Notice board worth a read

Childrens author Dr Seuss, local artist Paul
Blizzard and Bungaree welder Pete Geddes
have something in common.
All were involved in a new notice board
which now features outside the Lerderderg
Library.
The board was designed and crafted by
Mt Egerton sculptor Paul Blizzard, and
represents a tree of knowledge.
It was expertly welded by Bungaree welder
Pete Geddes.

And the back of the board features a quote


from the irreverent Dr Seuss The more
you read, the more things you will know, the
more that you learn, the more places youll
go!.
The notice board is an initiative of
Moorabools Best Start Program which put
together a Literacy Group to identify ways
of supporting literacy development in young
children.
It is designed as a way of keeping the
community informed about library and
other events, such as story telling sessions

for children. It will also display childrens art


work and literature.
In the spirit of partnership, the Literacy
Group brought together representatives
from Bacchus Marsh Primary School,
Rotarys Lets Read Program, Bacchus Marsh
Home Schooling Network, Early Childhood
Management Services, Lerderderg Library
(Moorabool Shire Council) and Best Start.
Mr Blizzard said he is pleased with the
notice board and the quote.
Its fantastic, and really appropriate too.

He explained that the work was created


using the library colours, including
Woodlands Grey Steel which was cut out
into shapes that were welded on top of each
other in layers.
It took a month and a half, a few weeks
to put it together and three weeks to spray
paint it.

support of local newspapers,
mentioning the Moorabool
News.
His speech outlined media
job cuts and closures, focusing on cuts being made by
Fairfax.

It has been reported that
Fairfax is looking to close up

to 60 regional newspapers. It
has been reported that Fairfax is sacking sales staff as
well as journalists across our
country towns and cities,
Sen. Madigan said.
Mrs Tatchell said that the
Moorabool News has grown
in the eight years she has
been at the helm.
For it to be mentioned in
parliament shows the impact we, as a local newspaper, have had in the area.

Ready to defend
Two of the worlds biggest airtankers are set to form part of
Victorias response to a summer of significant fire risk.
Victoria will be the first state in Australia to use the airtankers a
Hercules and an RJ as part of the states firefighting strikeforce.
The Minister for Emergency Services Jane Garrett said Victoria
is lucky to have one of the largest and most modern airfleets in
Australia to support our firefighters and our communities.
Our firefighters do an amazing job and are well prepared for
what is predicted to be a summer of significant fire risk.
Ms Garrett said Victoria is likely to face a challenging fire season
and communities need to be just as prepared as our firefighters.
The Hercules and the RJ can each hold more than 12,000L of water,
foam or retardant and will be able to reach any fire across the state
within one hour of being dispatched from their base in Avalon.
They will boost Victorias firefighting airfleet to 46 planes and
helicopters.
Other aircraft strategically placed around the state include:
Two Orange Erickson Aircranes Delilah and Malcolm based at
Essendon and Ballarat.
Two Sikorsky s61 helicopters based at Colac and Mansfield.

THE Barrys Reef Community Alert Siren is up and
active this fire season.
Testing by the Blackwood
CFA and regional CFA officers will continue every
Sunday morning throughout the fire season as a joint
project between the CFA,
Moorabool Shire Council
and Emergency Management Victoria.

thanked the community for
taking part in the testing.
It is great to have the community involved as they
need to be aware of how it
sounds and what it means,
Mr Boatman said.
The siren is not a message
to evacuate it is a signal
to ensure you are aware

of the local emergency


and that you seek further
information.

Its vital that people understand where they need


to go to get the next level of
information when they hear
a siren, so they can make an
informed decision on what
to do, he said.
If a community alert siren is
activated, the sound will indicate one of two scenarios.
A siren may sound for 90
seconds to indicate a CFA
Brigade is responding to an
incident nearby. A prolonged
five minute signal will indicate a significant emergency
is underway, conditions are
changing and people must
seek further information.
If a siren sounds for five
minutes, people should seek

further information through


CFAs website and the FireReady app at cfa.vic.gov.
au, or tune into emergency
broadcasters ABC radio and
SKY NEWS, or contact the
Victorian Bushfire Information Line on 1800 240 667.
Moorabool Shire municipal
emergency manager Cherie
Graham said the siren was
extremely important for the
Barrys Reef community.

A community working
group with members from
the local CFA brigades,
emergency services agencies, community members
and Council have been
working together on this
project for several years, and
it will be absolutely vital if
we endure a dire fire season, Ms Graham said.

