This procedure outline the method of dimensional control survey to ensure that specified
dimensional requirements are met in the final onshore fabrication structures of H05 WHP
jacket and drilling wellbay module1
2.0 SCOPE
This procedure is applicable to the following actions:
Material dimensional inspection on receipt. (Before receiving pipe materials shall be
check dimension follow specification table of contents at 9.2.1.1 to 9.2.1.4 )
Assembly of Jacket and drilling wellbay modunle I component items ( Include:
layout support - combination pipe leg bracing pipe, - Framing & conductor guide
positions - boat landing transition and drilling cellardeck mazzenine deck, Sub
cellardeck).
Installation piping system standby on jacket and drilling wellbay modunle I
Final check the Jacket, piles and load out.
Final check the drilling wellbay modunle I and load out.

5.0 PROCEDURE
5.1 RESPONSIBILITIES
Forman

Shall be responsibilities for overall aspects of shift working which includes quality, health
and safety.

Make recommendation to conduct improvement activities to improve productivity and


quality.

To be responsibility of production team to liaise with DC ensuring adequate notice is


given to allow surveys to be performed which meet the obligation of this procedure.

Train subordinate to meet required standard of quality and output.

Dimensional Controller Surveyor

Shall be responsible for ensuring that all survey is carried out accurately, efficiently and
expeditiously, using calibrated equipment and proven techniques.

Report directly to the Fabrication QA/ QC Manager. The DC will ensure manning level
which adequate device the needs of the production team progressing fabrication
efficiently.

To be responsibility of the DC to ensure that all the tolerance parameters defined by


Structural Welding & Fabrication Specification, API-RP2A WSD Section 11.1.5 or
API RP2A LRFD Section L1.5 (Final Fabrication Tolerance).

Liaise with COMPANY representative day to day business, describing problems,


anticipating concerns and engineering solutions.

QA/QC Manager will be authorized to carry out all QA/QC activities for project as Follow:

Coordinating all Dimension Control activities at the fabrication site.

Ensure that quality system meets requirements established in this specification.

Ensure all report is correct and acceptably good for HLJOCs QC acceptance/approved.

Reviewing and approve all Dimension reports.

Monitor/ coordinate quality activities with production team.

5.2 EQUIPMENT
The Dimension Control Group will be equipped with a suitable supply of survey
instrumentation capable of dealing with complex 3D dimensional geometry. Instruments
will be calibrated regularly in accordance with good survey practice and records kept to
that effect.
In addition, small tools such as tapes, squares, inclinometers spirit levels, string lines,
plumb bobs etc., all comply with recognized international manufacturing standards, will be
employed.
Computers can be utilized to facilitate the reduction and computation of some of the more
complex best fit solutions, software validation shall be performed by directly comparing
computer results with Long Hand calculation of the same date.

5.3 SURVEY GROUND CONTROL
A network of ground control survey stations will be established, primarily at the Jacket erection
site, Survey coordinates of network are located in stable areas and near surrounding the Jacket,
The grid coordinates will be set up easy to find and clearly with each survey point, They will be
given appropriate local grid coordinates eg. Relating to centerline or main grid lines of the
Jacket and Drilling Wellbay Module I.
The CONTRACTOR shall provide approved personnel, equipment and instruments necessary to
set out monitor and controll dimensions and tolerances.
The CONTRACTOR shall submit for the CLIENTs approval, procedures for control tolerances
during fabrication together with Sub contractor method philosophy prior to commencing
fabrication.
Tolerances shall be based on theoretical setting-out points and centre lines of the structure
referenced to permanent approved datum points (coordinated survey station).
Permanent survey stations shall be protected from disturbance anf a mean for confirming their
accuracy shall be astablished. The accuracy of all survey measurements shall be demonstrated to
the CLIENT, at the beginning of the contract prior to any sitting out of temporary or permanent
works. As a guide sitting-out points should be accurate to within 2mm on position.
The CLIENT reserves the right to employ indipendent dimensional controled for structure
components and sub-assemblies so that the accumulation of such tolerances does negate the
global tolerance requirments of 9.3. the requirment rolerances shall apply at all stages of
fabrication and assembly unless specified separately.

The CONTRACTOR shall ensure that components fabricate by sub-contractors conformto the
requirments of this specification.
5.4 METHOD OF DIMENSIONAL & LEVELING SURVEY
The methods of dimensional and leveling survey are as follows:
1.

