in accordance with
Clause 3.10.3, Section 6 of QCS.

Filling shall be in layers not exceeding 150 mm compacted thicknesses.

All fill

material shall be compacted to 95% maximum dry density.


Compaction shall be carried out in accordance with clause 3.6.6, section 6 of QCS.
All areas including embankment, roadway, medians, shoulders, sidewalks and kerbs
shall be compacted to 95% maximum dry density.

SPECIFICATION FOR ROAD WORKS

Preparation of the formation shall be carried out after all duct and pipe installation in
the subgrade has been completed.
Once prepared, the formation shall be maintained in the finished condition until the
first succeeding course of sub-base, base or asphalt pavement has been placed.
The Contractor shall take all necessary precautions to protect the formation from
damages. Hauling over finished subgrade shall be limited to that, which is essential
for construction purpose.
All cuts, ruts and breaks in the surface of subgrade shall be repaired by Contractor
before placing any subsequent layer.

The Contractor shall protect the prepared

subgrade from his own and public traffic both.


Testing the Subgrade/Formation shall comply with Clause 3.10 of QCS. Material
qualification test frequency for embankment fill (subgrade / formation) shall be 1 test
per 3000m3.

2.3.

SUB-BASE AND ROAD BASE

2.3.1. General
The Sub-base and Road base shall be in accordance with Section 6, Part 4 of
QCS. Material qualification test frequency for sub-base aggregate shall be 1 test per
3000m3.
Unless noted otherwise in drawings the minimum compacted thickness of Subbase and Road Base shall be 200mm and 150mm respectively.
The sub-base course shall consist of fine aggregate meeting the requirements vide
clause 2.3.2.1 below.
The road base shall consist of fine and coarse aggregate and the combined
gradation shall comply with item 6 of clauses 4.4, part 4, Section 6 of QCS.
The sub-base or road base shall be compacted and tested for acceptance in
accordance with CML 12-97 and BS 1377, Part 2, to attain a minimum density of
100% of maximum dry density of the material. Two tests shall be carried out for
every 500m2 of area.

The contractor shall protect the sub-base and road base course so that it is
maintained sound,

during work progress

after its completion and

before receiving the bituminous layers.

2.3.2. Unbound Pavement Materials


2.3.2.1. Fine Aggregate
Fine aggregate (passing the 4.75mm sieve) shall consist of natural sand (Desert fill)
and/or crushed mineral aggregate.

The parent rock of the crushed mineral

aggregate shall be Gabbro in accordance with group 4 of BS 812 or similar.


The fine aggregate shall be clean and free from organic matter, clay-balls and other
extraneous or detrimental materials.
The ratio of fine aggregates passing the 0.075mm sieve shall not exceed 66% of the
portion passing the 0.425mm sieve.
The material passing the 0.425mm sieve shall have a maximum liquid limit of 25%
and plasticity index shall not exceed 6.
2.3.2.2. Coarse Aggregate
Coarse aggregate (retained on the 0.425mm sieve) shall consist of crushed
stone/crushed gravel with 50% by weight with fractured faces and shall be of such
gradation that when combined with other required aggregate fraction in proper
proportion, the resultant mixture will meet the designated gradation. The parent rock
of the crushed stone shall be Gabbro in accordance with Group 4 of BS 812 or
similar.
The flakiness index of the aggregate shall not exceed 35% when tested in
accordance with BS 812.
The percentage of wear of coarse aggregate shall not exceed 40% when tested for
resistance to abrasion in accordance with AASHTO T-96.

The coarse aggregate shall be hard and durable and free from organic matter, clay
and other extraneous or detrimental materials.
Coarse aggregate shall be subject to the sodium sulphate soundness loss test in
accordance with AASHTO T-104.

The maximum allowable sodium sulphate

soundness loss shall be 18%.


The total loss factor when tested in accordance with 10 minute immersed rotational
test shall not exceed 20%. The test shall be carried out in accordance with CML
Standard Method of test 1-97.
2.3.2.3. Water
Sea brackish or saline water shall not be used in the mixing, spreading or
compacting operation for aggregate base/ sub-base materials.

2.4.

ASPHALT WORKS

2.4.1. General
Material, equipment and construction of bituminous paving works, including Prime
Coating and Tack Coating, shall comply with Section 6, Part 5 of QCS. Material
qualification test frequency for asphalt aggregate shall be 1 test per 3000m 3.

