Randy Mahlman To Help Lead Edon

THE VILLAGE REPORTER

At the December 15th Edon Village


Council Meeting, Randy Mahlman of
West Unity was named as the new
Village Administrator. This position is
new to the village of Edon, but not new to
Mahlman as he served as the West Unity
Administrator from September 2005 to
August 2012.
While with West Unity, Mahlman
supervised hourly employees and
ensured their proper training and
education. He was in charge of the
safety of the employees in respect to
equipment, policies, and training and
also dealt with Public Employee Risk
Reduction Program and Bureau of
Workers Compensation in regards to
filing incident reports, quarterly reports,
and any correspondence needed.
After leaving the position in West
Unity, Randy has been working as a
Water Sewer Technician II where he has
performed many duties that include
operations and maintenance of three
different wastewater plants and one
large water distribution system.
He will begin his position in Edon
on January 5 at a salary of $43,000.
Besides the administrator duties, he
will also serve as the zoning inspector
and operator of record for the water
and wastewater plant. He is responsible
to Mayor Darlene Burkhardt for the

municipal affairs placed
in his charge and is under
the guidance of both the
Mayor and council.
Randy is a graduate
of Patrick Henry High
School. He has an A.A.B.
in Business Management,
an
Accounting
Certificate, and a Human
Resource
Management
Certificate
from
two
years at Northwest State
Community College. He
also holds an Environment
Protection Agency Class
I Water Supply License,
and a Class II Wastewater
Treatment License.
He hopes to use his
experience as a past
working
Administrator
and his experience at
identifying, managing, and
using all resources in an
efficient manner. He states
It is hard to decide what
changes to implement,
but what I do know is that the Lord has
blessed me with all the opportunities I
have ever had. My beginning goal is to
identify what assets Edon Village has,
identify current practices, and implement
any and all helpful changes to improve
efficiency. I am a huge proponent of
small town USA and I love living and
working in small town USA. I believe
each community has its own niche that
makes them a great community.
Randy grew up in Malinta Ohio and
has resided in West Unity since 2004.
He is married to wife Amanda and they
have four children: Ethan - 15, Evan 12, Eden - 8 and Ezra - 3.
Randys favorite and most enjoyable
hobby is spending quality time with
his wife Amanda. He says, I have been
married for only nine years and I always
tell her I love her so much and am very
blessed. She always tells me Im crazy,
but I just tell her that everyone is crazy,
just in their own special way. He is
also a member of New Hope Community
Church and Sons of the American Legion
Post 300. He also volunteers his time at
Hilltop school events and donating to the
Womens Health Resource Center. His
interests include following and watching
the Denver Broncos whenever time
allows, but wife and children entertain
most of his hours.

for spayed females, and $3 for females.

for servicemen stationed in the United
States following their regular meeting
at the Legion Hall.
Mrs. Evelyn Oser of Route 2 Edon
received word this weeks that her
son, A/2c Maynard Sawvel is in critical condition at Fitzsimmons General
Hospital, Denver, with a brain disease.
After a years illness, Mrs. Floy
Wilkins, 60, died Saturday, December
4 at her home six miles northwest of
Montpelier.

DECEMBER 1964
Mr. and Mrs. Lewis Burkhardt entertained the Jr. Choir of the Lutheran Church on Saturday evening for a
Christmas party. Pastor and Mrs. Led-

vinka also attended.

DECEMBER 1974
Mr. and Mrs. Herman Fix were
guests or Mr. and Mrs. Jack Downing
at Pleasant Lake, Indiana for Sunday
dinner. Ralph Terry of Orland was also
a guest.
30 YEARS AGO
DECEMBER 1984
It was a very special evening for seven lucky residents of Park View Nursing Center on Tuesday, December 11.
Invitations were given to them from
their adopted grandchildren to attend a
Christmas concert in which they were
performing.
Carolyn Van De Voorde was hired by
the Edon Northwest Board of Education
at its last meeting to fill the position of
Assistant Project Director for the Edon
Area Senior Program that is funded by
Title III B through the Area Office on Aging.
10 YEARS AGO
DECEMBER 2004
Jason Raymond of the Edon FFA
was selected as one of a small group of
young people nationwide to perform at
the 2004 National FFA Convention. Jason played his saxophone on stage and
brought excitement and spirit to the
convention.
The Stryker Panthers improved their
record to 3-0 in BBC action and remain
perfect in league play as well after defeating Edon 44-33 last Thursday Evening.

