2. STATEMENT OF NEEDS FOR SYSTEMS WORKS

2.1 Background

2.1.1 The government of Malaysia has approved the implementation of the Double Track
Project to upgrade the railway infrastructure including Signalling and
Communications between Seremban and Gemas with the intention of increasing the
speed, frequency, capacity and efficiency of the train services whilst enhancing
operational safety of both passenger and freight trains (hereinafter defined as the
‘Project’).

2.2 Implementation of the Project

2.2.1 The duration of the contract is five years and has to be carried out effectively to
complete the project within the stipulated contract period.

2.2.2 This document is for Systems Works Package only and shall be read together with
the Instruction to Contractor (ITC), Special Provisions to Conditions of Contract
(SPCOC), Conditions of Contract (COC), all Appendices and Drawings as issued by
the Government to the Contractor.

2.2.3 Under the Systems Works, the route between Seremban and Gemas to be electrified
using a 25 kV, 50 Hz, single phase overhead line system and equipped with modern
signalling, communications and related systems.

2.2.4 All systems, equipment and materials must comply fully with the respective
Specifications.

2.2.5 The construction schedule and method of construction for System works shall take
into account simultaneous mobilisation and construction on various sites along the
route to expedite the progress of works.

2.2.6 The Works shall be so scheduled and planned that there shall be minimal
interference or disruption to the existing train operations and shall not reduce the
number of train services.

2.2.7 The Contractor is required to submit a comprehensive proposal within the stipulated
time frame for provision of modern and proven systems for electrification, signalling,
communications and related facilities for the proposed electrified double track
project.

2.2.8 The Contract between the Contractor and the Government to execute the Project
shall be carried out on a Fixed Lump Sum, Design and Build basis.

2.2.9 The following information and details shall be included in the Contractor’s proposal
for evaluation:

• Detailed technical description, brochures, drawings and data sheets of


materials, equipment and system components to be supplied;
• List of suppliers nominated for supply of materials, equipment and system
components;
• Proposed project approach and method of construction;
• Project schedules with milestones of completion for each phase of works;
• List of professional firms to be engaged and their scope;
• List of sub-contractors to be employed and their scope;
• List of key personnel to be employed and proposed project organisation;
• Statement of compliance in respect with statement of needs, technical
specifications and general requirements stipulated in this document.

The Contractor shall ensure the adequacy of the proposal to enable an effective
evaluation by the S.O. The Contractor shall also furnish proof for sufficiency of
implementation capacity to complete the contracted Works within the stipulated
Contract period. Such details should not be confined to those specified in the listed
schedules but should extend to all descriptions and information which are deemed to
be able to adequately amplify the Contractor’s available resources, understanding of
the tasks involved, requisite expertise and experience.

2.3 Location of the Works

2.3.1 The location of works under the Infrastructure Package extends from Chainage
461.500 Km near Seremban station and ends at Chainage 564.000 near Gemas.

2.3.2 The works under this Systems Package will extend beyond the limits indicated for
the Infrastructure Package, as required for the Systems Works, including interfacing
and integration with existing signalling, communications, electrifications and related
systems, as stated in the Contract Documents.

2.3.3 The Works shall generally be confined within the boundary of the KTMB railway
reserve, any acquired land intended for the Project and on any land owned by the
Federal and/or State Governments, statutory bodies, local/town councils, etc. from
whom permission to construct the respective Works shall have been granted.

2.3.4 All other locations of works and as required in the Contract Documents. These shall
include existing and new locations of stations, halts and other buildings,

2.4 Scope of the Systems Works

2.4.1 The Scope of Work includes execution and satisfactory completion of all Works
specified for signalling, communications, electrification and related systems works
within the specified time scale and to the satisfaction of the S.O. The Works under
the System Contract shall include the complete turnkey design, engineering,
manufacture, supply, delivery, integration, interfacing, installation, testing,

commissioning and provide guarantee during warranty period for provision of


modern, reliable and proven signalling, communications, electrification and related
systems for the operation of a modern double track electrified railway.

2.4.2 The Contractor shall also be responsible for procurement, manufacture,


transportation and handling of all materials and equipment necessary to satisfactorily
complete the Works. It shall include provision of everything necessary (whether
specifically mentioned in this specifications or not) including all small parts, items,
etc., to ensure successful implementation and proper operation of the Works.

2.4.3 The Contractor must be familiar with the existing systems in KTMB and the
requirements for interfaces with these systems. The Contractor is also required to
study the user requirements and assess the appropriate interfaces and modifications
for all tie-in works. The Contractor shall submit his proposals to KTMB and obtain
KTMB’s approval before proceeding with the detailed design. KTMB’s approval shall
also be obtained before proceeding with the work. The user requirements, interfaces
and modifications to be considered shall include, but not be limited to, the following:

a. Study of the existing systems to facilitate the tie-in interfaces and modification
of related works, including any extension due to any additional works;

b. Operational needs/requirements; and

c. Interface check lists, drawings and documents to facilitate the confirmation of


the interface or tie-in works.

2.4.4 The Contractor shall take into account future KTMB traffic requirements as follows in
design and engineering of signalling system under this contract

• 123 express passenger trains per day in each direction, running with a
maximum speed of 160 kph.

• 28 suburban passenger trains per day in each direction, running with a


maximum speed of 160 kph.

• 23 freight trains per day in each direction, running with a maximum speed of 90
kph.

2.4.5 The Works shall be designed and engineered to be suitable for normal operation of
trains at speeds of up to 140 Kph.

2.4.6 The Contractor shall undertake the Scope of Works and meet all project deliverables
stipulated under the contract which shall include, but not necessarily be limited to the
following:-

- Signalling, Communications and Related Systems,


- 25 kV Overhead Line Electrification Systems,
- Integration and Co-ordination with Infrastructure Works,

- Construction of Buildings and Related Works,


- Consequential Works,

and other matters which are explained in more detail in the respective sections of
this document.

2.5 Signalling, Communications and Related Systems

2.5.1 The Contractor shall undertake turnkey design, engineering, manufacturing, supply,
installation, testing, commissioning, guarantee during warranty period and
maintenance, as well providing requisite technical backup and support after the
expiry of warranty period by a fully integrated system supplier accredited and
approved by KTMB. It includes supply and integration of core signalling system
components forming an integral part of a modern railway signalling system, namely
the Centralised Train Control system, automatic block signalling system and
processor based interlocking system.

2.5.2 The integrity and optimum functional performance of the signalling system, which
correlate with safety and swift train operations, are of paramount concern and the
overriding consideration for the S.O in evaluation of the Contractor’s proposal and
performance of this Contract. Besides emphasis shall also be accorded to ensure
optimum reliability and availability of signalling systems as well as the Contractor’s
ability to meet project deliverables and timely completion of the signalling works.

