Committee for Standardization(CEN).

Kingdom took an active part.

1 Scope

3 Definitions

This standard lays down technical specfications for


extinguisher bodies and their accessories. It applies to
the bodies of extinguishers in which the service
pressure does not exceed 25 bar and to propellant gas
cartridges.
A specific clause gives requirements relative to carbon
dioxide extinguishers' bodies.

For the purposes of this standard the following


definitions apply.

This European Standard incorporates by dated or


undated references, provisions from other publications.
These normative references are cited at the
appropriate places in the text and the publications are
listed hereafter. For dated references, subsequent
amendments to or revisions of any of these
publications apply to this European Standard oniy

2 Normative references

3.1 body
Shell of the extinguisher not fitted with its accessories
but fitted with all its welded pasts.

5 Welded steel bodies


5.1 Materials

5.1.1 The material used in the construction of the


extinguisher bodies shall be weldable and shall contain
a maximum of 0,25 % carbon, 0,05 % of sulfur and
0,05 % of phosphorus. Before fabrication, the material
shall have an elongation A greater than 16 % and a
tensile strength R, 5 580 MPa.
Examples of suitable products are given in table I
below.

For austenitic steel bodies, the minimum thickness


measured shall be greater than the minimum thickness
calculated using the following formula:

5.1.2 The body manufacturer shall be capable of


providing certificates of the chemical cast analysis of
the steels that are supplied to him for the manufacture
of the parts subjected to pressure.
Independent analyses shall be carried out on samples
taken either from the semi-finished product as supplied
to the body manufacturer, or from the body
The manufacturer shall be capable of providing results
from mechanical and metaiiurgical tests carried out on
welds and a detailed description of the weldmg
processes that are used during manufacture.

5.1.3 For bodies produced from austenitic steel the


maximum carbon content shall be 0,03 %. Type 304L is
a suitable example.

5.2.2 Marking of closures


The main closures (covers, plugs, ...) which are or may
be subjected to pressure during normal use shall be
indelibly marked to permit subsequent identincation.

5.2 Parts subject to pressure


5.2.1 Minimum wall thickness
The verification of the design of parts subject to
pressure shall be by test dened in this standard.
The body shall meet the requirements of the
mechanical strength test (crushing test,see 6.2) and
the bursting pressure (see 6.1).
The body shall have a measured wall thickness greater
than the minimum thickness calculated using the

This is subject to an absolute minimum thickness of


O,4 mm, including all tolerances.

5.3 Construction of bodies


5.3.1 General requirements
On his own responsibili@, the manufacturer shall
ensure that he has available the manufacturing means
and processes suitable for fabricating the bodies in
conformity with this standard.
The manufacturer shaJ ensure that the materials and
components used in the fabrication of the body are
free from any defect likely to impair the safe use of the
extinguisher.
5.3.2 Mounting
The portable extinguisher shall be constructed so that
it may be:
- free-standmg on a horizontal surface;
- and/or k e d to a vertical surface.
The shape of the base of the body is optional.
Bodies for extinguishers that may be free-standing
shall either be fitted with a means to raise the pressure
retaining part of the body at least 5 mm above the
horizontal surface or the thickness of metal in the
pressure retaining part of the body in contact with the
horizontal surface shall be at least 1,5 times the
minimum wail thickness(es) (see 5.2 and 10.3).
5.3.3 Welded parts
Butt welds in the strength envelope shall be formed
using an automatic welding procedure and shall not be
located in areas where variations of shape exist.
The welds shall be a continuous penetration with no
deviation in the weld.
Welds and brazed joints shall be free from defects
which may impair the safe use of the body.

5.3.4 Attached parts


Attached parts shall be made and fixed to the body so
as not to cause any dangerous stresses or any specific
corrosion risks. Non-metallic materials may be used for
makjng attached parts as long as they are sufficiently
robust.

6 Tests
The tests described in 6.1 and 6.2 shall be carried out
on a minimum of 10 bodies. These tests are required
for an unalloyed steel body.
6.1 Burst test under pressure
6.1.1 Test requirements
The burst test under pressure shail be carried out
using an installation which permits a regular increase
of pressure until the body bursts and also permits the
variation of pressure to be recorded as a function of
time.
6.1.2 Interpretation of results
The bursting pressure Pishall not be less than 2,7
times the service pressure P, developed inside the
apparatus at the temperature of 60
with a minimum
of 55 bar.
The burst test shall not cause the body to fragment.
The main break shall show no signs of britteness,
i.e. the edges of the break shall not be radial, but shall
be inclined relative to a diametral plane and shall have
a reduction in area over their entire thickness.
The break shall not show any obvious defects in the
metal. The break shall not originate in the body
marking area
6.1.3 Marking of bodies
The bodies used for the bursting test shall bear ail
n o d markings.