Survey of straightness:

The straightness survey shall be accomplished by means of measuring the external surface of
assemblies at two planes, i.e. X Y direction with two ends zeroed and readings at every
3m intervals utilizing piano wire or theodolite.
2.

Ovality survey:

The ovality survey shall be applied to tubulars or cans with the opens ends measured at crossed
direction i.e. 0, 45, 90, 135.
3.

Survey of plumbness:

The plumbness survey shall be applied to vertical assemblies by means of checking the reference
center line marked by hard stamping outside the tubular or cans at two planes i.e. X Y
direction utilizing piano wire with plumb bob or theodolite.
4.

Working point survey.(Intermediate & overall dimensional and squadrons check):

The work point to work point survey shall be accomplished by measuring the intermediate
dimensions (Elevation), overall lengths and squareness survey (cross dimensional) that have
been specified in the approved for construction drawing utilizing measuring tape.
5.

Survey of level:

The level survey shall be applied to the levelness or flatness of the assemblies, with two ends at
zeroed and reading at every 3m interval utilizing dumpy leveler.
5.5

JACKET FABRICATION

5.5.1 CRITICAL ELEMENTS


The following items have been identified as critical elements in terms dimensional control and
will require having particular emphases applied in order to achieve minimum dimensional
deviations.
a. Stabbing guide on the top of Jacket Leg.

b. Overall Dimensions of horizontal frame before roll-up.


c. Overall dimensions 3D of horizontal frame after roll-up included in: Location, dimension,
alignment, plumbness, concentric of horizontal frame.
d.
Jacket internal shim radial deviations (pile maximum outside diameter
need to be measured).
e.

Conductor guides alignment.

f.

Location, dimension of Boat-landing mating geometry on the Jacket.

g.

Location, dimension of Riser pipe, Fenders, Walkways support frame.

h.

Location, dimension of Padeyes.

i.

Top of jacket leg at el(+) 6.900m.

5.5.2 TUBULAR
a. Single can
All single can tubulars shall be 100% dimensionally check. Checks shall be made 100% for all
primary items to tubulars done by PVC MS sub-contractors to establish a level of confidence
that dimensions are still within tolerance after delivery.
The ovality and circumference of the open ends should be supplemented with length checks.
b. Multi can e.g. legs, piles, braces, skirt pile and riser for jacket leg
The main Elevation working-points i.e. el(+) 5.697m, el(-) 9.600m, el(-) 25.100m, el(-)
43.900m of HLJOC - Jacket will be referenced by hard marked wrap lines on the outside
diameter of the cans.
After two or more tubulars are fitted, a straightness check in two planes, ends zeroed, offsets at
each can center and either side of fitting splice, shall be undertaken. The support condition
during the straightness survey should be noted. Length, ovality at splice, ovality and
circumference at open ands will also be dimensioned. A visual check on weld seam rotation
should identify inappropriate rotations.
For braces profiled on the machine, random checks will be done to ensure correct profile and
toe and throat rotations.
As two sections of beam are spliced, a fit up survey should check the straightness with ends
zeroed, readings at 3 m intervals and either side of the splice. Both camber and transverse
deviations should be noted.

5.5.3 SUB- ASSEMBLY


a. X-bracing.
Pre and post weld check of these sub assemblies should include main work point position, brace
straightness in two planes and open-end deviations. Whereas some of these sub assemblies
exhibit fairly long (>20m) leg lengths, account should be taken of the support condition and the
flexibility of the open-end deflections viewed accordingly.
b. Horizontal Panels.
Since horizontal guide alignment is identified as a critical dimensional item, every care must be
taken to ensure correct dimensional spacing. These will be checked pre weld and considering
expected weld shrinkage, a controlled welding sequence identified and pursued. Over length
should be left on the horizontal panel erection contact bracing and cut lengths laid out by DCS
on the basis of existing bracing and desired best fit erection position. The post weld survey of
each horizontal panel should incorporate erection targets for ease of control of horizontal panel
during erection.
Alignment between adjacent horizontal panels and overall alignment is of particular importance.
c. Boat Landing
The connection details both on the boat-landing and on the jacket should be surveyed during
trial fitting and welding corresponding to reference working points on jacket leg, particular
attention shall be paid to male/female annular clearances and/or bearing surface flatness.
Spacing and straightness between designed mating surfaces should be monitored.
d. Padeyes
Inspection of dimensions after fabrication, fitting locations and inclined angle corresponding to
reference working points of jacket leg.
e. Horizontal plane assembly
Inspection of geometrical dimensions prior to and after welding, also elevation of support to be
checked after considerable change in weather conditions (storm, heavy rain).
f. Panels assembly
Inspection, control during and after simultaneously fitting one or more components, including:
Check Elevation of the support (After considerable change of weather condition, prior and after
welding).
Check geometrical dimensions of working points.