2.4.2. Materials
Fine aggregates (passing the 2.35mm BS sieve) shall comply with clauses 5.2.1,
Section 6 of QCS. The parent rock of the crushed mineral aggregate shall be Gabbro
in accordance with Group 4 of BS812 or similar.
Coarse aggregate (retained on the 2.36mm BS sieve) shall comply with clauses
5.2.2, Section 6 of QCS. The parent rock of the crushed mineral aggregate shall be
Gabbro in accordance with Group 4 of BS812 or similar.
Mineral filler shall comply with clause 5.2.3, Section 6 of QCS.
Bitumen shall be 60-70 penetration grade in accordance with BS EN 12591 and shall
comply with Clauses 5.2.4, Section 6 of QCS.

2.4.3. Prime Coat


Medium curing cutback liquid asphalt MC-70 in accordance with AASHTO M-82 shall
be used for prime coat. The rate of application shall be 0.75 Kg/m 2. The application
temperature shall be between 60C to 85C.
Prime Coat shall comply with the requirements of Clause 5.12, Section 6 of QCS.

2.4.4. Marshall Design Base Coarse MD1


The mix design for bituminous paving shall be in accordance with clause 5.7, Section
6 of QCS.
Gradation of aggregate shall be in accordance with Table 5.1, Section 6 of QCS.
Design criteria for asphalt mix shall be in accordance with Table 5.2, Section 6 of
QCS.
Bitumen grade 60/70 shall be used.
The compacted thickness of MD1 Base course shall be defined in detailed design.

2.4.5. Tack Coat


Tack coat consists of furnishing and applying diluted emulsified asphalt to previously
prepared Base course, to provide bond for a superimposed course to the fulldesignated width of roadway.
Emulsified asphalt shall comply with BS434, Part 1 Class K1-40.
The approved emulsion shall be diluted with approximately an equal quantity of
water and thoroughly mixed.
The diluted emulsion shall be applied at the rate of 0.38kg/m 2.

The application

temperature shall be between 13C and 60C and shall not be applied during rain,
fog, dust storms or other unsuitable weather.
Tack coat shall meet the requirement of clause 5.13, Section 6 of QCS.

2.4.6. Marshall Design Wearing Course MD4


The mix design shall be in accordance with clause 5.7, Section 6 of QCS.
Gradation of aggregate shall be in accordance with table 5.1, Section 6 of QCS.
Design criteria for asphalt mix shall be in accordance with table 5.2, Section 6 of
QCS.
Bitumen grade 60/70 shall be used.
The compacted thickness of MD4 wearing course shall be defined during the
detailed design stage.

2.5.

ROAD DESIGN
The design of roads shall take into account the characteristics of traffic, subgrade,
water table, Sub-base, base course and wearing course characteristics, construction
traffic, the QCS. and Qatar Highway Design Manual (QHDM) published by the Civil
Engineering Department of Ministry of Public Works (now recognised as the Ministry
of Municipal Affairs & Agriculture). However, the following shall be considered as the
minimum requirement:
The design axle load for roads shall be 11 tonnes with two circular contact areas of
300mm diameter, 2400mm centre to centre.
Horizontal and vertical alignment shall be determined by the specified speed
parameter together with the appropriate safe stopping sight distance and safe
overtaking distance.

2.6.

ROAD DIMENSIONS

2.6.1. Width
The minimum width of access way and roads shall be as follows:

Major Roads around each plot and access to buildings & shelters

6.0m

All other roads

4.0m

Pedestrian access within plot limits

1.0m

2.6.2. Road Junctions & Bends


At road junctions and bends, the internal radius of curvature shall be:

R = 10m to 12m for roads/tracks having 6m or higher width.

R = 7.5m for roads/tracks having 6m or higher width.

All crossings shall be in horizontal plane.

2.6.3. Transverse Slope


All roads shall be transversely sloped each side, the high point being on the centre
line of the road.
Transverse slope shall be 2%. No transverse slope shall be provided on tracks.
For car parks transverse slope shall be 0.5 percent.

2.6.4. Longitudinal Slopes


Longitudinal slopes shall be 3.5% of maximum for roads and tracks and 6 percent
maximum for access ramps.

2.7.

CONSTRUCTION DETAILS OF ROADS


The following provisions shall be considered as a minimum. However, Contractor
may offer alternate design for the roads and tracks. Alternate designs are subjected
to QP approval prior to commencement of construction. The contractor will be
responsible for ensuring that QP approval is gained for all alternative designs.

