The Regional Electricity Regulators Association of Southern Africa (RERA) was

established by the South African Development Community (SADC) Ministers


responsible for Energy as a formal association of electricity regulators at a
meeting held in Maseru, Lesotho on 12 July 2002. The Association was
established in terms of the SADC Protocol on Energy (1996), the SADC Energy
Co-operation Policy and Strategy (1996), the SADC Energy Sector Action Plan
(1997), the SADC Energy Activity Plan (2000) and in pursuit of the broader
initiative of the New Partnership for Africas Development (NEPAD) and the
African Energy Commission (AFREC).
The mission of RERA is to facilitate the harmonisation of regulatory policies,
legislation, standards and practices and to be a platform for effective cooperation
among energy regulators within the SADC region.
Following the signing of a Memorandum of Understanding (MoU) between the
SADC Secretariat and the International Renewable Energy Agency (IRENA) on
the support for renewable energy development in the region, RERA has
partnered with IRENA for the operationalization of the MoU as well as the
implementation of the Africa Clean Energy Corridor initiative.
Applications are hereby invited from citizens of RERA member states for the
following position at the RERA Secretariat based in Windhoek, Namibia:

Renewable Energy External Expert


Summary of work and responsibilities:
The Renewable Energy External Expert (REEE) shall report to the Executive
Secretary to support;
and advise on the development and implementation an enabling
regulatory environment supportive of investments in renewable energy,
IRENAs ACEC initiative in the core areas of enabling regulations, data
collection and coordination.
Key Result Areas:
The key result areas shall include identifying and supporting the:
1. Implementation of suitable regulations to encourage or require integrated
planning and operation of national and regional power systems with higher
shares of renewable energy generation;
2. Implementation of suitable regulatory market and financial frameworks to
encourage timely and sufficient renewable energy investments;

3. Implementation of suitable capacity building initiatives to enhance quality


of renewable energy and power market regulation;
4. Acquisition of information/data for relevant IRENA initiatives in the region
such as the ACEC, amongst others;
5. Capacity building needs assessments related to regulation of renewable
energy;
6. Coordination and organisation of RERA and IRENA events in the region
Additionally, the expert shall;
Provide advice to RERA and Independent Regulatory Board of Eastern
Africa Power Pool (EAPP) on all renewable energy related requests
from IRENA and other stakeholders, and
Ensure that renewable energy aspects are taken into account in the
implementation of other regional projects being implemented by RERA
with support from other cooperating partners.
Skills and Experience:
The basic skills and experience requirements for the position are as follows:

Should be a holder of at least a university Masters Degree in engineering,


renewable energy, energy economics or equivalent qualification;

At least 10 years relevant work experience in the energy and power sector
including policy and regulatory environment at regional and international
level;

Demonstrated evidence of policy and regulatory advisory support to


regional and international bodies.

Sound knowledge of the energy sector in SADC and EAPP;

Excellent organisational,
interpersonal skills;

Ability to interact with stakeholders and colleagues with tact, diplomacy


and sensitivity;

Ability to act with integrity and observe confidentiality;

Excellent project management skills;

Ability to work under pressure as part of a small team;

A team player with capacity to work on various tasks simultaneously;

Ability to work with minimal supervision;

Good attention to detail and highly organised;

Experience in events coordination and management;

Presentation skills;

Excellent IT skills and proficiency in MS Word, Excel, PowerPoint;

Drivers licence (Code 08) is desirable;