Draft statement to commit recognition

Aboriginal flag may


fly permanently
Moorabool Shire Councillors have voted to put a draft
Statement of Commitment
to Indigenous people out for
public exhibition.
The Wednesday 3 December council meeting saw
councillors vote to endorse
the draft statement, put it
out for public exhibition for
eight weeks and to receive
a report at the conclusion of
the consultation.
Council currently does not
have any Policy or Commitment Statement to Indigenous people in the Moorabool community, however
has supported Indigenous
events in the past two years
including
Reconciliation
Week and NAIDOC Week.
The aims of the Draft Statement of Commitment to Indigenous People are to demonstrate recognition through
acknowledgement of traditional owners at meetings
and events, permanently
fly the aboriginal flag at
Council offices, and encour-

age greater understanding,


acknowledgement, respect,
inclusion of and opportunities for the Aboriginal and
Torres Strait Islander people
residing in Moorabool.
Damien Loizou, who works
as an Aboriginal Health officer (DjHS), addressed the
meeting.
On behalf of community
members Id like to thank
Council for the information
on this important item. We
encourage council to endorse the statement and look
forward to working along-

side council.
Local resident Chris Huculak also addressed the meeting in support of the draft
statement.
I speak in support to fly
the aboriginal flag on a more
regular basis, it is an important and significant flag to
fly. Permanently flying the
flag is a source of pride for
indigenous people living in
Moorabool, a visible sign of
reconciliation.
Councillor Tom Sullivan
questioned whether an eight
week consultation was long

enough given that it is over


the Christmas and holiday
period, however Council
CEO Rob Croxford replied
that it is a quite significant
consultation period.
The draft statement follows
a visit to the Ballan council
offices and a subsequent letter from the Victorian Minister for Aboriginal Affairs
late last year.
I am very keen to see more
and more councils across the
state start to acknowledge
their regions Aboriginal
heritage. There is a wide
range of ways to do this
from employing Aboriginal
staff to holding Welcome
to Country ceremonies at
important events through
to acknowledging the traditional owners of an area before opening council meetings, the letter said.
The easiest and most effective ways of acknowledging
Aboriginal Heritage though
is by simply flying the Aboriginal flag alongside the
Australian and Victorian
flags.

SOUTHERN Rural Water


is encouraging landowners
to think about trading water
if they predict they will run
low this season.
Groundwater and Rivers
general manager Craig Parker said farmers in the region
were facing the toughest
summer seen for years.
With such dry weather, we
are seeing an increase right
now in the number of people
looking for water to trade,
he said.

He said there were sleeper


licences in every region that
were rarely, if ever, used.
If you are not going to use
your allocation this summer,
we would really encourage
you to consider a temporary
or permanent trade, he said.
If the trade is approved, it
could earn you some unexpected income, and it could
really help out someone
who needs more water for
production.
Southern Rural Water is

doing its best to process


trades as quickly as possible so that people have the
water they need for their
business.
He said Southern Rural Water has a free, online trading
forum called Watermatch
that allowed people to register their interest to either
buy or sell water in southern
Victoria.
There are currently more
than 120 listings on there
right now for people wanting to trade water, and we

anticipate that figure will


jump as summer goes on,
he said.
Watermatch can be used for
the Macalister, Werribee and
Bacchus Marsh Irrigation
Districts, groundwater systems throughout southern
Victoria, and river and creek
systems in southern Victoria
other than those controlled
by Melbourne Water.

I handed a number of fliers
out and we had already
received phone calls for
bookings the following day.
So far we have about seven
people who have booked
in, which is really good,
but the spots are limited
so bookings are definitely
essential. Its really just first
in, best dressed, she said.
However anyone can join,
even children. You can come
as a complete amateur, and
we will supply the materials
and show you the techniques
in order to create the squares
to incorporate into the mat.

makers to participate in the
creation of a collaborative art
piece labeled The Welcome
Mat.
As part of the 2015 National
Basketry Gathering, the
fibre artists will work along
side basket makers and
visual artist, Jodie Goldring
during a series of workshops
to be held over three days in
January.
After the group of artists
received funding from the
Moorabool Shire Council
Winter Arts Grant, the idea
for three free workshops was
created in order to involve
the Moorabool community
in the construction of the
mat.
With assistance from a
number of experienced
basket makers, participants
will be encouraged to
each create a square using
basketry materials and
techniques,
which
will
then be combined together
during the 2015 National
Basketry Gathering, held in
Rowsley.

more food going to those in
need, and unfortunately the
number of people using this
service continues to grow,
Mr Tatchell said.
The food bus began providing meals on December 3,
2013 with two clients. The
bus now averages 30 to 40
people a night, and in 2014
gave out approximately 2000
meals, 1300 cups of coffee,
650 cups of Milo (mostly to
children) and 120 cups of tea.