2.5.3 To ensure coherency, interoperability and seamless integration of core and vital
signalling system, the turnkey supply, design, engineering, installation, testing and
commissioning of the automatic block signalling system and processor based
interlocking system shall be undertaken by a fully integrated signalling system
supplier with requisite performance records and capabilities, accredited and
approved by the S.O.

2.5.4 The supplier for the signalling system shall furnish guarantee to KTMB for the
requisite technical backup and support for the vital signalling systems after the expiry
of the stipulated warranty period.

2.5.5 All equipment to be supplied shall be of types approved for use by KTMB for new
projects. It should be noted that some equipment types, although still in use, may no
longer be approved for new installations.

2.5.6 Multiple aspect colour light signals, shunt signals, route indicators, etc. (all being
L.E.D. types) electric point machines, track circuits, and fully track circuited block
signalling systems (or systems based on axle counters in lieu of track circuits),
including automatic intermediate block signals, shall be supplied and installed
throughout the project area.

2.5.7 Signal posts shall not be installed on platforms at stations and halts. If any signals
are needed within in covered area of platforms areas they shall be suspended from

the roof structure and such installations shall be taken into consideration in the
design of the roof structure, where necessary, under Infrastructure Works.

2.5.8 Modern, proven, microprocessor based signal interlocking and control systems at all
stations and intermediate sidings (if any), throughout the project area.

2.5.9 To ensure optimum system availability, the processor based interlocking equipment
shall be duplicated in a truly hot standby configuration. Changeover between the two
interlocking shall be automatic and seamless without discernible interruption to train
operations. The interlocking equipment shall be equipped with dedicated back-up
power supply to prevent unwarranted shutting down of the interlocking system
attributable to UPS failures.

2.5.10 The VDU for local control and indication facilities for the signalling system at stations
shall be duplicated to enhance availability.

2.5.11 Modification of the existing signalling equipment at Seremban, and at stations


adjacent to the project area, as necessary, to interface and operate correctly with the
new signalling system.

2.5.12 Suitable signalling system along the double track sectors between stations within
the project area between Seremban and Gemas, with automatic intermediate block
signals, which shall fulfil operational and track capacity needs.

2.5.13 Upgrading and other related works to integrate and incorporate the signalling and
communication system between Seremban and Gemas into CTC system.

2.5.14 New signalling equipment already in service in the existing systems within the project
area, which complies fully with the technical requirements for the new systems may
be retained and/or reused, as part of the new signalling system.

2.5.15 Level crossing protection equipment, including electrically operated barriers, signals,
signages, etc. for protection, as required. These may be required for level crossings
at railway yards or depots.

2.5.16 VDU based local control and indication facilities with graphic display for real time
monitoring and control of the signalling system individually at every station and
intermediate siding within the project area. These control facilities shall be for use by
the station master, or other designated operations personnel when the system is not
controlled from CTC. In addition, monitoring and maintenance facilities shall be
supplied and installed in the equipment rooms, for use by the technician for
maintenance purposes.

2.5.17 Technician’s monitoring and maintenance facilities including industrial grade


computers and VDUs shall be supplied and installed within the signalling equipment
rooms at all the stations. It shall be incorporated with graphical display of the

signalling schematic within the controlled area to enable real time monitoring,
recording facilities and supervision of system status in the controlled area.

2.5.18 Diagnostic tool for full diagnosis of microprocessor based interlockings. The local
maintenance facilities provided at all stations within the project site shall have built-in
facility for diagnosis of faults and generating graphical replay of interlocking logged
events from both local (on-site) and from remote locations on demand to enable
analysis and investigation of past incidents and events. All local technician
maintenance facilities shall in turn be linked and connected to a Maintainer’s Office
for real time remote monitoring and supervision of all interlockings within the project
site. Dial up facility for real-time remote monitoring of all interlocking systems
installed under the Contract shall also be included.

2.5.19 The processor based interlocking system shall have the following built-in application
software and simulation tools to facilitate KTMB in validation of logic design, re-
designing or modifying the application data of microprocessor based interlocking
system installed under the project. The Contractor shall supply manuals, test
equipment, off-line systems, and software application and simulation tools with
details furnished in the Contractor’s proposal. It shall include, but not be limited to,
the following: -

i) A graphical configuration tool for designing, modifying and validating the


processor based interlocking equipment. It shall enable design audit or entering
of data to specify logic operation including automatic transforming data into
relay equivalent logic form familiar to signal engineers;

ii) A graphical simulator tool for simulating of graphic logic and testing of
application data for validating the correct logic operation of the processor
based interlocking system and trackside equipment; and

iii) A graphic editor tool to modify graphic displays of VDUs for local control and
maintenance facilities.

2.5.20 Supply of two (2) portable test sets for the processor based interlocking system
offered which are suitable for testing of printed circuit boards and to be adapted as
training module. The units shall be equipped with toggle switches for simulation of
inputs from trackside equipment and also LED indications for output of status of track
circuits and trackside equipment.

2.5.21 Modification and extension of Automatic Train Protection system (ATP) including
provision of transponders and trackside equipment for speed restriction, curves,
gradient and other application for safe control of train operation. The transponders
and trackside equipment supplied shall be fully compatible and interchangeable with
KTMB’s existing ATP system.

2.5.22 Modification, Integrate and extension of CTC system (Centralised Traffic Control) at
Kuala Lumpur Sentral for remote monitoring and control, complete with all current

features, including (but not limited to) the Train Describer System (TDS). Train Time-
tabling System (TTS), Automatic Train Reporting system (ATR) and Automatic Route
Setting (ARS) functions, Under normal circumstances the whole of the project area
shall be remotely monitored and controlled from the main CTC Centre in Kuala
Lumpur Sentral. The reposition and rearrangement of the operator terminals and
position of wall display indication at Kuala Lumpur Sentral CTC shall be take into
account in the proposal. The Contractor is require to coordinate with North Double
Track Project Contractor to rearrange the such works and the upgrading at Kuala
Lumpur Sentral CTC.

2.5.23 Supply and installation of Uninterruptible Power Supply (UPS) equipment of required
capacity, inclusive of maintenance free type battery banks at all stations,
intermediate sidings and halts. The UPS shall be based on n+1 configuration and
automatic bypass, having not less than one (1) hour of back-up time. The UPS
equipment shall supply power back-up for all signalling, communications, and
information systems and equipment, and shall be designed to avoid single point of
failure (e.g. by including multiple incoming power sources feeding to UPS system
and by-passes). The power supply protection equipment for power feeding to critical
equipment must not be prone to unnecessary tripping during surges (e.g. lightning,
etc).

