Background
ATC is a 450 strong organization in the industrial area of SIPCOT. It started its operations in the
year 1974. Due to its proximity to Karnataka and Andhra Pradesh, we do find a presence of higher
percentage of migratory population in the area. The same is applicable to the employees of the
company, i.e. we do find a larger population who are conversant in Tamil, Telungu, and Kannada.
However, most of the workforce has joined pre -2000 when the infrastructure for obtaining higher
standards of education was unavailable. The presence of people with educational qualification as
low as 5th standard in the workforce bears testimony to this aspect.
What are the imperatives of such a low skill level?
Since the promotion policy merits educational qualification, these employee segments find
themselves cut out from the larger workforce
The demographic & institutional factors prevents these individuals from pursuing higher
education
Low skill level puts a cap on the flexibility available to the unit in terms of redeployment
Having put the following perspectives in mind, the unit tried various avenues which could render a
solution to the problem. At this juncture, we explored the possibility of ITIs in Hosur under the
aegis of Government of Indias Skill Development Initiative. Skill Development Initiative is based
on the concept of Modular Employable Skill (MES) and this has been developed in close
consultancy with Industry, State Governments & Experts in pursuance of excellence in vocational
training. MES is Minimum Skill Set which is suffi cient to get an employment in the world of
work. MES allows skills upgradation/formation, multi entry and exist, vertical and horizontal
mobility and lifelong learning opportunities in a flexible manner and allows recognition of prior
learning. The skill is to be assessed by the Assessing Body mainly from the Industry organizations.
NCVT (National Council of Vocational Training) issues certificate of skills acquired through
informal means/competence assessed.
