At

present

there

are

six

conventional

governed by a separate enactment.

Universities

in the

State,

each

These Universities are the Andhra University

and Nagarjuna University in the Andhra Area of the State Sri Venkateswara and Sri
Krishnadevaraya University

in the Rayalaseema region, the Osmania University and

the Kakatiya University in the telangana area of the State.

The provisions of the

various Universities Acts governing the aforesaid Universities are substantially the
same with minor variations here and there. Whenever there is a change in the policy
of the Government

and an amendment

and objects, a separate enactment has to be passed.

To maintain uniformity of law

in respect of all the conventional Universities and to easily establish any conventional
University and the same enactment, the Government have decided to enact a single
law in place of Six University Acts and to bring all the aforesaid Sic Universities under
new law.
Apart from the above aspect of uniformity in the law, the Government have
also

decided

to democratise

the

functioning

of the Universities

by providing

for

elected element in the Board of Management (earlier called as the Executive Council)
and in the Academic Senate.

It is also proposed to enlarge the membership of the

Academic Senate into a highly enlightened

body.

This Bill seeks to give effect to the above decisions.

ACT NO. 4 OF 1991
An Act to amend and consolidate the laws relating to certain Universities in
the State of Andhra Pradesh and for matters connected there with and incidental
thereto.
Be it enacted by the Legislative Assembly of the State of Andhra Pradesh in
the Forty-first Year of the Republic of India as follows:-

CHAPTER-I
PRELIMINARY
I.

Short title, extent and commencement:

This Act may be called the Andhra Pradesh Universities Act, 1991.
It extends to the whole of the State of Andhra Pradesh.
It shall come into force on such date as the Government may, by
notification, appoint.

Definitions:- In this Act, unless the context otherwise requires:

1) affiliated college means, a college within the University area affiliated to the
University in accordance with the conditions prescribed
2) aided college means, a college other than a Government College which receives
aid out of State Government Funds;
3) academic year means a period of twelve months commencing on the first day of
July of the year or such other period of twelve months beginning on such date as
the
Board of Management may specify in respect of all the colleges under the control of
the University or any particular college thereof;
4) autonomous college means, a college on which the status of autonomy has been
conferred by the University;
5) constituent college means college located outside the University Campus and
established or maintained by the University for providing courses of study
qualifying students for admission to the examinations in accordance with
regulations prescribed; and includes a college so located and established or
maintained by the University immediately before the commencement of the act;
6) college means, a college established and maintained by, or affiliated to, or
recognized by the University;
7) Department means, a University Department recognized as such by Statutes;

10) Head of Department means, a teacher of the University responsible for the coordination of instruction, training and research in any Department of the
University;
11) hostel means, a unit of residence for students of the University maintained or
recognised by the University in accordance with the conditions prescribed.
12) Honors College means, a University College, an affiliated College or constituent
College in which provision is made for Post-Graduate courses of study in which is
Declared as such by status;

13) Post-Graduate-Centre means, a University College in which provision is made for


Post-Graduate courses of study in which is declared a such by status.;

14) prescribed means, prescribed by Statutes, Ordinances or Regulations


15) Principal means the head of a college.
16) Professional college means , a college established and maintained by the
University or affiliated to the University for providing courses of study leading to
the professional degrees of the University, in accordance with the Regulations
prescribed;
17) recognised college or recognised institutions means, respectively a college or
institution recognised by the University under conditions prescribed;
18) registered graduate means, a graduate registered under section 35;
19) schedule means the schedule appended to this act;
20) secretary to Government includes a Joint Secretary to Government and a Deputy
Secretary to Government;
21) student means, a person who is admitted to a college and is borne on the
attendance register thereon until the end of the academic year;
22) Teachers means, Professors, Readers and Lecturers in a college and such other
persons giving instruction in a college as may be declared by the Statutes to be
teachers;
23) teachers of the University means, teachers appointed by the University to give
instruction or guide research in the University and constituent colleges;
24) University means, a University constituted or deemed to have been constituted
under this act.
25) university area means, the area indicated against each University specified in
the Schedule;
26) University campus means, the area comprised within the limits of the
headquarters of each University as notified by the State Government from time
to time in the Andhra Pradesh Gazette;
27) University College means , a college located in the University campus which is
established or maintained by the University and provides courses of study
qualifying students for admission to University examinations, in accordance with
the Regulations prescribed and includes a college so located, and established or
maintained by the University immediately before the commencement of this act;
28) University Professor means, a person appointed as such by the University.

CHAPTER II
THE UNIVERSITIES
1. Establishment of Universities:
1) The Government may, by notification, establish a University and specify the name,
area of operation and headquarters thereof and for this purpose it shall be
competent
for the Government to amend the Schedule so as to

include the University in the Schedule;


specify the University area and the headquarters of the newly established
university; and
alter the University area of any other University.

2) Where a notification has been issued under subsection (1) , there shall, unless the
notification is in the meantime rescinded be introduced in the Legislative Assembly
as on as may be but in any case during the next session of the Legislative
Assembly following the date of the issue of the notification; Bill on behalf of the
Government, to give effect to the alteration, addition or cancellation, as the case
may be, of the Schedule specified in the notification, and the notification shall
cease to have effect when such Bill becomes law, whether with or without
modifications, but without prejudice to the validity of anything previously done
there under: Provided that if the notification under sub-section (1) is issued when
Legislative Assembly is in session, such a Bill shall be introduced in the
Legislative Assembly during that session. Provided further that where for any
reason a bill as aforesaid does not become law within six months from the date of
its introduction in the Legislative Assembly, the notification shall cease to have effect
on the expiration of the said period of six months.
3) A University shall be a residential, teaching and affiliating University, and shall
Consist of a Chancellor, a Vice-Chancellor, a Rector, a Board of Management and
an Academic Senate. It shall be a body corporate having perpetual succession
and a common seal be issued to and served on the Registrar.

Reconstitution of the Universities:- on and from the date of commencement of this

Sri Krishna Devaraya University established under the Sri Krishna Devaraya
University Act, 1981 (Act 36 of 1981)
The Nagarjuna University established under the Nagarjuna University Act, 43
Of 1976)
The Osmania University established under the Osmania University Act, 1959
(Act 9 of 1959 ) and
Sri Venkateswara University established under Sri Venkateswara University
Act, 1954 (Act XIV of 1954)
shall be deemed to have been established and incorporated under this Act and
are hereby declared to be Universities by the aforesaid name, and the
respective
University areas and Headquarters thereof shall be as specified in columns(3)
ad (4) of the Schedule.