2.5.24 The new track layout at Gemas will also include a locomotive workshop with facilities
for inspection, fuelling and maintenance work, a permanent way maintenance depot,
an electrification system maintenance depot and stabling/holding lines for trains. The
new yard layout shall be fully signalled, including appropriate signals to control all
train movements to and from these facilities. Separate local control facilities shall be
provided, in addition to the Local Control Panel at the station, to facilitate localised
train movements in the locomotive workshop, the permanent way maintenance
depot, the electrification maintenance depot and the stabling/holding line areas.
Appropriate communications facilities shall also be included.

2.5.25 Supply and installation of fibre optic cable based digital transmission system,
including a 24-core optic fibre cable, throughout the project area shall be laid along
with other cables for signalling and communications systems, conforming to SDH
STM-1 or STM-4 hierarchy including interfacing with the existing optical transmission
system as required. The system shall include local and remote supervision facilities,
management at CTC centre, loop back protection, etc. The contractor may utilise the
spare capabilities available in the KTMB digital communication link between
Seremban and new CTC office at KL Sentral to integrate Signalling and
Communication facilities, subject to KTMB’s approval. The contractor is required to
ascertain the availability may propose an alternative solution, if necessary.

2.5.26 Supply and installation of electronic Private Automatic Exchange (PAX) based Signal
Post Telephone (SPT) system, with telephones at all signals and at intermediate
sidings throughout the project area, as well as facilities at stations for communication
with the telephones in the adjacent areas. This PAX SPT system must also be linked
to form a comprehensive network via the fibre optic digital transmission system and
shall be interfaced and integrated with KTMB’s PAX type SPT network outside of the

project area as required. The operator should also be able to connect to any PAX
SPT telephone within his area of control when required. The PAX SPT system shall
also include facilities such as system management, voice recording, call information
logging, etc. as appropriate. The system must also to be linked to the PABX system
so that it is possible to communicate between telephones connected to the two
systems.

2.5.27 Modification, upgrade, relocation, supply and installation of electronic Private


Automatic Exchange (PABX) telephone system for the new double tracking project
area. The new PABX equipment has to be located at appropriate locations,
according to the system design, and be interfaced and integrated with KTMB’s
existing PABX system to become an integral part of KTMB PABX network. KTMB’s
existing PABX equipment has to modified, as necessary, for this purpose. These
telephone extensions will be installed at stations, halts, KTMB offices, depots ect.
The PABX system shall also include facilities such as system management, call
information logging, system programme, operator’s consoles etc. Channels from the
optic fibre based digital transmission system should be used for the linkages
between stations, halts, and with the existing PABX network, as appropriate.

2.5.28 Relocation, upgrading and expanding any new PABX equipment already installed for
KTMB in the project area, as required, in order to interface and integrate with the
new equipment being supplied and installed under this Contract.

2.5.29 Modification and upgrade a telephone concentrator facility at the CTC centre in
Kuala Lumpur Sentral. It shall be provided for each operator console.

2.5.30 Digital and analogue channels at 2Mb/s and below, as required, between KTMB
offices, stations, halts, sidings, etc. to meet KTMB's requirements for business,
operational, maintenance and general communications, including the extension of
KTMB’s STAR and SPOT systems.

2.5.31 Immunisation for all signalling, communications and related systems against
interference and any other undesirable effects from the 25KV AC Overhead Line
Traction system.

2.5.32 Supply and installation of on-line, real-time and automated Passenger Information
System (PIS) with industrial grade LCD boards at platforms, within waiting halls and
other areas at all stations and halts. It shall be fully compatible, and to be interfaced
and integrated with the KTMB’s PIS installed for Klang Valley commuter service and
under the Rawang to Ipoh project.

2.5.33 Supply, installation and extension of Long Line Public Address (PA) system, with
facilities for making local public address announcements, to serve platforms, waiting
halls and other areas, at all stations and halts in the project area. The system should
provide automated real time announcements on the running of trains, as well as
instructions to passengers, and include appropriate interfaces to the CTC system. It
must also be possible for the operator at the CTC or at the station or halt to intervene
and use the system manually for making announcements when necessary. It shall be

fully compatible and to be interfaced and integrated with the KTMB’s PA systems
installed for Klang Valley commuter service and under the Rawang to Ipoh project.

2.5.34 Extension of a Centralised Clock System, with clocks to serve all platforms, waiting
halls and other areas, at all stations, halts and offices in the project area. All
interlocking systems, equipment of related systems and slave clocks installed at all
the stations, halts and other areas within the project area shall be synchronised with
a master clock installed at the CTC, which shall in turn be synchronised with the
Centralised Master Clock system installed under the Nationwide Digital Transmission
Project at Old KL Station and at CTC-Central under Rawang-Ipoh Project and
referenced to the GPS system.

2.5.35 Supply and installation of Stations & Halts Automation and Security System,
including colour CCTV system, to control and monitor equipment installed at all
stations and halts within the project area. The systems shall be fully compatible, and
be interfaced and integrated, as required, with the KTMB’s existing systems and/or
systems installed under other current projects.

2.5.36 Provision of communication links for interconnection of Electrical Control Room


(ECR) located at CTC at Kuala Lumpur Sentral, with all Trackside Feeder Stations
(TFS) within the project area to facilitate remote switching and control of the 25 KV
traction supply.

2.5.37 Unless otherwise specified all existing signalling and communication systems plant
and equipment throughout the Works site shall be made redundant by the Works and
shall not form part of the new finished Works.

2.5.38 All cost or charges levied by KTMB for provision of isolations and hand-signalling
shall be borne by the Contractor.

2.5.39 The Contractor shall relocate the existing workstations and ancillary equipment
dedicated for STAR and SPOTS systems, and also supply and install new
workstations and equipment as required.

2.5.40 KTMB’s SPOTS system shall be linked to Train Describer System as part of the
Contract

2.6 25 kV Overhead Line Electrification Systems

2.6.1 The route to be electrified is between Seremban and Gemas, the Contractor shall
undertake turnkey design, engineering, manufacturing, supply, installation, testing,
commissioning, guarantee during warranty period, and maintenance, as well
providing requisite technical backup and support after the expiry of warranty period
by a fully integrated system supplier accredited and approved by KTMB, for the
whole of a 25 kV 50 Hz single phase Overhead Line Traction Distribution System,
and related works throughout the project area.

2.6.2 The overhead electrification system installed shall be fully compatible, and be
interfaced and integrated with KTMB’s existing Overhead Line Electrification (OLE)
systems installed for the Klang Valley commuter service and under the Rawang-Ipoh
project.

2.6.3 Feeder stations, track sectioning and tie breaker locations to supply traction power
and provide sectioning and protection requirements for the overhead line system.

2.6.4 Modification of the existing OLE system and facilities at Seremban, as necessary, to
interface and operate correctly with the new OLE system.