6.2 Mechanical strength test (crushing test)


The mechanical strength test shall be carried out in the
form of a crushing test used to confirm the ductility of
the body.
In carrying out the test the mandrel shall be positioned
as stated, but such as to mjnimize the risk of damage
to connection points which allow pressurization of the
body Damage to these points does not constitute
failure and alternative means of pressurizing the body
may have to be established.
The length of the body is the maximum distance
between the ends of the pressure envelcpe, excluding
any skirt or connection.
6.2.1 Long bodies
The following method shall be used when the length of
the body is greater than 1,5times the outside diameter
of the body. The body shall be crushed perpendicularly
to its longitudinal axis and approximately in the middle
of the body by means of a non-deformable cylindrical
mandrel of diameter DB = (Df 20) mm and of a length
sufficient for each end to overlap the crushed body
(see figure 2). The body shall be crushed to 10 times its
thickness within a period of 30 to 60 seconds.
For bodies with a longitudinal weld, the weld seam
shall be at 90" to the support line.
For bodies with a transverse weld, the crushing shall
be carried out at an angle of 45" to the weld.
Following the crushing test, the body shall be filled
with water and subjected to the test pressure Ph. The
body shall not have any cracks or leaks.
6.2.2 Short bodies
The following method shall be used when the body
length is equal to or less than 1,5times the outside
diameter of the body.
The body is crushed perpendicularly to its longitudinal
axis at its mid-point using two 25 mm thick mandrels.
The mandrels shall be radiused for a half cylinder
R = 12,5mm and be of sufficient length to extend
beyond the sides of the crushed body.
Crushing, to the dimensions shown in figure 3 shall
take place between 30 to 60 s.

6.4 Macroscopic examination


The macroscopic examinati

'on of a transverse section
of the weld shall show complete fusion over the area
treated with a preparation acid and any defects shall
be revealed.
if there is any doubt, a microscopic -ambition of the
suspect area shall be carried out.
6.5 Visual examination of the weld
An external visual examination of the weld shall be

carried out on the complete weid.


The welded surface to be examined shall be free from
grease, dust, slag residue or any protective coabng.
The transition between the welded metal and the base
metal shall be smooth and free from undercuts.
The welded surface and d a c e n t surface of the body
wall shall not have any cracks, nicks or pores.

In the case of bodies having a longitudinal weld, the


weld seam shall be at 90" to the mandrels.
For bodies having a circumferential weld or welds
within the zone of deformation, the mandrels shall be
at an angle least likely to result in test failure and
within 45"to 90" of the longitudinal Cuas of the body.
Foilowing the crushing test, the body shall be lied
with water and subjected to the test pressure Ph. The
body shall not have any cracks or leaks.
6.3 Pressure test
6.3.1 Test conditions
The pressure test shall be carried out using apparatus
that permits a reguiar increase of pressure up to the
moment the test pressure is reached.
6.3.2 Requirements
The test pressure qi shall be not less than 1,3 times
the service pressure P, developed inside the body at a
temperature of 60 "C and shall be a minimum of 20 bar.
The test pressure shall be maintained for 30 s and the
body shall not leak. After the test, the body shall not
show any visible signs of permanent deformation.

The body of the portable extinguisher shall bear at


least the foilowing markings:
- mark of the body manufacturer,
- serial or batch number,
- year of manufacture;
- test pressure in bar.
The marks shall be applied to the metal of the body by
stamping or engraving.

8 Additional requirements
8.1 Closures
The closures of the portable extinguishers shall be
capable of depressurizing the body before their
complete removal.
8.2 Pressure relief devices
A pressure relief system is not mandatory except on
CO2 extinguishers.
If a pressure relief system is to be used, it may
comprise:
- a Aety valve;
- a bursting disc;
and the device shall operate at a pressure > Ps (60"C)
and <Ph.

9 Propellant gas cartridge


Propellant gas cartridges are used in portable
extinguishers pressurized at the moment of their use.