Powers, functions and objects of the Universities:- Every University established


under this act shall have the following powers, functions and objects, namely:1) to provide for instruction and training in such branches of learning as it may think
fit;

2) to made provision for research extension programme and for the advancement and
dissemination of knowledge;
3) to confer degrees and other academic distinctions on persons who have carried on
research under conditions prescribed;
4) to confer honorary degrees or other academic distinctions on approved persons
under conditions prescribed;
5) to create posts of professors, Readers, Lecturers and any other teaching posts
required by the University and to appoint persons therefor;
6) to create administrative, ministerial and other posts required by the University
7) to acquire and hold property, both movable and immovable, to lease, sell or
otherwise transfer any movable or immovable property which may have become
vested in our may have been acquired by it, for the purpose of the University and
to contract and do all other things necessary for or incidental to the purposes of
the University;
8) to institute, take-over and maintain colleges and hostels;
9) to establish, maintain and manage or to affiliate Honors colleges, Autonomous
Colleges or Post-Graduate Centers in any part of the University area outside the
University Campus.
10)to confer autonomy of affiliated Colleges or Post Graduate Centers in any part of
the University area outside the University Campus.
11)to transfer an or all the colleges or institutions maintained by the University to the
administrative control of the Government on such conditions as it may determine;
12)to erect, equip and maintain laboratories, libraries and museums;
13)to affiliate or recognize colleges and institutions and to withdraw such affiliation or
recognition;
14)to inspect affiliated and recognized colleges and institutions and to take measures
to ensure that proper standards of instructions are maintained in them.
15)To make grants from the funds of the University to affiliated and recognized
colleges and institutions.
16) To establish, maintain and manage research departments and institutions;
17) To make special provision for the spread of higher education among educationally
backward classes of citizens;
18) To make special provision for colleges and institutions or women students
19)To establish research institutions in any part of the University area whether within
or outside the University campus;
20) To fix fees and to demand and receive such fees and other charges as may be
prescribed;
21) to make grants from the funds of the University for the maintenance of the
National Cadet Corps;
22) to institute and manage;
a) a Department of Publications;
b) a University Press
c) an Employment Bureau;
d) an Information Bureau;
e) Boards of University Extension;
f) Students Unions, University Sports and Athletic Clubs; and other similar
bodies and associations
23) to co-operate with other Universities, education institutions and authorities in such
manner and for such purposes as the University may determine;
24) generally to do all such other acts and things whether incidental to the powers
aforesaid or not, as may be necessary or desirable to further the objects of the
University as a residential, teaching and affiliating University, to cultivate and
Promote arts, fine arts, sciences, professional studies, technology and other
Branches of learning and to promotes the interests of its students;
25) to supervise and control the conduct and discipline of the students of the
University and its affiliated and recognized colleges and institutions, and to make
arrangements promoting their health and general welfare.
6. Admission of educational institutions or colleges:(1) No college or institution outside the University area shall form part of, or be
affiliated to or recognized by or be admitted to the Privileges of the University.
Provided that the colleges and institutions in the territories specified in clause

(b) of Sub-section (1) of section 8 of the States Reorganization Act, 1956,


(Central Act 37of 1956) which formed part of the State of Hyderabad as it
existed immediately before the 1st November, 1956, shall continue to be
affiliated to or be recognized by the Osmania University, until such time as the
University may determine: Provided further that the institution of research and
higher learning outside the Concerned University area may be recognized in
the manner prescribed by the Statutes.
2) No college or institution within the concerned University area shall after the
commencement of this Act, form part of, or be affiliated to , or be recognized by,
or seek admission to any privileges of any other University:Provided that
nothing contained in this sub-section shall apply to any such college or
institution within the concerned University area and such formed part of, or was,
affiliated to, recognized by, any other University prior to such commencement.
3) Every college or institution which was affiliated to associated with or
recognized or maintained by any of the Universities in the Schedule as the
commencement of this Act shall continue to be affiliated to or associated with
or recognized or maintained by that University.
7.
University open to all persons:- No person shall be excluded from holding
any office in the University or from membership of any of the authorities of
the University or from admission to any degree, diploma or other distinction
or course of study, on grounds only of religion, race, caste, sex, place of birth or
any of them, and it shall not adopt or impose on any person any test
whatsoever of religious belief or profession in order to entitle him to be admit
thereto as a teacher or student or to hold any office therein or to qualify for any
degree, diploma or other
distinction or to enjoy or exercise any of the
privileges of the University: Provided that,

1) The University may maintain, affiliate or recognize any college or


institution, intended exclusively for women, either for their education, or for
their residence.
2) The University may reserve seats in any University college or constituent
college for women or members of educationally backward classes, or allot
seats on such regional basic of the concerned University area, as may be
declared by the University;
3) The Government may reserve seats in colleges under their management
for women or members of educationally backward classes or allot seats
on such regional basis of the State as may be declared by the Government.
Inspection and inquiry:1. The Government shall have the right to cause an inspection to be made
by such person or persons as it may direct of the University, its buildings,
laboratories, libraries, museums, workshops and equipment and of any
institutions maintained by or affiliated to the University and also to cause an
inquiry to be made, into the teaching and other work conducted or done
by the University in respect of any matter connected with the University.
The Government shall in every case give notice to the University of its
intention to cause such inspection or inquiry to be made and the
University shall be entitle to be represented thereat.
2. The Government shall forward to the Vice-Chancellor a copy of the
inspection report for obtaining the views of the Board of Management and
on receipt of such
views, the Government may tender such advice as they
consider necessary and fix a time limit for action to be taken by the
University.
3. The Board of Management shall, within such time as the Government may
fix report to them through the Vice-Chancellor the action which has been
taken or is proposed to be taken on the advice tendered by them.
4. The Government may, where action has not been taken by the University
to their satisfaction, within the time fixed and after considering any
explanation furnished or representation made by the Board of
Management issue such directions as they may think fit and the University
shall comply with such direction.

MEMORANDUM OF ASSOCIATION
1.

NAME OF THE SOCIETY :


The name of the society shall be THE REPALLE TALUK EDUCATIONAL
IMPROVEMENT SOCIETY REPALLE, hereinafter referred to as The Society.

2.
i)

OBJECTS OF THE SOCIETY :


To establish and maintain a college or colleges initially at Nagaram and
there after at any other place or places within the limits of Repalle Taluk
providing courses of study in Arts, Science and technology in conformity with the
rules and Regulations of the Andhra University or other University to which it
shall be affiliated.

ii)

To start at Nagaram a College in memory and in the name of late Sri


Velagapudi Ramakrishna, and for that purpose, to acquire by sale, endowment,
or other wise all those pieces of land and the construction there on at Nagaram
in Repalle Taluk belonging to the Jeypore Sugar Co., Ltd.

iii)

To act as a trust board, to accept endowments, bequests, donations,


subscriptions, grants from institutions both private and public, corporate bodies,
local Bodies and Government and other transfers of property made to the Society
and to administer the same in accordance with the terms agreed.

iv)

To raise necessary funds to maintain Educational institutions under the


management of the Society and to administer the same.

v)

To assist, take over and\or manage any other college or colleges or other
educational institutions with in the limits of Repalle Taluk.

vi)

To establish, maintain, manage or assist financially school or schools in


Repalle Taluk so as to serve as feeders to the College or Colleges.

vii)

To establish, maintain, manage or assist financially Institutions for


promotion of science, literature, fine arts and technology and those engaged in
diffusion of useful knowledge.

viii)

To own, acquire, movable and immovable property of any nature for the
college or colleges other institutions established or to be established and to
dispose of the same for the benefit of the society.

To grant and to deserving students for promoting studies.


To construct buildings of a permanent or temporary nature for
purpose of the college or colleges, schools, hospitals and other institutions.

xi)

To collect donations of not less than five lakhs of rupees in cash or in kind
for carrying out the objects of the Society and to take all steps necessary for the
collection of the donations.

xii)

To take steps for obtaining the permission of the Governmnet and


affiliation to the Andhra University to establish the college at Nagaram if possible
from the academic year of 1969 70.

xiii)

To print and publish books, journals, magazines and all other literature
pertaining to the activities of the college or colleges and also to establish a
printing press.

xiv)

To do all such things as may appear necessary, incidental and conducive to


attain the objects of the Society.