2.6.5 Undertake a power system study including simulation taking into account all KTMB’s
existing and new infrastructure and system installations as well as 132kV cumulative
effect study on adjacent TNB’s substations. The study shall also take into account
KTMB’s future operational requirement as per the traffic forecast indicated in the
Appendix. As part of this Power System Study, the Contractor shall also carry out
preliminary studies on the feasibility of KTMB having its own facilities for power
generation at the power injection points to meet KTMB’s projected power
requirements for its entire electrified railway network.

2.6.6 A comprehensive maintenance depot for the electrification system shall be set up in
Gemas. The buildings, tracks and all related infrastructure works for this
maintenance depot will be part of the Infrastructure Works, while the design, supply
and installation of all electrification systems and related equipment shall be part of
the Systems Works.

2.6.7 Provision of substation buildings at all TSL and Feeder Stations.

2.6.8 The nominal contact wire height should be 5.0 m above the rail level.

2.6.9 Distance separation between TSL should not exceed 20 km.

2.6.10 In positioning of OLE structures, the Contractor shall take cognisance of the needs to
ensure unobstructed view and optimum positioning of all signal positions in
accordance with the approved final signalling layout.

2.6.11 Masts and similar structures shall not be installed on covered platforms at stations
and halts. The OLE equipment in such places shall be supported from the roof
structures. Such installations shall be taken into consideration in the design of the
roof structure, where necessary, under the Infrastructure Works.

2.6.12 All cost or charges levied by KTMB for provision of isolations and hand-signalling
shall be borne by the Contractor.

2.6.13 Supply and installation of guards for electrification masts, safety screens, warning
signs, and clearance of trees that will become hazardous to electrification equipment
shall form an integral part of the Works.

2.7 Integration and Co-ordination with Infrastructure Works

2.7.1 The construction of a single continuous buried concrete cable trough route, with
minimum internal dimensions 300mmx400mm, on either the “DOWN” or “UP” side,
alongside and outside of the tracks throughout the length of the work area for the
installation of signalling and communications cables will be a part of the Works for
the infrastructure works. The trough design will also include partitions, as necessary,
to separate different types of cables (e.g. power and signalling/communications
cables). The trough covers will be in the form of interlocking, vandal resistant,
concrete slabs with an opening facility at regular intervals, say at every 30 meters.
The concrete troughs and covers will be of the pre-cast type (not cast at the site) and
the design must be approved by the S.O. before the production takes place. The
installation of the cables inside the cable trough shall be a part of the Works for the
Contract. The Contractor is also required to fill the cable trough with sand after all
cables have been installed, and then replace the covers. Any damage to the cable
trough, and the covers which may occur during or as a result of the work by the
Contractor shall be repaired and made good to the satisfaction of the S.O.

2.7.2 Construction of cable ducts for under track crossings, cable pits, cable ducting along
platforms, at bridges and other obstructions etc., together with under track crossings
and entry ducting which shall connect this main cable route with main equipment
rooms at stations, sidings, halts, etc. will be part of the Infrastructure Works. The
Contractor must liase with and coordinate the works with the infrastructure works, at
an early stage and ensure that the cable ducts at crossings and other places are
provided as required. Any damage to the cable ducts, which may occur during or as
a result of the work by the Systems Contractor shall be repaired and made good at
the Systems Contractor’s cost, to the satisfaction of the S.O.

2.7.3 Construction of subsidiary under track crossings connecting the main cable route to
the opposite side of the railway at locations where cables are required to cross
completely from one side of the track to the other without interruption will be part of
the Infrastructure Works, but the installation of cables through the cable ducts will be
a part of the System Works and the Contractor must liase with and coordinate the
works with the Infrastructure Works, at an early stage, to ensure that crossings are
provided as required. Any damage to the cable ducts, which may occur during or as
a result of the work by the Contractor shall be repaired and made good at the
Systems Contractor’s cost, to the satisfaction of the S.O.

2.7.4 Cable conduits which are required for the installation of wires and cables for the
connection of equipment supplied and installed under the Contract, including (but not
limited to) speakers, PIS display boards, telephones, TVM, clock system, closed
circuit cameras etc., within buildings, such as stations and halts, and at platforms,
which are to be constructed as a part of the Infrastructure Work, will be provided as
part of the Infrastructure Works. The Installation of cables through the cable conduits
will be part of System Works. The Contractor shall liase and coordinate the works
with the Infrastructure Works, at an early stage, to ensure that conduits are provided
as required. Any damage to the cable ducts, which may occur during or as a result of

the work by the Contractor shall be repaired and made good to the satisfaction of the
S.O.

2.7.5 The removal, replacement and all manhandling of trough lids, cable pit lids and
covers etc. and all work necessary to pull cables into under track crossings, platform
ducting, other ducting, pipes and equipment room access points, etc., for laying of
cables in the main concrete trough route, subsidiary routes, under track crossings,
etc. shall be a part of the Systems Works. . Any damage, which may occur during or
as a result of the work shall be repaired and made good to the satisfaction of the
S.O.

2.7.6 The Contractor shall pay special attention to the cable troughs, under track
crossings, conduits and other infrastructures being provided for the use by the
Systems, but as part of the Infrastructure Package. The Contractor shall further liase
and coordinate the works with the Infrastructure Works, from an early stage of
implementation of the Contract, to ensure that the infrastructures are provided as
required, in accordance with the agreed schedule.

2.7.7 The installation only, of all Insulated Rail Joints (IRJ) required for track circuits, shall
be a part of the Infrastructure Works and not included within the Systems Works.
However, the supply of all IRJ as required, shall be a part of the Systems Package.
Factory assembled glued insulated joints must be used. The glued IRJ within points
and crossings shall be included as a part of the supply of the points and crossings.
The Contractor must liase with and coordinate the work with the Infrastructure
Contractor from an early stage, beginning with the preparation of the Contractor’s
Proposal (to ensure that the relevant costs are included in both Contracts), and
ensure that the IRJ are installed at the correct locations to meet the requirements of
the signalling system.

2.7.8 The Infrastructure Works will include the 3-phase mains power supply (415 V 50 Hz,
Star connection), together with a standby diesel generator set (low noise, air-cooled
type), and power factor correction capacitor banks, at every railway station and halt
within the project area. The Systems Contractor must liase with the Infrastructure
Contractor, submit details of all power requirements for the Systems, as well as the
interfacing requirements for remote monitoring and control, at an early stage for
preparation of the Contractor’s Proposal, and the subsequent implementation of the
Contract, and the Infrastructure Contractor must ensure that these requirements are
included. All signalling, communications and related systems must operate with
power from the diesel generator set during any failure of the mains power supply.