g. Panel roll-up and horizontal plane erection.
Horizontal guide frames at el(-)42.130m level of HL JOC -Jacket and el(-)45.130m level of HL
JOC -Jacket will be surveyed at 90 to best fit through all horizontal frames to establish datum
for checking jacket verticality during offshore installation.
Inspection throughout the process, including:
Establish Coordinate Grid Network (Ground control station).
Check Elevation of the supports (After considerable change of weather condition or after fitting
of new item).
Check geometrical positions of horizontal planes before erection.
Check geometrical positions of each panel after erection.
h. Secondary structures including staircase, handrails, and caisson
Design dimensions shall be within tolerance and to be reflected in the report.
i. Pile
Inspection of length, Verification of painted penetration markings, straightness of tubular at 2
perpendicular planes, ovality at weld joints, reinforcement of weld in order to calculate value "
max. OD + 2 times of reinforcement" at joint positions.

5.5.4 THE FINAL POST WELD SURVEY OF THE JACKET.


Should provide deviations for all major work-points as well as the items described under 5.6.1
Critical Elements of this procedure (excluding roll-up saddle alignment).
5.6

DRILLING WELLBAY MODULE I FABRICATION.

TUBULAR MAKE UP (e.g. legs, crane pedestal, braces.)

Single can.
All single can tubulars shall be 100% dimensionally check. Checks shall be made 100% for
all primary items to tubular done by PTSC sub-contractors to establish a level of
confidence that dimensions are within tolerance after delivery.
The ovality and circumference of the open ends should be supplemented with length
checks.
Note: All single cans and brace subassemblies will have been checked ND accepted before
dispatch.
Cones.
Pre and post weld surveys of the cone should include length, angle and diameter of the
open ends. For the deck leg cones the as built tubular shape (radial deviation) must be
recorded for the portion of the stab-in protruding below the leg cut off i.e. at the actual
mating elevation.

5.6.3 BEAM SPLICE.


a. Engineering Department shall prepare shop drawing, cutting sheet for every beam.
Dimensional Control Surveyor shall conduct 100% dimensional check on beams based on
approved shop drawing.
b Dimensional surveys should demonstrate correct beam depth, flange width, web verticality,
flange rotation, web to flange eccentricity, beam straightness in two planes and length of
beams.
c

If beam is splice in 2 sections, a fit up survey should check the straightness, reading at 3m
intervals and either side of the splice. Both camber and transverse deviations should be
noted.

5.6.4 DRILLING DECK SUB CELLAR DECK, CELLAR DECK, , MEZZANINE DECK.

Drilling deck will be fabricated separately and installed to jacket on offshore. Interface
dimension of conductors between drilling deck transition - top of jacket leg assembly
shall be dimensionally checked prior to install.
b. All above items include in: Sub-cellar deck, cellar deck, drilling deck mezzanine deck, main
will be fabricated separately at out construction site. Dimensional control for fabricated
sections will have to comply with dimensional control stages effectively and achieve
minimum dimensional deviations.

5.6.5 TRANSPORTATION FRAME


a

Although this is a temporary structure it becomes important in so far as it will effectively


set the spacing for the deck leg and stab-in cone spacing- a critical dimension items. It will
also form the upper grillage for offshore transportation.

b As such pre-weld and post-weld survey check shall be conducted to ensure that the
position deviations of the cone receiving cans are minimized. Weld shrinkage effects should
be anticipated by increasing fit up distances center to center.

5.7

RECORDS.

Dimensional control reports shall generally be A4 sketches of the surveyed item. Each sketch
will have a unique project surveyor number and will reference the revision of the shop drawing
against which the deviations are being reported. Dimensional Controller shall sign all
dimensional inspection reports. Subsequent stages shall be performed if to be sure that all
assembly differentials are within tolerances described in the reports. If necessary, the survey
report will have its own revision status.
In the reports, dimensions are in "mm"; theoretical dimensions are written in brackets "[ ]",
actual dimensions are written below theoretical dimensions without brackets, tolerances are
written adjacent to actual dimensions, separated by" / " and preceded by " + " or" - " or" 0 "
indicating higher or lower value or equal from theoretical dimensions.
The final as built dimensional audit report of steel structural part and components shall be
generated and signed by HLJOC representative.