McMillen Honored At Pioneer Council Meeting

April McMillen, Fiscal Officer for the
Village of Pioneer, was awarded the
prestigious Certified Municipal Clerk
designation at the towns December

of Municipal Clerks (IIMC), McMillen
had to attend extensive educational
programs, conferences, and regional
meetings for the organization. Working
on several committees for the Ohio
Municipal Clerks Association (OMCA)
also qualified McMillen for the award.
She has served as the chair of the
groups scholarship committee, and is
currently an OMCA board member, as
well as being on their Membership and
Fundraising Committees.

At Montpelier Hospital Auxiliary Luncheon

recognition for her many years of volunteer service as
an auxiliary member and manager of the hospital gift
shop.

Monday, Dec. 8th at 12
noon at First Presbyterian
Church,
Montpelier.
Serving as guest speaker
that
afternoon
was
Jami Tusko, founder
and owner of Positive
Parenting Solutions, LLC,
organized in 2002.
Auxiliary
President
Joyce Schelling welcomed
the members for the
holiday gathering and
gave the invocation prior
to the delicious ham loaf
luncheon, served by ladies
of the church, supervised
by Jean Darby. Joyce
then introduced Jami for
the program.
Jami offers parent
education, support and
coaching
services
to
parents,
grandparents,
foster parents and other
caregivers
regarding
a positive outlook for
parenting children. She
explained that she has
a passion for helping
children,
parents,
grandparents
and

caregivers
who
need
assistance during difficult
situations
with
extra
support and coaching.
Many
times
communication
issues
are experienced in daily
living
and
especially
during
separations,
divorces,
relocations
and adjustment periods
during transitions. Many
grandparents are faced
with taking temporary
or permanent custody of
grandchildren and todays
parents have different
rules and regulations
by which they need to
abide.
Grandparent
Connections started two
years ago and is part
of the program offered
in
Positive
Parenting
Solutions through free
support group meetings.
Topics discussed include
behavior
problems,
bullying, showing respect
both by children and for
them, potential abuse
toward caregivers and
handling out of control
situations.

Wauseon Schools Celebrate Christmas With Song & Dance

Despite the October weather in mid-December, Wauseon Local Schools A Christmas Festival was a memorable experience
which instilled the classic holiday cheer
into the hearts of those in attendance.
Director Angelica Dunsavage began
the performance with one of the earliestknown Christmas carols, Gaudete. The
classic carol had a slight accompanying
twist, featuring percussion and repeated
bass parts.
The first half of the concert featured the
talents of the middle school chorus singing
classics such as Noel, Noel and Jingle
Bells, which, surprisingly, was written as
a Thanksgiving tune. O Holy Night was
sang in the style of the popular shortened
version from the movie Home Alone.

Controversy Comes To Holiday City Council Meeting

Before the minutes for the November
meeting could be approved, the Holiday
City Council heard the complaints of
Ron Kyle Senior.
Kyle, who served on the initial
Holiday City Village Council upon the
towns founding in 1997, took issue with
his electric rates. Purchasing his own
transformer, and then upgrading it to a
bigger size in order to power his grain
bin, the Holiday City Elder Statesman
expressed concerns that he was being
treated unfairly. He did, however, make
it very clear that he wasnt addressing
the council to look for a refund.
I dont want my money back. Kyle
stated plainly. I just want to make
council aware of whats going on.
Worried that his family and neighbors
may run into the same problem, Kyle
attempted to do just that. This wasnt
the first time hed spoken with village
officials on the matter, however. The
former councilor claimed hed spoken
with Village Administrator Gary Baker,
and that Baker had blown him off. At
one point, Kyle said, Baker allegedly
tried to say the meeting never occurred.
Remaining quiet while mayor and
council were searching for the words
to answer Kyles complaint, Baker