2.7.9 All electrical power supply distribution required outdoors in the project area, and
alongside the railway tracks, in order to provide power for equipment cases, signals,
point machines, etc. for the signalling, communications and related systems will be
an integral part of the Systems Contract.

2.7.10 Multi-stage protection for the Systems equipment against transient high voltages and
currents, which may be introduced via the mains power supply system at stations,
intermediate sidings and halts, and elsewhere, will be an integral part of the Systems

Contract. Only the first stage of protection for the mains power supply system, at the
incoming power supply switch-boards, at the stations and halts, where the buildings
are part of the Infrastructure Works, will be included under the Infrastructure
Contract. However for buildings to be constructed as a part of System Works, the
provision of the first stage of protection shall also be an integral part of the System
Works.

2.7.11 Earth connections for all signalling, communication, and related systems, including
power and multi-stage lightning protection systems, a system of earth leakage
detection, warning devices and protection fuses on all signalling and communication
cables entering into the signalling and communications equipment rooms are all
included in the Systems Contract. The main earthing systems for the buildings, such
as the stations and halts, which will be built under the Infrastructure Contract, will
form part of the Infrastructure Contract. However for the CTC and any other building
constructed as an integral part of the System Works, this will be a part of the
Systems Contract. The Systems Contractor must provide details of the maximum
resistance value and any other earthing requirements to the Infrastructure Contractor
(ref: General Requirements) and integrate the earthing for the signalling and
communications cables and equipment with the earthing system for the building, and
thus achieve an effective, common earthing system with low resistance and low
impedance.

2.7.12 The earthing systems required at equipment cases and other out-door equipment for
all signalling, communication, and related systems shall be within the scope of the
Systems Contract.

2.7.13 The design and construction of buildings for all stations, halts and depots will be part
of the Infrastructure Works. The buildings will include equipment rooms and
operational rooms, as required, as well as amenities and facilities, including mains
power supply, automatic diesel generator set for standby power supply, electric
lighting, air-conditioning, ventilation equipment, power sockets, wash rooms,
discharging outlets, direct line telephones, fire alarms, protection, security etc. all of
which will be within the scope of the Infrastructure Contract. The Systems Contractor
must liase with the Infrastructure Contractor, at an early stage, and submit details of
the requirements to match the needs of the Systems Works, and the Infrastructure
Contractor will ensure that the Systems Works requirements are fulfilled.

2.7.14 The design and construction of buildings, tracks and all related infrastructure works
for an electrification systems maintenance depot at Gemas will be part of the
Infrastructure Works. All electrification systems and equipment required to designed,
supplied and installed for this maintenance depot shall be part of the Systems
Works. The Systems Contractor must liase with the Infrastructure Contractor, at an
early stage, and submit details of the requirements to match the needs of the
Systems Works, and the Infrastructure Contractor will ensure that the Systems
Works requirements are fulfilled.

2.7.15 Masts and similar structures for signals and OLE equipment shall not be installed on
platforms at stations and halts. The signals or OLE equipment in such places shall

be supported from the roof structures. Such installations must be taken into
consideration in the design of the roof structure. The Systems Contractor must liase
with the Infrastructure Contractor, at an early stage, and submit details of such
requirements to and the Infrastructure Contractor will ensure that the Systems Works
requirements are fulfilled.

2.7.16 The Infrastructure Contractor shall plan and coordinate with the Systems Contractor
in planning the programme of works and division of tasks and responsibilities for the
phased implementation of track re-modelling works, new track works, earthworks
and civil construction works, so as to have minimal disruptions to train operations
and prevailing signalling arrangements at the work site. The existing Block Sections
shall be maintained in the course of phased remodelling of station, re-alignment of
tracks and civil construction works until the successful changeover of final signalling
system.

2.7.17 The Contractor shall undertake all stage works and temporary works in respect of the
phased modification and/or upgrading of KTMB’s signalling and communication
systems, plant and equipment as appropriate, including testing and commissioning of
the Works in portions or stages to facilitate the phased re-modelling of track and civil
construction works undertaken by the Infrastructure Contractor. Such works shall
form an integral part of System Works and be carried out in accordance with KTMB’s
rules and regulations.

2.7.18 The Contractor shall undertake to provide (but not limited to) the following: -

a. Coordination with the Infrastructure Contractor to ensure an expeditious and


successful implementation of all phased signalling works in tandem with
civil/track programme of works;

b. Planning and execution all phased signalling works within the project to ensure
that the safety and integrity of KTMB’s train operations shall not be
compromised in any way, and swift progress of all civil and track works shall
not be impeded;

c. Reuse and incorporate the KTMB’s existing system, equipment and materials
within the project site in implementation of all phased signalling and
communication works. Provision of all new system, equipment and materials
requisite for the phased works shall be included as part of the Contractor’s
scope;

d. Maintenance of all phased signalling and communication works until the


issuance of Certificate of Practical Completion in respect of the Permanent
Works;

e. Relocation of all materials and equipment including DTS equipment, fibre optic
links, interlocking equipment etc. from the existing station buildings to new
station buildings or new DTS rooms/cabins in the course of implementing all
phased signalling staging works in transition to the Permanent Works. The

relocation works shall conform to standards and specifications prescribed by


equipment suppliers an/or KTMB; and

f. Dismantling and recovery of all materials and equipment made redundant after
each phases of signalling works and handing over to KTMB.

2.7.19 The works to be undertaken by the Contractor shall be planned, coordinated and
integrated with the Infrastructure Works, including earth works, track works and
building works which would be proceeding simultaneously at the work site. Such
planning and integration shall ensure that most expeditious and efficient exchange of
information, use of site, sequencing of work etc. and shall take into account all key
dates established for project deliverables under both the Infrastructure and Systems
Works.

The Contractor’s attention is particularly drawn to the following: -

a. Integrated site depots/offices;

b. Efficient possession planning/sharing;

c. Staging and temporary of works;

d. Design and installation of insulated rail joints;

e. Design of equipment rooms;

f. Cable works e.g. underground/under track cabling, conduits, etc.;

g. Power supplies/earthing/bonding at stations, etc;

h. Fencing and access to site and new buildings;

i. Installation of on track equipment, trackside equipment and cables;

j. Safety of works at site;

k. Application and convening Signal Notice, line blocks etc;

l. Staking, storage and handing over of track materials;

m. Erection of signals, electric posts and other structures at site;

n. Recovery of redundant materials and equipment.

The Contractor shall verify that the Works to be performed by Infrastructure


Contractor, and has to be interphased and/or integrated with the Systems Works is fit
for purpose and adequate.

2.7.20 The Contractor shall be responsible to plan and undertake electrification staging
works, interfacing with the existing KTMB’s electrification system network, and to
facilitate the phased re-modelling of track and civil construction works undertaken by
the Infrastructure Contractor. This shall form an integral part of System Works.