RULES AND REGULATIONS OF


THE REPALLE TALUK EDUCATIONAL IMPROVEMENT SOCIETY
REPALLE
NAME OF THE SOCIETY:
1.

The name of the Society is THE REPALLE TALUK EDUCATIONAL


IMPROVEMENT SOCIETY, REPALLE.
OFFICE :

The office of the society shall be at Repalle and/ or at each other


place as may be determined by the Executive Committee.
MEMBERSHIP:

I.There shall be four classes of Members to the Society known as


class A, B, C, and D as defined here under.

CLASS A PERPETUAL MEMBERS:

Smt. P.Rajeswari Ramakrishnan, Sri P. R. Ramakrishnan and Sri. V.L. Dutt, the
founder- members of the society are made perpetual members of the Executive
Committee in recognition of the endowment of the properties at Nagaram. Shall,
hereafter, be referred to as Permanent Executive Committee Members. The succession to
the permanent Executive Committee Members shall be by their nominees. Smt.
P.Rajeswari Ramakrishnan and Sri.P.R.Ramakrishnan are the permanent president and
Vice-president respectively of the Society and the said posts shall be filled up by their
nominees after life time. (Resolution of General Body dated 12-10-92.)

Persons or Institutions or corporate bodies or local authorities donating
Rs.25000/- or more. (Resolution of General Body dated 12-10-92)

Persons or Institutions or corporate bodies or local authorities donating
Rs.10,000/- or more but less than Rs.25,000/- (Resolution dated 12-10-92)

CLASS D
Persons or Institutions or corporate bodies donating Rs. 5,000/-- or more but less
then Rs. 10,000/- (Resolution date 12-10-92)

a) : The membership shall not cease by the death of a member of the


society. The individual member of the society shall have the power to nominate
and person as his successor to become the member after his life time. If the
nominee happens to be his heir (according to law of succession applicable to him)
he becomes his successor after his life time.
If such a nominee is one other than his heir (according to law applicable)
he shall be accepted and approved by the Executive Committee which will have
the right to reject the name for the reasons stated. In case of such rejection of
any nominee, the matter shall be ratified by the General Body by simple majority
of the members present. In case of such rejection., the members may nominate

another who will become his successor on the acceptance and approval of the
Executive Committee.
b): If no nomination is made by the members or his nominee is not
accepted by the executive committee during his life time, the membership shall
ensure to the benefit of his heirs (according to the law of succession applicable to
the deceased member). The body of heirs if they are more than one in number
shall nominate and authorize one out of them to be the member on their behalf
with in a period of 6 months of the death of a member or with in such time that
may be extended by the executive committee at the request of not less than of
the number of heirs. If no such nomination is made as above, the membership
ceases.
An institution, Corporate Body or local authority which is a donor member
of classes B, C, D will be required to nominate and authorize a person on
its behalf to sit, vote, and act as member of the General body or the executive,
committee as the case may be. (General body Resolution dated 12-10-92)
The Executive Committee shall have the power to decline any donation
from any individual or institution without assigning any reason.

a) The permanent president shall have the power to nominate two


persons on the Executive Committee, at her will, from time to time.
(General Body Resolution dated 28-10-93)
b) All the existing members of classes A and B shall automatically
become members of the Executive Committee.(pas. dated 28-10-1993).

The remaining members of the Executive Committee (excluding the


permanent president vice-president and permanent member mentioned in
sub-clause(viii) below and the member nominated by the president as
mentioned in sub-clause(v)(a) above the automatic members of classes
A and B as mentioned in sub clause (v)(b) above shall be elected in the
ratio of a each from the C and D classes of members once in every
three years at a meeting of the General Body convened for the purpose,
and the members so elected shall hold office for period of three years or
until the new executive committee is elected whichever is later.(General
Body Resolution dated 28-10-93).
a) The permanent president shall have the right to nominate for the
offices of Secretary and Treasure, from among the members of the
Executive Committee duly elected or nominated as per sub- clauses v(a)
v(b) and (vi) above.
b) The remaining office bearers (i.e) two ordinary vice-presidents and
one joint secretary shall be elected by the members of Executive
Committee, When it is formed once in three years as above.

(viii)

Smt. P. Rajeswary Ramakrishnan and Sri. P.R. Ramakrishnan and Sri. V.L.
Dutt shall be the president , Vice-President and member respectively of
the next executive committee and all the succeeding committees during
their lives, and there after their respective nominees shall fill up the said
posts. Such nominees of the president and Vice-President shall have the
authority to exercise the powers stated in rules 7 and 8 respectively.
(General Body Resolution dated 12-10-92).

(ix)

Sitting member shall be eligible for re-election.

(x)

Any casual vacancy of the elected members of the Executive Committee of


the society may be filled up by co-option by the Executive Committee for
the un expired tern of the vacancy from those of the members of that
class in which the vacancy arises.

(xi)

The Executive Committee of the society shall have an advisory capacity in


respect of the functions of the Governing Body tendering advice from time
to time and the Governing Body shall be expected to give due respect and
consideration to such advice of the Executive Committee.

(xii)

The Executive Committee shall meet at least once in six months.

(xiii)

The quorum for the Executive Committee shall be one-third of its strength.

(xiv)

It shall be the duty of the Executive Committee to prepare the Annual


Report and Budget.

COLLEGE :
5.

The College to be established by the society at Nagaram shall be named


SRI VELAGAPUDI RAMAKRISHNA MEMORIAL COLLEGE.

PRELIMINARY WORK :
6.

(I)

The preliminary work of the society shall consist of :-

(a) En listing the donors and collection of donations.


(b) Making arrangements for the putting up of necessary constructions.
(c) Taking immediate steps for obtaining permission of the Government and
affiliation to the Andhra university.
(d) All other work of preliminary nature necessary and incidental to the college
and hostel.
(II)
Expenses for the work involved in (I) (a) above shall not be
charged to the funds of the society.

PRESIDENT :
7.

The administration and management of the college or colleges and


their affairs shall be under the sole control of Smt. P.Rajeswary Ramakrishnan
and for this purpose, she shall have the sole and absolute right to appoint and
nominate all the Non-Official members of the Governing body consisting of her
own nominees to assist her in the day to day administration and to name one
of the them as the Correspondent for each college and she shall further
have sole authority to relive any or all such nominees on the Governing body.

PERMANENT VICE PRESIDENT :


8.

Sri P . R. Ramakrishnan, the permanent Vice-President of the Executive


Committee shall have the sole authority and responsibility to decide on
the following matters, namely.

(i)

Kind and nature of construction for the college or colleges, hostel or hostels
or other buildings.

(ii)

Cost of such constructions

(iii)
(iv)

Necessity and occasion for each of such constructions.


Purchase and furnishing of all equipment and furniture.

SECRETARY :
9.

(a) The Secretary of the Executive Committee is to actively assist in the


preliminary work as mentioned in Rule 6 (a) (b) (c) and (d) above.

The Secretary shall be in charge of all the records of the Society.


He shall maintain accounts and shall issue vouchers under his signature.
He shall carry out there resolutions of the General Body and of the
Executive Committee.