elected to wait until he was asked if


he had met with him before admitting
that. According to the Administrator,
the offended citizen was being charged
properly based on the villages current
rates. The reason this seemed unfair is
that no other resident in the area had a
setup similar to Kyles.
Not satisfied with that answer, Kyle
reminded the council that he owned
the infrastructure connected to the
transformer as well. His thought was
that, if something happens to anything
in his possession, that the village
would not give him service. Meanwhile,
someone who theoretically could be
using the same equipment that he had,
but not own it themselves, would have
village officials handle any problems
they may have with it. Therefore, it
didnt seem fair to Kyle that he would
have to pay the same rate as people who
did not own their own equipment.
It was then revealed that, according
to village policy, no discount is currently
given to anyone who owns their own
transformer. Such a discount would
begin with people owning substations.
Still a bit skeptical, though a bit less
upset, Kyle requested a copy of the rates
for his personal study. Mayor Shawn
Clark offered to hand deliver them the
next day, which Kyle accepted.

I didnt come here to raise trouble


with the council, Kyle made in initial
intentions known one last time. Its
about treating the people of Holiday City
with respect.
The council issued an apology for any
unfair treatment Kyle may have suffered
during the long process of attempting to
have his complaint properly addressed.
The employees of the village received
a raise after the third reading of an
ordinance designed to do so passed with
council approval. Council members
will now make $3,000 a year each
serving the village, though missing

three consecutive council meetings will


suspend monthly payment of the sum
until they attend three consecutive
meetings. The Mayor will earn $6,000
a year under the same conditions. The
Treasurer position, easily the most
demanding, will pay $20,187.86 a year,
with the same stipulations as the other
positions specified in the legislation.
The Council ended the session
without needing to go into Executive
Session.

restless, and the ball
was snapped! Helmets
and pads collided, fans
cheered and one man
powered his way beyond a formidable wall
of muscle to sack the
quarterback! The fans
erupted with cheering and the man who
made the defensive play
jumped in the air to
celebrate and show the
world he is the man!
Yet, when he landed
from his celebration he
injured his knee, tearing his ACL and ending
his NFL season. Unfor-

thing about this story is
that it happened more
than once this year in
the NFL season! Lamarr Houston was injured after the defensive tackle recorded his
first sack of the season
in the closing minutes
of a 28-point loss to the
New England Patriots.
Lamarr Houstons injury is similar to that
suffered by Detroit Lions linebacker Stephen
Tulloch (above). Houston and Tulloch, neither
of whom had missed a
game due to injury in 14
combined NFL seasons,
used identical sack celebrations and will miss
the rest of their season.
Since Im sharing
how celebrations can
go bad...lets not forget
Buffalo Bills receiver
Sammy Watkins. Sammy was on his way to
an 89-yard touchdown
after catching a pass,
but the rookie transformed six points into
a mere 84-yard reception by raising his hand
and showboating several yards shy of the end
zone. What is unusual
is that he stared at the