Council talks to younger Moor boating

A new cemetery for residents as old as Moorabools
Mayor has been identified
as a priority for the Bacchus
Marsh area into the future.
Mayor Paul Tatchell visited
primary schools as part of
community
consultation
for Talking 2041, a Council
project to identify the communitys priorities for managing an almost doubling of
population in the Bacchus
Marsh region through to
2041.
He said that it was fantastic
to talk to the almost 400 students about their priorities
for the area for when they
will be in their late thirties
and early forties.
Weve had a great time late
last year talking to children
at Pentland, Darley and Bacchus Marsh Primary Schools
and students of both Bacchus
Marsh College and Bacchus
Marsh Grammar about their
aspirations for the future of
Bacchus Marsh.
We heard that the skate
park is a local favourite and
jobs and houses are key
priorities.

The consultation also included two 6.30am starts at


the Bacchus Marsh train station with council staff handing out surveys.

and they also identified a
new cemetery as a key priority, while looking in my
direction, laughed Mayor
Tatchell.
More than 1,000 residents
have completed the short
postcard surveys at schools,
Council facilities, local retailers, the Strawberry and
Cherry Festival and the Bacchus Marsh Train Station as
part of the now completed

first stage.
Council also held two wellattended workshops, as well
as having an additional 582
people visit councils website
to find out more about the
project.
Mayor Tatchell said he has
been delighted with the
enthusiasm the community has shown towards the
project.
During this process we
have gone out to the community, to make it as easy

factor for the area but that
the great strengths of Bacchus Marsh and surrounds
are the rural nature, sense
of community, friendliness
and proximity to Melbourne,
Geelong and Ballarat.

The full analysis of the survey results will be provided


to Council and the community in early 2015. The results
will be posted onto Councils
website and distributed to
members of the community
who have registered to receive updates via the survey
forms.
The next stage of Talking
2041 will begin in February
in the smaller towns including Wallace, Bungaree and
Dunnstown. Council will
visit ten towns to talk about
the future of the areas.

SOUTHERN Rural Water


has changed the recreational zoning of Pykes Creek
Reservoir.
The changes include one
access area for water skiing,
larger areas to moor vessels,
and a separate area for nonmotorised water craft.
Water Supply West manager Edward Smith said the
new zones would increase
safety for all those on the
water over summer.
These days, the number
of jet skis at Pykes far outweighs the number of boats
and other vessels put together, Mr Smith said.
This means that there are
a lot more vessels on the water to manage, and we need
more bank areas where they
can moor when they are not
being used.
He said the old zones allowed for boating and water
skiing, with big areas for
access lanes so boat drivers
could start their skier and
drop them off close to the
bank.
With the change to greater
numbers of jet skis, this is
now too risky. Instead, we
have developed zones to allow for one access area to
cater for the lesser amount of
water skiing, and larger are-

as to moor vessels. We have


also created a separate area
for non-motorised crafts
like canoes, separate to the
motorised environment, he
said.
This way, water skiers,
jet skiers and canoeists can
all use the reservoir more
safely.
He reminded users that
Southern Rural Water also
had a cap of 80 vessels on
the water at any one time for
safety reasons.
This means that once we
have 80 vessels launched, regardless of whether they are
being used at the time, then
no further vessels will be
allowed on until one comes
off.
This can cause long waiting times on busy days at
Pykes Creek but our prime
aim is focused on safety and
we ask people to be patient.
He said Southern Rural Water regularly deploys a compliance team at Pykes Creek,
who have been doing a great
job in educating users about
safety on and off the water.
Its important to remember
that if you have left your
licence, registration details
and/or safety equipment at
home, you will not be permitted on the water.

Renovation doesnt stop history

Whilst the Ballan Historical
Society may still be missing their home at the local
courthouse, it hasnt stopped
them from keeping history
alive within the area.
The 141-year-old building was declared unsafe in
2013, meaning the society
had limited access to their
collections. However secretary, Richard Biden said that
despite the societys state of
suspended animation, members have continued to keep
busy.
We still have regular
meetings where we discuss
research requests and correspondence. We used to
meet at the Ballan Arts and
Crafts Societies Room before
it closed down, but we have
continued to meet at the local community house, he
said.
Despite the temporary
closing of the courthouse,
the society has been on two
outings this year, where we
visited two heritage properties. We went on a tour of
Ballanee, which was one
of the original properties
that was settled in Ballan in
1939, and also on a tour of