(e)

He shall have the power to appoint, remove , dismiss, suspend ,or


otherwise punish employees or staff of any Institution run by the Society
carrying a monthly remuneration not exceeding Rs. 200/- p.m. subject to the
approval in writing of the president to be obtained with in 3 months.
(f)
He shall place before the Executive Committee at its meeting the
expenditure incurred in the previous period and action taken regarding
implementation of Resolutions of the General Body and the Executive
Committee and place all correspondence relating to Institutions run by the
Society.

10.

The Secretary shall be the person to sue or be sued on behalf of the Society.

JOINT- SECRETARY :
11. The joint secretary shall assist the secretary in the performance of all his functions
and duties and shall also discharge such duties and functions as may be delegated
to him by the secretary.

TREASURER :
12. The Treasurer shall be the custodian of all the assets of the society and he should
deposit all monies of the society into Bank or Banks.

GOVERNING BODY :
13. (i) There shall be a Governing Body for the college and for each of the colleges that
may be established in future consisting of 9mebers of whom 4 will be nonofficial members to be nominated by the president of the Society from among
the members of the Executive Committee as provided under rule 7 and two
representatives of the affiliating University, one Representative of the
Government of the State and one member of the staff of the college to be
selected by the president from among the Heads of the Departments.
(ii) The non-Official members of the Governing Body shall be chose from among the
members of the Executive Committee and or from the members of the learned
professions such as, medicine, law, education etc., and they shall serve on the
Governing Body as long as they enjoy the confidence of the President.

FINANCE :
14.

(a) The funds of the society shall be deposited in any Scheduled Bank and/or the
State Bank of India in the name of the society.
(b) The accounts shall be operated upon either by the President, Smt. P. Rajeswary
Ramakrishnan alone or by the Secretary and treasurer jointly.
(c) Any withdrawal of money involving more than Rs. 25,000/- at any one time
either by the president or by the secretary and Treasure as the case may be
should first be authorized by a Resolution of the Executive Committee.
(d) Surplus funds, if any, of the society may be invested in such securities or fixed
deposits in Banks, or other non-banking companies as the Executive Committee
may decide.

GENERAL BODY :
15. (a) The General Body of the Society shall consist of all the members of classes
A, B, C and D referred to in Rule 3 above.
(b) The General Body shall meet at least once in a year ordinarily in the month of
March to transact the following business :
to take stock of the activities of the previous year.
(i)
to pass the annual budget
(ii)
to approve the audit report of the previous years.
(iii)
to appoint Auditor or Auditors.
(c) The quorum for a meeting of the General Body shall be 1/5th of the total
number of member of the Society comprising of Classes A, B, C and D
or 15 members which ever is less.

MEETING :
16.

(a)

The president and in her absence , the Senior most Vice-president at the
meeting shall preside over all the meeting of the Executive Committee as well
as of the General Body of the Society.

(b)

The Secretary shall convene the meeting of General Body on the requisition
of not less than 2/5th (40%) of its strength . (General Body Resolution dated
12-10-92).

(c)

Ordinarily 15 days notice shall be given to the members of the society for a
meeting of the General Body and 7 days should be given to the members of
the Executive Committee for a meeting.

(d) In case of emergency, the Secretary shall have the power to convene a
meeting of the General Body giving only a notice of 7 days and to convene
the meeting of the Executive Committee giving only a notice of 3 days.
17.

The Society shall have the power to alter, add to or omit by the Rules and
Regulations in a meeting of the General Body convened for the purpose by a
resolution passed by the votes of2\3 of the members delivered in person or by
proxy and confirmed by the votes of 2\3 of the members present at a second
special meeting convened at an interval of not less than one month after the
former meeting.
(a) No amendment, alteration, addition or deletion shall however, be made to
the objects of the Association without prior approval of the Commissioner of
Income Tax ,Andhra Pradesh, Hyderabad. (Resolution of General Body Dated
22-12-70).
(b) In the event of dissolution , the assets remaining shall be transferred to
any other institution with similar objects and aim and which has been
recognized by the Income Tax Authorities as registered under section 12 A of
the Income Tax Act, 1961. (General Body Resolution dated 18-8-74)

Thirty seven years ago, a small lamp of knowledge was lit here, where we
have assembled today and a college was born.
It is rather unusual that in Guntur district, which has the maximum number
of Colleges in A.P., this part of the district has been without a College till 1969. The
long felt need has been met by the establishment of a College by the Repalle Taluk
Educational Improvement Society. The College has been named after the late V.
Ramakrishna, who gave away 28.74 acres of land and buildings therein for the
location of the College at Nagaram. The government of Andhra Pradesh, in their
orders Ms. No. 1832 dt. 26-7-1969, have permitted to start the College with
Intermediate , PUC, B.A., B.Com and B.Sc.
The College started functioning on the
st
auspicious day of 21 August, 1969 with the idea of bringing education and knowledge
to the doorsteps of our poor and forgotten people in the villages.
The College had grown from strength to strength under the loving care and
liberal monetary help by Smt. Rajeswary Ramakrishnan, daughter of late V.
Ramakrishna, M.D. Jeypore Sugars and her Industrialist brothers Messrs. V.M.Rao and
V.L. Dutt. They have contributed by 1980 a crore of rupees in cash, a magnificent
library building, laboratories and other amenities. All these were properly utilized in
developing the College , both academically and with a distinct way of life by the
Founder Secretary & Correspondent Late Dr. N.V.Krishna Rao, Founder Principal Sri K.
Umavara Murthy and efficient devoted staff of the College. Over the years we are
happy that our institution has acquired a name for good teaching, discipline and much
more a way , an outlook and values integral to a liberal academic institution.
We
sincerely believe that a College , is not mere text teaching , examination oriented
institution. It is the nursery , for the future citizens of the society and country.
Also, it is our good fortune that our College is in the heart of rural area.
For the last three and half decades, it had educated thousands of disciplined and
well trained students. They are found all over state as Doctors, Engineers, Teachers,
Industrialists and also considerable number are in foreign countries. Our College has
been and is an engine of development in these backward poor, rural parts.
Our
College has put Nagaram, a forgotten and sleepy village, on the academic map of
Andhra Pradesh. This College was the venue of many functions and celebrations.
President of India, Chief Ministers, Scholars, Heads of Universities and Artists came to
this College.

Tutorial System:
There has been an uninterrupted instruction to students during the current
year. We conducted Tests in all the subjects. The progress of each student has
been communicated periodically to the parents concerned. Special coaching classes
were conducted by the staff in the third term for the benefit of the backward
students with the financial assistance from UGC.
No visitor misses to feel the
residential character of our College. Staff and students live in close proximity with each
other and thus our students have an easy access to the staff. We have introduced
a tutorial system. Some 20 to 25 students are entrusted to a staff member who will
act as their tutor. He will meet his wards at least fortnightly once, discuss their
problems and report their welfare periodically to the Principal.
I am glad to report that the teaching staff has spared no effort in giving their
best to students. It is earnestly hoped that all the students would fare well in the
examinations and come out successful.
Changes in I Degree Course:
Acharya Nagarjuna University has introduced this academic year Internal
Assessment Scheme in English for first year degree students for judging the merit in
communication skills. The stress is on language rather than on literature . Teaching
language in use rather than language in form is the objective . This is a welcome
feature. We provided all facilities
including language laboratory to the English
department to conduct practical.
New Course:
In M.Sc. Physics course was started in 2005-06. The total strength
sanctioned was 24+3. The management provided all facilities to the Department and
three teaching staff members were appointed.
Public Examination Results:
Majority of our students belong to low income groups and come from villages.
Their families do not have any educational background, nor they have any facilities to
concentrate on studies. The task for our Teachers to mould this raw material is really
great. In the first batch of Intermediate in 1970 our percentage of passes was 41 and
in the last year it was 49.3%, with 41 first classes, 29 second classes and 10 third
classes. In 1972 we sent the first batch of B.A., for University examinations and got
47% and for the first batch of B. Com, it was 48%. The first batch of B.Sc., was in 1973
and the percentage of passes was 67. In the last University examinations for Degree in
B.A. the percentage was 94.8 with 9 first classes, 18 second classes and 10 third
classes. In B.Com the percentage was 54.3 with 14 first classes, eight second classes
and three third classes.
In B.Sc., the percentage was 79.69 with 82 first classes,
Twenty four second classes. In M. Sc. Chemistry the percentage of passes was 29.16.

