This website explains how the 15th amendment was ratified. With Ulysses S
Grant support,
showing his concern for his citizens or just following the
presidents behind him. "All men free and equal" is the sole purpose for the 15th
amendment and it seem Grant believed in that idea.
It's difficult to understand
what Ulysses really felt, but through his action it show he had great
concern to
protect all the people he can.