9.1 Rechargeable cartridge


9.1.1 Construction
The cartridges shall be made of steel, aluminium or
aluminium alloy.
The internal volume shall be less than 500 cm3. The
cartridges chal be made of a steel intended for the
construction of a pressure vessel. If the cartridges are
made from seamless steel tube, the material shall
conform at least to IS0 26042 : 1975.
Aiuminium of aluminium alloy cartridges shall be niade
of aluminium whose properties conform to the
requirements of 2.1.2 of annex 1 of EEC
Directive #526.
The mechanical properties of the steel, aluminium or
aluminium alloy used shall ensure that the minimum
burst pressure requirement is met.
The carbon dioxide Cartridges shall have a filling
density 5 0,750 kgi.
9.1.2 Pressure test
Gas (compressed and liquified) cartridges shall be
designed for a test pressure equal to 1,3 times the
service pressure at a temperature of 60 "C.
The minimum burst pressure shall be 1,5 times the test
pressure.
Each cartridge shall be subjected to the pressure test.
This pressure shall be applied for an adequate duration
to ensure that it is leaktight.
No deformation visible to the naked eye shall occur.
One cartridge in one thousand shall be subjected to
the burst pressure test.
If the manufacturer's batch is < 1000 pieces, one
cartridge per batch shall be subjected to the test. A
manufacturing batch is taken to mean a number of
pieces manufactured at the same manufacturing plant,
under the same manufacturing conditions to the same
manufacturing requirements and with the same
personnel. During the burst test, the rate of increase of
the pressure shall not exceed 2 barh.
The cartridge shall remain leaktight up to the burst
pressure.
Any burst shall only occur in the cylindrical part of the
cartridge as a ductile burst. If the cartridge does not
meet this requirement, five more cartridges from the
same batch shall be subjected to the same burst
pressure test. If one of these cartridges is defective, the
remainder of the batch shall be rejected.

9.1.3 Marking
The cartridges shall have at least the foilowing
markings:
- actual empty mass in g;
- theoretical full mass in g;
- mass of COZ expressed in g or charging pressure
of the compressed gas in bar;
- year of manufacture;
- mark or name of the manufacturer.
The marking shall not become damaged during normal
handling in manufacture and use and shall remain
clearly legible.
9.2 Non-rechargeable cartridge
9.2.1 Construction
Non-rechargeable cartridges shall be made of steel or
aluminium alloy. Those with an internal volume
> 50 cm3 shall meet the requirements of 9.1.
Carbon dioxide cartridges shall have a filling density
5 0,750 kgi.
9.2.2 Pressure tests
This clause applies to cartridges with an internal
volume 5 50 cm3.
Carbon dioxide cartridges shall have a test pressure of
250 bar.
Those containing a compressed gas shall have a test
pressure of 1,3times the service pressure measured at
a temperature of 60 "C.
The minimum burst pressure shall be 450 bar.
Any burst shall only occur in the cylindrical part in the
form of a ductile burst.
Non-rechargeable cartridges shall remain le&ght for a
storage period of 6 h at a temperature of (SO + 5) "C
and shall not have any permanent deformation.
9.2.3 Marking
The cartridges shall have at least the following
markings:
- actual empty mass in g;
- theoretical full mass in g;
- mass of CO2 expressed in g or c h a r m pressure
of the compressed gas in bar;
- year of manufacture;
- mark or name of the manufacturer.
The marking shall not become damaged during normal
handling in manufacture and use and s h d remain
clearly legible.

10 Aluminium bodies

10.3 Parts subject to pressure

10.1 Materials and their identification


The material used for manufacturing impact extruded
bodies shall be pure duminium,i.e. unalloyed

The body manufacturer shall provide attestations of
the cast analysis of the material supplied and keep
them available and declare the type of materiai used.
Independent chemical analysis shall be carried out.
Samples for analysis shall either be semi-nnished
products that the manufacturer of the bodies shall
supply or shall be taken from the inished body.
The shape of the base of the bodies is not specined.

10.2 Testing
The dimensional requirements are deemed to have
been met if, during the type testing, the requirements
of the following tests are met:
- burst pressure (6.1);
- test pressure (6.3);
- mechanical strength (crushmg test) (6.2).

10.3.2 Other @pes of bodies


The measured wall thickness of the bodies shall be not
less than the thickness calculated using the following

11 Specifications for plastics components


11.1 General
The test and verifications shall be carried out on
components conforming at every point to mass
produced components with regard to the material
used, the shape and the manufacturing process.
The plastics material used shall always be identifable.
Any modification of the material, shape or
manufacturing process shall necessitate a new test.
The components shall be verified in the asdelivered
condition with regard to their conformity with the
manufacturing plan, their appearance, dimensions and
weight.
The manufacturer shall prove by means of regular
inspection of the manufacturing process that the
requirements of this standard are met in mass
production.
11.2 Requirements for plastics components
subject to pressure
For components subject to pressure, the specifications
of 11.2.1 to 11.2.6 are applicable. The manufacturer of
components subjected to pressure shall make available
dah sheets relating to the product and to its
processing.
11.2.1 Three components sha be subjected to the
burst pressure by means of suitable liquid at a
temperature of (20 f 3)
(60 3) "C and of
(- 20 f 3) "C or, if the components are used in specific
low-temperature countries, at a temperature of
(- 30 f 3) "C.
The rate of increase of pressure shall not exceed
2 barls.
The burst pressure shall be at least equal to 3,4 times
the service pressure measured and shall be not less
than 55 bar.