2.7.1. Roads
For cross section details of roads refer to Contract Drawings. The road shall consist
of the following layers:
a) Compacted subgrade
b) A sub-base layer of minimum thickness 200mm
c) A road base layer of minimum thickness varies
d) Prime coat with Medium curing cutback liquid asphalt MC-70
e) A Marshall Design Mix type MD1, thickness varies (Base course)
f) Tack coat with Emulsified asphalt
g) A Marshall Design Mix type MD4, thickness 40mm (Wearing course)

2.7.2. Shoulders
The road shall consist of the following layers:
a) Compacted subgrade
b) A sub-base layer of minimum compacted thickness 200mm
c) A road base layer of minimum compacted thickness 150mm
d) Prime coat with Medium curing cutback liquid asphalt MC-70
e) A Marshall Design Mix type MD1, thickness varies (Base course)
The top of shoulders shall have transverse slope of 2 percent.

Shoulder embankment shall have a slope of 2 horizontal to 1 vertical.

2.8.

DRAINAGE OF ROADS
The geometry of the road shall be such that the longfall and crossfall is in
accordance with the standards and allows correct drainage of the surface of the
pavement. Drainage of roads shall be done by cross slope.

2.9.

KERBS
Raised kerbs (see Contract drawings) shall comply with clause 8.2, Section 6 of
QCS.

2.10.

CAST-IN-PLACE CONCRETE PAVED AREAS


Cast-in-place concrete shoulders/footways/paved area shall only be permitted for
small areas where it is awkward or impractical to use one of the alternative paving
materials specified.

Cast-in-place concrete paving shall comply with clause 8.6,

Section 6 of QCS.

2.11.

TRAFFIC SIGNS AND ROAD MARKINGS


Design, supply and installation of traffic signs (complete with posts and foundations),
thermoplastic road marking, road marking paint, reflectorised studs and non
reflective studs shall comply with the requirements of Part 10, Section 6 of QCS, the
Qatar Traffic Control Manual (QTCM), and Section 13.38-13.45 of QP Standard
Specification for Civil Work Volume 1.

2.12.

VEHICLE CRASH BARRIERS


The design, supply, installation and foundation requirement for the vehicle crash
barriers shall comply with Part 7, Section 6 of QCS, the QHDM.
The performance requirements of the barriers shall be in accordance with clause
7.1.3, section 6 of the QCS.
The details and sizes and spacing of the various components shall be provided in the
detailed design in accordance with Part 7, Section 6 of QCS, and the QHDM. The

barriers shall be installed where process equipment/piping is installed in close


proximity to the edge of a road and on each side of the culvert or pipe crossing.
The beams shall be shaped so that there are no sharp edges protruding into traffic.
Beams shall be connected by lap joint. The beams shall be formed from 3mm steel
strip to give a corrugated cross section. On curves less than 45m radius, the beams
shall be provided in preformed curves.
At terminations, the end rails shall be sloped down at a slope of approximately 1 in 6
to terminate just above ground level. Unless otherwise designated, the centreline of
the beam shall be 610mm above the edge of the carriageway or hard shoulder.
To ensure that the vehicle crash barriers are clearly delineated, reflectorised markers
shall be fixed to the barriers.

2.13.

HORIZONTAL AND VERTICAL CLEARANCE


At roads without raised kerbs a horizontal clearance of 2.0m shall be maintained
between the edge of the shoulder and any structure projecting above shoulder level.
However, for safety barriers and traffic signs the minimum horizontal clearance shall
be 0.6m.
At roads with raised kerbs the minimum horizontal clearance shall be 1m from the
face of the kerb.
Horizontal clearances shall be maintained for the full required vertical clearance for
the road classification.
For any new work, the minimum vertical clearance of 5.5m (within the plant) or the
existing minimum clearance currently on the site to allow the passage of emergency
vehicles, cranes and other tall vehicles.

3.

WORKS IN RELATION TO SERVICES


New services, protection, diversion and relocation of existing services shall comply
with the requirements of Part 11, Section 6 of QCS.
The Contractor shall take all measures required for the full protection of all mains,
pipes, cables and other apparatus during the progress of the works. The protective
measures for the prevention of damage or interruption of services shall be to the
satisfaction of QP/concerned service authority.
The Contractor shall relocate certain existing utilities as shown in drawings and/or
instructed by QP during the execution of work.
The Contractor shall comply with the following requirements:
