Network Planning Process_Grade of Sites

Abstract During Rollout Project, some Transmission Hub Sites/Repeater dropped


by customer due to difficult sites access

Situation
During Site Acquisitions process or even some sites already start to build the tower, it
identify by our customer that 6 Hub/Repeater sites have problem/difficulty on site access,
then customer decided to drop those 6 site. Drop those 6 Repeater Sites will impact to
our Project Plan since some sites behind those 6 Repeater sites have to change the
Transmission Plan.
Task Description of problems or challenges
Herewith below the Current Planning Process, Planning create the Nominal Network Plan
and become a Final Network Plan after Technical Site Survey approval from Customer.

But This Final Network Plan later during SA Process have most probably can change due
to progress of those sites itself, some sites will be dropped due to many reasons likes :
SITAC Fails, Difficult Access, and so on.

Planning Team do the Nominal Network Plan based on Intial Input from customer, then
Planning release SAM contain CP/Center Point + Radius to SA team for SA team search
the Candidate within that Radius. If have the candidate then RNP + TNP + SA do the join
survey together.
After Join Survey , RNP+TNP+SA combine the Report in Technical Site Survey Report
which also included SJP (Site Justification Proposal), then it will approve by customer
then continue to SA Process.
Until this Stage, RNP or TNP dont get a grade of those sites (which sites that potensial
SA problem,access problem,etc) and TNP make a Final Network Plan without a grade of
site from SA.

After Technical Site Survey, we found

1 site 140210 have NLOS to initial Far End then it change to LOS Far End to
140339

1 site 140415 have Tower Load issues at initial Far End then it change to 140204
which no Tower Load Issue

Then based on TSS approval, herewith the Final Tx Network Planning

After TSS Approval, the SA Process continue, but Final Network Plan make without any
reference from Sitac , which sites is easy, medium and hard from Sitac point of view.
Then in the SA Process some important sites dropped and some Far End sites not ready
while the Near End sites already RFI.

During Rollout Progress, 6 sites in Red were identified by Customer have a access
Problem , then it was decided to Drop those sites.
Then it will impact to our Rollout Project Plan, as well as the MW Cargo that already
prepare and also The Final Network Plan have to revised.
Revised the Final Network Plan means we have to reroute some sites that already
RFI/Soft RFI

Additional Cost for Site Survey / LOS Survey

Additional Administration Process / New Colo Application

Impact to Overall Tx Network Plan , change the Tx Upgrade Plan

Change the MW Equipment - Impact to the MW Cargo

Introduce the Grade Of Sites for each sites , by identify from Sitac, RNP and TNP point of
view which sites is easy, medium and hard.
Below is the idea of Grade Of Sites :

Technical Site Survey data and based on Customer Requirement.

After Technical Site Survey, RNP+TNP & SA team can identify and make summarize of
Grade of Sites. Its very important to know at the initial Stage the Grade of sites so
then the potensial problem can eliminate in the Initial Phase not at the Rollout Stage.

After identify the Grade Of Sites, the it can be easy to decide which sites can continue to
SA process and which sites propose to Drop. For this Purpose , I propose to conduct the
Design Review Meeting together with customer, so customer well inform since intial
Stage about the Grade Of Sites.

Survey and then conduct the Design Review Meeting with customer to decide which sites

Transmission Planning can have a accurate Final Network Plan that already consider the
SA point of view.
Here is lets assume that we get the SITAC Grade of Sites after TSS as below picture :

Then based on those Grade of sites, during the Design Review Meeting, Its better to
Drop those 6 Red Sites . Then TNP can immediately change the Tx Network Topology
by deleting those Red Sites and to output a new Plan with prioritize the Green Sites as a
HUB Sites and Yellow or Grey Sites as the Intermediate or as End Sites.
This new Plan that already consider SITAC Grade Of Site will be accurate Tx Final
Network Plan

Suggestion or Review
It is so recommended to Network Planning Manager & SA Project Manager to identify
Grade Of Sites especially from SA { {Constructable, Leasable, Permittable, Acceptable,
etc} to anticipate change in the Network , and the Initial Stage involved the customer to
decided which sites continue to next step / SA Process and which sites must be dropped.
Each teams should consider the Grade Of Sites from others Team, then it will be
synchronize during Rollout Progress.
The Grade of Sites consideration from RNP + SA + TNP, then the Final output Network
Planning will be more accurate and the next process will run smoothly.
