MUNICIPAL RESOLUTION NO. 016-2014

CONCURRING MDC RESOLUTION NO. 01-2014, APPROVING THE REALIGNMENT OF THE
20% ECONOMIC DEVELOPMENT FUND FOR CY 2012 PREVIOUSLY APPROPRIATED FOR
CONSTRUCTION OF GENERAL OLA MUSEUM BUILDING (PHASE II) IN THE AMOUNT OF
PHP4,779,343.00 TO REHABILITATION/IMPROVEMENT OF BATBAT-CABALOAON-BALANAC
FARM TO MARKET ROAD IN THE SAME AMOUNT.

WHEREAS,
Local Development Councils, or as in the case of this local government,
the Municipal Development Council (MDC), has for its mandate to assist the Sanngunian in setting
the direction of economic and social development efforts within its territorial jurisdiction.
Particularly, it shall appraise and prioritize socio-economic development projects and programs,
among others;
WHEREAS,
this Sanggunian was in receipt of MDC Resolution No. 01-2014, which
approved the realignment of the 20% EDF, CY 2012, and which amount, as captioned above, was
previously appropriated for the construction of the General Ola Museum Building (Phase II), and
now, is being appropriated for the project known as the Rehabilitation/Improvement of BatbatCabaloaon-Balanac Farm to Market Road (FMR). This amount shall be included as part of the LGU
counterpart for the immediate implementation of the latter project;
WHEREAS,
FMRs have proved to be efficient and effective in lowering transportation
costs of farmers thru the provision of better quality roads used as means in the transport of their
products from their respective farms to market areas, among others;
WHEREAS,
this august body is in agreement with, and thereby concurs, this act of the
MDC considering that the benefits derived from FMRs are being continually seen and felt by our
farmers, among others, and it is believed by this august body that this act is in accordance with the

Councils mandate as the implementation of the same would accelerate economic and social
growth and development in the municipal level;
WHEREFORE, in view of the foregoing premises, be it now:
RESOLVED, as it is hereby resolved by the Sangguniang Bayan of Guinobatan, Albay in
session assembled, to concur as it hereby concurs MDC Resolution No. 01-2014, Approving the
Realignment of the 20% Economic Development Fund for CY 2012 previously appropriated for
construction of General Ola Museum Building (Phase II) in the amount of Php4,779,343.00 to
Rehabilitation/Improvement of Batbat-Cabaloaon-Balanac Farm to Market Road in the same
amount.
RESOLVED FURTHER, that MDC Resolution No. 01-2014 is hereto attached and marked
as Annex A.
RESOLVED FURTHERMORE, that a copy of this resolution be furnished the Municipal
Planning and Development Office, and such other concerned offices/agencies, for their information
and appropriate action.
APPROVED UNANIMOUSLY on motion of Honorable Councilor Ricky S. Matza and duly
seconded by the members present this 10 th day of February, 2014 during their 6th Regular Session.