Ballark.
Members of the society
have also begun working
on the 2015 ANZAC Day
Ceremony, which will be
celebrated over a month long
period in the RSL Hall.
The society is putting all
of our work into next years
ANZAC day ceremony. We
have been given a federal
government grant, and a lot
of various other contributions and bodies around the
area have already put in a lot
of time, Mr Biden said.
However, as the society continues to be hard at work, the
restoration of the courthouse
is also on the way. Mint Inc.,
a Melbourne based company that ensures buildings
of heritage significance are
successfully managed, began the restoration process
in 2013, and hopes to see the
completion by July.
Mint Inc. Property Manager, Ross Turnbull said although it is quite a huge job,
the end result will allow the
building to be accessible for
many years to come.
We have been working
with a structural engineer
and heritage architect to
work out the most appropriate way to repair the build-

ing. We started by fixing the


gutters and roofing to stop
water from running into
the ground and causing the
building to crack and soon
the contractor will come and
excavate under the building
and put concrete footing
under the initial bluestone
fittings, he said.
Once this is all finished,
the whole building will be
supported and it will be fit
for occupation again. However it wont just be accessible, it will be accessible for a
really long time, as this kind
of repair is only a one-time
thing.
Mr Turnbull said the restoration of the Court House
was an important necessity
as the building is a significant attraction.
The Court House is a
very pleasant and attractive
building that has meaning
and familiarity for those
who have lived in Ballan for
their entire lives, and even
for people who visit rural
Victorian towns in the present day, he said.
Its a sustainable use of
a community asset, and it
would be crazy not to use
it for as long as the town is
there.

AVENUE OF HONOUR - BACCHUS MARSH


TREE INSPECTIONS AND PRUNING WORKS
Council will be undertaking aerial inspections and tree pruning works in the Bacchus
Marsh Avenue of Honour from Tuesday 27 January 2015 to Friday 6 February 2015.
These important tree works will be undertaken as part of the ongoing commitment to
the Bacchus Marsh Avenue of Honour Strategic Management Plan.
Council periodically undertakes these works to limit the risk to public safety and
extend the life of the trees within the Avenue of Honour.
Works on the trees will be conducted Monday to Friday only during the hours of
8.00am and 5.00pm.

Seed funding needed


to grow communities

event.
The small rural primary
school was named runnerup in Victorias south western region and won 30 soccer balls and 30 soccer bibs
for its efforts.
Principal Caryn Fox said it
was a huge achievement for
the school to be successful
two years in a row.
Whilst last year we took
out the winners title, this
year the conditions changed

and we were competing


against twice as many
schools, Ms Fox said.
Each region had a winner
and runner-up announced.
Last year there were nine
regions, this year there
are only four so only eight
schools out of the 499 that

Woodlands Ward Councillor Pat Toohey has spearheaded a decision to save the
Community Development
Fund.
The fund provides $100,000
annually to community
groups and committees,
community networks, progress groups and development associations as seed
funding to support community infrastructure projects
that have a significant impact on community development, liveability and wellbeing in the Shire.
The fund was scheduled
for review in 2014/2015 and
a report was tabled at the
Wednesday 3 December
council meeting which recommended that the program
cease, and instead funding
be provided through councils annual Capital Improvements program as part of the
budget.
However Councillor Toohey
put forward a resolution
seconded by West Ward
Councillor Tom Sullivan to
save the fund.
The Community Development Fund is a fund that
gives our smaller communities an opportunity to get
funding for projects to get
them off the ground and
to get volunteers behind

them, its a very important


program that our smaller
communities
are
very
pleased with and the positive feedback indicated that
the Moorabool community
wanted us to keep that.
The report also concluded
that the fund had significant
community support but
that there was community
frustration and confusion
around timeframes and
application processes for
funding.
Councillor Sullivan said
that the fund is about community empowerment.
Its $100,000 from a budget
of $30 million, its a small
amount of investment and
its good for smaller projects.
Its a credit to those community groups involved in each
project.
However Councillor John
Spain was one of three councillors who voted against
the resolution to save the
fund, saying that he agreed
that many good projects
have been funded under the
program but that there was
confusion in the review
and that council needed to
review its processes.