NOTE. Countries specified as low-temperature countries are


Austria, Finland, Iceland, Norway and Sweden.

11.2.2 Three plastics components normally subject to


pressure in the operating condition shall be
conditioned at a temperature of (60 f 3) "C for 500 h.
Then they shall be conditioned in an atmosphere of
50 % relative humidity and at a temperature of
(20 f 3) "C until their weight stabilizes.
Then they shall be checked to see that they comply
with the manufacturing plans, appearances, dimensions
and weight.
The plastics components shall then be subjected to the
burst pressure by means of suitable liquid at a
temperature of (20 f 3) "C with a rate of increase of
pressure of 2 barls.
The burst pressure shall be at least equal to 3,4 times
P, and shall be not less than 55 bar.

11.2.3 Six components shall be subjected to an


artificial ageing test over 500 h as described in
IS0 4582 : 1980. Then, they shall be conditioned in an
atmosphere with a relative humidity of 50 % and at a
temperature of (20 3) "C until their weight stabilizes.
Then, they shall be checked to see that they comply
with the manufacturing plans, appearances, dimensions
and weight. A change in colour is permitted. Three of
these plastics components shall then be subjected to a
burst pressure test using a suitable liquid at a
temperature of (20 3) "C with a rate of increase of
pressure of 2 bark
Three components shall be subjected to the burst
pressure using a suitable liquid at a temperature of
(- 20 f 3) "C or, if the components are used in
low-temperature countries, at a temperature of
(- 30 f 3) "C.
The burst pressure SMbe at least equal to 3,4 times
Ps and shall be not less than 55 bar.
NOTE. Countries specified as low-temperature countries are
Austria, Finland, Iceland, Norway and Sweden.

11.2.4 Five components shall be subjected to an


articial ageing test as described in IS0 4582 : 1980, for
a period of 500 h.
They sha then be stored in an atmosphere with a
relative humidity of 50 % and a temperature of
(20 f 3) "C until their weight stabilizes.
Then, the plastics components shall be fitted to the
portable extinguishem which are 95 % led with water
and pressurized with nitrogen up to the service
pressure. The portable extinguishem shall then be
subjected to the impact test with an impact on the top
and the four sides of the apparatus.
In the impact test, the hammer shall be made of steel,
be cylindrical with a diameter of 75 mm and have a
total mass of 4 kg, its bottom surface flat and it shall
be capable of free falling. The drop height is given in
table 3 below.

One new plastics component may be used for each


test.
During the test, no change which is capable of
affecting safety shall appear in the component (scaiing,
fracture, crack).
Nondangerous leaks are acceptable.

11.2.5 Plastidmetai threaded connections between


the cylinder and the actuating device andor closure
shall be designed so as to avoid the possibility of the
plastics thread becoming damaged when coming into
contact with the metal thread.
When the body closure is retained by a screw thread
or threads produced in a non-metallic material, all
threads not having the characteristics dened below
shall be prohibited
- the thread pitch shall be 2,9 mm minimum and the
width of the thread crest of both components, when
measured n o d to the helix angle, shall be
2 0,6 mm;
- the included angie of the threa form when
measured normai to the helix angle shall be 2 18
(see figure 4);
- the length of incomplete thread at the start of the
non-metallic thread shall be no greater than the
actual depth of the thread. The start of the thread is
that part which is first engaged with the mating
component as the two are assembled.

Prior to carrying out the tests in accordance


with 11.2.1, 11.2.2 and 11.2.3, each sample shall be
prepared in the following manner
- screw and unscrew the closure 100 times with its
mating part, tightening each time in accordance wth
the manufacturer's maintenance instnictions;
- condition samples in accordance with the
requirements of 11.2.1,11.2.2 and 11.2.3.
NOTE.If the closure seals are of the replaceable type, then new
seals shall be fitted immediately, prior to carrying out the burst
tests and at any time during the screwingunscrewingcycle when
deterioration is evident.

11.2.6 The requirements of 11.2 do not apply to jet


control devices at the end of portable extinguisher
hoses; the requirements of 3.4 of EN 3 : Part 5 shall
apply.

12 Carbon ioxde portable extinguishers


12.1 The steel, alumjnium or aluminium alloy bodies
are containem fitted with accessories which have an
innuence on safew.

They shall meet all the requirements i
- either the European Directives W525, W526 or
any other future European Directives;
- or those contained in the national regdations
existing in the country of use including requirements
for periodic testing.
12.2 A safety device shall be provided on these types
of extinguisher. Only bursting discs are permitted as a
safety device. The bursting pressure of the discs shall
be > Ps and < ph of the body, including all tolerances.