2.7.21 Supplying and installing level crossings protection systems, and modifying and/or
relocating the existing level crossing protection systems, when necessary as a part
of the phased signalling works associated with phased civil construction works or
remodelling and realignment of tracks, until the actual completion of the project (or
completion of new overhead bridges renders the level crossing equipment
unnecessary), will be part of the Systems Contract.

2.7.22 Provisions of any new private or temporary level crossing and/or relocation and
maintenance of existing private level crossings, as necessary, during the
implementation of the Infrastructure Works shall be within the scope of the
Infrastructure Contract.

2.7.23 The Infrastructure Contractor shall formulate overall safety policy and enforce strict
adherence by all concerned in respect to safety procedures and guidelines imposed
within the project site in relation to occupational safety and health, safety of train
operations and working in adjacent to an operational electrified railway environment
as per all procedures, guidelines, rules and regulations laid down by the Authorities
and KTMB.

2.7.24 Temporary modifications, and re-location of existing signalling, communications and


related systems and equipment as required to allow railway operations to continue
during the various stages of progress of the Infrastructure Works and Systems
Works, including temporary and/or permanent re-location of track, etc., will be a part
of the Systems Contract. The existing stations must remain in operation during
progress of the Infrastructure Works in order to meet operational requirements, even
though some of the stations are to be eventually closed in accordance with the
project.

2.7.25 The Infrastructure Contractor shall be responsible to provide security at site for S.O
facilities, site stores, staking yards, site offices, depots, as well as buildings, which
are part of the scope of Infrastructure Works. The Contractor shall provide security at
the work sites for all his own Works until such time the Works have been handed
over to KTMB.

2.7.26 The Contractor is expected to be familiar with the existing systems and interface
requirements. The Contractor is also expected to perform user requirements
captures to assess the extent of interface and modification for all tie-in works under
the scope. The user requirements captured shall be finalised prior to any detail
design and require approval from KTMB. All tie-in works shall obtain KTMB’s
approval before work starts. The user requirement captured is not limited to the
following: -

(a) Assessment of existing system to facilitate the tie-in interfaces and modification

of related works, and shall include extension due to any additional works.
(b) Operational needs/requirements.
(c) Interface check lists, drawings and documents to facilitate the confirmation of
the interface or tie-in works.

2.8 Construction of Buildings and Related Works

2.8.1 The complete design and construction of the buildings at railway stations and halts,
including equipment rooms, as required, to house the equipment to be supplied and
installed under the Systems Contract, will be a part of the Infrastructure Contract.
The design and construction of the buildings shall also include all power supply,
communications, fire protection, security, wash-rooms, and other ancillary systems,
automatic diesel generator set for back-up power supply, lighting system, air-
conditioning, etc.

2.8.2 The complete design and construction of the building for the buildings for Feeder
Stations and TSL, and any other buildings which may be necessary for the Systems
Works, excepting those buildings at stations and halts which are already included as
a part of the Infrastructure Works, shall be a part of the Systems Works. The
Systems Works will then also include the complete design and construction of such
buildings, complete with all amenities and facilities, including but not limited to, mains
power supply, communications, fire protection, security, intrusion alarm, CCTV,
lighting, fixtures, cabling, wiring, ducting, discharging outlets, wash-rooms, other
ancillary systems, including power cubicle unit, UPS, automatic diesel generator set
for back-up power supply, raised platform, cabling, wiring, ducting, lighting system,
split-type air-conditioning units, interfacing of the existing systems, etc. as required.

2.8.3 The buildings must be constructed conforming to all building by-laws, requirements of
the Authorities and design criteria.

2.8.4 The buildings must be aesthetic and provided with the following facilities:-

i) Access roads to the buildings.

ii) All mechanical and electrical works in accordance with building requirements.

iii) An approved security system.

iv) Fire protection for equipment and building as per the requirement of Fire
Services Department (Bomba) and the relevant authorities.

v) Adequate car parking facilities (including covered car parks where


appropriate).

vi) Adequate signages

vii) Proper drainage system.

viii) Landscaping, turfing and fencing of the land allocated for the building,
including gates for vehicles.

ix) All internal and external plumbing, including metering.

x) All indoor and outdoor lighting, including lighting for the compound.

2.8.5 The Contractor shall at his own cost comply with all the requirements of the Local
Authorities, State and Federal Government Agencies.The Contractor shall be
responsible for obtaining the Certificate of Fitness as well as other permits and
approvals as required.

2.9 Consequential Works

2.9.1 The Contractor shall be responsible for consequential work, modifications etc
which are required to be made to adjacent KTMB and 3rd Party systems, plant and
equipment which arise as a result of provision of the Works. In the context of this
Clause, and except where otherwise stated, KTMB and 3rd party plant, systems
and equipment shall be deemed to be these types, which are equivalent to or
similar to systems, plant and equipment to be provided under this contract. Such
works shall include, but not to be limited to, the following: -

a) Interfacing and immunisation of KTMB signalling and communications systems to


the north and west of Seremban (Seremban - Kuala Lumpur sector and Seremban
- Port Dickson sector).

b) Interfacing and immunisation of KTMB signalling and communications systems


towards north-east of Gemas (Gemas – Bahau sector) and towards south of
Gemas (Gemas-Batu Anam). The new signalling, communications and related
systems should also include facilities for integration, in the future, of the whole of
the Gemas – Tumpat sector with the new systems.

c) Interfacing, integration and coordinate with other contractor not limited to North
Double Track Project to reposition and rearrangement of operators terminal and
wall display at Kuala Lumpur Sentral CTC.

d) Interfacing, integration and interconnection of the new digital transmission system


and related subsystems including, CCTV, SCADA, PAX type SPT system, PIS and
PA with all those subsystems installed under the Rawang - Ipoh project.

e) Interfacing, integration and interconnection of all new PABXs and PAX type SPT
systems with KTMB’s network of integrated exchanges.

f) Interfacing integration and interconnection the electrification system KTMB’s


existing systems at Seremban and to the north of Seremban.

g) Connection of new power supply points to TNB’s national grid system as required
for the electrification system.

h) Upgrading and modification of KTMB’s existing SCADA equipment within the Kuala
Lumpur Electrical Control Room as required to incorporate the SCADA facilities for
the project area.

i) Provision of bonding to earth, safety screening and isolation as necessary of


metallic 3rd Party and other services and structures within or crossing the railway
reserve.

j) Raising or relocation of all services and utilities at sub-level, adjacent to or across


the track, or any where within the work area, as necessary in order to make way for
the installation of cables, equipment, etc. (or other work for the systems), including,
but not limited to,

a) Tenaga National Power Supply Lines.


b) Telecom Bhd. Telecommunications Lines.
c) Public Works Department and/or District Council Services.
d) KTMB power, signalling and communication services.
e) Fiberail Sdn. Bhd fibre optic cables.
f) Other service providers not specifically mentioned above.