Staff:
In 1969-70 we started with 20 teaching and 14 non-teaching members.
Today it is 55 teaching (29 aided Lecturers, 26 unaided lecturers) and 50 non-teaching
members(34 aided and 16 un-aided non-teaching).
Finances:
The total salary bill of aided staff from March 2005 to February 2006 from the
government is Rs.1,12,80,494/- .
The grant released up to January 2006 is Rs.
1,00,26,000/- . The expenditure on unaided staff for 2005-06 is Rs. 12,15,954.
This is in contrast with 1969-70 , the first year of the College, the
expenditure including staff salaries was only Rs. 2 lakhs. It is very interesting to
know that approximately a sum of Rs.11,000/- is being spent on an average for every
student during this year as against Rs. 580/- in 1969-70. This figure does not take
into consideration the capital expenditure on buildings, furniture, fittings etc.

This year we procured LCD projector and Xerox machine which is very
useful to the students. Coin phone is arranged in the College campus for the use of

students & staff. We are going to construct examination hall and class room with

Hostel:
At a small village like this, a hostel is an essential pre-requisite for the College.
With sagacity and imagination the Management started the hostel from the first year
itself i.e., 1969. Today we have been able to provide accommodation in the hostel
both for girls and boys. Sri I.Veera Babu, Dept.of Commerce is the Deputy Warden
and Sri K. Benjamin, Dept.of
History is the Additional Deputy Warden. The mess bill on the average is about
Rs. 27/- per day.
Recently the coin phone facility is extended to the hostelars.
Compulsory study hours are maintained between 7.30 P.M. and 9.30 P.M.
We are happy to tell you that a student welfare hostel came into existence
in 1976. It is also run by the College with the financial assistance from the Govt. This
is boon to the poor and backward students. Its popularity is shown by the fact that
this year it has total strength of 46 , which had started only with 15 students in 1976.
Sri A. Hari Krishna Dept.of Politics is the Warden of the hostel.
Physical Education:
K. Amaranath, II B.Sc. is selected for the ANU Kho-Kho team and he is going to
Participate in the South West Inter University Tournament to be held at Periyar
University,Salem from Feb. 10th onwards. P.Balaji participated in the South Zone Inter
University Badminton tournament 2005 on behalf of ANU at Balgaum from 8 th to 11th
Dec.2005 and won second place. K. Parthasarathi of II B.A. participated in the Cricket
tournament for Physically Handicapped and won the prize on 28-12.2005. V.Venkaiah
participated in the 13th A.P. State Tae Kwon-do championships held at Ongole in 19 th ,
20th Nov.2005 and was adjusted I place in Spairing weight category in 54 to 63 colour
sparring. He was also adjusted 2 nd place in group sparring weight category in colour .
In the ANU Inter Collegiate Cross Country (Men) tournament held at APR degree College,
Nagarjunasar our college won 3rd place. Sri G.Hanumantha Rao, Lect.in Maths and Sri
A.Mohan Rao, Lect.in Chemistry attended the ANU level Shuttle Tournaments held at
GSR Degree College, Guntur on 21st and 22nd Jan. 2006 and won III place.

N.C.C.

An institution should be alive to the needs of the society of which it is only a


part. In otherwords , Colleges should use their skills for the betterment of the society.
Situated as we are in the heart of countryside, we are particularly alive to this
problem. From the beginning, we have kept this in our mind and have been trying to
help the villages through our N.C.C. and N.S.S.
There are 150 cadets in N.C.C. and Sri M. Sambasiva Rao, Lecturer in
Commerce is the N.C.C. Officer.
CATC: During this academic year 80 cadets have undergone CATC & ATC camp
Training at Tenali, Duggirala, Parchur, Ongole, Vijayawada and Guntur.
Army Attachment Camps: Seven cadets have attended Regular Army Attachment
Camps held at Secunderabad.

Community Development Activities:
1. Road Show: Cadets in Display:
On the request of S.P. Guntur, our College
cadets participated in a Road Show at Repalle and Ponnur Town on 14-9-2005 in
connection with the Municipal Elections, 2005. 60 Cadets have participated along
with NCC Officer, which was organized by the Superintendent of Police, Guntur.
2. Bundo Bust Duties in Municipal Election 2005:
With the request of the Police Department, our Cadets performed Bundo-bust duties
in Municipal Elections, 2005 at Repalle town on 24-9-2005. 56 Cadets were deployed
for 28 wards and remaining cadets have participated in striking force along with NCC
Officer.
3. Charity to the Aids Victim:
Our College NCC responded for the news item published in Vartha daily news
paper on 12-11-2005 about the Aids Victim Smt. Jyothi resident of Edupalli
village. NCC Coy collected Rs. 2,381.50 from the College students and staff. The
Edupalli village Sarpanch donated Rs. 200/- NCC Officer Rs. 500/- and by adding
Cadets one day tiffin allowance Rs. 750/-. The total amount Rs. 3,831.50 was
donated to Smt. Jyothi on 14-11-2005 at her residence, Edupalli through Principal,
Dr.V.K. Mohan in the presence of Village Sarpanch , Edupalli.
4. Clean & Green Programme:
On the occasion of NCC Day i.e., on 27-11-05 our cadets conducted a Clean &
Green Programme at Staff Quarters living area. Nearly 130 cadets have took part
in the programme from 8 A.M. to 5 P.M.
5. Worlds Aids Day Rally:
On the occasion of Worlds Aids Day i.e., 1-12-05, the NCC & NSS jointly organized a Rally in
Nagaram village in order to create an awareness about the fatal decease aids.
6. Bio-Magnetic Therapy: Dr. K. Ramanaidu help line charity (U.K)
A 4 day Bio-Magnetic therapy free camp was organized by the NCC in the
College Premises from 27-12-05 to 30-12-05 . Our College Correspondent
inaugurated the camp on 27-12-05. Nearly 550 persons of Nagaram and
surrounding villages were treated and benefited with this camp.
7. Blood Donation Camp:

(Dr. Lakshminarayana):

On the occasion of Republic Day, the NCC & NSS jointly organized a blood
donation camp with the help of Indian Red Cross Society, Ongole on 26-1-2006
in our College premises. In this camp 39 students have donated blood and
remaining cadets and staff have participated in KNOW YOUR BLOOD GROUP
Programme.
N.S.S.