aware of the vicinity of
his defender. He cost
his team a touchdown!
These
celebrations
were selfish and painful.
Well, lets learn a lesson on how to celebrate
from a few men who
were not pros. They had
no titles, rings, contracts or high profile
positions in life. They
were simple shepherds.
An occupation without
respect. It was a quiet night in the fields,
hanging out with a
bunch of smelly sheep.
Just doing their job.
Then a top ten moment
occurred as an angel
and a heavenly army of
angels appeared in the
sky and put on a display that would make a
fourth of July firework
show look like a kiddy
parade.
Luke 2:13-14, Suddenly, the angel was
joined by a vast host
of others-the armies of
heaven-praising
God
and saying, Glory to
God in highest heaven,
and peace on earth to
those with whom God is
pleased.
After the angels left,
the shepherds talked it
over and decided to go
as fast as they could
to see for themselves
what God has revealed
to them! They left, running, and found Mary
and Joseph, and the
baby Jesus lying in the
manger. Seeing was believing. With great excitement they told everyone they met what
the angels had said
about this child. And
all who heard the shepherds were impressed.
They witnessed something greater than a ball
game. They ran faster
than a wide receiver to
reach baby Jesus, and
they hit the ground in
worship quicker than
linebacker blitzing a
quarterback! They left
celebrating a real victory! The Messiah has
arrived!
In Matthew 2, we
read that when the wise

men traveled to visit Jesus they too were filled


with incredible emotion
and joy!
Its Christmas! Celebrate the birth of Jesus Christ with excitement and joy! He came
to live a righteous life
and to sacrifice His life
for our sins! He loved
us so much, He came
here to die so that we
wouldnt have to spend
eternity separated from
his presence in hell! We
should be celebrating!
Sing songs, decorate,
give, smile - do something! The celebration
is focused on Jesus,
not us. Its not what we
get or do, but its what
He did for us! In spite
of what you have or
dont have; pain or loss;
God did give you something - new life in Him
through His Son Jesus
Christ. That is worth
celebrating! (Just dont
hurt yourself!)

Christmas
time is often a
season of great
challenge and
difficulty
for
many. If you
find
yourself
facing
some
very
hard
times, it is my
prayer that the
following story
will lift your up.
A new program
at
Walter
Reed Medical Center is trying to help wounded
warriors recover from the incredible losses theyve
experienced in war. Battlefield medicine has gotten
better and better, but that also means that the
people theyre saving are increasingly injured. So
some of these injured soldiers are finding healing
through a community based on music.
For instance, recently a band of wounded soldiers
performed at Madison Square Garden in a concert
called Stand Up for Heroes. The vocalist for the
band was Marine Cpl. Tim Donley who lost both of
his legs and the use of his right arm in a roadside
bomb in Afghanistan. Even though he cant walk,
salute, or shake someones hand, hes grateful to
be part of a group where his singing voice is valued.
His signature song has become Leonard Cohens
Hallelujah.
The lyrics of the song are hauntingly honest: Its
not a cry you can hear at night. Its not somebody
who has seen the light. Its a cold and its a broken
Hallelujah.
Donley told a reporter,
I thought I understood [that song], but the next
thing you know, my whole life is coming down
around my ears. Every dream, every hope Ive ever
had for the future is broken around me, and I dont
know where to turn, and it was at that place that
God said, Do you still trust me? Do you still believe
that I have whats best for you? And it was at that
moment that I understood Hallelujah. I may be
more whole now than Ive ever been in my life.
In that place of belonging Donley and his
friends are discovering wholeness in spite of their
brokenness.
The scriptures remind us of the words of Jesus
that when were burdened, broken over the things

LEGAL - On December 16, 2014, the Council of the Vil-

lage of Pioneer, Ohio passed the following legislation:


Ordinance No. 18-2014: AN ORDINANCE AMENDING
THE APPROPRIATIONS FOR 2014 AND DECLARING AN
EMERGENCY. This Ordinance allows the Village to reallocate the existing line item balances in the General Fund
during the fiscal year 2014 for municipal purposes and
declares an emergency. All provisions of this Ordinance
go into full force and effect immediately.
Ordinance No. 19-2014: AN ORDINANCE REQUESTING PERMANENT APPROPRIATIONS FOR 2015 AND
DECLARING AN EMERGENCY. The purpose of this Ordinance is to establish permanent appropriations for the
Village of Pioneer for the year 2015. All provisions of this
Ordinance go into full force and effect immediately.