The cost of relocation of such services and utilities including any anticipated
damages or financial loss to the authorities/owners shall be borne by the
Contractor and no additional claims shall be entertained by the S.O.

The Contractor shall make all the necessary arrangements to relocate or re-site the
services and utilities affected. Sufficient notice shall be given to the respective
authorities/owners. No extension of time shall be granted for any delay in the
Works due to re-site of such services and utilities including claims for re-
imbursement.

2.9.2 The Contractor shall repair and make good as his own cost to the satisfaction of
the S.O. for all damages and defects inflicted on adjacent systems, plant and
equipment owned by KTMB, the Infrastructure Contractor or any 3rd Party as a
result of works undertaken by the Contractor. It shall include all partially or fully
completed Works undertaken by the Infrastructure Contractor or any other parties.

2.10 Associated Information, Data, Drawings and Appendices

2.10.1 All information, data, drawings and appendices included in these contract
documents and included in the contract document for infrastructure works for
Associated Works issued together with these contract documents, shall be taken
into account in the proposals and in provision of the Works.

2.11 Standardisation

2.11.1 In respect of the following, only KTMB standardised systems and equipment are
permitted, such systems and equipment to be provided must be compatible and
fully interchangeable with existing system or equipment: -

a) Automatic Train Protection (ATP) system.

2.12 Other Requirements

2.12.1 To minimise spare holding, facilitate maintenance routines and avoid re-training of
maintenance personnel, the Contractor shall ensure that: -

a) The numbers of different types of systems and equipment supplied under the
Contract shall be kept to an absolute minimum; and

b) Equipment or system with similar functionality shall be sourced from the


same manufacturer.

2.12.2 The integrated system supplier for core vital signalling system shall furnish
guarantee to KTMB in provision of requisite technical backup and support for the
vital signalling systems after the expiry of the stipulated warranty period.

2.12.3 Prior to commencement of any physical works at site, the Contractor shall furnish
full documentation to the S.O including diagrams, schematics, drawings, layout,
plans, tables, method of statements, handbooks, manuals, etc. necessary for
provision of the Works.

2.12.4 The Contractor shall submit Quality Assurance Plan and Safety Plan in its
submission for evaluation.

2.12.5 Supply of spares, documentation, as-built drawings, manuals, off-line systems,


special tools, and test equipment to enable KTMB to effectively operate and
maintain the System Works within 30 days from the date of issuance of Certificate
of Practical Completion.

2.12.6 The Contractor shall submit and warrant System Availability performance (MTBF,
MTTR, etc.) in the Proposal.

2.12.7 Supply of all tools, instruments, test units, special tool, specialist test equipment,
plant and equipment, vehicles, etc. necessary for the System Works. The
Contractor shall ensure that KTMB personnel are trained to use the above
equipment.

2.12.8 Supply of special test units, special tools and faults diagnosis facilities for repair of
printed circuit boards and modules for equipment supplied for the System Works.
There shall be step-by-step instructions, which will help the technicians to identify,
locate and rectify faulty components. This testing facility should not be used to
redisplay the same error code or status, which shall be normally found on the

equipment rack when the fault occurred. The Contractor shall furnish a list of the
above in the Proposal.

2.12.9 The UPS supplied shall be modular in design based on n+1 configuration with
automatic and maintenance bypass facilities. It shall have a minimum of an hour
back-up time. The UPS shall be connected to all critical signalling and
communication systems and equipment as well as Information Technology (IT)
equipment. The uninterrupted power supply system shall be resilient in design with
multiple incoming power sources and built in bypasses to avoid single point of
failure.

2.12.9.1 Supply of five (5) units laptop computer pre-loaded with software requisite for
maintenance of Traction Power Supply.

2.13 Personnel

2.13.1 The Contractor is responsible for the deliverables of this Contract, and hence is
responsible for the provision of all resources, including personnel. However, in the
interest of ensuring adequate and experienced staffing, the Employer requires that
at least the following nominated specialist personnel be included in the
Contractor’s site based team: -

(a) Project Managers

The Contractor shall as a minimum designate employ an experienced and


competent site based professional engineer experienced in railway systems
design, procurement and construction Contracts at a senior level, to lead the
contractor’s team and be the point of contact between the Contractor,
Employer, S.O. and KTMB for the duration of the Contract. The Project
Manager must be conversant in English and be experienced in working in a
Quality Assurance environment.

(b) Signalling Engineers

The Contractor shall designate an experienced and competent site based


Signalling Engineers for the duration of the Contract, particularly to deal with
the Signalling requirements of this Contract.

(c) Communication Engineers

The Contractor shall designate an experienced and competent site based


Communication Engineer for the duration of the Contract, particularly to deal
with the Communication requirements of this Contract.

(d) Design Engineers

The Contractor shall designate an experienced and competent Design


Engineers for the duration of the Contract. Apart from design audits, they
shall be responsible for liaison and coordination with S.O and KTMB over
design submission, design reviews and approval process of design and
engineering of the Works.

(e) Testing Engineer

The Contractor shall employ an experienced and competent site based


Testing Engineers for the duration of the Contract to formulate testing
procedures, perform functional testing of signalling and communication
installations.

(f) System Integration Engineers

The Contractor shall employ an experienced and competent site based


engineers for the duration of the Contract, particularly in interfacing and
integration of all subsystems, signalling and communication works of the
Works.

(g) AFC Engineer

The Contractor shall employ an experienced and competent site based AFC
Engineer for the duration of the Contract, particularly to deal with the AFC
requirements of the Contract.

(h) CTC Engineer

The Contractor shall designate an experienced and competent site based


CTC Engineer for the duration of the Contract, particularly to deal with CTC’s
requirements of this Contract.

(i) Overhead Electrification Engineers

The Contractor shall designate an experienced and competent site based


overhead electrification Engineers for the duration of the Contract, particularly
to deal with overhead electrification requirements of this Contract.

(j) Safety Officers

The Contractor shall designate an experienced and competent site based


Safety Officers for the duration of the Contract, particularly to deal with safety
issues and requirements arising of this Contract.

(k) Works Train Engineers

The Contractor shall designate an experienced and competent site based


Engineers during the period that Works Trains are operating to attend Works
Train Committee (WTC) meetings for coordination with KTMB and other
contactors with respect to Works train operations.

(l) Planning Engineers

The Contractor shall designate an experienced and competent site based


Planning Engineers for the duration of the Contract, particularly to deal with
the necessary planning and scheduling requirements of this Contract.