Our College NSS unit is very old and has very great tradition of service.
Present student strength is 125. Sri Ch. Kishore Babu, Lect.in Physics is the
Programme Officer.In the mega blood donation camp held at Acharya Nagarjuna
University 15 students of our NSS unit have participated and donated blood. Our
NSS unit has celebrated Communal Harmony week from 19 th to 25th Nov.2005 and
on the occasion of Flag Day on 25th, NSS volunteers have collected donations worth
Rs. 1500/- and sent the DD to the Trust to help orphans. Celebrating World Aids
Day on 1st Dec.2005, our NSS volunteers and NCC cadets along with Anganwadi
volunteers have conducted Aids Awareness Rally. In the meeting held after it,
Principal Dr.VK Mohan presided and Sri MV Ramana Rao, Local MLA is the Chief Guest.
Under stop Sri Ch. Kishore Babu, Smt. Madhavi Glory have taken training in Aids
awareness as Special Resource Persons and Sri B.Prakash Babu and Smt. Kanaka
Ratnam as Nodal Officers. As usual this year also our NSS Volunteers have
undertaken Clean and Green Programme in the College campus.
As part of Aids Awareness programme sponsored by the Telugu Daily Vaartha,
our NSS volunteers and NCC cadets along with 800 Dwakra group members have
conducted a huge rally on 29 th Dec. 2005. After the rally a meeting is held in which
Principal Dr.V.K. Mohan is the president and Correspondent Sri V. Subba Raol and Local
MLA are the chief guests.
N.G.C.
This year we have started N.G.C. wing in our College. 100 students joined in
this wing. To keep the Mother Earth green and pollution free, Van Mahotsava was
celebrated with a great sense to save the earth planet from the clutches of pollution.
Students collected a variety of plants and each plant was planted in the college campus
with an oath to protect the same. Students of NGC unit also planted plants for Botanical
garden and actively participated in the cleaning programme. Sri B.Prakash Babu is the
coordinator of the NGC wing.
Adoption of Edupalli:
Our College has adopted Edupalli village, which is 3 km. to Nagaram and taken
all strides to develop it as a model village using our NCC, NSS, NGC volunteers.
Some activities like clean and green programmes, creation of awareness on various
social evils and methods of water conservation are notable activities of these volunteers.
Smt. Jyothi, aid victim of this village was helped monetarily by our NCC wing.
Parents Teacher Meet:
We organized a parent teacher meeting for final degree classes in Nov.2005
and parents were made aware of the efforts put by the teacher and their expectation
from their wards. Parents were also counseled and told to spend valuable time with
their children.

Alumni:
The Alumni Association of the College was formed on 5-3-1994. The
old
students of this college never forget their Alma Mates. The old students gifted a
building in the name of our founder Secretary & Correspondent, Dr. NV Krishna Rao
Old Students Home to the college on 15-2-1995, a measure of their gratitude to the
institution. This year the old students of the college Dr. D. Rambabu, Sri Panduranga
Rao and Sri Symam Babu came all the way from Hyderabad and Bangalore and gave
valuable speaches to the students of B.Com,B.A.& B.Sc. The Alumni Association has
also instituted cash prizes for meritorious students.
Inter Collegiate Debate and other Competitions:
Dr. Vejalla Venkata Subbaiah Memorial Inter Collegiate Debate, Old Students
Association Quiz and other competitions were held in the College on 26-11-2005. In
the Debating competitions, 14 students of 7 Colleges attended it. Hindu College,
Guntur won the 1st prize and SMPA College, Cherukupalli won the 2 nd prize. 12
College teams with 24 students participated in the Quiz competitions. Hindu
College,Guntur won the 1st prize. 2nd prize goes to SMPA College, Cherukupalli and
3rd prize to USR Govt. Degree College, Movva.
In Muchataga Mudu Nimushalu
contest, 10 Colleges participated and Govt. Womens College , Guntur, Hindu College,
Guntur and SMPA College, Cherukupalli won the 1st ,2nd & 3rd prizes respectively. Sri K.
Ravi Babu, Ex-Principal of our College, Dr. D. Rambabu, Scientist, Hyderabad and Sri
P.Panduranga Raoof Bangalore were
the Chief Guests on this occasion.

P.Srilakshmi participated in the classical music contest and A.Eswara Rao in
group song held at Gullapalli on 30-12-2005 by Nehru Yuva Kendra, Guntur and won I
prizes.
Associations:
The college has constituted various student associations like Students Union,
Humanities Associations, Social Sciences Associations, Science Association, Fine Arts
etc., to provide a forum for the creative talents of the students. The student office
bearers of these associations have been nominated on the basis of marks obtained by
them in the University examinations of the preceding year.
Independence day was celebrated in the college campus on 15 th August, 2005.
Sri P.Gopichandraswamy, Head of the Dept.of Telugu unfurled the National flag, took
the salute by the NCC cadets and addressed the students and staff.
The inaugural function of the students union was celebrated on 27-9-2005.
Sri CSR Prasad, Vice-Principal, Hindu College, Guntur was the chief guest of the day.
He enthused the students with his valuable address stressing the importance of
sincerity and truthfulness to be imbibed as basic qualities in the student career,
whatever
be his intelligence
and academic achievements.

Guest Lecturers Seminars Workshops etc., conducted in the College:


Under the auspices of the Telugu associatioin a meeting was held in Sept.2005.
Dr.JJK Bapuji,Vice Principal, Hindu College, Guntur spoke on the changes that took place
in Telugu literature in Medieval and Modern periods.

The Dept.of English arranged a guest lecture by Sri M. Pullaiah,Retd.Lect. on


28-11-2005. He spoke on Phonetics. The English dept. also conducted certificate
courses in communication skills and spoken English.
Under the auspices of Social Sciences association, the History dept. arranged
a guest lecture on 23-11-05.
Prof.N. Samuel, Dept. of Ambedkar chair, ANU, spoke
on Indian Culture. A seminar was also conducted on Buddhism on the occasion of
Amaravati Kalachakra celebrations in Dec.2005. Almost all the students of History
and Social Sciences Lecturers participated in the Seminar.
The Politics dept.of our college organized a Seminar on Right to information
Act on 19-10-05.Sri G.Ramanatham,

participated in the Seminar.The students of Politics visited Repalle Court, MRO office,
Police station to study the system of administration.
Mac.Assembly was conducted on 30-12-05. Students of B.A., classes actively
participated in the debate.
The Economics dept. arranged a guest lecture by Sri K.V.Madan Reddy, Kotak
Mahendra, Bangalore on 9-1-06. He spoke on the topic Quality Management System.
In addition, the students and faculty members of the dept. conducted a socia-economic
survey in Edupalli, the adopted village of the College.
The Commerce association arranged three guest lectures on Law of Success by
Dr.D.Rambabu,Scientist, DMRL , Hyderabad Sri P. Panduranga Rao, Managing Director,
Data, Scribe infotech Pvt.Ltd., and Sri V.Syambabu, C.I, Musheerabad, old students of
our college
on 26-11-05 and 27-12-05. The dept.also organized
a seminar on
personality development and communication skills.
Under the auspices of Science association, the Physics dept. arranged guest
lecture on confluence of science spirituality, knowledge purity, love and service by
Dr.M.V.Subba Rao on 7-12-05 and another lecture by Dr M. Rambabu, Scientist on
Thermodynamics.
The department of Chemistry organized two guest lectures on 17 th, 18th and 29th
Jan.2005 by Dr.C.Ram Babu and Dr. Krishna Murthy . The dept. proposes to carry out
soil, water and plant analysis in phased programme, thus becoming an active link
between the rural ryot and the advanced agricultural research centres.
The dept.of Computers conducted Computer awareness course for the staff
and students of the College.
The dept.of Zoology organised a guest lecturer by Sri G.Ramakrishna Babu,
Retd.Lecturer of our College.
The Dept.of Mathematics organized a quiz programme. More than 50 students
participated in the programme.

