BASE has provided technical advice and conducted research and studies on poverty
reduction and social issues in Bangladesh for many years. BASE has helped
Gourabdee Mehendigonj to assess the prospects and potentials of Water Supply
and Sanitation System Infrastructure at Mehendigonj Municipal Area and its
adjacent areas. In this assignment BASE assessed the capacities of local community.
BASE also identified the surface and ground water resources and their use in agricultural
and fisheries production within the municipality and its adjacent area. BASE also
facilitated the participatory monitoring of progress to determine whether activities being
carried out according to the plan and whether outcomes desired by the local community
being achieved. Thus BASE has gained a robust knowledge about how strategic
and operational plans are developed and aligned with governance systems.

BASE also has a detailed understanding of the governance systems being applied in
various socio-economic sectors in Bangladesh. BASE has proven track record to
improve the quality of development plans by showing how to better governance plan
inputs and outputs. BASE helped clients establishing demand driven data management
systems for governance plans that include measurable performance indicators to help
their policy makers and managers making informed decisions. BASE is now working
with the Ministry of Finance, Bangladesh inDeepening MTBF and Strengthening
Financial Accountability Project in association with international consultant PDP
Australia under the Strengthening Public Expenditure Management Program (SPEMP).
This Project aims to deepen the technical changes and to widen the agenda to deal with
the difficult challenge of institutional improvements under three thematic headings: i)
Strategic Policy, Planning and Budget Management, ii) Public Financial Systems and iii)
Capacity building and training. Thus BASE has a robust experience in the
governance of financial issues of various institutions under this project.
BASE has the experience of developing the organizational policy for community
involvement in gas line construction projects of GasMin Bangladesh. BASE also
evaluated the consequences of the Development of Public Healthcare Centre and
Hospital at Sent Martin Islam for GasMin Bangladesh. In these assignments BASE
developed detailed socio-economic profile of the project areas including local
government bodies. BASE diagnosed the knowledge and skill of various stakeholders
and assessed available resources to formulate goals and specific strategies for each of
issues identified. BASE identified outcome indicators of each intervention as well as
the predispositions of the participants to a particular outcome at the base and end
line and thus, helped GasMin to instill better governance practices in those
projects.
In addition, BASE has been shortlisted as a consultant for Policy Support Unit of the
Directorate of Public Health and Engineering under Local Government Division of the
Government of Bangladesh. As a consultant, BASE is supposed to provide necessary
support to PSU in policy and strategy formulation and institutional capacity building
regarding water supply and sanitation services in Bangladesh. Therefore, BASE has
already built a pool of consultants having robust experience in policy making,
strategy formulation and governance issues.

Recently, BASE has been shortlisted in 2 projects for LGED, namely Design,
Supervision and Management Support Consultancy Services for a) Municipal
Governance and Services Project and b) Governance Improvement and Capacity
Development Services for Northern Bangladesh Integrated Development Project.

Base Consulting Limited (BASE) has well-established and proven norms in the management
of performance and achievement of contract objectives. BASE is one of the leading
management consultancy firms in the development sector, with extensive experience of
successful implementation of Finance Sector. BASE is currently successfully implementing a
pool funded project entitled, Strengthening Public Expenditure Management Program
(SPEMP) in the Bangladesh Management and Implementation Support Component
(MISC). BASE has eminent experience in financial projects, almost all of which are related to
capacity Public Financial Management (PFM).
BASE always handle any complaints concerning the performance of staff or quality of report
with utmost importance. BASE always takes seriously any comments on their performance,
be it the performance of their staff or the quality of their reports. Should a complaint be
received from the Client or related parties, the team leader will investigate the complaint
along with the relevant lead expert from the functional team. In the case of the complaint
being about the quality of a report or deliverable, the responsibility for rectifying the nonconformance or issue will be with the lead expert. BASE shall utilize its resources and work
with its Client(s) to ensure that the reports/deliverables are completed to the Client(s)
satisfaction. In the case of the complaint being related to the performance of the deployed
staff, the team leader and (if applicable) the relevant lead expert will investigate the causes
and contributing factors related to the complaint and will discuss directly with the affected
staff. Subsequently, the required management support, logistics/personnel and help for
proper (effective and efficient) implementation are directed towards meeting the required
standard sought by the clients. Also necessary measures are undertaken to prevent further
occurrence of such incidents.
BASEs greatest resources are its people, and BASE and its consortium uses a coaching
for success approach to resolve any performance issues. If the issue is with an associated
subcontractor, a similar approach will be taken by each member of the consortium for
administering the sub-contract will also be involved in the investigation.

In rare occasions when the performance issue with an individual staff member cannot be
resolved to the satisfaction of the Client(s), BASE would arrange for the individual to be
replaced on the project with a person of similar or better skills and experience, after approval
by the Client(s).
Further, BASE has the following to deal with complaints:
I.
A formalized complaints and issues resolution process on any matters raised by our
clients or stakeholders. This process incorporates a three phase procedure. Firstly
we inform all clients and stakeholders on our complaints procedure and that all
issues raised will be initially responded to with 24 hours. Complaints may be in
writing, verbally (and clients also have the right to keep their name anonymous).
Confidentiality is guaranteed, unless the client wants otherwise.
II.
Immediately after receiving the complaint (whether at country office level or Head
Office) the QA unit of BASE is required to investigate and report. Depending on the
report outcome (normally within 24-48 hours), a meeting is scheduled with the
complainant and a copy of the minutes is sent to the PMU for their record. If a
meeting is not deemed appropriate, a copy of the report is sent to the PMU.
III.
The third phase is the resolution process, where corrective action is taken to remedy
the situation. If a report is not completed satisfactorily then it will be redone or if a
BASE staff have not performed to the clients satisfaction we will ensure the
concerned staff is made aware of the problem and corrective action taken.
IV.
In the day to day reality of overseas training management, there are situations where
complaints are received for issues beyond BASEs control, e.g. flights are not
available on specified dates, visa issuance is delayed, etc. The key strategy is to
ensure that the clients are kept informed ahead of time and BASE always make
contingency arrangements. Added to is, the regular review meetings with clients to
ensure problems are anticipated and strategies are taken before the problem
eventuates.
BASEs policy states that all delegated responsibility and authority be exercised within
generally accepted and explicit ethical norms that focus on teamwork, respect for and equal

Management
A highly skilled management team and well-qualified Board of Directors manage the
affairs of the company. All projects in turnkey basis are managed and controlled by a
strong project management team comprising of a Project Director, Technical Director,
Project Manager and Co-coordinator. In addition to the members of the Board, the