The heatwave Victoria experienced from Monday 13 January to Saturday 18 January
2014 saw unprecedented levels of demand for ambulance services across the state,
particularly in Melbourne. A total of 2506 ambulance triple zero calls on the Thursday,
the second highest number of ambulance calls ever answered by Emergency Services
Telecommunications Authority. Cardiac arrests also saw a signicant spike. Ambulance
Victoria was called to 77 suspected cardiac arrests on Friday alone the usual number is
about 12 a day. Unfortunately there were also a high number of calls for children locked in
cars during the extreme temperatures.

and grassfire CHW is reminding their customers to be aware
of the impact bushfires can have on their water supply.
General Manager (CHW) Customer and Community
Paul Clark said for residents planning on defending their
properties from a bushfire, it is essential they have access to
alternative water supplies.
We are readying our staff and water supply network to
cope with extreme conditions. We are also working with the
CFA and DEPI to actively prepare for the bushfire season.
It is essential you have independent water supplies in place
if you live in a bushfire prone area and that you prepare your
property for fire, Mr Clark said.

large tree branch in the backyard of their premises.
Ballan Lionesses run the
Steptoes Op Shop and had
to call the SES to cut up and
remove the bough from the
tree.
One Lioness said the area
were it fell was where volunteers sit for their tea break on
a nice day.
It was just lucky the branch
fell during the night or early
in the morning as we all sit
out here for our breaks, she
said.
The landlord had an ar-

borist out last year to check


on the tree and the report
came back with a clean bill
of health.
I presume the tree will
now need a lot more branches cut off for safety reasons.
The Bacchus Marsh SES
unit arrived at the scene and
three members proceeded
to cut the fallen branch into
smaller removable pieces.
The Op Shop was disrupted
for a short period whilst the
SES crew made the scene
safe. Buyers continued to
shop for bargains via the
front door of the premises.

Is Diesel the New Green
Fuel?
Are Climatists giving a
green tick to diesel power?Ten thousand professional climate crusaders recently attended yet another
Climate Carnival in Lima,
Peru. Did they use green
power to minimise their carbon footprint? No way; massive diesel generators were
trucked in on diesel-powered lorries because the local hydro/solar power could
not cope. The delegates were
also moved between hotels and the venue in more
than 300 diesel buses few
bothered to walk or ride bicycles.In sunny Spain, the
government solar subsidies
were so generous that some

entrepreneurs managed to
produce solar energy for
24 hours per day. However,
inspectors discovered that
diesel generators were being operated at night, thus
producing great profits in
selling solar energy to the
grid.Then in go-green,
vote-blue Britain, wind
power is proving so erratic
that thousands of reliable
diesel generators are being
installed by utilities and
businesses to maintain power when the grid becomes
unstable.Finally we have
people who disconnect from
the grid, aiming to become
independent by generating
their own power from small
solar and wind installations.
After the first long spell of
cloudy windless weather,
most turn to a reliable ondemand

Fire claims life

A house fire claimed the life
of a Gordon woman late last
year.
The fire occurred on the
evening of December 19,
and the 84 year old female
occupant of the Corbetts
Road house was killed in the
blaze.
The Arson Squad investigated the fire but as yet have
not reported back to the Ballarat Detective in charge of
the matter.

Meanwhile, a 20 year old


Werribee male has been
charged with various theft
and traffic offences in the
Gordon area.
Senior Constable Dave
Young said the offences occurred over the last month
and included the theft of
cars and other equipment,
while the traffic offences included unlicensed driving,
driving an unregistered car
and hoon driving.
The man will appear in
court at a date to be set.

31,000 of them were in inner
and middle Melbourne. This
has also had a flow on effect
into the outer suburbs and
regional Victoria.
In a continuation of a trend
which began in the bumper
spring selling season of 2013,
areas which have traditionally favoured private sale,
have had an increase in
auctions.
By the end of 2014 there had
been 2771 auctions across
regional Victoria, compared
with 1419 the previous year.

Sales at auction tend to


increase during periods of
price growth, with sellers
encouraged by good prices
achieved by others at auction and the prospect of keen
competition. Private sales,
where an extended sale and
marketing period is possible
rather than the compressed
timescale of an auction, lend
themselves to quieter times
and areas where buyers may
be harder to come by.
It is not only across regional
Victoria that the popularity of auctions is increasing.
The success of the auction
system in Victoria has led
to more interest in it in Sydney and New Zealand, with

more real estate agents training as auctioneers.


By June 30 the number of
auctions held in regional
Victoria had increased by 38
per cent 1424 auctions, compared with 1034 in the same
period last year. Regional
fringe areas in Melbourne,
which have also traditionally favoured private sales,
had an increase in sales at
auction of 51 per cent compared with 2013.
Not surprisingly, it was regional centres rather than
small country towns which
had the most auctions. As
well as the desire to achieve
higher prices in a competitive market, other drivers

include the influx of buyers

centres and towns within

regional agents report demand from these buyers is