(m) Quality assurance Engineers

The Contractor shall designate experienced and competent site based


certified Quality Assurance Engineers for the duration of the Contract,
particularly to deal with the necessary QA/QC requirements of this Contract.

2.14 Spares

2.14.1 The spare would be ordered subsequently after discussion with KTMB. At this
stage, the bidder shall provide a list of necessary spares with their unit rates and
confirm availability of these spares for at least ten (10) years in the market. This
shall not from part of the contract cost.

The cost of each item indicated as spare shall be less than the cost given in the
main price schedule and contract shall be able to justify this cost based on breakup
of such items used in equipment.

2.14.2 The quantity for each item shall not be less than 10 percent of the total quantity of
the same item in use in the Works, not less than two (2) units or pieces whichever
is greater. For consumable items with limited life, such as lamps, fuses, etc.,
appropriate quantities will be required.

2.14.3 The Contractor shall furnish a list which shall include, but not be limited to, the
following:

i) The total quantity of each of the materials, equipment, components and parts
to be supplied and installed as part of the Works under the Contract;

ii) The total quantity of each of the materials, equipment, components and parts
to be supplied as spares under the Contract;

iii) The quantities listed shall include information such as the expected failure
rate of the respective components.

2.14.4 The maintenance spares provided under the Contract shall not be used for the
purpose of execution of the Works other than in exceptional circumstances and
with the express permission of the S.O. In the event of maintenance spare being
opened during the execution of the Works or a seal broken, a new spare with
sealed labelled shall be provided by the Contractor at no additional cost.

2.14.5 Maintenance spares, wherever appropriate, shall be preloaded with necessary


software and ready to be used without incurring any expenses to KTMB. EPROMs
preloaded with application software with the latest versions for all signalling and
communication installations shall be furnished to KTMB for maintenance of the
systems.

2.14.6 The list of spares may be modified during the contract period, where necessary, to
take into account any design changes or variation orders which may arise. Before
completion of the Contract, the Contractor shall furnish a final list consisting of total
quantity of each of the materials, equipment, components and parts to be supplied
and installed as part of the Works and spares to be supplied under the Contract.

2.14.7 The decision of actual quantities of spares to be supplied by the Contractor, under
the Contract, shall be made by S.O before completion of the Contract.

2.15 Tools and Test Equipment

2.15.1 Supply of all tools, instruments, test units, special tools, test equipment, plant and
equipment, vehicles, etc. necessary to enable KTMB to carry out maintenance, re-
calibration, testing, repair and modifications to the systems when necessary to
accommodate changes to track layout, buildings, etc. This shall also include test
equipment for diagnosing of faults and detection of fault locations for fibre-optic
cables. The Contractor’s Proposal shall include a full list of all such tools and
equipment, together with their respective costs and quantities. The Contractor shall
ensure that KTMB personnel are adequately trained to use the tools and
equipment.

2.15.2 Supply of special test equipment, special tools and faults diagnosis facilities for
repair of printed circuit boards, electronic components and modules for equipment
supplied for the System Works. There shall be step-by-step instructions, which will
help the technicians to identify, locate and rectify faulty components. This testing
facility should not be used to redisplay the same error code or status, which shall
be normally found on the equipment rack when the fault occurred. The Contractor
shall furnish a full list, together with costs and quantities of all such tools and
equipment in his Proposal.

2.15.3 Actual types and quantities of tools and test equipment to be supplied under the
Contract shall be subject to approval by the S.O. who shall have the right to add or
exclude from the Contract, any or all of the tools and test equipment offered by the
Contractor.

2.15.4 Minimum of three (3) sets of each type of special tools and test equipment shall be
included in the Contractor’s Proposal.

2.15.5 Supply of laptop computers, pre-loaded with software requisite for maintenance of
the Systems Works and meeting KTMB’s operational needs: -

(a) Five (5) units of laptop computers pre-loaded with software requisite for
maintenance of Traction Power Supply system;

(b) Supply of individual licensed software for every computer supplied under the
Contract.

2.15.6 Software for all system components to be handed over to KTMB requisite for
installing and de-installing of system software, re-booting of software, modifying or
re-configuration of system parameters, updating of system software etc shall be in
the form of CD with user friendly auto run format with step by step instruction for
downloading and selection of choice of actions required.

2.15.7 Tools, software and test equipment to be supplied by the Contractor shall include
(but shall not be restricted to) those which are necessary for: -

(a) Testing, repairing, calibration, programming and adjusting various indoor and
outdoor equipment which shall include but be limited to trunk radio
equipment, AFCS, digital transmission equipment, CCTV etc.

(b) Checking and replacing faulty components in VDU control/monitoring facilities


and projectors as well as provision of software to make any necessary
modification the detailed and general views of the above.

(c) Setting-up, testing, design validation, programming, repairing, modifying etc


microprocessor systems including workstations, software tools, application
software, generation programmes and other special tools and equipment etc.

(d) Test rigs for verifying failure of electronic cards or other systems components.

2.16 Training of KTMB Personnel

2.16.1 The actual training programme to be implemented shall be dependent on the types
of systems and equipment to be provided and the Contractor’s training programme
and proposals. Detailed training requirements should be submitted and be
approved by S.O.

2.16.2 The Contractor shall submit details in his proposal for the proposed training
modules and programme encompassing training of KTMB’s designers,
maintenance and operating personnel.

2.16.3 The bidder’s financial offer should be inclusive of the cost of training. No separate
cost towards training shall be payable.

2.17 Inspections by S.O at the Contractor’s Works

2.17.1 The actual programme for inspection and Factory Acceptance Test to be
implemented shall be dependent on the types of systems and equipment to be
provided and in respect to the Contractor’s proposals. Detailed inspection
requirements should be submitted.

2.17.2 The Contractor shall prepare and submit test certificates for all systems and
equipment supplied under the Contract.

2.18 The Contractor shall furnish a list which shall include, but not be limited to, the
following:

i.) The total quantity of each of the materials, equipment, components and parts to
be supplied and installed as part of the Works under the Contract; The contract
shall be turnkey on design and built basis and thus it is the responsibility of
contractor to supply, install, test and commission each and every item required to
obtain end objective. If the quantity of material indicated here falls shorts, then it is
the responsibility of the contractor to bring all additional items without any extra
charge and install, test and commission the same. However, if any item is saved
after execution, the same shall be the property of Ircon.

ii.) Ircon has to maintain system for 24 months from the date of issuance of
practical completion by KTMB. The consumables required to keep the system
functional for 24 months shall be supplied. The total quantity of each of the
materials, equipment, components and parts to be supplied shall be indicated.
However, if the consumption of such items is more than what has been given at
bidding stage, the same shall be supplied by the contractor free of charge.
