The CDR based Billing and Customer care system has been implemented in 307 SSAs (out of
334). Apart from individual retail
customers, we have Corporate
customers who may have connections across entire BSNL. For such
Corporate customers end-to-end
activities has to be taken care
including Order Management,
Provisioning, Billing, Payment
Collection, Payment updation and
Disconnection / Reconnection
activities. Recently IT Circle has
finalized and issued a set of
guidelines in discussion with Data
Network Circle for Billing of Corporate Customers and VPN services.
This article gives a summary and
the detailed guideline document
is available at CDR Portal.
The following Corporate customer
scenarios are covered in the
guideline:
1. VPNoBB Only.
2. NMEICT plan.
3. VPNoBB with Landline facilities
but without Internet.
4. All India Customer with centralised billing for BB, VPNoBB and
LandLine.
5. Broadband Internet customer
without VPN but centralized billing .

1. VPNoBB only

In CDR system CRM, the VPNoBB


plans are to be configured with
zero-based tariff plan, to issue

work order. The Billing will be


done by NIB. The nodal Billing
authority (e.g. the SSA to whom
the Corporate customer belongs) shall take feed file from
NIB to issue bill, collect payment and coordinate with NIB
for post billing operations like
disconnection / reconnection.

2. NMEICT Plan

Centralized Billing for BB,


VPNoBB and Landline:

In CDR system, NMEICT plans


are configured in CRM for issuing work order. NIB shall do the
billing once a year for 25% part
(Rental) payable by Educational
Institution. This is in addition to
the 75% part (Rental) payable
by Ministry of HRD. The CDR
Data Centre shall take Billing
feed file from NIB (generated
for 25% charges) and do Billing
for individual customer in December for all NMEICT plans.
CDR system will add the
VPNoBB charges as debit
charges in December bill. This
procedure will be implemented
from Dec-11 onwards and SSAs
shall ensure that all customers
are billed for 25% charges individually upto Dec-11 by feeding
debit charges in CDR / non
CDR LL billing systems. In Dec11, CDR system will get a feed
file for 25% charges from NIB
and create debit for one year
from Dec-11.

3. VPNoBB with Landline


(without Internet)

A. Centralized payment for both


Landline (all plans including incoming only) and VPNoBB.
B. Centralized payment for
VPNoBB and SSA based payment
for Landline (any plan).
4. All India Customer with

a. All India nodal agency to collect deposit manually outside


CDR.
b. Nodal agency (say NTR) to
raise ATC to concerned circles
and send service request and bill
schedule by email to circle.
c. Circle Nodal officer (EB cell)
will create order through CRM
CSR and is responsible for service provisioning. He will also
feed payment (received through
ATC).

5. BB customer (without VPN)


with Centralized Billing
a. With Landline usage charges
NIB shall do billing for BB (all
India) and CDR shall do Billing for
Landline individually or group
billing as per agreement.
b. Without LL usage chargesNIB shall do billing for BB (all
India). CDR will configure zero
based tariff. Nodal Billing authority will take invoice from NIB and
issue to customer for payment.

Summary:
A. In general, all VPN connections
will be billed by NIB and all Landlines by CDR.
B. Wherever Landline usage
charges are involved, LL part
shall be billed by CDR only (both

Fixed monthly rental and usage).


C. All backup lines provided like
dial VPN, backup for MPLS VPN
etc. are to be configured with
zero based tariff pland in CDR.

the Billing team, ITPC at the respective CDR Datacenters to
streamline the process, so as to
ensure smooth handling of the
corporate customer requirements
and their Billing.

IVRS BASED FAULT ANNOUNCEMENT SERVICE163


In CDR system, IVRS based fault
announcement service has been
introduced at all four zones. This
service facilitates lineman interaction to get fault details for a
lineman area. Following is the
procedure for handling this service .
1. Lineman has to dial code 163
from any BSNL landline number
to listen to announcement on
pending fault cases in his area .
2. The 163 call is routed to
zonal IVRS system at respective
CDR datacenter and a welcome
prompt is played .

3. Thereafter IVRS offers a language selection. Available language options are as follows.
North: Hindi, English
West: Hindi, English, Marathi,
Gujrati
South: Hindi, English, Tamil,
Kannada, Telegu, Malayalam
East: Hindi, English, Bengali,
Asamiya, Odiya.
4. IVRS system plays all the
announcements in preferred
language.
5. IVRS system requests lineman to input lineman identity

MEDIATION SOFT PORTAL


This portal is developed by ITPC
West CDR Development team &
is deployed in CDR West Zone.
This portal was developed in
response to the need of SSAs to
provide at a glance view of Mediation & Provisioning. This portal
provides online monitoring for
Mediation, Missing file, Provisioning link and IOP status by Circles/SSAs/Exchange incharges.
Also reports such as Mediation
failure, Monthly missing count,
IOP status for Circle/SSA/
Exchange are available for field
units. URL, usernames and passwords had been already communicated to field units. This portal
enabled the field units to self
monitor Mediation & missing file
status and take corrective actions promptly. Because of this,
missing file percentage has been
reduced significantly.
CES and IOP status for CDOT is
updated every hour. Missing files

6. IVRS system requests lineman to dial TPIN( it is four digit
telephone personal identity
number). Line man can dial
any four digit TPIN of his
choice . Four digits dialed by
lineman for the first time is
registered in system and become his TPIN for further transactions with IVRS .
7. TPIN selected can not be
changed by lineman . SM
docket need to be raised in
case TPIN change is required.

8. After successful authentication , IVRS system announces


fault dockets if any available
against the provided Lineman ID
or else IVRS will announces that
no docket is assigned .
9. This service is operational now
and All the Head of the SSAs are
requested to give vide publicity
among their line staff and avail
the same for prompt disposal of
the pending fault cases in their
SSA.

IOP Status of CDOT available
in Mediation soft Portal
A need was felt to centrally
monitor the status of CDOT
IOPs whether they are working in Simplex/Duplex. For
this purpose CDOT developed
Release1.5 which is to be
installed at IOP & in CES. This
release enables to read the
IOP status which is now available in CES. This status infor-

Western Zone, CES 1.5 is installed in 18 CDOT switches on
experimental basis. IOP failure
Status on SMS is under development. Information of all officials
from Exchange level to Circle
level needs to be updated in Mediation soft Portal. This system
