Ms. Hynes reported that MNCPPC said that they do not
own the Montpelier sign. She said that the fence around
the Montpelier sign needs to be cleaned and she will try
to hang wreaths on them for the holidays.

Ms. Hynes suggested the underbrush could be cleared
out along the pathway on the pool side to make way for
some addional planng. Ms. Hynes reported that three
6-foot long benches, made from recycled plasc, but
looking like wood, could be purchased and shipped for
$1,180. Trustee Fazio made a moon to purchase the
three benches ($1180), 6 bags of concrete, and anchors
for installaon along the pathway. Trustee Mason seconded the moon. Several board members were concerned that benches could become a hang-out and an

county planned to replace trees that fall or die if we did

Mr. Bacarella spoke to the board regarding a ne levied
by the ACCC. He said that he was not appealing the ne,
but challenging the authority of the ACCC to issue a ne
for making repairs to the siding on his house. The ACCC
cited the Covenants for Lots, Arcle V, Secon 1 as the
reason for the violaon and subsequent ne; however
Mr. Bacarella argued that his house was never in
disrepair, but in a state of repair. Trustee Derrick
stated that the ACCC was responding to a complaint and
acted with their authority.

OLD BUSINESS
Trustee Derrick spoke with Ms. Valenne of the Neigh
borhood Design Project to conrm that Montpeliers par
cipaon in the Bradford Pear Tree Replacement Project
would give homeowners sucient warning if their trees
needed to be replaced. Opons for keeping trees were
also discussed. The survey and marking of trees will not
begin unl the Spring of 2015. A le:er will be prepared
and distributed to all members so that everyone under
stands the program and their opons.
Trustee Keang reported that the Communicaons
Commi:ee chairmanship had not been lled. Trustee Ja
cobs was suggested, but he is busy, and already responsi
ble for the privately owned, Yahoo Group and modera
tors. A current member of the commi:ee will be asked if
they are willing to serve as chairperson.

Trustee Mason reported that police discovered a neigh
bor had died in her home on Graystone Lane. It appears
that she died of natural causes.
Five new patrol ocers have been assigned to the Belts
ville staon, including one addional COPS ocer.

mi:ee member, Sean Beaver. They were about exterior
lighng for our homes and crime prevenon.

Trustee Mason reported that Mary Lehman and a repre
sentave from the County Department of Public Works

event) to discuss realignment of ODell/Cedarbrook/
Muirkirk and other road improvement projects.
Trustee Mason met with the County Revenue Authority
Director. He requested a speed camera on Montpelier
Drive closer to Deereld Run Elementary School. The
school on the corner of Claxton and Montpelier closed, so
there is no authority for the County to put a speed cam
era in that area of Montpelier Drive.
Trustee Mason was told that the dead tree on Cedar
brook near Briardale (which was reported to the County
over a year ago) was cut down; however, it is sll there.

NEW BUSINESS
Mr. Bacarella received a le:er from the board regarding
his challenge of the authority of the ACCC to issue a ne
for making repairs to the siding on his house, but he did
not receive the insurance policy and documents which he
requested. Ms. Hughes emailed the requested documents
and called Mr. Bacarella to conrm receipt, but she never
received a reply. The ma:er will be connued unl next
month. Mr. Bacarella agreed that an emailed copy of the
documents was acceptable and his email address was
conrmed. He was also given printed, contact informaon
on the board members for the past two years as he had
requested.

The next Board meeng will be held on Tuesday, Decem


ber 9, 2014 at 7:00 PM at Deereld Recreaon Center,

SECURITY COMITTEE REPORT


Driveway Resealing Scam: Be aware of men going
around the neighborhood asking to reseal driveways.
They claim to be using a method that will x the
cracks. A resident agreed to the repairs and they de
manded $1,200 in cash. The resident had to drive to the
bank to withdraw that amount to pay them. I think the
going rate for this job is certainly less than $500 so be
ware of this scam. Make sure you nd out what the
price is before you agree to let them do it and decide if
you are comfortable paying them in cash. Security Com
mi:ee strongly recommends that you do not purchase

WSSC Policy Update


Montpelier Residents,
I spoke with David Wilkins, Customer Care Representave for WSSC concerning their policy with
work in our community. Their dispatchers work
on a priority basis and determine a pipe break vs.
a valve leak which occurred at Montpelier Drive
and Silverbirch Lane. David realizes that we want
all WSSC problems xed immediately, but they
have to take care of major problems rst. Their
policy is to wait 60 to 90 days before nalizing
repair of streets that they dig up. This is because
they need for the temporary patch to se:le before the nal repair. There will be pipe replacement on specic streets this Spring and Summer. I don't have specic informaon but have
been assured that the individuals involved will be
noed in advance. If you have quesons, you

If snow is predicted, please remember to park your car in the driveway if at all possible. If you
must park on the street park only on the side of the street with even numbered addresses.
When there are cars parked on both sides of the road, the snow plows can't get through on narrow
streets or, at best, can only clear one travel lane.

Describe the alteration in detail. Information about dimension, materials and design must be included with this form or the
project will not be considered by the ACC. Include any statement of special circumstances that may require deviation from
established and published guidelines. Any changes to the exterior of your home, including paint color, siding and windows, will require the approval of the neighbors on each side and in back of your home. Siding must blend harmoniously
with the neighborhood. The neighbors residing across the street must also be contacted if the project, when completed, can
be seen from their property. Major landscaping projects such as retaining walls, etc. must also be approved. Plans for
major alterations must be submitted to the ACCC two weeks before the meeting. Applications for approval of PODS,
dumpsters, or similar structures should check the Other box and must include the maximum time that the structure will

The homeowner requesting approval of a project (requester) will contact the neighbor(s) residing on each side of his
home to obtain their concurrence or comments. In the event the requester resides on a corner lot, the neighbor residing adjacent to his rear property line must be contacted. The neighbors residing across the street must also be
contacted if the project, when completed, can be seen from their property. Space for their name(s), address, concurrence or comments is provided above. If the required neighbor approvals are not obtained by the requester the
ACC will contact the neighbors to get their comments which will delay processing of the request. Neighbor comments will be considered by the ACC in making a decision. Those neighbors that non-concur in a project will be
notified in writing of the action taken by the ACC and advised of their right to appeal. If a project requiring ACC
approval is started without such approval it shall be considered in violation of the covenants of the Association.

The Architectural Control & Compliance Commi:ee (ACCC) has received, and approved, many requests for installa
on of solar panels in the last year. While some of us may not like the look of solar panels on a house, the Mary
land Real Property Code prohibits restricve covenants that impose limitaons on the installaon of solar collecon
panels on the roof of your home, provided that the owner owns or has a right for the exclusive use of the roof.
With this in mind, the ACCC will no longer require prior approval for installa.on of roof-mounted solar

collectors provided that they comply with all State and Local laws. The ACCC requests no.ca.on of
the intent to install solar collectors and the approximate date for installa.on. Nocaon may be made
by email (michael.boddie@aol.com or emhughes@comcast.net), mail (PO Box 2503, Laurel, 20709) or submi:ed on
an approval form.