Almost all the departments arranged Seminars by the students and majority
of the students actively participated and benefited much by these Seminars.
Teacherss Day:
Dr. Radha Krishnan is considered as a friend a guide and a philosopher. His
Birth Anniversary was celebrated as Teachers day on Sept. 5 th 2005. Dr. V.K. Mohan,
Principal Paid tributes to this great Indian Philosopher by garlanding his portrait.
Students of III B.A.Class honored their teachers on that occasion.

Commerce students of our college went on Industrial tour to Chagallu Sugar


plant, Visakhapatnam,and Aruku from 1st to 4th Dec. 2005..
II & III B.A. students
went on an Archaeological tour on 27-11-05 to
Nagarjunakonda, Macherla Cement factory, Ethipotala and Chennakesava temple at
Macherla. I B.A. students went on historical tour to Mangalagiri, Undavallil and
Vijayawada on 4-12-2005.
Botany students went on Botanical tour to Sangam Jagarlamudi on 24-112005, to study Diary Teachnology & Products. Zoology students went on Zoological
tour to Kavuru on 28-11-2005.
Hindi students went on a tour to Bapatla on 20-11-2005.

The purpose of

Archaeological Museum:
On the historic occasion of the 11 th session of A.P. History congress held on 5 th
Jan.1987 Archaeological Museum was established in our college. Prof. N.G.Ranga
inaugurated the museum. This year students of our College, ABR College students &
staff, school students of in and around Nagaram visited the museum.
Carreer

Guidance and Placement Cell:

This cell organized regular interactive sessions and seminars during this year.
Sri R. Sivaram and Sri G. Prabhakara Rao of Bapatla visited our college on 511-2005. Sri M.S.N. Mohan Director,Master Minds, Guntur visited on 8-11-2005. They
are important resource persons for the activities of the cell.
Health Care :
Health camp was conducted in the month of Nov.2005. Dr. R. Veera Brahmam
and his team conducted Medical camp free of cost. Also Dr. Ramanaidu, Magnitic
Therophist conducted camp free of cost from 27 th to 30th Dec. 2005. Staff, students
and public utilized these benefits. Medical check up to students was conducted on
29th, 30th Dec.2005 by Dr. Teja and his team. Free medical camp on B.P. and Heart
deceases was organized by IMA and MCA, Repalle on 29-1-2006. Dr.Sreerama

Yoga:
The department of Commerce conducted Yoga and Meditation classes to the
College students.

An awareness programme on Blood donation was organized by our College NCC wing.
Aids Awareness:
Two Seminars were arranged on aids awareness on 1 st and 29th Dec. 2005.
Students, Local MLA and Doctors participated in the Seminars.
Womens Cell:
On 22-12-05 a meeting was held on End all violence against Women .
Members of the Dawn Kuchipudi spoke on that occasion . Smt. K.Padmavati,
Coordintor, A.P.Womens Network was the chief guest to the meeting.
NAAC Awareness Programme:

With a view to generate awareness on the NAAC process and to facilitate


preparation of self Study
Reports , a one day

workshop was held on 5-10-2005 for the Staff of the College. All members of the
staff including our college Correspondent Sri V.Subba Rao attended the workshop.

One of the good traditions that our students are continuing is the Farewell
meetings. III Year degree and II year Intermediate students arranged farewell
meetings in the last week of Jan. 2006 and shared their feelings and experiences.
They gave some suggestions for the development of the College.
Republic Day Celebrations: (26th Jan.2006):
Republic Day was celebrated in the College with a fervor in which the Principal
Dr. V.K. Mohan hoisted the National flag in the presence of the NCC Cadets, students
and staff. A speech was delivered by the Principal, Dr. V.K.Mohan, who told our
young generation to free India from the clutches of corruption, poverty and pollution.
Cultural Programme on unity of Indin religious was organized by the students
which Attracted both the students and staff. On this occasion a blood donation camp
was arranged.
This report merely outlines the routine activities of the College in the current
year. Normally, this report does not purport to give picture in flesh and blood.
By locating this college in the heart of rural India, the founding father did a
great service to the village folk of this part of the country. We have brought a new
hope and opportunity to the people a new light to their dark homes.
We have completed 37 years. This is a brief time in the life of any institution.
Yet as we look back , we are heartened by the progress achieved by the institution in
the academic and related fields. The times we are passing through are hard and
difficult for the academic life. We hope that by sticking to the ancient maxims of
truth, love and God, symbols chosen by our founder Late Sri V.Ramakrishna and
incorporated in our College emblem, and with the goodwill and best wishes of all, we
will go from strength to strength.
As Toynbee once said that achievements are
wasting assets and they should be constantly renewed.
I submit that future task involves three essential things (1) To further
strengthen the tradition of good teaching and discipline, we have established these
years. This is possible only by constant vigilence and evaluation of our performance
year after year.
I am happy to say that our management and staff decided to undertake the
task of self-analysis
and self
assessment to recapitulation
and record our
achievements and to re-assess our ability achieving further growth both qualitative
and quantitative.
(2) We must aim to make this institution attraction for students from far away
places. This is possible not only by good results but also by the introduction of
attractive courses. I am referring mostly to diplomas
and useful job oriented
courses. (3) We want this College to achieve a place of distinction in the academic
world of coastal Andhra.
For this, a distinct image , identity and personality of the
institution should be developed. In this good teaching, discipline and results are
important but not enough.

We should aim at more. I have in mind a record of research and academic


work by the staff of the College. Ultimately, that work in the field of research, i.e.,
interpretation and addition to the fund of knowledge is the hall mark of any worth while
institution of higher education. We are having a good library. I request earnestly the
staff & students to use the library to their best.
Let me conclude this report, with an invocation from the ageless wisdom of
Indias inheritance. The Upanishadic seer upholds Righteousness as the bed-rock of
mans life and decries the temptations of unrighteous conduct.

Today we are celebrating the 36 th anniversary day of our College. It is my

College and retired as the Secretary of the Repalle Taluk Educational Development

The People of this area are ever thankful to the permanent
President of this Society, Smt. Rajeswari Ramakrishnan, who donated and is
donating lakhs of rupees for the development of the College.
Our College was established in June, 1969. I think it is my responsibility to
convey that this is the first College established in old Repalle Taluk i.e., Repalle,
Cherukupalli, Bhattiprolu, Nagaram Mandals.
Since that day our College has been flourishing with values and standards.
I think that todays glorious development is the result of well planned collective
work of the management and staff.
First generation teaching staff retired in July 2003. But some well trained
staff who were guided and influenced by Sri Dr. N.V.Krishna Rao and Sri Kosaraju
Umavara Murthy may continue up to 2010.

Courses of our College:

Ours S.V.R.M.College, is a composite College i.e., Intermediate and Degree


courses go together in the same institution. Intermediate two
years course is
running with M.P. Bi.P CEC and HEC.
In Degree level there are B.A., B.Com.,
B.Sc., with MPC, CBZ and MEC. Medium of instruction: B.Sc., with MEC group in
English medium and the remaining classes are in Telugu medium.
We have well - equipped laboratories in all departments of science.
M.Sc., (Organic Chemistry) P.G. course started in the previous year.
At present we are waiting for the permission of Physics P.G. course.
Telugu and Hindi languages are taught here and there is no chance to select
Sanskrit. B.A., (B.Sc, CBZ) courses are being conducted with full strength . That is
our specialty. Our specialty is that there is no degradation in the strength of B.A, and
B.Sc., CBZ courses.

Salary to the College Staff:

There are two groups of employees in our College. One group get salary
from the Government . The number of this group is 68. The second group gets the
salary from the Management . Their number is 38. The main reason for this

condition is the privatization policy of the Governments. On their work basis employees
can be divided into three types.

Staff working on daily wages are five members.


These staff members are facing problems of irregularities of the salaries. Some
times it takes two or three months to get their salary.

week of every month.
Government sanctioned cash for salaries for the period March 2004 to December
2004 is Rs. 97,31,758.00 .
The amount spent by the Management for the period March 2004 to December
2004 is Rs. 98,12,148.00.

The NCC capacity of our College is 150. Among these 100 are senior

CATC Camps: During This academic year 96 of our cadets attended


CATC camps held in Duggirala, Paracharu, Ongole and Guntur and got
proper training.

National Integrated Camps: Two Cadets participated in the NIC camp


held at Medicarg, Karnataka.

NCC cadets Services in Krishna Pushkaras:


At the time of Krishna Pushkaras our NCC Cadets along with
NCC Officer rendered their services to control the people on the
request of D.S.P. Bapatla. They did their duties sincerely and in a well
trained manner. Through their dedication they got good will of the
Pushkara pilgrims, Officers, voluntary organizations and Media on

Celebrations of Vigilance week: As part of vigilance awareness on 6-1105, our Cadets conducted a Paadayatra programme with the motto
of India without bribe and corruption. They conducted a cycle rally
from Nagaram to Repalle as the part of this Programme.

N.C.C. Day: Regarding 56th NCC day, our cadets laid a revetment to
the bridge of the Gangolu canal reacted to the plea of the Sarpanch,
Nagaram and villagers of Nagaram.
Our Cadets did the repairs of
eastern side R & B road. Through These activities , they not only
saved the valuable bridge but also removed The difficulties of the
journey. People of Nagaram and also surrounding Villages praised our
NCC for this valuable work.
Examination results of NCC:
Though fourteen cadets qualified for NCC C certificate examination,
nine members Passed last year. 22 cadets passed out of 30 qualified
for B certificate, Lien M.Sambasiva Rao , lecturer , Dept.of Commerce is
acting as NCC officer.

National Service Scheme Report 2004-05:


The total number of NSS volunteers for the academic year 2004-05 is
126. Among these 114 are boys and the rest 12 are girls.
They conducted the programme of College campus cleaning in July.
They conducted Medical camp on 16-8-2004. This camp was conducted under
the supervision of Medical Cultural Association, Repalle. This programme was
presided over by our Honble Correspondent Sri Vemulapalli Subba Rao
garu , the MLA of Repalle constituency Sri Devineni Mallikharjuna Rao garu,
and the MLA of Kuchinapudi constituency, Sri Mopidevi Venkata Ramana Rao
garu, Dr. Sorababu, District Health and Medical officer had participated in the
programme.
Various medical tests were conducted to 1200 members.
Family
Planning operations were conducted to 76 members, Eye-operations,
B.P.,Sugar tests, various general tests were conducted. Fifty NSS volunteers
rendered their service during the Krishna pushkaras at Morthota and Penumudi

service certificate and Red Cross people donated special camp certificates.
In our College roads between rooms 10,11,12,13,14, 15 Physics lab
were laid, obstructions on the way were removed by our NSS volunteers under
regular work. In response to communal harmony - National Integration week,
November(19-24), our NSS unit conducted various programmes. Our NSS
volunteers collected rupees 2000/- from our students and staff and sent in
the form of D.D. to National Foundation for Communal Harmony, New Delhi in
the occasion of 25th Flag Day.
On December 1st, on the occasion of World Aids Day our NSS and NCC
units collectively conducted a massive rally in the streets of Nagaram. They
explained and educated the people of Nagaram about Aids, its evil effects and
safe guards against it.
The NSS unit of our College collected donations from students and
staff nearly Rs. 1200 to help the victims of Tsunami in January and sent to
NSS Coordinator, Nagarjuna University.
This year our NSS volunteers participated in the Youth Festival
Leadership Programmes conducted by the Nagarjuna University but none
selected.
Our NSS wing rendered their services to various programmes in our
College including sports and functions and proved their service culture.

Department of Physicsl Education:


Acharya Nagarjuna University Inter Collegiate Kabaddi-Competitions
were grandly conducted in our College this year. Dr. Routu Veera Brahmam
participated as Chief Guest of these competitions. Through these
competitions University Kabaddi team was selected . This team played in
Inter University Kabaddi competitions, held at Bharatiyar University,
Coimbatore. In this team our College got place in the name of M. Suresh, Ist
B.A.
Six of our College students were selected for District Kabaddi team. In Inter
District Competitions held at East Godavari District, Guntur district team got
second place.
Ch. M. Kumar Babu , II B.Sc., MPC of our College was selected
for state Kabaddi Mens team and played in Bangalore. In the same way,
A. Gopi , I Inter HEC played in the National Kabaddi competitions held at
Chattisghar.
Our College Cross Country Team got again the University
Championship and achieved Hatrick. P.Venkateswara Rao, III B.A. ,
P.Chandrasekhar Rao., III B.Com selected for University team and participated
in the Cross Country Competitions held at Gulburga University.
Our girl student M.Venkatewari , III B.Sc., got first place in the Cross
Country Women Competitions. Our College Shuttle Team got third place in
the Shuttle and Badminton competitions held at Siddardha College, Vijayawada.
In the University Athletic Competitions, our College student
P.Venkateswara Rao, III B.A got first place in 20 K.M. running race and second
place in 10,000 meters running race held at Bapatla Engineering
College,Bapatlaand selected for University team .Our Lady Athletic
M.Venkateswari , III B.Sc., also got some medals.
As every year, this year also, we have conducted so many

recruitment of teaching staff in the Private Degree College, with the following

4.Secreatary and Correspondent of the concerned college.

Grievance Redressal Cell

was formed during the academic year

2004-

2005. The aims and objectives of the cell are


1. To consider the grievances and problems being faced by students and staff of the
college.
2. To analyse the problems and find out suitable solutions.
3. To suggest remedial measures to the College Management in order to solve the
grievances and the problems for the smooth running of the college.

Girls:

A Complaint box was put up and periodically the complaints are being scrutinized.
A waiting room for girl students was provided with proper amenities. A Dining Hall was
provided for the students who came from the suburbs. Water Coolers were installed for
the supply of drinking water to staff and students. Cycle-shed was provided for boys . We
are planning to construct the cycle-stand for girls shortly.

Coin phones facility is

provided in the College campus and in the hostel for boys, girls and staff.
